with abc 7 news reporter who is in santa rosa where that rain is causing some concerns for residents. reporter: some drivers as we are on highway 101. it is a windy commute this afternoon. our van is getting tossed around. slow going for drivers. a lot of anxiety at their for some, whose flooding a few months ago. the rain was falling again in santa rosa today, windshield wipers were on, umbrellas deployed around town. no takers for the ice skating rink. we found neighbors shoveling leaves down in bennett valley away from the same storm drains which backed up during october storms. neighbors say lorna bill creek was the culprit, it was recently dredged of debris.

further build the bond between law enforcement and residents. the same bond that helped officers arrest the suspects. >> the community being long to come forward and the cards victim to come forward to say i'm not going to be a victim, i'm not really do this to meet was critical. it was the purest example of collaboration. >> the city of san jose stans together to ensure the safety of people in little saigon. we will not stand for he crimes here at all. reporter: at least one of the suspects is facing upwards of 95 years in jail if found guilty. dan: san francisco signed legislation to help curb commercial retail theft, which has become a big problem. this legislation will allow retailers to contract sheriff's deputies to provide additional law enforcement. private security, essentially.

a similar program allows for contracted police officers, including the sheriff's department. our reporter has more. reporter: with retail theft like these, more businesses have told san francisco officials they want to hire uniformed law enforcement officers to help protect their spaces. the demand for independently contracted officers was so great, independently contracted deputies are now needed to fill the gap. >> there's plane of work in san francisco, plenty of demand, we haven't been able to meet that demand. reporter: this afternoon, the mayor signed the 10 a legislation, which will allow for those independently contracted deputies. >> we need help. that is what law enforcement partners do. they help one another. reporter: in order to have a single part of contact, the requests will continue to go through sfpd. what officers cannot fill, they will pass along. >> they will begin immediately putting together their

administrative plans. >> we are much stronger together than we are apart. this is a part -- a time when we have to pull together in our city. reporter: the board of supervisors past 10 a with an 8-3 vote. >> it is an historic step for san francisco. reporter: the assignments will be voluntary overtime work. businesses will pay for the contracted deputies. >> hopefully, our businesses, our community will feel a safe as we do right now because of all the deputies standing around us. reporter: the san francisco district attorney's office announced it will expand victim services to include to property crime advocates. it will support victims of residential burglaries and businesses have experienced vandalism. ama: has recovered $200,000 worth of

stolen merchandise in storage facilities in san francisco and vallejo. they have arrested two suspects. recovered merchandise was stolen from retailers including cbs, victoria's secret and nordstrom, among others. one suspect was arrested at his residence in plato and another at a storage facility in san francisco. dan: i new statewide indoor mask mandate is in effect, starting today, but it is creating confusion in the bay area. we are going to break down what it means for a local mask policies. ama: - i'm norm. - i'm szasz. ama: now to the latest on coronavirus. today, the state implemented new universal indoor masking requirements for everyone, regardless of vaccination status. several bay area kinds lobbied for exemptions. it is causing confusion.

a lot to sort through. reporter: unlike it sounds, the state's decision to bring back universal indoor asking rules isn't universal. there are some counties, like san francisco and marin that were able to keep their existing rules, allowing for some exceptions. to mask or not to mask, that is the question. it seemed straightforward when health and human services secretary said this on monday. >> we will require universal masking in indoor spaces statewide. reporter: it's become more complicated. here is why. the state's updated guidance specifically says activities and businesses, masks are required for all people as practice double, while playing indoor sports, exercising or conditioning. last night, san francisco announced it does not apply to them. just ask this gem owner. >> first hand, you do not have to wear a mask if you go to

a gym. reporter: san francisco public health director says since the city already have an existing mask mandate, prior to the state's announcement, the state will allow the county to keep it. that means in san francisco, mask social required in restaurants in indoor businesses, but not gyms and office spaces, so long as everyone is vaccinated. it gets more confusing, marin county announced it will also revert to its previous mandate that was lifted last month. this means if you're vaccinated, masks will be optional in certain places, like gyms and office spaces. >> from the public's perspective, if there was consistency, people would have more confidence, rather than what seems like a whack a mole approach. reporter: that is not what

happened here. ama: we asked the state if they plan to allow other counties, or other counties with high vaccination rates to do what marin did, try to get an exemption to these new rules. but the state did not give any indication that will happen. ama: indication that more restrictions could follow? reporter: certainly, that is a question on all our minds. he did make it clear that the rules surrounding indoor masking and additional testing requirements to attend events are precautionary ahead of the holidays. he says they will reassess a month from now. dan: the warriors and chase hunter are updating entry requirements for children, starting immediately, children in age group will need to provide either proof of full vaccination or a negative covid test, administered within 24

hours, for an antigen test or 48 hours for pcr. the updated policy will be enforced starting with friday at's metallica concert, taking place at the arena. some health experts have started to question how effective mask mandates are. we look at solano county, or some cities have had mask mandate and others not. reporter: as california reinstates its mask mandate, it has reignited the question of how effective they are against the spread of the virus. health officials in the bay area are split. >> the experiment, which is it making a difference in disease transmission. reporter: he says his county can be looked at as a microcosm for understanding masking. in recent months, only vallejo has had a mask apartment. the rest of the county did not. >> ironically, disease rates are higher in states with the

mandate them without, not uniformly, but on average. reporter: bully hoe, which did have a mask mandate recently, has a higher case rate than fairfield, which recently did not have one. the highest case rate in the county is in vacaville, a city that has not had eight mandate. >> from those numbers alone, it is hard to occlude -- conclude whether it led to a decline in cases. california's health and human services secretary told reporters that masking in public spaces does make a difference. >> even a temper say in indoor masking can reduce transmission significantly. reporter: dr. colfax, the san francisco public health directorate says mask mandates are about using all mitigation efforts at our disposal. >> i think it is it is it is its we all continue to mask. reporter: that might be true, east says he believes the real
