east bay we had a quarter-mile. just a mile in hayward, so it will be a while before we scour that out and as a result, the national weather service has kept this in place until noon, but we will see the sun as gusty northern winds are going to mix that fog out. this is about 1000 feet, so 30 mile-per-hour elevations will bring the dry air to the surface and you can see the gray sky and the golden gate bridge or it 50 degrees in oakland and a foggy look at our exploratorium camera with low to mid 40's for most of you. we will see upper 50's by noon time, low to mid 60's in the afternoon, tracking a few sprinkles and then some real rain coming up in the forecast in a few minutes. liz: thank you. a trendy san francisco restaurant is explaining its decision to turn away and deny service to three on-duty police officers. word is spreading fast and there is a social media firestorm

erupting. the restaurant now has one star on yelp. one of the owners spoke exclusively with abc 7 news to explain the decision. san francisco's police chief is reacting. this happened on friday. staff at the north beach brunch spot seated the uniformed officers but then staffers grew uncomfortable by the presence and asked the officers to leave, which they did. one of the owners told abc 7 news anchor deion leman has an thing to do with who they are, that what the officers were all carrying. >> it's not about the fact that we are anti-police. it's about the fact that we do not allow weapons in our restaurant. we were uncomfortable and we politely asked them to leave. it has nothing to do with the fact that they were officers, and every thing to do with the fact they were carrying guns. liz: they say the officers are welcome to come back to the restaurant without weapons, and staff would be happy to serve them. she agreed to the interview to clarify false narratives on

social media about why the officers were asked to leave. san francisco police chief william scott is also weighing in. he said quote, the san francisco police department stands for safety with respect, even when it means respecting wishes that are officers and i find discouraging and personally disappointing. i believe the majority of san franciscans welcome there police officers, who deserved to know they are appreciated for the difficult job we ask them to do in their uniforms to keep our neighborhoods and businesses safe. moving on now, new developments with the omicron variant. it has been detected in at least 16 states. researchers in massachusetts say the variant may be more transmissible because it shares the same genetic code as the common cold. the united kingdom is requiring all travelers coming into the country who are 12 years and older to show proof of a negative covid test two days prior to departure. it is really a sign of the times. a flower shop says it is so desperate to get new employees that they will hire anyone who

wants to work. now there was also a new variant to deal with. tim johns spoke to some store owners. tim: walk up to french tulip flowers in the snowy valley neighborhood and you'll will be greeted by this sign. >> we will take anyone who is willing to learn and stay with us. tim: andre is the owner of the store. he says right now, he and his girlfriend are the only two people employed at the shop, working all day every day. a few weeks ago, he put this sign in the front window to try and attract anyone willing to help out. >> we have two employees and one of our employees retired and one guy started his own shop. tim: this isn't the only shop having trouble getting employees. several owners say this is a problem. just a few feet down the road, jose rodriguez says his restaurant has been shortstaffed for months, something he fears

could potentially get worse with the emergence of the new omicron variant. >> i worry about it. tim: issues like these have been popping up for businesses all around the country, according to the chief economist at zip recruiter. the pandemic affects on the labor force are still being felt especially pronounced for small and medium-sized businesses. >> they don't have the financial cushion to compete on pay and benefits to the same degree. they don't have entire departments devoted to human resources analytics. tim: until the time comes when more help walks through the door, they will take it one day at a time. >> and people will like to work here. liz: it has been two weeks since those brazen smash and grab robberies rocked union square. the city has launched traffic control measures and stepped up police presence to deter crime in the area.

the question is, will it be enough to bring holiday shoppers back? we went to union square to find out. returning to union square, and on this saturday, so were the crowds. >> so many people out today. it's really good, making me feel like we are into christmas now. cornell: lydia and her fiance were taking in the sights but being careful, after the infamous smash and grab robberies terrorized the square several weeks ago. >> we are being cautious, watching ourselves. i've got my purse where i can see it. cornell: since the robberies, police have made several arrests and increased their presence around the square, including this mobile command center. >> it's a safe environment. we have lots of police in securing the area. it's been nice. we are seeing a lot of families enjoying the holiday season. cornell: this family came to

shop. >> we've seen a lot of cops around the neighborhood, so we figured it was safe enough to come, especially with my kids out here. plus it is christmas time. cornell: many stores are open but boarded up, with security guards out front. >> i would encourage people to come down. there is a strong police presence and feeling good about what we are seeing, post event a couple weeks ago. cornell: street closures around union square are happening daily from 7:00 a.m. to 6:00 p.m. another incentive to come here, two hours of free parking at the union square garage and by 1:20, the garage was full. gina and dawn were not sold. they did not like the vibe. >> there are fewer people, a lot fewer people. a lot of fences and police. it is not the same feel. cornell: after nearly two years

of pandemic stress, many folks said they need some yuletide cheer. >> we have to move on. that is what it is. liz: a troubled safeway store san francisco has installed new security gates in response to an increase in shoplifting. the chronicle reports the automatic gates at the safeway on market street quickly shut behind customers. it prevents would-be thieves from running out with shopping carts with items. the store has added barriers around the self checkout area, making customers go through one exit. this safeway used to be open 24 hours last month started closing at 9:00 p.m. only on seven, an oakland woman nearly missed getting her purse snatched after her kids spring into action to stop her attacker. surveillance videos show a man follow an approach the 54-year-old woman as she returned with her daughter tuesday evening, returned home. the man runs up the stairs and

grabs her handbag. that is when her 17-year-old son, heard screaming along with her 22-year-old daughter chased the man away. she says it is what needed to be done. >> sometimes parents get nervo easily and they don't know what to do. as the younger generation, we try and protect them. liz: jamie says her family has been attacked two previous times in oakland as well, so they are adding security cameras at the home. she is also thankful for neighbors who saw what was happening and started screaming and help provide surveillance oakland police. so far there have been no arrests. in the north bay we are learning about a major chop shop must involve stolen porsches. they wanted fugitive, stealing a number of classic cars and selling them was arrested after getting off a crew ship in san francisco last week -- cruiseship in san

liz: former kansas senator and presidential candidate bob dole has passed away. the elizabeth dole foundation released a statement this morning before we came on the air, saying mr. dole died early this morning in his sleep. he was 98 years old. he spent 35 years in congress, including two stints as senate majority leader. he ran for the presidency re-times and was gerald ford's vice president for nominee in 1976. -- vice president shallesident l -- vice presidential nominee in 1976. -- accused of shooting and killing four students and injuring seven others. a judge has set the bond for the parents of the accused michigan school shooter at half $1

million each. they were taken into custody late last night after being found in an art studio in detroit. james and jennifer crumbley are being held separately in the same jail as their son. police believe the couple had help getting into a warehouse and they say anyone who helped them may also face charges. prosecutors say ethan carried out the shooting using a gun bought by his father days earlier, as a christmas gift for him. the parents are charged with four counts of involuntary manslaughter. both have pleaded not guilty. ethan has been charged as an adult and faces more than two dozen counts. he has also pleaded not guilty. when 18-year-old santa rosa high school student has been arrested on suspicion of bringing a gun to campus. this happened friday at montgomery high school. officers pulled the student from class and searched his backpack. investigators say the student most likely did not intend to use the weapon or threaten anyone with it. he has been booked into sonoma

to arrive and erode that fog deck as we get into the next several hours. it is 51 in santa cruz with a lot of gray sky. looking at cooler on this panel here, you can see right above, the low cloud deck, so that is a marine layer and relieve the fog is in the sacramento valley. as high pressure builds in, it pushes down on the atmosphere that is why we are looking at the fog spreading out. it is 46 in novato and napa. that has brought some cooler numbers. pier 39, a little chilly out there. a dense fog or dies a re-until noon -- eighth dense fog advisory until noon -- a dense fog advisory until noon. high tide is about two hours away, over seven feet and you are seeing the effects of that

down through foster city, redwood city, over into the east bay. keep that in mind, with any plans you have in the next few hours. here is a look at that monday afternoon where you see a few showers pumping up and most of the activity stays offshore. you will notice this is going monday night into early tuesday morning. scaling back on the rainfall, for anywhere from a couple hundred seven inch before we get into better air quality on tuesday and wednesday. thursday, there is a system with most of the activity in the pacific northwest that wants to bring -- that system wants to visit us and bring a quarter to a third event of rain and very cold air behind it. we will see widespread frost by the end of the week. low to mid 60's this afternoon. when we finally get the son, it -- the sun, it sets with a

liz: travel rules have been changing because of the spread of the omicron variant. if you are traveling the next few weeks, especially out of the country, experts say be prepared for border closures and more restrictions. the question is, will travel insurance cover you? mike: this might be a time to get some insurance.

there are specific covid-19 policies now, to cover everything from potential quarantines to medical expenses to canceled tours. with the new rule requiring negative test results before coming back home, you might want to think about this now. globetrotters are just beginning to come out of isolation, when the new variant brought a fresh set of travel restrictions. experts say be ready for even more rules during the holiday travel rush. >> we are walking into the next six weeks of complete uncertainty. there is a lot of last-minute decisions being made, a lot of restrictions being put in place. mike: travel insurance ceo omar says some countries may enact new restrictions or even close borders if the new variant spreads. new rules already require passengers to show a negative covid test within 24 hours of their flight back to the u.s. >> this is something they need to plan and the need to start as

soon as possible, wherever their destination is. book your appointment asap. this is a requirement and you will not be getting on a plane coming back home if you don't have your proof of negative covid-19 test. mike: a positive result could mean being stranded overseas in quarantine. border restrictions may mean losing money for tours, lodging and transportation. many companies offer specific covid-19 travel insurance. if you are going overseas, check for policies that cover expenses in case you are quarantined, medical coverage if you get sick, cancellations for lodging, transportation and airfare, and look for policies that let you cancel for any reason such as not wanting to travel during a covid surge. >> from what we are seeing over the last few days, people are still continuing with their travel plans and they will see how it goes and what this will end up being. mike: one thing that is still to be announced, what type of rapid

>> building a better bay area. moving forward, finding solutions. this is abc 7 news. liz: good morning again and thanks for joining us on abc 7 news and wherever you stream. we will start this half-hour with the look at the weather -- with another look at the weather. lisa: the fog is certainly getting fog year in some spots and that is why we have the dense fog advisory in effect until noon time. we have a quarter of a mile in livermore and you saw right behind you in the votto, three quarters of a mile. this takes us until the noon hour where we are certainly looking at that cloud deck on the ground, so these upper-level winds will bring some dry air in but it is getting lower, that cloud deck.

another view offf the wind is not too much of an issue, but it is chilly. by 9:00, we still have some 40's, becoming partly cloudy by the edges of this fog and by noon, we are in the mid 50's. slightly warmer in the late afternoon. we will need that to warm us up and then we have a slight chance of showers. we will track another one tomorrow midweek with more cold air heading our way. liz: now to the pandemic. cases rising in the u.s. to the highest daily average in two months. this as scientists in south africa say the omicron variant is spreading twice as fast as delta. 17 states are now reporting cases. i lopez has the details. >> omicron making its way across the country as health officials race to learn more about this new variant. >> we've been saying it is not a matter of if twin we would find omicron in our state and that is today. >> from washington state to new

york where officials have identified at least eight cases, omicron now in at least 16 states. early data suggesting it might be spreading twice as quickly as castill it is the delta variant that continues to drive the bulk of this winter surge. >> the next few weeks will be critical in determining how this variant spreads, compared to delta. >> the u.s. now averaging more than 96,000 new cases a day, the highest in nearly two months. the midwest and northeast seeing the greatest jump in new infections and hospitalizations with colder weather sending more people indoors, front-line workers in michigan only 11% of icu beds available, now sounding the alarm. >> our teams right now are caring for more patients than i've ever had on our icu teams. >> in rochester, new york, more than a dozen national guard

members called in to help after a day -- called only a day after a state of emergency was declared. >> we are asking staff to push themselves. >> booster shots in high demand has some clinics across the country see long lines of people ready that extra jab of protection. >> i think everyone is just wanting to be more protected. >> starting monday, anybody coming into the u.s. must show proof of a negative covid-19 test 24 hours before departure. that includes u.s. citizens. liz: this morning, cdc talked to martha on this week about what they know so far about the omicron variant. >> we know it has many mutations, more than prior variants. many of those mutations have been associated with more transmissible variants, evasion of some of our therapeutics, and potentially invasion -- evasion of some of our immunity.

what we don't yet know is how transmissible it will be and how well our vaccines will work. liz: a lot of questions. the more mutations a single variant has, the more immunity you need to have in order to combat that variant. she says they are hopeful the vaccines will work in a way that even if they don't prevent infection entirely, that they can work to protect -- prevent severe disease and keep people out of the hospital. the san francisco archdiocese has been outspoken about the vaccine, encouraging churchgoers to get the shot, except that the archbishop, the person who is mentally by example has yet to be vaccinated against covid. leah melendez follows up on the recent acknowledgment. >> pope francis admits he struggles with skeptics who refuse to get the covid-19 vaccine. here is the pope last august. [speaking italian] >> pope francis said we must

help others to do it, calling it an act of love. the archbishop appeared to be on the same page, stating the following. quote, i joined pope francis and the u.s. conference of catholic bishops in advising you to get vaccinated if your doctor recommends it. >> except that any recent interview, he admitted to the san francisco chronicle that he has yet to get vaccinated. the archbishop added that his immune system is strong and that his personal physician told him it is probably not necessary for him to be vaccinated. >> that's his opinion. >> an opinion not shared by many in the san francisco health department who continue urging people to get vaccinated. >> it is really important. it helps protect you and your family. it helps protect other vulnerable people. >> i think he is entitled to his own opinion, but he is also a public figure. everything he says has a lot of impact on other people.

>> it's not the first time he has not followed the pope's teachings. in 2013, pope francis made global news when he reached out to gay catholics. >> the pope saying quote, if someone is gay and searches for the lord and has goodwill, who am i to judge? >> the archbishop has been outspoken against gays and same-sex marriage. in 2015, protesters gathered in front of st. mary's cathedral after the archbishop warned all catholic school teachers conduct their lives in a way that does not undermine or deny the church's doctrine. a few months later, a group of churchgoers answered back with her own rally show their support for the archbishop. the archdiocese did not return our calls regarding this latest controversy. >> i can't see into his heart or mind, so i can't see how he has put that together. liz: los angeles

must be vaccinated by december 18, according to a judge who denied a request from the firefighters union to delay the enforcement of the city's vaccination mandate. the union argued the mandate was not properly bargained and sought april 11 every junction to block it from taking effect. around 400 firefighters risked being put on unpaid leave later this month because they have not been vaccinated. president biden and russian president vladimir putin will speak in a video conference this week. the talks come as tensions escalate over a russian troop buildup on the ukrainian border. nearly 100,000 russian soldiers are said to be on the border. in a statement, the white house press secretary says president biden will bring up concerns about russian military activities. the meeting is set for tuesday. cnn anchor chris cuomo has been terminated by the network effective immediately. the announcement came after an outside law firm reviewed information about exactly how he

liz: back to our breaking news. longtime u.s. senator bob dole has died. he died early this morning in his sleep. he was 98 years old. karen travers has a look back on his life and legacy. >> nationwide elected office but he was one of the most recognizable and powerful politicians of the 20th century. born to a modest home in kansas in 1923, his young life was taken up with his family's methodist church, boy scouts and athletics. in 1943, studies were interrupted by the second world war. assigned as a platoon leader, he saw action against german units in italy early in 1945. a month into that conflict, he was seriously wounded. it was next every and see would write about years later.

>> i did not know if i was dead or alive. i laid face down in the dirt, an unable to feel my arms. >> he never regained the use of his right arm. after the war, he continued his education, attending law school at washburn university in topeka. 18 years later, he was elected to the u.s. senate where he would emerge as a powerful national figure. americans got their first look at the ambitious lawmaker in 1976, when president gerald ford chose him as his vice presidential running mate. although unsuccessful in his own bid for the white house, he eventually became senate majority leader in 1985. dole's name became standard in the running for the republican nomination. he lost to ronald reagan and missed again in the 19 -- in 1988. running against an incumbent president, bill clinton during a time of peace and prosperity turned out to be an impossible obstacle.

the next couple of hours, we are left with a sunny afternoon, high clouds and a few spotty showers. here is a look at the high tide that occurs at about 11:16. we've got the sun and the moon aligning, allowing for the water to get really high around the bayshore, and this will have a really good low tide as well. here is a look at the showers, 5:00 in the afternoon on monday. most of the activity here remaining offshore, so amounts are trending anywhere from nothing to a couple hundred south there for the system monday night into tuesday. we get breezy wind and as we look at the storm track throughout the week, there is the first system on monday, and then we have a break tuesday and wednesday. here comes some cold air,

looking at some polar air heading our way. you can see it wants to bring some snow into the mountains and whether or not we see any rain out of it, we see maybe a quarter of an inch to a third of an inch, and we are still looking at that december 11 and 12th timeframe when we are looking at all the forecast models trending much wetter for the bay area. we are keeping our fingers crossed. in the 60's today for most but low 60's with upper 50's in half moon bay. the seven day forecast, a cool day out there but warmer than yesterday. spotty showers monday night, rees he tuesday, and temperatures will be staying cool. by the end of the week, it is going to be cold out there. liz: our producer gave me a good tip that i should clarify when i said a disappointing loss, i was referring to the warriors, not anything to do with usc or cal. chicago plays a leading role in the new movie, christmas again.
