get aggressive at times with downpours. there is definitely ponding on the roadways. you have some showers toward solano county where we have a flood advisory until 6:30 adds excessive runoff is causing poor drainage areas, low-lying areas, and roads to be covered by water. just isolated showers possible for the rest of the day with the best chance over the ocean and mountain with snow and hail around 2500 feet. you can see some rain on the golden gate bridge. this is our best chance to get wet and it will taper through the day. reggie: heavy downpours and strong winds had caltrans working around-the-clock kumasi: crews worked to unclog storm drains and workers standing in one to two feet in water. they settled roadways are the most problematic. >> car wrecks, mostly, floods,

and sinkholes. >> are you staying dry? >> as much as i can. kumasi: in hillsboro a steep driveway flooded. the fire department was eventually able to drain the water. along interstate 280, slippery roads caused because to spin out. this is a live look at outages map. as you can see there are a lot of green dots which indicates where people do not have power. the bulk of the outages last night were on the peninsula, south bay, and in the santa cruz mountains. reggie: highway 92 has reopened after flooding forced the shutdown in both directions. this is between skyline boulevard and highway 1, . calfire showed the mess from the storm. beside all the water covering the roadway there was a lot of debris and mud. you can keep an eye on the

weather including live doppler 7 and find it on the abc bay area app on roku, amazon fire, apple tv. kumasi: state health officials are putting safety measures in place to put coat -- to keep covid under control. one of the biggest things is a statewide mask mandate returning tomorrow in effect for at least a month. for indoor events with more than 1000 people, anyone unvaccinated will still need to show proof of a negative test. you have to get a test 24 hours in advance or a pcr tests 48 hours in advance. the state is recommending all travelers from out-of-state get tested within five days of arriving. >> wearing a mask is going to be one of the most important things to get through this period of uncertainty. just under two weeks before christmas, before new year's, and other dates of holidays, now

is an important time to get vaccinated. kumasi: the testing recommendation applies to locals and visitors whether you are plowing by plane, train, or a car. reggie: amy hollyfield is talking to travelers. amy: good morning. the state says it is making this recommendation after looking at the covid case numbers post thanksgiving. they say they are up. the state health secretary says the number of cases is up 47% since the holiday and hospitalizations are up 14%. they decided to put this recommendation in place asking travelers to get a covid test three to five days after their arrival in california. some travelers say they are not so sure that they want or need to do this. >> that sounds like an extra step of something i do not feel like doing. i understand it is for my own safety, but if it is a recommendation i will leave it. >> i will be in my house and

quarantining in general and focusing on my health. i've been traveling for a while. amy: officials say that the test results help with public health efforts. they made this recommendation to get tested and they made it public when they announced a new indoor mask mandate across the state. reggie: today marks one year since covid back -- covid-19 vaccine started going into arms. sandra lindsay was one of the first to get it. we showed that live on the air. she is an icu nurse in new york. 60,000 americans are vaccinated against covid-19. if you have questions go to abc7news.com/vaccine and click on the big blue box. kumasi: the january 6 committee recommended contempt charges for mark meadows. the full house can vote to ask the justice department to

prosecute. jobina: new really -- newly revealed text messages show that president trump's allies wanted him to take action. they were revealed last night as a house committee investigating the riot voted to hold mark meadows in contempt of congress. he is refusing to testify even though he provided the messages to the community. as rioters stormed the capital, fox news anchors sent messages to mark meadows. >> "the president needs to tell people in the capital to go home. this is hurting all of us. he is destroying his legacy," laura ingraham wrote. "can he make a statement? ask people to leave a -- leave the capital," sean hannity urged. jobina: the network did not respond to comments.

organizers of the rally near the white house are suing verizon. they are trying to prevent the company from sharing phone data with the house committee. kumasi: thank you. today is day four of cleanup and recovery in mayfield, kentucky after a swarm of tornadoes devastated the region. reggie: we are hearing from survivors and people who were rescued. this comes as the number of people who died continues to rise. ike is live in mayfield, kentucky this morning. ike: good morning. every single day we are here on the ground it reveals a new story of hope, despair, and the resilience of this community. this morning marty jane considers himself fortunate. >> it happened so fast, the glass was flying, the roof came down. ike: his home is insane -- is in shambles. >> like a war zone.

unimaginable. ike: there have been at least 44 reported tornadoes across nine states resulting in the deadliest tornado outbreak in more than a decade. andy beshear says over 1000 homes have been destroyed from the storms. the death toll rising to at least 74 with 88 lives lost across five states. >> as i look at this broken down by county it is more, way more people unaccounted for. we expect that this will continue to grow. ike: marty jaynes moment he thought he lost his partner. once they made it out, his wife was rushed to the hospital with two broken legs, battered in britain -- beaten in the two eventually reunited. >> i do not wish this on anybody ever, unbelievable. ike: president biden, who has been in regular contact with

of a woman who went overboard in a cruise ship. kumasi: here is kaylee hartung. >> in this morning's gma first look, cruise ship mystery. >> 3:00 a.m. we were woken by a general announcement with a warning going man overboard. >> the fbi investigating a deadly mystery at sea, a woman falling overboard from this cruise ship in the middle of the knife 35 miles up the coast of mexico. >> there are a lot of questions not being answered. this has been the cruise from hell. >> the woman has not been identified and was traveling on the carnival miracle. she fell early saturday morning from the balcony of her state room. passengers told unreleased security footage captured her fall. >> i went outside and looked, and immediately they were throwing life preservers into the ocean. >> we will have much more coming up at 7:00 a.m.. with your gma first look, i am kaylee hartung. reggie: new details on a

standoff in antioch ending with a suspect setting his home on fire before being shot and killed by police. the man was walking down the street, shooting at homes and cars friday afternoon. police say not only was he wearing camouflage also body armor. he eventually barricaded himself in his home and continued to shoot. shortly after the fire started police say that man tried to escape through the backyard. he encountered a swat team when he was shot. his name has not been released and no one else was hard. kumasi: we are waiting to find out more about a suspicious death outside of the tesla factory. the -- you can see several emergency vehicles. the fire department responded to the report of a person down in the parking lot. when medics got there the person was reported dead. 15 people are under arrest san jose police busted a catalytic converter theft ring.

officers recovered more than 1000 catalytic converters along with the tools to steal them. illegal weapons, and cash. 12 of the 15 arrested or accused of the thefts. the other three worked at recycle businesses and knowingly person -- purchased the stolen converters. reggie: the largest residential project in mt. view's history will be up to discussion. they will weigh in on the urban village proposal. according to "the mercury news" some councilmembers are worried about the thirty-year construction timeline. google wants to build 7000 homes, 3.1 million square feet of office space, shops, restaurants, and a school. if you have solar panels on your home your electric bill might soon be going up. the california public utilities commission is imposing significant changes that get homeowners to install solar panels including reducing the

rates for selling excess power back to the grid and a $70 per month fee. the changes would mean it would take up to 15 years for you to recoup the price of installing solar instead of the current three to four years. the cpuc says the changes are necessary to make sure that everyone is paying their fair share to maintain the power grid. kumasi: an artist in finland is showing off impressive work on ice. but i see what is going on. this is a 295 foot tall fox on a lake. uses a shovel to carve it out and then they disappear when more snowfalls or the ice melts. he has done this for the past six years as a way to make people happy and to encourage them to get out and enjoy nature. this fox took him four hours to make. i thought it would be longer. i guess he just has it down. reggie: it is incredible. mike: beautiful.

their that will be your destination, it is pretty slippery. the big picture shows more energy upstream and another chance of wet weather coming at us tomorrow. it is going to be -- i jumped right through that. tomorrow morning through thursday morning, light to moderate showers of third to two third inches of rain, but double that in the higher elevation. here we are, and you can see throughout the morning and into the afternoon hours that we are going to have a chance of the moderate showers. during the morning hours it stays in the north bay. afternoon and evening it slides across the rest of the neighborhoods. by about noon, thursday, it is gone. you can definitely see higher elevations receiving more than an inch of rain. more than an inch in the north bay, and even in the east bay hills, more than an possible. upper 40's to mid 50's, 48 to 53 degrees and cooler than

mike: 5:22 and if you are first joining us here are the seven things to know. number one is the wet and frozen weather falling from our sky. you can see the green and the yellow, light to moderate showers and snow in the higher elevations to the east of the south bay. this is a one on the storm impact scale with the best chance of showers tapering to isolated. kumasi: thank you. snow is causing travel troubles towards lake tahoe. some parts of interstate 80 have been closed and there are chain requirements for the areas that are open. reggie: masks will be mandatory in all indoor public places

park was demolished by a tree so we had to go -- going check it out and it is worse than we expected. reggie: the playground and pickle ball court are closed until further notice while the city makes repairs. kumasi: san mateo building inspectors are looking into what caused a scaffolding to call -- to fall down outside of the union bank building just before 11:00 yesterday morning. it hit three passing cars. police say the drivers had only minor injuries. the rain turned into snow in lake county. this is video of the flakes falling. this was taken on cobb mountain. it is cold enough for the snow to stake so some places are likely getting a nice testing. reggie: slow going for anyone brave or foolish enough to try and drive to lake tahoe. this is interstate 80 last night and as you can see it is covered in snow and here is a live look at the conditions on interstate 80 at donner summit. lots of snow, it is windy and

the roads are slippery. if you are headed to tahoe, check your route. some highways are closed and some have chain requirements. we spoke to one man headed to south lake tahoe yesterday. >> i planned this trip monthis t ago, and then we were like, they will not be any more snow. reggie: there is a winter storm warning for the sierra until 10:00 tonight. caltrans is telling drivers to stay home unless you absolutely have to travel. you can keep an eye on the weather including live doppler 7 any time on the abc 7 bay area app on roku, android tv and apple tv. kumasi: pfizer's ceo says the pill to treat covid-19 could be authorized by the end of the year or early next year. pfizer submitted data including lab experiments showing that the treatment worked against the omicron variant. pfizer found the pill reduces

the risk of being hospitalized or dying by 89% when taken within three days of being diagnosed. the pill is "a game changer" but should not be a substitute to avoid being vaccinated. >> it is possible to see it approved or at least here as a result and will be available this year, of course i do not want to speak for the fda because i need to take all the time they need to make sure and make their decisions. but, they have a high sense of urgency, so it is possible. kumasi: pfizer also says it is moving at full speed to create a new vaccine that is specific to omicron, which will be ready in march if needed. california is trying to get ahead of a winter covid surge with new rules that take effect tomorrow. reggie: the new rule is a statewide indoor mask mandate for everyone regardless of vaccination status. here's a look at what is changing. you need to wear a mask at all

public settings indoors at least through january 15. updated guidance for mega events means you need to get a negative covid test if you are unvaccinated within 24 or 48 hours depending on the tot -- depending on the kind of test you are test -- you are taking. travelers aretravelers aretraver tested within five days of arriving in california. amy: good morning. part of the announcement does include a recommendation for travelers. it is that you take a covid test within three to five days of arriving in california. the announcement also includes some requirements, and here they are. masks will be required in all indoor public spaces. most bay area counties have an indoor mask mandate in place with the exception of marin county. this new change will cover 50% of the counties that do not. anyone who does not show proof

of vaccination attending a mega event, an indoor event with 1000 or more people or outdoor with 10,000 or more will need to show proof of a negative test within one day or two days if it is a pcr tests. third, the state recommendation of anyone traveling to and from california being tested. >> wearing a mask will be one of the most important things to help us get through this period of uncertainty, just under two weeks before christmas, before new year's and other holidays, now is an important time to get vaccinated. amy: the state health secretary says the number of cases is up 37 -- 47%. hospitalizations are up 14%. they say they are not expecting to make any closures, just these extra precautions for now.

that is suspected in this theft. they think she used a gun, although officers did not know she was on parole and they arrested her. >> i do not know if it is a system failure or a delay in the information getting to us, we are looking into that. melanie: she was eligible for and posted bail. the contra costa county deputy district attorney says that her parole agent was attempting to get a warrant signed by a judge which would put her back in custody at the parole agent missed doing so by about 15 minutes according to the deputy district attorney. without the parole warrant was up to her to return to court, which the deputy da says that she did not do on friday or monday. parole has actively been trying to locate her and there is a warrant for her arrest. the other two suspects arrested a puritan court monday.
