it was le matsticks, the hotel looks like matchsticks lying around. >> complete devastation. towns across six states in the midwest picking up the pieces of what is left after tornado swept through. dozens of people dead. rescuers are on the ground trying to find people feared trapped in buildings. good morning, it is sunday, december 12. you are watching abc 7 news live here on abc seven, hulu live and wherever you stream. we are going to get to that story in just a moment, the heartbreaking story. first, let us start with a look at weather. it is rainy today, i sought on the way in. lisa: beneficial rain coming our

way today, we have not seen rain almost for the entire month of november. december looking promising as we have a moderate atmospheric river headed our way. here's a look at live doppler 7, we see the system bringing in some rain, light drizzle across san francisco. as we get closer, you can see the yellow indicating heavier, light to moderate rain around san rafael over into walnut creek. that is 680 by concord picking up some rain. a wind advisory up for 4:00 this afternoon, for pretty much everyone except the north bay. winds could gust up to 55 miles per hour, when the rain gets going it will be a level to later on today with possible thunder and hail. with cold air coming into play, we could see higher elevation snow. look at how much warmer it is with the cloud, 30's yesterday, 10 to 15 degrees warmer. see the camera shaking, it is a rainy day.

temperatures in the 50's. we get to the stronger sector of the storm tonight into monday, we will track the and talk ring totals coming up. liz: developing news, cleanup efforts underway in the midwest where he mentioned tornadoes tore through across several states and left does instead and communities and despair. the storm smashed apart a candle factory, crushed a nursing home and flattened an amazon distribution center. abc news reporter ike joins us live with latest on the operations. reporter: good morning. i am here in the middle of mayfield, kentucky where the tornado took out a print of the buildings. i'm going to give you a good idea of just how pervasive the devastation is. right behind me used to sit very big mall, it has been reduced to rubble. that is how the majority of the buildings are right here in mayfield. this morning, efforts on the

ground are focused on rescue and recovery. the cleanup efforts are underway after more than 20 reporter tornadoes left a path of destruction across six states. >> this is likely to be one of the largest turn it in history. we'll will get through this together and with the federal government is not going to walk away. reporter: much of this small town devastated by the powerful storms. >> our whole town looks like matchsticks lying around. we've had the most extraordinary help for first responders who are working gloriously. reporter: this was once the waiting room. it is now gutted, the roof blown off the mental health clinic. >> this was the upstairs office. reporter: this candle factory destroyed, 110 workers feared inside. this video was recorded moments after the collapse. in bowling green, kentucky, joan video shows the scope of devastation after an ef3 tornado

with winds up to 150 miles an hour touchdown. another ef3 tornado struck his amazon facility in edwardsville, illinois. officials confirm at least six fatalities. >> there's a lot of concrete and steel down inside the building. >> i am asking for your thoughts and prayers for the in's and their families. reporter: in northeast arkansas, this nursing home ripped apart. killing one person and leaving five others hurt. several businesses were also destroyed, including this restaurant. >> it took a direct hit. it is going to be a total loss. community response been touching. reporter: following president biden's emergency declaration, homeland security secretary will be coming here today with a fema administrator to speak with governor beshear and assess the damage. reporting live in mayfield kentucky, abc 7 news. liz: thank you for the update,

we appreciate. back here at home in the north bay, some residents are preparing for today storm. they're hoping for the best after experiencing flooding during the big storm in october. our reporter has more in santa rosa. reporter: this is the calm before the storm. >> right now, the national weather service has shifted the focus of the system to the south, which is a good sign. we are looking for beneficial rain, which promotes regrowth, particularly in burn scar areas. reporter: santa rosa resident rebecca ryan looks and members this. >> it was very flooded, looked like a river coming down the street by your house. reporter: in late october, the street flooded 95 homes. >> did you evacuate? >> we did. we had to go a few blocks down, then we were out of water danger. but we were not even sure we

could get the car through the water, it was so deep. reporter: the north bay will be impacted first with up to 3.5 inches of rain it up to 7.5 inches in the mountains. residents are keeping a close eye on the creek. >> it came to about here. right about there, right where the crack line is. reporter: the creek runs directly behind tom sawyer's backyard. >> what i'm concerned about is if they do not keep the sediment and vegetation from growing in the channel, 3000 feet of it upstream, all of that is going to wash down and collect under the bridge and block the bridge. then we will have flooding again. reporter: cities across the bay area are providing sandbags ahead of the storm. urging residents to prepare. >> if there any breaks in the rain, check to see have the systems are doing. make sure water is flowing where it should.

liz: in the east bay, the oakland zoo will be closed today because of the weather. the closure includes the zoo's nighttime glowfari event. if you have reservations today, you can get a rebook or a refund. keep an eye on the weather, including live doppler 7 any time. find that on the abc 7 bay area app available on roku, amazon fire, and trutv and apple tv. new developments in governor newsom's gun-control plan, the governor is working on a way for private citizens to be allowed to sue makers of assault rifles and ghost guns. he announced the plane on twitter last night. he says it is inspired by texas latest abortion law, which allows private citizens to sue abortion providers. on friday, the supreme court upheld the texas law in most places. newsom says his plan would allow residents to seek damages of up to 10,000 dollars into legal

fees against anyone who manufactures, distributes or sells an assault weapon or a ghost gun in california. he says he directed his staff to work with lawmakers into the attorney general on a bill that would enact his plan. search is underway to find a thief who targeted a local toy drive that helps bay area children in need. our reporter spoke with one of the organizers who says at first, the thief tried to hold them. reporter: for the past 28 years, the northern california chapter of the alumni organization has partnered with the black history museum to hold an annual toy drive in redwood city. this year had been no different. that is, until saturday afternoon. >> all of a sudden, she started screaming, saying we are being robbed. reporter: carolyn hoskins the director, which collects both toys in monetary donations to help provide better christmas is for children in need. she tells me around 3:00

saturday afternoon, a man walks to the storefront on jefferson avenue. she says the man was friendly and chatted with several members of her team, including herself. as he was near the door, he smashed his hands into the donation box and ran off with the money the group had been raising for the past two days. >> it was going to go to buying gift cards into things that were much-needed for kids. now, that money is gone. reporter: she estimates about $500 was stolen. she says she is heartbroken that someone would steal money from the organization. >> we are here to help people. if you needed money, even if you would have asked me, i would have donated you know, to his cause. reporter: she says the man rode away on a bike and was wearing what appeared to be some sort of law enforcement badge. >> when i saw the badge, i felt comfortable. it wasn't like somebody i felt like i had to watch.

reporter: redwood city police opened an investigation into the incident and told hoskins the badge was likely a fake. with just four days left until the drive is set to end, she is now asking for the communities help to make christmas a little brighter, despite the days dark event. >> we are asking people to please try and help us to regroup the money that was taken from us today. reporter: in redwood city, abc 7 news. liz: turning to the pandemic and omicron variant that continues to spread, it has been detected in at least 29 states. study out of the u.k. has found boosters at a significant layer of protection against the variant. it substantially raises the efficacy. they predict it will overtake delta as the dominant variant and some european countries as soon as this week. it is not a question of if, but when warrior star steph curry chasing the nba record for

liz: welcome back, live look at the golden gate bridge. there is a little bit of rain in the north bay, 50 degrees in san francisco. we will check in with lisa in a minute. police in pennsylvania are providing details about an investigation into a trespassing incident at a high school. they are calling it a school shooting plot. two teams have been arrested after a security breach at high school buildings there. investigators conducted a warrants and found five ar-15's, rifle, shotgun and ammo at the home of a 16-year-old. the other suspect is a 17-year-old who was expelled from the school. both are facing several charges. police say the two were in the planning phase of a school shooting. that is in jonestown, pennsylvania. we are learning more about it at bestie enough in the east bay. ay in antioch where an armed man who fired a rifle at cars and houses was shot and killed by police the ss

home. which then later caught fire. our reporter has the story. reporter: a dramatic friday night. gunfire into house fully engulfed in flames in antioch. it is were police say a man barricaded himself after shooting at cars on the street earlier in the day. >> when officers arrived on scene, it was confirmed the suspect was armed with a rifle and was actively shooting at cars and houses. reporter: a neighbor heard the shots. >> i was doing my laundry around 1:00 p.m., i heard like three gunshots. i was thinking it was a firecracker. reporter: neighbors were told to shelter-in-place. police said they try to make contact with the suspect several times, but the man continued firing at houses and toward officers, even bringing down this police drone. >> we saw everything on the news. i told my wife, i feared it might have been him when they set a blue truck. reporter: alejandro said his

neighbor was always friendly, never angry or violent. >> with this pandemic, it affected a lot of people in different ways. i don't know if it affected him in that adverse way or if he had other things going on. reporter: please see the suspect set fire to the garage, flames sued engulfed the house. >> house was on fire. i was wondering, should i evacuate? reporter: the man came outside where he was confronted by swat team members. >> after making contact, the officers fired and the suspect was struck. reporter: they would not say if he was armed or burnishing a gun when shot. no officers were injured. the da says the office is investigating. >> a lot of rounds were fired. we are glad we have been contained here, now we are in the follow-up investigation. reporter: in antioch, abc 7 news. liz: the 10th annual gun buyback

was held. the violence prevention and youth organization offered $100 for handguns and $200 for assault weapons. no questions asked. represented is from the mayor's office, san francisco police department and community organizations except at the gunds yesterday from people who no longer want them. organizers say they received 267 guns, 15 of which were assault rifles. four months after the taliban took over afghanistan, some refugees settle in the bay area said they need help adjusting to new lives in america. >> people. they don't know anything, they came from the other country. they don't know anything. liz: a family met with southbay congressman to discuss the struggles they are facing with resettlement. the district is home to the largest afghan american population in the country, and his office is holding cases for

35 evacuees. he says evacuation efforts in afghanistan are far from over. >> we have an obligation to help get refugees out. there are still people who were women's rights activists, human rights activists that are there. we have to work to see how they can come toward freedom and safety. liz: thousands of afghan refugees have resettled in the u.s. since the taliban takeover. hundreds of them are right here in the bay area. christmas is less than two weeks away, and many people are spending the weekend doing their holiday shopping. according to research from consulting firm accenture, people in the bay area are expected to spend significantly more on gifts this year and they did last year. >> in the bay area, it looks as if consumers are ready to spend up to $800 per household for the holiday season. that is almost double from where they were last year. last year, they were just under $500.

that is a significant difference we are seeing in regards to consumers being ready to spend and get out there. >> how much is that? because people are ready to spend more versus inflation? >> we think some is due to inflation. for those who had the ability to shop last year, maybe they shopped less. they were seeing fewer people, they were not going to visit family. so there is a little bit of people looking to purchase more items. liz: another shift is more people are back to shopping in stores. accenture says they expect 40's express of all shopping to happen online this year and about 54% to happen in stores. last year, 70% of all purchases happened online. it seems as though people are eager to get back in shop in person. have you done your shopping? lisa: i was out, it felt like the old days. [laughter] it was nice.

i did some yesterday, and today, maybe not quite the day. although i'm sure there will be a lot of folks out. it'll be sloppy out there with the rain, we are beginning to see the light atmospheric river, light to moderate move on in. this is the first part. as we look at live doppler 7, you can see the cloud cover spinning offshore. that is the support for the atmospheric river. a weak cold front pushing to the bay area right now. as we get closer, you can see the widespread rain everywhere from the north bay to the peninsula, over to the east bay. you can see down around fremont and san jose, it is light. you make it into a few pockets of the more moderate rain throughout the day, but overall, it just feels good. you can see the rain out there, we certainly need it. this, for the most part, will be beneficial rain. we do have wind on top of it, it will stall out as you get to monday. here's look at the snow in the

mountains, truckee and tahoe, temperatures right below freezing. a good site to see. 47 in hayward and oakland and berkeley, you can see the numbers in the 40's. no more 30's as we have a blanket of cloud cover into strong, southerly winds. above 1000 feet, this is where we are getting gusts. the direction from the south, anywhere from over 15 miles an hour for oakland hills to 32 miles an hour. the wind and rain this time around is going to be focused in the south bay and santa cruz mountains. the north bay seeing lesser amounts. here's look at the exploratorium camera, pretty wet out there. rainy and windy today, the heavier rain moves in tomorrow. pockets of heavy rain with a chance for thunderstorms. we could see embedded hail. going at a possible rain snow mix is the showers begin to taper off to the southeast on tuesday. there is another, weaker system behind it on thursday.

here's a look throughout the red and oranges over to the east bay, along the coast, that is where we will see the heavier rain. the enhancement from the mountains. 40 mile an hour wind gusts around point raise, we will see the east foothills gusty around redwood city through later on tonight. here's look at how the rain will play out today as we get into later on in the afternoon. notice the focus shifts to the east and south. we've got a solid deck of light to moderate rain throughout most of the day, this is 6:00, we are looking at a break in the north bay. you can see for later on sunday into monday, we are getting the santa cruz mountains, the southbay and much of the north bay. they will see rain into pockets of heavy downpours, the front is going to stall out to the south of us. 4:00 monday afternoon, the reds and yellows indicating we could see some thunderstorms and some embedded hail. this is 4:00, after that line,

looks like things begin to taper off. even late in the night, you could see heavier downpours. that is why we are looking at a level two today and a level 3 as we get into to the heavier downpours monday. through midnight tuesday, a good inch and a third in the north bay, about two inches to the east and south of us. as we look at the next seven days, notice even san francisco and the north bay it's more to bring totals close to three inches by the time we get to the end of the workweek. two to five inches, about 3500 feet for the winter storm warning. lots of 50's, lots of rain and kind of sloppy. accuweather 7 day forecast, you can see windy and wet weather through tomorrow then shower chances linger through thursday. liz: we need that rain. just ahead, governor newsom is out with a new children's book. where he will be today talking about the inspiration behind book that helped kids struggle

liz: new york city is playing at all the stops to spread holiday cheer with a lavish new window displays. retailers are working to make holiday shopping extra special this year, especially after the covid shutdown last year. the displays take months to design and create, they are meant to draw shoppers in and dazzle passersby. avenue there is a department to store -- department store that transforms its windows to a festive wonderland. macy's has been delighting new york city for more than a century, and last they pay tribute to front line workers. it is always a fun thing to do if you are around there this time of year. governor newsom will be in sacramento for a book event. he released a children's book last week, "ben & emma's big hit." it tells the story of a boy who loves baseball and school, even

when his doves -- his dyslexia holds them back. it is published in a font designed to be easier to read for people with the disorder. proceeds go to the international dyslexia association. still to come, hospitals across the country pushed to the max with covid patients. the military stepping into helped help strained health care workers. plus, investing in local transit. the project the bipartisan infrastructure bill will help fund right here in the bay area.

area. here's look at live doppler 7, you see the cold front going over san francisco into the support for the system up to the north. as we go closer, the north bay has heavy rain. that is going to change. san rafael down through san francisco, it has been light over into the east bay, you are getting wet. martin is around 680 and hercules, the rain continues through 580 and 880 down through hayward and fremont. redwood city, few areas of light missed, scattered light rain. not much happening from san jose to mount hamilton. it is a level two, it will shift to the south end of the rain is going to be more enhanced later on today into tonight. we could see even a rumble of thunder with some hail embedded in some thunderstorms. wind is picking up everywhere, 4:00 p.m. through 7:00 a.m., except the north bay. it is the order of the rain. the whole system shifts to the south. eight to 12 degrees warmer as we

go through 9:00, there are the showers. 11:00 but they are scattered. heavier by 3:00 and 4:00, you can see the shift through the southbay. liz: the tornadoes that swept over several states could be the deadliest in the country and more than a decade. one of the storms traveled more than 200 miles and may have triggered one of the longest rate of tracks ever in u.s. history. abc news reporter is on the ground in bowling green, kentucky. reporter: high above bowling green, kentucky, the scope of devastation comes into view. the ef3 tornado that touched down the winds up to 150 miles per hour ripping across streets, splintering hom aatea 11 peopleg green are now dead and unknown are injured. those who survived are shaken. were you hiding or in the living room?

>> we were in the living room, but ducked between the couch and bookshelf. me, my stepdad and my mom. we were in the middle of the room. reporter: now, massive recovery effort underway. the mayor asking people to stay off the streets. we met this team going door-to-door assisting the damage. what are your first impressions? >> it is overwhelming. people lost their homes, lost their lives. no words for it. reporter: the end -- entire top floor was blown away. >> my room was upstairs, it was ip or. we are at the front door. watching the wind get gradually stronger, like a freight train. reporter: now, she is going through debris into salvaging what she can. more than 400,000 are without power. it took his governor says they are working on bringing in the large-scale generat communities that have been hardest hit.

shelters are open for those who have been displaced. z:c news, bowling green, case continued to surge. 36 states have seen a jump in daily cases of about 10% or more in the past week. abc news reporter has more on hospitals now filling up. reporter: with much of the u.s. in a midst of a post-thanksgiving covid surge, hospitals are feeling pushed to the max. >> it is a chance those numbers could get really high end make it difficult for people to get appropriate care. reporter: michigan is one of 17 states with an icu capacity of 15% or less. the military is deploying medical personnel to help strained health care workers. navy medical response teams are helping in new mexico as well. health experts say the surge is being fueled by colder temperatures, which are driving more people indoors as well as

the delta variant, in 83 million -- and 93 million unvaccinated americans. states are seeing an increase of 10% or more new daily infections. in new york, new mandate taking effect will require masks and all indoor public places unless businesses and venues check for proof of vaccination. >> if everybody gets a vaccination in new york and the next two weeks, we will have a different conversation. reporter: adults and children lining up to get there shots at this mobile clinic. >> we want to get ahead of what is going on. in order to do that, you have to abide by the rules. reporter: more than 15 million americans have received a booster shot. those doses now extended to 16 and 17-year-olds. >> vaccination with the primary series and boosting with the additional dose will keep people out of the hospital and save lives. reporter: abc news, new york. liz: coming up, dr. anthony

fauci talks about concerns for the winter surge and the latest on the spread of the omicron variant. you can watch the full interview on this week at 8:00 this morning right here on abc 7. we are learning about how president biden's bipartisan infrastructure billable impact public transportation here in the bay area. speaker of the house nancy pelosi and congresswoman jackie spear joined local transportation leaders to announce the details of funding. part of the money will go toward extending caltrans to the transit center and electrifying trains. transit options will become more readily available for underserved communities, seniors and people with disabilities. >> this is the biggest investment in infrastructure and history of this country -- in we have neglected it. now, finally, we are taking steps to fix it. liz: the recently passed a bill
