at some of the areas hard hit right now. over in vaccaville, down over to rio vista, looking a little farther south, around san leandro, castro valley, we have a wide area of heavy rain, reaching over to danville and points along interstate 680. and over on the pens lasm we have heavy down tour prs -- downpours from blirn game and points further south. this storm is still a strong storm ranking 3 on the impact list. it may weaken later tonight but until 6:00 p.m. it's a level 3. let's go to meteorologist >> we already. oakland has exceeded three inches of rain today. more than 2 1/2 inches in the city. we're close to an inch in san jose. parts of the north bay. you could cisse three if not more than four inches of rainfall. we have concerns with a lot of

water on our roadways. standing at times and is causing flooding concerns. the flood watch that's currently in effect for the entire region is until 7:00 p.m. for the north bay, 10:00 p.m. elsewhere and the big concern again more rain is on the way. so we'll likely see more areas flooded on our roads and some smaller creeks may overflow their banks. here's additional rainfall. we'll see some spots close in on another inch of rainfall especially along the santa cruz mountains. we are not done with the storms just yet. winds gusting well over 12 miles per hour. it's wet, it's windy and it remains this way through the evening hours. also tracking snow, a winter storm warning is in effect, and we'll find the snow measured in feet by tomorrow afternoon. when spencer comes back he'll go hour by hour and show you the rain, when it moves out and the full forecast. kristen: we have team coverage with report thoarns ground. dan: including laura anthony in the east bay but we start with

liz, live on the road out in san anselmo. liz? liz: hi, dan and kristen. we come to you live from our truck, we're driving through san anselmo right now. i'm going to turn the camera around, you can see for the moment it's dry right now but that's been the story today herering it's been on and off rain. we had a dry pocket this morning, the biggest downpour came around 1:30. as always, any time there's a storm here in the north bay there's a lot of concern about the creek in san anselmo. you can see it's moving pretty well. 11 feet is the danger zone. 13 feet is when it can overflow. right now it's around five feet. still a long way to go. the mayors said they are prepared. we folk to him and pg&e today. >> we're in the concerned that it's going to overflow its banks but i do know town staff has

been active and activated, they've been checking our storm drains. they've been checking for fallen debris. and we've been in close contact with the county. flood gates stand at the ready. stand -- sandbags are ready for the populace. liz: the peak of the outage was around 1:30. around 1,000 customers lost power. we saw those outages right after the really strong rains started hitting us. liz: and py and e says if there is more rain today and into the night that certainly there could be concerns about more power outages, especially with soggy soil leading to trees falling on power lines. but so far, they have not seen much of that here today. and so that's really, it's pretty good news right now here in the north bay. it is rainy, it is soggy, but that's the rain we need.

all around it's a good day and we're getting that desperately needed wet weather. back to you guys live here in moran. dan: it is desperately needed. now to the east bay and laura anthony with a look at conditions there. laura? laura: hi, dan. pretty much right on cue, the rain has picked up here in walen creek this afternoon. pretty much a steady downpour. we're seeing right now. we did get a bit of a break right around lunch time for about 90 minute no rain, we saw lots of people out here walking their dogs. but then the rain picked up again. as for this morning, it was a situation that got everyone's attention. those who live in the east bay awoke to the sound of pounding rain, high winds, and a variety of issues on the roadways. and in neighborhoods like piedmont. that's where high winds blew down power lines near windsor avenue, prompting a road closure and response from pg and e.

in the meantime on the other side of the kald cot tunnel -- caldecott tunnel, crews worked to deal with a blocked offramp. >> love it. because of the fire, we need it. we need lots of rain. and it's making me very happy. laura: by mid day, the skies above the creek parted allowing some to venture out and walk. >> how do you feel about the rain? >> i'm not happy. >> i'm from england, not happy. laura: but other says bring it on. >> i'm happy we got it, we need much more. laura: we're showing you the trees behind me. it's a perfect storm if you

will, because we're getting a lot of rain but the wind hasn't been too bad so we don't have all the destruction that could come with high winds and heavy rain together. and you heard there are a lot of folks we talked with today perfectly happy to see. this not a lot of complaints. in walnut creek, laura anthony, abc 7 news. kristen: highway 92 in san mateo county flooded earlier today. had to shut down both directions. calfire shared a couple of pictures from the storm, there was also a lot of debris and mud. highway 92 is closed from skyline bowl forward to highway 1. dan: scary moments for drive oars then peninsula when scaffolding fell into the street hitting several cars. deon was there and spoke with one of the lucky drivers who narrowly missed being hurt.

reporter: it is windy and rain this afternoon. this morning was a different story. blue chis and sunshine as the scaffolding came scrashing down. >> all of a sudden, i felt this huge pressure. reporter: herman is counting his blessings. >> i thought somebody rear ended me. but my car didn't move forward. soy looked back and all the glass was gone. reporter: after scaffolding fell onto his car around 10:45 monday morning. >> i didn't know what happened until i turned into the bank and then i saw all the -- the whole mess over there. reporter: aerial video shows the pile of debris covering the road. scaffolding fell onto three vehicles in total. san mateo police say the other drivers only sustained mie minor injuries and it could have been a lot worse. >> normally it's pussy in this area. we are extremely lunchy that the three other lanes of traffic were unoccupy. there's no vehicles in it.

as it came down. just hit the cars that sat in this left-hand turn lane. >> a miracle there are no other cars. >> traffic has been ke toured for hours now. it's just around 2:00 and there are more than a dozen workers trying to get the scaffolding cleared up by rush hour. reporter: still city building inspectors are conducting and investigate into why the scaffolding fell. he has no doubt the weather played a role. >> it's one of those freaky things. wouldn't think it would happen here, but mother nature. dan: you can keep an eye on the weather including live doppler 7 any time. you'll find it on the abc 7 bay area app available on roku, amazon fire, and droid tv and apple tv. kristen: this afternoon the state announced the return of a

universal mask mandate for indoor spaces in response to the delta and only von virus. stephanie joins us live from the newsroom to break down the new developments. stephanie: there are three big changes surrounding indoor masking, indoor events and travel around the state. the updated restrictions start this wednesday, december 15, going through at least january 15. so here's what you need to know. first, masks will be required in all indoor public spaces. most bay area counties already have indoor mask mandates in place with the exception of morin. gal lee said the new change will cover about 50% of the state's counties that don't. second, any anyone who doesn't show proof of vaccination attending a mega even, an indoctor event with 1,000 or more people or outdoor event with 10,000 plus people, will need to show proof of a negative covid test within one day of --

if it's an antigen test or two days if it's a p.c.r. test. the state is recommending anyone traveling to and from california be tested within five days of their arrival. >> wearing a mask is going to be one of the most important things to get through this period of uncertainty. two weeks before christmas, before new years, before other holiday, now is an important time to determine to get vaccinated. stephanie: dr. galley said it's gone up from 9.6 daily cases per 100,000 people to more than 14 daily cases per 100,000. we are starting to see cases creep up in the bay area but it's mild compared to the spike scene in southern california, central valley and parts of the northern edge of the state. i do want to point out like we've seen throughout this pandemic it will be up to the

business owner or event host toen force these rules. there's no indication given there will be additional penalties for those who don't comply. gal lee was asked is this step just the beginning of what could be even more closure he was sid for nowering no. just extra precautions. kristen: thank you. i spoke with abc 7 news' dr. alo patel getting at-batses -- answers about the new universal indoor mask mandate. he said he thinks state officials made the decision out of an abundance of caution. >> we don't have the concrete evidence about how widespread the omicron variant could be and how many more people could get infect. i think preliminary data right now is reassuring that even though it's more contagious so far it doesn't look like it's causing more severe disease. what's concerning people is some of these lab study shows that our vaccines may be a little

from ok to the hills, it's pouring. we still have our storm ranked as a level three storm on the abc 7 storm impact scale. until 6:00 p.m. this evening. after that we expect it to lose some of its intensity. still going to be a significant storm with periods of heavy rain, strong gusty winds and it'll be ranked a level 2 storm from 6:00 p.m. to 2:00 a.m. let's take a levem look over the sierra y -- sierra where it continues to snow heavily. we have have strong, gusty winds there as well. here's a live look at the rooftop camera looking at embacaadero. mar began hill and half-moon bay and pooking gsh looking at the golden gate, pavement is wet but doesn't appear to be raining.

the view here shows traffic moving on pretty well, people are taking their -- driving carefully as well they should in these conditions. these are our forecast features, rainy and gusty tonight, turning colder overnight, with the cold air, could see a rain-snow mix into the morning hours. our forecast starting at 5:00 p.m., periods of waves of heavy rain pushing thru most of the evening. starts to taper off as we approach midnight. it gets colder. smo our higher peaks we see a mix of snow in there with rainfall and the storm starts to wind downgoing to the mid morning hours tomorrow. overnight lows in the 30's. northern most part of our viewing area. low to mid 40's just about everywhere else. highs tomorrow will be mainly in the low 50's, right around the bay shoreline. even just some upper 40's in our inland areas. we resume forecast innovation, new tomorrow, going into the afternoon, not much happening in

nothing. all rain. but a lot of wind. a lot of wind. but i hear the other way there's a little snow. >> karen is driving from fresno to boise, idaho. >> the rain in sacramento was petty bad. we saw cars flipped over. >> she and her partner stopped to get winter supplies for their vehicles too as caltrans warns drivers who don't absolutely have to travel to stay home. if you want to get a good example of why it's safe to stay off the roads tonight, caltrans says at 4:30 they're going to be closing i-08 in both directions at cisco grove. that's so pg&e can string an essential power line across the interstate. the power line fell down earlier in the day and they got it back up but now they're closing it for up to two hours from 4:30 to 6:30, so folks who are draifing may get stuck if you're unaware of the closure. you don't want to get stuck on i-# 0 in these conditions, especially if you're running low

on fuel or don't have enough food. it's dangerous to be out here in the sierra tonight. if you can stay home, stay home. dan: absolutely, becca. thanks very much. stay safe out there yourself. that is tricky out there tonight. let's come back to the bay area. the city of oakland hit a grim milestone after repording its 131st homicide of the year. that's a number not seen in nearly a decade. tim johns sat down with oakland police chief laron armstrong to see what's driving the violence and what can be done to stop it. >> on monday morning, 45th street at telegraph avenue in oakland game the site of the city's 131st homicide, a number not seen since 2012. i is a sat down with oakland police chief laron armstrong who says the year has been difficult with the department walking a fine line between keeping the public safe and calls to reimagine how policing is done. disbling reform leads to people believing you need less law enforcement. i think we have learn wed need

both. we need to balance, we need to have a strong public safety response while also making sure that we have support for those what want to make different decisions. >> amid the rising violence, oakland city council funded two more police academies at a meeting last week. they're set to consider a slew of other proposals late they are month including one that would offer up to $15,000 as a sign boag us in in a bid to attract new officers. >> this is a channeling city to work in. when you come to work in oakland you understand you're going to be asked to work hard. you'll be asked to follow progressive policy and directions. you're going to have oversight. >> it's not just about getting new officer into the department's ranks. it's about keeping them. o.p.d. has seen a steady flow of officers leaving the department. armstrong says he wants to see more done to keep the officers o.p.d. has. >> that would, i think, inspire officers. it would probably lead to officer making the decision to actually stay with the department and i think that will

dan: we're talking millions of dollars in stolen parts. >> this holiday season it's not just toys and electronics that are hot ticket item it's catalytic converters. these automotive part thefts have increased 13 times from 2019 to 2021. >> you know somebody, i know somebody. everybody knows somebody who has been affected by these thefts. >> now a major breakthrough. 15 arrests made after a six-month investigation by san jose place and other -- police and other agencies including the district attorney's office. >> this is a very significant step in stopping the widespread stealing of catalytic converters have have affected hundreds and hundreds of people in our county. >> 12 suspects are considered middlemen and thieves. the other three suspects worked at recycle businesses who knowingly purchased the stolen converters to sell. robert frank owns green meadow recycle in campbell and is suspected of possessing nearly

dan: storm watch continues. you can see how wet it is out there right now. in the north bay you can see our camera is all fogged in. it's rainy. the roadway is wet at the golden gate bridge as well as on the peninsula at the san mateo bridge. the south bay, no different in santa cruz where you can see droplets on our camera there. pretty much wet everywhere. kristen: let's stay in the south way from zack spent the day speaking about residents concerned about the rain but first we talk to spencer about what's happening. spencer: here's a lk at live

doppler 7, it's stormy across the bay area. in the north bay not quite so intense but the heaviest rain is still falling over in the east bay. mainly in the inland east bay in places like concord, walnut creek. pleasanton, livermore, overhead, ant oklahoma. this storm is still with us, still rather intense. it ranks three on the storm impact scale, that's a strong storm. it'll hold that ranking until 6:00 this evening after which point it will lose some of its intensity. periods of heavy rain and strong, gusty winds will still with with us even as the storm drop downs to a level 2 until about 2:00 tomorrow morning. and we expect a blast of cold air to settle in which could cause us to see some snow mixed with rain in the higher elevations. storm watch remains in effect until 2k-7 p.m. for the north bay and 10:00 p.m. in the area. we still have a winter storm in

effect. kristen: n.o.w. we look at condition os then ground in the mountain, it is wet out there. zack: it is wet, windy and cold. the summit at highway 17, you see these conditions are not making for an easy commute on a major highway like. this also on the smaller roads up and down the santa cruz mountains. we got to spend the day speaking with longtime santa cruz residents. they said years before the droughts we were facing the rain wasn't a big deal but the amount of rain they're seeing today has them concerned. >> it's like the old days today. you know. when it used to rain a lot. before we only had to wait, now we have to wait for a, what do they call it? atmospheric river. >> that atmospheric river is impacting the county just as forecasted. >> you can see by the sidewalk hear it's insane. >> though rain events are few and far between, santa cruz county is no stranger to

devastating floods. but floods weren't the only thing they had to navigate around. we also came across this medium-sized boulder reducing traffic to one lane. officials said they worked to prepare resident and are keeping a close eye on the conditions. >> little tiny mud slides come down to the ode roadway. crews are out. cleaning up areas as they find them. trying to keep the roads passible. we're keeping an eye on local rivers. >> so is harry clark, who has a local creek in front of his home and the river behind it. we met him as he and hi neighbor worked to clear the brie from their drive drois esm he gai us a closer look at the river, causing it -- the rain causing it to be higher than it normally is. what does it normally look like? >> dry, just a trickle with
