the department of emergency management will be leave -- leading this. the mayor plans to tackle the need for amending laws to give police officers access to cameras on the streets. after a wave of crime through san francisco, today mayor london breed announced what she categorized as an aggressive response plan to tackle public safety. >> it comes to an end when we take the steps to be more aggressive with law enforcement, more aggressive with the changes in our policies, and less tolerant of all the [beep] that has destroyed our city. >> she called for increased overfunded -- overtime funding for the police in certain areas. >> substance abuse and linking people in crisis to care and support. >> her goal is to have more

police officers cracking down on people selling and using drugs on the streets, as well as those selling stolen property. but how will this look? >> let me play this out. a person is in need of help. they are using on the streets and we engage and we offer them the ability to go and receive services. and they say yes. they go to the services, they won't be arrested. let's say that day we see that same person. we are not asking again. then it becomes enforcement. >> chief scott emphasized the need for over 2000 police officers on the streets, pointing to the overwhelming crime and drug use. over the last year he said 600 people were arrested in the tenderloin alone. >> you talked about holding people accountable when it comes to the consequences of dealing drugs in san francisco and selling stolen goods. what are the consequences going to be and how will it be reinforced? >> i think at the end of the day, the arrests will be made by

the police department with the hope that our district attorney will prosecute those cases. >> when pressed about why the district attorney wasn't present for this, we didn't get a response. was he invited to come here today? >> we are waiting for a response from the mayor's office. according to a source, the district attorney what -- was not invited to the event. as to how long it will take to see results, the emergency department says they hope to have first updates in march of next year. dan: joining me film a tear. the mayor, very fired up. she says she knows what she is doing will make people uncomfortable but she doesn't care. i suppose a lot of people are delighted to hear we have reached that point in terms of

caring. >> it was just a year ago that the main debate was not about more cops in the tenderloin or any place in the bay area, but fewer cops. this marks a reversal of that idea. the cops are going to be out but they will be out in force. the idea is that basically, whether it is drug dealing to arrests or whether it is drug use, to say you have a choice my as the police chief said, you can get help or go down to the jail, you will probably get out, we won't put you in for a long time but the idea is to change the culture that has allowed this behavior to continue. will it work? it depends on one key element, whether the follow-up is there. you can't arrest yourself out of crime, that has been said before. you have to have consistency after arrests or after police intervention, and that is the biggest challenge now. dan: that has been the challenge

for some time. this is not the first time the mayor has called on cops to flood the tenderloin. what will make it different this time? >> that remains to be seen. we have had these sweeps go out and a couple weeks later, the cops get called off to someplace else. the question is whether mayor london breed will use her position as mayor to start calling out not just, it will be a test. she is putting a test on the district attorney. if we arrest, do you prosecute? the district attorney is facing a recall in part because of his refusal to prosecute these crimes to the fullest extent. they get dismissed or they go into diversion programs that don't appear to be working. the second will be the board of supervisors, where she will say i want more money to go to police. this is the same board that wasn't for that. she is drawing a line in the sand, saying which side are you on going forward? dan: putting interesting

pressure on the district attorney. let's talk about the street vendors. we have seen the video of hundreds of people rushing into stores and stealing things but the street vendors are a problem. will this make a difference in retail theft? >> i don't know about that. when i have been in the tenderloin i have never seen a louis vuitton purse o purse you see the low-budget stuff that comes out of walgreens and cvs and other stolen goods. what this does is give you more tools to say, this has to stop. not saying it is going to necessarily work in the long run, but possibly, just make it more uncomfortable just to be doing it. that is something san francisco hasn't wanted to do, it is not just arresting people just make it uncomfortable for them to continue doing this. there has been a feeling of tolerance in the city that has been celebrated, but right now

it is not the image they want. they want san francisco to be safe san francisco. they do it for covid, now they have to do it for the street because people are feeling safe. dan: retail theft, they may be able to crackdown but if they keep street vendors from selling the stuff, that will make a difference. kristen: oaklands mayor is asking the governor for help fighting the surgeon violent crime. in a letter to the governor, the mayor is requesting a car identification system and license plate readers that can locate suspect vehicles. she wants more chp presence on oakland state highways and would like to join a chp task force to combat robberies. dan: all three suspects arrested in the nordstrom flash mob style theft are out of custody. kristen: two of them shouldn't be according to the district attorney. dan: our reporter has been covering this case since the

theft and has the latest on what is happening. >> there is a bench warrant out for dana's arrest after she didn't show up for court friday. she was arrested, and prosecutors say she had a gun following this november nordstrom flash mob theft. the departments police chief has said the arresting officers didn't know dawson was on parole. the chief says he doesn't know why dawson's name didn't come up in the national database. dawson was eligible for and posted bail. >> i don't know what why the finger-pointing is going on. >> this mistake was nearly corrected november 30 at her arraignment despite efforts by her parole officer to get a parole hold, which would have amended her to custody, the timing was off by about 15 minutes. dawson walked out of court and hasn't returned. >> sooner rather than later is the time for her to answer to this. >> i don't know where the

breakdown was but this has garnered a lot of attention. >> a lot of attention because dawson wasn't the only suspect released. the sheriff's office previously said their mistake resulted in suspect joshua underwood being released. he was taken into custody, and has posted bail and was released again. he is showing up for his court appearances. >> this is how the system is designed to work. >> the das office takes issue with the circumstances around a third suspect's release, rodney robinson. a judge found robinson should be held to hands her for the charges but the judge released him with the conditions he stay away from nordstrom, is subject to search and seizure and not leave neighboring counties. robinson didn't have to post bail. >> this was disappointing. mr. underwood posted bail. for that reason he is in a different place than robinson. >> underwood and robinson are

due in court in january. offend when dawson is arrested, she will remain in custody for the duration of her case. melanie woodrow, abc 7 news. dan: thousands of people in south lake tahoe area are without power. several feet of snow fell in the sierra and another storm is on the way. the weather service says if you have to travel to the mountains, do it now. don't wait. they are discouraging travel tomorrow into thursday. be prepared for chain controls and delays. check out these snow-covered trees in soda springs west of truckee. researchers shared this video this morning. they measured five feet of snow from the storm. kristen: closer to home, snow on bay area peaks including mount diablo. you can see this dusting. it melted fast but some people headed up there to play in the snow while it lasted. take a look at this video from mount hamilton in santa clara county.

a decision won't come from 1-3 years. this could be paid for through earthquake safety bonds. dan: and report says the temperature reached an all-time high last year inside the arctic circle. the world meteorological organization confirmed a town in siberia reached a record of 104 -- 100 point four degrees in 2020. 2020 was one of the three warmest years on record around the world. the statement from the organization says the report should sound alarm bells about the changing climate. 100 degrees in the arctic circle. kristen: hard to wrap our heads around that. in the meantime, a little alarming in terms of the amount of water coming our way soon. spencer: more water coming our way after 3-5 inches or more across the bay area over the last 72 hours. as are calming down from the most recent storm as it winds

down. some light isolated showers, but it has left behind some rough surf. high surf advisory in effect until 10:00 tomorrow morning. wave heights are elevated, up to 25 feet. risk of recurrence, erosion will be there until the waves settle down. the wind is relatively strong. we have breezy conditions across the region, wind speeds at the surface 15-20 miles per hour with gusts in some locations. a view over the bay, you can see mid-level and low clouds hanging around. 48 in san francisco and morgan hill, 49 at mountain view, chilly everywhere. 50 at half moon bay and the golden, a view of blue sky but lots of clouds in the distance. 49 degrees at santa rosa, napa and livermore. 50 in concord. mild by comparison, 53 at fairfield and the view from emeryville shows clouds over the

golden gate. these are our forecast features. chilly overnight with isolated showers possible. next storm arrives tomorrow, continues into thursday and we will see sunny and dry conditions over the weekend but with cold mornings. this is a one on the storm impact scale. up to three quarters of an inch of rain generally from the system and more rain over the higher elevations. the animation for tonight chose isolated showers winding down. enough clear sky for temperatures to drop the cold region inland, but clouds increase ahead of the morning commute tomorrow. low temperatures, low to mid 30's around most locations in the inland, east bay. mid to upper 30's around the bay and the shoreline, lowes and the shoreline, lows in the low 40's. let's resume the animation, 4:00 tomorrow morning, rain pushing into the north bay just before 11:00 a.m. and then it spreads to other parts of the bay area later in the afternoon.

the heaviest rain will remain until the evening. a wet and messy commute in the evening tomorrow as the system heads south and east into the night and continues to rain into thursday. more wet weather is on the way. highs tomorrow namely in the low to mid 50's across the area and as the storm approaches, another winter storm warning in effect in the sierra from 4:00 p.m. tomorrow until 10:00 a.m. thursday, generally another 12-18 inches of snow around lake level, 2-three feet in the higher peaks. after the rain tapers thursday, mainly sunny skies friday and saturday but cold mornings friday, saturday and sunday before clouds increase again late sunday and more light rain arrives on monday and tuesday. dan: the holiday food distribution effort organized by sacred heart community service in san jose is underway. a long line of people waited in line today for boxes of groceries valued at about 100

maybe try not to cry. starting tomorrow, mask mandates are back across the state. in places like fairfield, people are going to have to mask up in indoor public laces. it is not something every -- not everybody is happy about. this nurse told us she is fed up with the mixed messaging. >> there are three masks, vaccination and distance. which one we are going to do, all of them or one of them? >> the public health officer in solano county has been an outlier among health officials when it comes to mask mandates. he says the data doesn't show wearing masks in public spaces leads to a declining cases. >> the reason is obvious, it is because public indoor spaces and vaccinated people is not where the disease was spreading. it was spreading at home. >> solano and marin counties are the only bay area counties that have no mask mandate. while they will see the most change starting tomorrow, many people tell us they have been masking up anyway. >> just because we don't know

abc 7 news the nutcracker is a holiday staple. the oakland ballet performance takes on special meaning. it is the first in person performance of the nutcracker production since the pandemic. joining us is the artistic director. thank you for taking the time to join us. >> it's great to see you. thanks for inviting us. i'm in the middle of class. you were talking about athletes, it is not enough to have talent, there is a lot of hard work involved. this is us doing our hard work, our daily practice every day. we are warming up. they are getting strength going. kristen: are they the ones in the show, in the nutcracker? >> yes. that is the oakland ballet company doing their daily warm up. we go to the theater and we are there rehearsing until 9:00 tonight. kristen: how is it to return to

the beautiful theater for this gorgeous show? >> it is magical. i can't tell you about our hearts are so full. we can't wait to have an audience there, the orchestra and the choir. we practice very safely. if you can imagine being an athlete come all day you have to wear a mask, 30 hours a week, really hard, physical dancing. when they go on stage, they will be able to take the masks off and we can see their wonderful expressions. we have 20 dancers, about 40 students, the oakland symphony with conductor julius williams and the east bay oakland children's choir joining us as well. we have the whole team ready. kristen: i did dance in a production of the oakland ballet nutcracker many, many moons ago. >> that's fantastic. you have to come back on cs. kristen: i was one of the soldiers. i know you guys are really

always reinventing and reinterpreting this classic. i know each timeout, as director you put your stamp on it. what is different about this particular production this year that you love most? >> we have a terrific cast, and i think the fact that this is a heartwarming story, we have all had an incredibly difficult time since march of last year, and the opportunity to gather together and see something in a beautiful theater with beautiful music, beautiful dancers, beautiful dancing, a heartwarming holiday story, i think just being there together and celebrating this beautiful time, that will be the best present of all. kristen: you talked about how the dancers did everything to ensure covid safety. what about for the attendees this weekend when the guests come? what requirements do they have? >> we have very good covid protocols for all our patrons, young and old.

everybody needs to be vaccinated, ning's to bring proof of vaccination and wear a mask. those who haven't have to bring proof of a negative covid test within 72 hours. and wear a mask in the venue. this is how we are keeping our audience safe, as well. kristen: you have three performances this weekend, on saturday and sunday. in addition, you also do free performances for the community. can you tell us who you are performing for this year? >> we have already been to several schools, local schools. on friday morning, we are doing our big dress rehearsal and orchestra, choir, everything, costume, sets. we invite the oakland unified school district to come. typically we have around 2600 students there each year. kristen: we are out of time, but we will see you on the stage. congratulations. >> i have a message from the oakland ballet.
