bellemont 36. menlo park only 33. we are looking at cold numbers from the peninsula to inland valleys to the north bay and fog slipping in from the east bay. half mile visibility to nothing at all for concord, nevermore, fairfield, and the golden gate bridge not bad. into the morning it stays chilly. numbers only i the 40'sn -- members only in the 40's. by noon, maybe a 50 degree reading with partly cloudy skies and several days of rain for the week ahead. liz: thank you. let's get to the latest covid developments, two of the most populated regions of the u.s. are reporting alarming single day case counts. new york state saw more than 21,000 new cases yesterday, the most of any day during the pandemic. l.a. reported more than 3300 new cases, the highest number for the city in nearly four months. a federal appeals court

reinstated the biden administration's workplace vaccine mandate. the arkansas attorney general has already said that she intends to appeal to the u.s. supreme court. concern about omicron is increasing this families across the country get ready to celebrate christmas. now just a week away. luz pena spoke to multiple doctors about their own travel plans and their best advice for celebrating. luz: for the past two years, the guided -- they have guided us, and now they are sharing their personal choices during the holidays. what is your plan for the holidays? are you feeling comfortable when it comes to traveling? >> no, we are not going to travel. we have older family members at risk, and in part because we want to be particularly safe. >> i am still planning to visit my mom in new york. i have not seen her for a long

time. i am not going to let the fear of omicron disrupt my plans. i am vaccinated and boosted. luz: one doctors traveling to boston with her sons and strategizing airplane ventilation. >> i have one who is not fully vaccinated, he has his first dose, and we always put him in the middle and turned the event on above him. luz: these doctors believe you are safe to travel if you are fully vaccinated and boosted and don't have pre-existing health conditions. >> please remember the situation we are in. this variant is transmissible, but it could be less severe. luz: early data shows the omicron variant is four times less transmissible than the delta variant, but with vaccination numbers increasing, one doctor believes -- >> this might be a window period.

there will be spiking after christmas, and then that may not go down until the end of january, february. luz: according to experts, if you are in a room where everyone is vaccinated or boosted, you have the chance of getting infected by at least 95%, but one doctor is not convinced this is the best time to travel. >> it transmits so will that it produces explosive outbreaks. when it enters a gathering, it can affect everybody. luz: in one doctors case, he is also getting his two sons, coming from college, who are fully vaccinated, tested. something these doctors recommend when gathering with elderly members. >> before any family gathering we have. luz: luz pena, abc 7 news. liz: as students begin their winter break, school districts and the are reminding families about the importance of testing. the cdc said testing has proven

this incident with alameda police is suing the officers involved. abc 7's reporter tim johns spoke with an attorney representing his son. the family says they want not only justice, but reform. tim: the family of mario gonzalez, who died during an incident with alameda police, filed a lawsuit against the officers involved in the city of alameda. it is being filed on behalf of gonzalez's five-year-old son comes one week after the coroner's office ruled his death a homicide. the incident took place back in april, when three alameda police officers attempted to arrest him. they thought he was under the influence and might have been involved in a theft. >> they forced him facedown on the ground. they got on top of him with their weight. tim: julia is one of the attorneys filing the suit. little mario has just been missing his father terribly. he still asks his mother why his dad does not wake up. tim: the lawsuit asks for financial damages to be paid out

to his family, but julia sherman says side from the lawsuit, they toainst the officers involved, as well as reforms, including requiring all law enforcement to undergo crisis intervention team training. >> which helps officers recognize when a situation is not a law enforcement situation and it is more of a mental or behavioral situation. tim: similar calls have grown louder since his death, and alameda launched its pilot program for their so-called care team, a nonpolice alternative for certain cases. >> the hope is that we get them to help in contact and aftercare they need and on a better pathway to success. tim: the three officers involved are currently on administrative leave. tim johns, abc 7 news. liz: a low status mom accused of throwing secret drunken sex parties for teenagers will try to get out on bail for a second time. shannon o'connor was denied bail

back in october when she was arrested. according to our media partner "the mercury news" she has not entered a plea to 39 criminal counts. if convicted, she faces up to 30 years in prison. her court lawyer said he would file a motion for bail and the hearing is set for january 18. today, fallen u.s. soldiers will be remembered with holiday wreaths as part of the annual wreaths across america event. headstones of thousands of fallen soldiers of the san francisco national cemetery at the presidio will be decorated with remembrance wreaths. los gatos memorial park will hold a similar event. they both start at 11:00 this morning. if you wake up in sonoma county this morning, bundled up before going outside. a freeze warning is in effect tomorrow morning and this morning is expected to be the coldest of the weekend. sonoma county is providing shelter at several locations on a first-come, first-served basis, including the reach for

liz: san francisco unified school district will have to pay the bill for the upcoming recall election. "the chronicle" reports the board of supervisors voted on a proposal to pay the district's $3 million share of the election. the proposal did not receive enough votes to pass. supervisors are expected to revisit the issue and take another vote in the coming weeks. the second year in a row, the population of california has dropped. new state data shows a net loss of 173,000 residents between july of last year and this year. the bay area and a l.a. county loss to people, about 64,000

left the bay area. this is the first time both areas lost population in the same year. many blame the state's high cost of living. state officials blame declining birth rates, a drop in immigration, and coronavirus stats. london breed declared a state of emergency in the tenderloin. obex safety is something we are focused on as we work to build a better bay area. the emergency declaration will allow the city to move more quickly to respond to the drug overdose crisis. abc 7 news reporter lenny woodrow has details and reaction from the community. melanie: issues like these have become too common in the tenderloin neighborhood, prompting the mayor to declare a state of emergency. more than 700 people died to drug overdoses last year in san francisco. >> we are in a crisis. melanie: supervisor matt haney -- >> they need help, and this is a statement of the urgency that help is on the way. melanie: maryellen carroll, the

executive director of the department of emergency management will spearhead the effort. >> it allows san francisco to cut through the red tape, to obtain the contracts, the resources, and the personnel that we need to address the crisis, conditions, and the tenderloin. melanie: it is welcomed by the community. >> residents need action. they will be excited to see that someone is finally paying attention to the neighborhood and residents. melanie: christy is the director of community organizing, and resident voice at the tenderloin benefit district. she said last week, the mayor met with approximately 50 residents. >> she listen to their stories about getting harassed or assaulted on the street, hiding from gunfire in the middle of the day at a park. melanie: they also spoke with policy advisers about changes they would like to see in the neighborhood. >> i hope to help that is offered is long-lasting. melanie: the mayor says it is. >> the goal is to not let anyone stay out in the streets. >> everything said today only

explains, the funding will take a while to approve. >> the governor's funding, a lot has to go through the state legislature, and that will be months down the line when they put together new budgeting. liz: legislature needs to approve his oakland's request to use license plate readers and cameras along highways and on ramps in the city. governor newsom said that is also something he plans to address. the trial of the theranos founder elizabeth holmes is in the hand of the jury. deliberations began monday. she faces nine counts of wire fraud and two counts of conspiracy to commit wire fraud in connection with the failed load testing startup. prosecutors say she knowingly misled investors while the defense said she did not mislead anyone. if convicted, she could base up to 20 years in prison. in the east bay, a beloved breakfast restaurant has closed its doors after 46 years in business. milly's kitchen on oak hill road was named after the original owner.

the current owner taped a note to the front door saying "with great sadness, millie's has decided to retire." it will be remembered for its coffee cake, french toast, and giant portions.in the south bay, curtains up . a special audience was invited to preview the san jose "nutcracker," back after two years. amanda del castillo was there to see it. amanda: a beloved holiday show with a twist. on friday, a preview performance of the san jose "nutcracker" brought magic back to the theater. from the live orchestra to the dancers, designers, and more, new vale came in time for the holidayst. >> none of us have done what we love to do for almost two years now. amanda: the executive director says this also marks the first time new ballet is taking stage at the new restored theater, an occasion for a special audience, 200 families given the opportunity to preview

performance was amazing in every way, able to tell a story without saying anything. amanda: amanda del castillo, abc 7 news. liz: speaking of "the nutcracker" in the cold weather, it is feeling like the holidays. lisa: a couple of days away to the official start of winter, but it has been cold. we have had a good deal of rain and snow. i will show you the sierra nevada water equivalent and a statewide summary in a moment. right now, live doppler 7 showing you storm track to the north for the weekend and the fog visiting us in the east bay valleys in the north, reducing visibility. it is cold. i was in the fog, a relatively clear skies, and we have the radiation of cooling starting, and then the temperature and dew point allowing for the clouds to reach the ground and creating visibility issues from concord to livermore, where you cannot see anything at all up in the north bay. it is restricted to quarter-mile

visibility and three quarter mile visibility in fairfield. current temperatures are in the 30's, near freezing, in palo alto at 32, 34 in nevada, six degrees colder than yesterday at this time. certainly allowing for that big chill this morning. it stays cold through the afternoon. inland valleys only in the 40's today. there is a look at a foggy san rafael. some frost with the fog out there. we are looking at partly cloudy sunshine out there, mixed with high clouds throughout today and tomorrow, and then rainy days through next week. tuesday and thursday or tuesday into christmas eve can pretty wet, but this is timing that is way far out, and it will change. as we look at the sierra snowpack, before the rain, we are at 11, 12, 13% of average, and then what a boost we had last week, where we are about

98% average for the mountains. 102% for the central sierra. 105% down in southern california. doing great. we will get more snow, but levels will be tricky as we get into the middle of next week. sunshine today, more clouds for sunday, maybe a little bit of mist and drizzle sunday, and then into monday, the rain holds off shore. 4:00 in the afternoon, a dry evening commute, but it looks at the rain heads and overnight. by tuesday, looking at showers. we are adding several days of rain until christmas eve. this is going to change. it always looks overdone where we have that rain shadow effect in the south bay. santa cruz mountains four inches to five inches, the coastal hills looking at maybe five inches. elsewhere, widespread two inch to three inch amounts for now. i talked about the changing snow levels, so it looks like several feet of snow, major travel impacts, so you are going to

wherever you stream. we start with a look at the weather, so back to lisa argen. a really chilly start this saturday. lisa: you will want to stay in bed. it is cold with temperatures around freezing. visibility issues in the north and east bay. as we look at current numbers, down to 34 in castro valley. 33 in fremont, and looking at numbers in the low 30's from mountain view to redwood city. 42 san francisco, and fog has not moved. it is getting worse in spots, so half-mile to nothing from santa rosa through fairfield and livermore. it will stay rather tricky through 9:00 to 10:00, and we are still in the 30's at 9:00. 11:00, low 40's, plenty of sunshine that does not help us out too much. by the afternoon, upper 40's inland and 50's around the bay with partly cloudy day on tap.

we enjoyed another dry day for sunday, but another chilly start. we are tracking rain all week next week. liz: thank you. a warning from fire officials on the east bay that as temperatures drop, the aware of government not -- be aware of carbon monoxide poisoning. it claimed the life of one woman and said three children to the hospital. he went to the neighborhood and have details. >> on thursday night, emergency crews went to vincent street for a welfare check. once they got there, a five people were exposed to carbon monoxide. one woman is dead, and for others taken to the hospital. right over there over my shoulder is where one neighbor said that home had the carbon monoxide leak. she says when she got back from work, her neighborhood was blocked off as police try to investigate. the possible cause, a heater. >> in this case, enter heating, weather looks like it was the culprit, carbon monoxide

we will increase some clouds for sunday. this is noontime. the rain stays offshore into monday. this is monday morning. you can see the precipitation but it is the front we are waiting for, and late monday at 4:00, the evening commute looks drive it overnight we should get wet. as we get to tuesday, it is going to start, a weather pattern that will be with us through the weekend, wet and active. as we look at christmas eve, we are at 1.5 inches to 2.5 inches of rain in this forecast model, but this is more conservative. we are looking at the coastal hills, santa cruz mountains, upwards of five inches of rain. it will be a cutoff low that interacts with an atmospheric river that allows for fluctuating snow levels. we are looking at several feet of snow but it could be a rain-snow mix at times.check back with us as things change the next few days. 52 in oakland, 49 in napa,

concord at 47, 53 in san jose, and the accuweather 7 day forecast waking up to a little fog tomorrow. another cold start, perhaps drizzle late in the day, and as we look at monday night, cloudy with a chance of showersin the north bay and level two could be with us as we start winter on tuesday through the afternoon. right now we have level 1's on wednesday, thursday and friday. it is looking like a lot of rain for christmas eve. that could be a level two. we will track those snow totals at once again are looking at 4 to six feet next week. liz: people have been waiting for that and happy to see it. a historic east bay movie theater is one step closer to reopening. they have worked to save lafayette spark theater for years and they finally purchase the movie house and plans to reopen it in 2023. ramping up efforts to pay for a

$5 million renovation. it opened in 1941 and shut down in 2005. it was one of the last remaining single screen theaters in the state. the newest "matrix" film " resurrections" is premiering in san francisco tonight, but not everyone is excited about the red carpet event. store owners tell abc 7 reporter cornell barnard that street closures around the event have been killing their business. >> i have had dreams that were not just dreams. cornell: fans have waited a long time for this, the newest installment of "the matrix."
