announcer: building a better bay area, moving forward, finding solutions. this is abc 7 news. >> we were uncomfortable, so we politely asked them to leave. liz: police officers denied service at a popular san francisco restaurant during the exclusive interview with one of the owners, setting the record straight about their decision. good morning, everybody. you are watching abc seven news :00 a.m. -- at 6:00 a.m. i'm liz kreutz, and we are going to get that exclusive interview, but first let's get to a quick check of the weather with sergeant. -- lisa argen. lisa: live doppler seven sewing -- showing you all the clouds that have expanded at the surface for the most part temperatures are cool, in the 40's and 50's this morning, but as we check on our visibility, a quarter mile, santa rosa, just a mile in livermore, and over two

miles half moon bay. still a dense fog advisory through noon time for the delta. the upper-level winds here, anywhere from 20 miles an hour in town, to 40 miles an hour in mount diablo is going to bring in some drier air for a warmer afternoon. but it is a cooler start. fog not an issue here on the golden gate bridge. we will see more sun with 50's by midmorning, then some lower 60's by the afternoon. we will talk about that rain tomorrow night in a few minutes. liz: thank you. a trendy san francisco restaurant is explaining its decision to turn away and deny service to three on-duty police officers. word is spreading fast. there is a social media firestorm erupting. one of the officers spoke with abc 7 news to explain their decision. san francisco's police chief is

also reacting. hilda and jesse seated the uniformed officers. but then staffers and -- staffers grown comfortable by the presence and asked the officers to leave, which they did. one of the owners told abc 7 news anchor deon lynn it has nothing to do with what they are, but with what they are carrying. >> it has nothing to do with the fact that we are anti-police. it is about the fact that we do not allow weapons in our restaurant. we were uncomfortable, so we politely asked them to leave. it has nothing to do with the fact they were officers, and everything to do with the fact they were carrying guns. liz: she says the officers are welcome to come back to the restaurant without the weapons and staff would be happy to serve them. she clarified false narratives about why the officers were asked to leave. san francisco police chief bill scott is weighing in. he said the san francisco police department stands for safety with respect, even when it means

respecting wishes that our officers and i find discouraging and personally disappointing. i believe the vast majority of san franciscans welcome their police officers, who deserve to know they are appreciated for the difficult job we asked them to do in their uniforms to keep neighborhoods and businesses safe. new developments with the omicron variant. it has been detected in 16 states. researchers in massachusetts say the variant may be more transmissible, because it shares the same genetic code as the common cold. the united kingdom is requiring all travelers coming into the country 12 years and older to show proof of a negative covid test two days prior to departure. this is a sign of the times. a flower shop in noe valley says it is so desperate to get new employees that they will hire anyone who wants to work. now there is a new variant to deal with. tim johns spoke to some store owners. tim: welcome to french tulip flowers in san francisco's no way valley neighborhood, and you

will be greeted by this sign. >> right now we are taking anyone who is willing to learn and stay with us. tim: andrei abramov is the owner of the store. a few weeks ago a from off put the sign in the store's front dough to attract anyone willing to help out. >> we have two employees, and one of our employees retire. one employee just open his own shop. tim: but this is not the only shop having trouble getting employees. several hearsay it is a persistent problem. just a few feet down the road at casa mexicana, jose rodriguez says his team has been shortstaffed for months. something he fears could get worse. >> very worried about it. as i mentioned, there is a lot of people who don't want to get the vaccine. tim: issues like these have been popping up all around the country says julia pollak, chief economist at ziprecruiter. she says the pandemic's effects

on the labor force are being widely felt, but are pronounced for small and medium-sized businesses. >> there are many reasons. they do not have the cushion to compete on pay and benefits to the same degree. two, they do not have entire departments devoted to human resources analytics. tim: until the time comes when more help walks through the door, abramov says he will keep taking it one day at a time. >> just create a nice atmosphere. people like to work here. tim: tim johns, abc 7 news. liz: it has been two weeks since those brazen smash and grab robberies rocked san francisco's union square. the city has launched a traffic control measures and stepped up police presence to deter crime. the question is, will it be enough to bring holiday shoppers back? abc 7 news reporter cornell barnard went to union square to find out. ♪

returning to san francisco's union square, and so were the crowds. >> people were out today. it is really good. it is making me feel like we are into christmas now. jesse were taking in the sights but being careful after those into miss smash and grab robberies several weeks ago. >> we are being cautious. watching ourselves. i have my purse where i can see it. cornell: since the robberies, police have several arrests and increased police presence around the square, including this mobile command center. >> it is a safe environment now. we have got lots of police officers securing the perimeter. you start to see a lot of families down here enjoying the holiday season. cornell: this family from daly city came to shop. >> we have a lot of cops around the neighborhood, so we figure it is safe enough to come, especially with my kids out here. plus, it is christmas time. cornell: some luxury stores are open, but still boarded up, with

security guards out front. the holiday shop is crowded with shoppers. >> i encourage people to come down. there is a strong police presence and, feeling good about what we are seeing post-event a couple of weeks ago. cornell: street closures around union square happening daily from 7:00 p.m. to 6:00 a.m. to help deter crime. the city giving shoppers another incentive to come here, two hours free parking. former san franciscans gina and don were not sold. they did not like the vibe here. >> there is fewer people. >> yeah, a lot fewer people. a lot of fences. a lot of police. it just does -- it is not the same feel. cornell: after nearly two years of pandemic stress, many folks say they need some yuletide cheer. >> we have to move on. that's basically what it is. let's enjoy this season. cornell: cornell barnard, abc 7 news. liz: a troubled safeway store in san francisco has installed new security gates in response to an

increase in shoplifting. the chronicle reports the automatic gates at the safeway quickly shut behind customers. that prevents wood-bee thieves from running out west shopping carts with items. the stores added barriers around the self checkout area, making customers go through one exit. this safeway used to be open 24 hours, but last month it started closing at 9:00 p.m. only on seven, in the east bay a woman narrowly missed getting her purse snatched. surveillance video used in the police investigation shows a man approached the 54 gold woman as she returned home with her daughter. the man runs up the front stairs and grabs her handbag. that is when her 17-year-old son heard screaming at her 22-year-old daughter, together, chased the man away. she says it is what's needed to be done. >> sometimes parents get nervous really easily, and they do not know what to do. and, like, as the younger

generation, we try to protect the older generation. liz: jamie says her family has been attacked two previous times in oakland as well. so they are adding security cameras at the home. she is lucky she is safe. she is also painful for neighbors who started screaming and helped provide surveillance to oakland police. so for the have been no arrests. in the north bay, we are learning about a major chop shop bust that involved stolen porsches. police say the wanted fugitive, who was accused of dealing classic cars and selling them, has been arrested after he got off a cruise ship in san francisco last week. 77-year-old wayne krieger of novato is in custody. petaluma police say officers raided two chop shop locations in san francisco and novato. they found eight classic porsches along with car parts and counterfeit vin numbers. all right. ok, lisa, let's get a check

liz: thousands of people gathered in oxford, michigan, to hold a vigil for the students killed in a shooting last week. several people took the stage to speak to the crowd, including sheriffs and the governor of michigan. 15-year-old ethan crumbley is accused of shooting and killing those four students and injuring seven others. a judge has set the bond for the parents of the accused school shooter at $500,000 each. they were taken into custody friday night after being found in an art studio in detroit. james and jennifer crumbley are being held separately in the same jail as their son. police believe the couple had help getting into a warehouse. they say anyone who helped them may also face charges. prosecutors say ethan carried out the shooting using a gun bought by his father days earlier, as a christmas present for him. the pair is charged with four counts of involuntary manslaughter. both have pleaded not guilty.

ethan has been charged as an adult and faces more than 2000 -- more than two dozen counts. he has also pleaded not guilty. a santa rosa high school student has been arrested on suspicion of ringing a gun into campus. this happened at montgomery high school. officers pulled the student from class and searched his backpack. investigators say the student likely did not intend to use the weapon. he has been booked into sonoma county jail for possession of a concealed handgun and bringing a gun onto school campus. afghan refugees are getting a helping hand. volunteers accepted donations of clothing, toiletries, and household items in hayward. the community is working with refugee assistance groups. in the members of the community help to fill a bus full of toys for kids this holiday season. bta partnered with the marine

corps reserves for its annual stuff the bus event. you cannot miss the action with the bus parked in the middle of the park in downtown san jose. kindhearted locals came through there, donating toys, books, and stocking stuffers. [bell] after a hiatus because because b pandemic, downtown redwood city kicked off the season with its hometown holiday celebration this weekend. the holiday train pulled into the station decorated with more than 75,000 lights. >> it is so great to be out here. we really missed everything last year. we go to the train every year. >> it is really nice, you know, however buddy is together? >> we are excited finally to be out here again. after this pandemic it is nice to see the community. liz: the festivities continue at 4:15 this afternoon with the hanukkah festival in courthouse square.

the san francisco police department's holiday toy drive is also in high gear. officers started collecting donations at the rush stadium at city college ahead of the northern california football championship game. the department is partnering with walgreens to make sure no kid in the city and county of san francisco goes without receiving a gift this holiday season. >> and we are really asking our community, please, to step up, come out. there are boxes at all of the walgreens across our city, so they can drop a new, unwrapped present. liz: you can also use then mow -- ve today the santa clara county fire department will hold a toy drive at three different locations. here are the locations. it is the sunny oakes, monte vista, and el monte fire stations. the sites will have a drive

compressed, and a little bit of that tule fog. that has dense fog advisory by the delta this morning, but high pressure is building in and allowing for the cloud deck to be squished. as it builds in, we have visibility reduced to a quarter, santa rosa. the quarters of a mile in concord. two there around half moon bay. looking at some reduced visibility from the peninsula around saint carlos, and san jose has moderate air quality. with that fog and bridge of high pressure, we are still in that moderate air quality. things will begin to change in the next few hours. these lines. up to 33 mile an hour winds from and send helena. all of this wind and mixing will allow for the fog to evaporate. we'll get into some afternoon sun. 48 in campbell. it is 50 in mountain view.

it is cool, with the mid 40's from sebastopol to half moon bay. we have to dense fog this morning, sunshine on the way this afternoon with scattered showers. weak system arriving later on tomorrow. it looks like it could be in time for the evening commute. talked about the coastal flood advisory, the highlighted areas from foster city, over around lake merritt. be a little bit of flooding up through tam junction and san rafael. of course, san francisco, the embarcadero, looking at that high tide. as we look in our forecast animation, tonight you can see showers arriving by 6:00. look what happens at 11:00. we have some light to moderate shower activity from the north bay. most of it stays offshore, but enough of that activity pushing through into about 2:00 that we are talking about amounts anywhere from a couple hundred, to 1/10, and even a quarter of

an inch down toward the santa cruz mountains. not nothing. we are tracking this system to start the work week, then there will be another system arriving for very early on thursday. that should bring, perhaps, up to about one third of an engine san francisco route the next seven days. we still are looking at an active midmonth forecast. as of today the sun returns and lifts. looking at low 60's today for oakland. 64, san rafael. seven day forecast, the morning fog, afternoon sun, still cool along the coast. evening showers tomorrow night, then breezy conditions for better air quality midweek. a level 1 system on thursday, but with that comes very cold air. the coldest day or we have seen so far this season, bringing some sierra snow and chilly highs. probably widespread frost thursday into friday all around

announcer: building aetterward ing soluons.. e watching abc 7 news. we are going to start this half-hour with another look at the weather. let's get over to lisa argen. we have rain coming our way. lisa: a little bit. the trends are looking better as we get through this week, then certainly we are still looking at a promising december 11th or 12th. we have a fog this morning.

looking at less than a mile in livermore. a quarter mile, santa rosa. a little better than that in napa. upper-level winds gusting from 30 to nearly 40 miles an hour from st. helena. this will makes out that fog sooner, and allow for a bit of a warm up. it is 49, elsa bronte. on the coast, 42 degrees in pacifica. that is a cooler start, anywhere from three to six degrees cooler, so temperatures are looking chilly through 10:00. just 40's and 50's. as the fog lifts, approaching 60 in some locations, even some lower 60's with high clouds later on this afternoon. we will talk about the rain arriving, probably in time for the commute for some of you tomorrow night, the more chances for rain later in the week. liz: thanks. the number of common -- of covid-19 omicron variant cases

are growing across the country. as cases go up, more states are issuing warnings about the virus, even if they do not have any confirmed cases now. health officials are continuing to push vaccinations as the response to ending the pandemic. here is abc news reporter karina mitchell. karina: more states are detecting cases of the covid-19 omicron variant. washington state is confirming three cases. two men, and one woman. new york state is confirming three new cases, bringing the state's total to eight. even states with no confirmed cases are issuing warnings. >> it should not surprising to anyone that could possibly be in oklahoma already. karina: omicron was first detected in southern africa. one study there shows it is spreading twice as fast as the delta variant. >> a few weeks ago in south africa there were 200 cases per day. now there are 15,000. karina: health officials stressed the best defense against it and other variants

is still vaccinations. in the past few days, more americans have been lining up to get either their first shot or a booster. at long pope valley medical center in california, two months ago workers say 50 people would come in for a vaccine. on friday at medical center had more than 400 vaccine appointments. >> now that there is a new impending variant we do not know a lot about yet, i can see why people are interested in getting vaccinated. >> the science on this one is very clear. the vaccines help people to keep from getting sick, and the boosters add an extra layer of protection. karina: 22 states have seen an uptick of 10% or more in hospital admissions in the past week, according to officials. >> delta continues to drive cases across the country, especially in those who are on vaccinated. karina: nearly 60,000 americans are now hospitalized with covid-19. karina mitchell, abc news, new york. liz: the san francisco archdiocese has been outspoken about the vaccine, encouraging

churchgoers to get the shot. except the archbishop, the person meant to lead by example, has yet to be vaccinated against covid. abc 7 news reporter lyanne melendez follows up on his recent acknowledgment. lyanne: pope francis, the leader of the catholic church, admits he struggles with skeptics who refuse to get the covid-19 vaccine. here is the pope last august. language] lyanne: pope francis said we must help others to do it, calling it an act of love. the archbishop appeared to be on the same page, stating i join pope francis and the u.s. conference of catholic bishops in advising you to get vaccinated if your doctor recommends it. except that in a recent interview, he admitted to the san francisco chronicle that he has yet to get vaccinated. the archbishop added that his immune system is strong and that his personal physician told him it is probably not necessary for me to be vaccinated.

>> that is his opinion. lyanne: an opinion that is not shared by many in the san francisco health department, who today continue urging people to get vaccinated. >> it is really important. it helps protect you. it helps protect your family. it helps protect communities. it helps protect other vulnerable people. >> i think he is entitled to his own opinion, but also he is a public figure, so everything he says has a lot of impact on other people's. lyanne: it is not the first time he has not followed the pope's teachings. in 2013, pope francis made global news when he reached out to gay catholics. >> the pope saying, "if someone is gay and he searches for the lord and has good will, who am i to judge?" lyanne: the pope saying if someone is gay, and he searches for the lord and has goodwill, who am i to judge? reporter: the archbishop has been outspoken against gays and same-sex marriage. in 2013, protesters gathered outside of the cathedral after the archbishop warned all catholic school teachers to conduct their lives in a way

that does not undermine or deny the church's doctrine. a group of churchgoers answered back, with their own rally to -- own rally. the archdiocese did not return our calls. >> i cannot see into his heart and mind, so i do not think -- so i do not know exactly how he has put that together. liz: los angeles firefighters must be vaccinated by december 18. that is according to a judge who denied a request by the firefighters union to delay the enforcement of the vaccination mandate. the union argued the mandate was not properly bargained and sought a preliminary injunction. around 400 firefighters risk being put on unpaid leave later this month because they have not been vaccinated. and coming up on this week, as more states report omicron cases, cdc director rochelle walensky will speak about the efforts to combat the variant and president biden's plan to tackle covid this winter. you can watch the interview at

8:00 this morning, right here on abc 7. president biden and russian president vladimir putin will speak in a video conference this week. the talks come as tensions escalate between the u.s. and russia over a russian troop buildup on the ukrainian border. nearly 100,000 russian soldiers are said to be on the border. in a statement, white house press secretary jen psaki says president biden will bring up concerns about russian military activities. the meeting is set for tuesday. cnn anchor chris cuomo has been terminated by the network, effective immediately. the announcement came after an outside law firm reviewed exactly how cuomo helped his brother, former new york governor andrew cuomo, and he was accused of sexual harassment. he issued a statement saying i have already told you why and how i helped my brother. cuomo primetime was often the network's highest-rated show. henry winkler is auctioning off

iconic props he used in his role as the fonz. that includes the leather jacket he wore, as well as his silver triumph motorcycle. winkler saved scripts and other memorabilia, which will be sold. the proceeds will benefit a nonprofit started by his daughter, zoe, that helps separated migrant families at the u.s. border. spartan brought its stadium obstacle race to the home of the san francisco giants. they navigated staircases, obstacles, and tunnels to the park's five levels. the adults raced in a 5k and faced 20 obstacles. they included burpee's in the dugout. >> spartan is all about hitting people out of their comfort zone and working on people's overall fitness. liz: kids ages four to 14 tackle d a course with four obstacles.

air qualityuld improve with those winds, and we will get even gusty winds behind a cold front that through monday night. there is a look at sutro and our east bay. a gorgeous shot there. doesn't look like december, does it? 51 in oakland, as well as san jose. for mount tam, you can see the deck of low clouds here. temperatures are cooler, 44, santa rosa. anywhere from two to to degrees colder this morning. you may be feeling that, we will get warmer by 3:00. this is ballmer peak, and you can see the clouds here from our east bay camera. areas of fog, then sunny this afternoon. then scattered showers arriving tomorrow night. from the estuaries to the coast, the marshes here having us an idea of how climate change is going to impact us with the

astronomical high tides. we are looking at a little wobble in the moon's orbit, allowing for the flooding conditions from foster city to redwood city, up through tam junction. high tide about seven feet at 11:08 today. a weak system offshore still wants to bring us showers as we can -- we get into late tonight -- late tomorrow night. maybe the southbay getting hit with a light shower, then through 3:00 in the morning's continues to press south and east. from the santa cruz mountains, maybe a quarter of an inch. the 10th of an inch, perhaps, oakland, san francisco. a week system arriving monday night, into tuesday. here it is. a little mountain snow with it, then we get easier winds, better air quality midweek. an outbreak of cold arctic air coming our way thursday. we're looking at sierra snow,

showers in the mountains. this could be a better snow maker than rainmaker. it is going to bring our temperatures down by the end of the week. today one of the warmer days of the next seven. enjoy that. we will look for evening showers monday night, into very early tuesday. then breezy, looking at some partial sun, morning fog. a system thursday, and much colder by the end of the week. liz: san jose is gearing up to build a better downtown in the midst of plans for construction. it's downtown association wants to dream up ideas to create a vibrant and inviting place. abc 7 news reporter david louis looks at how building a better san jose is going to happen. david: change is coming to downtown san jose, with new high-rise construction, the proposed google campus, and the bart extension. but that still leaves downtown with many empty storefronts and a sizable homeless population. a new effort is underway to build a better downtown san jose.

>> it is ok to throw some stuff against the wall and not have it stick. so we have been encouraged to try some things that may not work long term, but we have a funding partner that is allowing us to take some risks. david: this out -- the san jose downtown's executive director scott reese is grateful the knight foundation has granted $100 million over the next five years to take a holistic approach to making downtown vibrant and inviting. most of all, authentic to the diversity of san jose. >> everybody from people without houses, to students, to people that live downtown in new condos, to tech workers, they all need to find something in that authentic experience that is compelling. david: some needs are short-term , such as filling those unsightly vacant storefronts with shops filled with local crafts and unique merchandise. and to fill the gaps between new
