>> building a better bay area. moving forward. finding solutions. this is abc 7 news. >> high concerns over the omicron variant as families gear up to spend the holidays together. doctors giving their best advice for celebrating, if you're planning to get together this year. the morning. it is september 18. we are watching abc 7 news on december 18. it is on hulu live in wherever you stream. let's start with a quick look at the weather. meteorologist lisa. we are outside. it is chilly. >> there is a little wind as well. that is why temperatures feel like it is near freezing. the fog is slipping over from the sacramento valley to the inlet on the east bay, and in san francisco. you can see the breeze. it is in the low 30's from the

peninsula, and mountain view. 34 morgan hill, and in the city. a chilly 42 degrees. a shot from that ruth where you can see that true for you can see fog. one degree above freezing, and the fog has not moved all morning long. it is foggy in the north bay valley, the east valley, and take a look at these numbers. it will stay in the 40's through noon, with partly cloudy skies and maybe 50 degrees out there. chilly, dry today. sunday is looking similar, but we have a lot of rain to track for next week. that includes a christmas we can. we will talk about it all in detail, coming up. >> thank you. let's get right to the latest covid-19 development. two of the most populated regions in the country are reporting alarming single day case counts. new york state saw more than 21,000 new covid cases yesterday, the most of any day during the pandemic. l.a. recorded more than 3300 new

cases, the highest number in nearly four months. meantime, a federal appeals court has reinstated the workplace vaccination mandate. the arkansas attorney general has already said she intends to appeal to the u.s. supreme court. the concern about omicron is increasing. just as families are getting ready to celebrate christmas. now, one week away. abc 7 news reporters spoke to bay area doctors about their travel plans and best advice for celebrating. >> for the past two years, the guidance of this during the pandemic. now, they have share their personal choices during the holidays. >> what is your plan for the holidays? are you feeling comfortable when it comes to traveling? >> we are not going to travel. we do have family members that are at risk, and in part because we want to be particularly safe. >> i'm planning to visit my mom

in new york. i have not seen her for a long time. i'm not going to let the fear of omicron disrupt my plans. i am vaccinated and boosted. >> this dr. is traveling to visit there parents with their 1311-year-old son, and strategize. >> someone who's not fully vaccinate, he has his first dose, wheelers put them in the middle. he was the one who could get vaccinated before. >> these three doctors believe that you should be safe to travel if you are fully vaccinated and boosted. you do not have any pre-existing health conditions. >> please remember the situation. we have a new variant. it is very interesting and very transmissible, but it should be less severe. >> the omicron variant is four times more transmissible than the delta variant. but, with vaccination numbers increasing, dr. peter believes.

>> this is a little window. we have a bunch of spiking occurring. after that, after christmas, it may not go down until the end of january. february. if you are in a room where everyone is vaccinated, and boosted. , you a chance of getting affected by at least 95%. >> an epidemiologist is not convinced that this is the best time travel. >> it transmits so well that it produces outbreaks. when it enters a gathering, it can affect everybody. >> in this case, he is also getting his sons coming from college who are also fully vaccinated tested. this is something these three doctors recommend, gathering, with elderly family members. before any family gathering,. >> in san francisco, abc 7 news. >> doings began their winter break, and the cdc is reminding families about the importance of testing. the cdc says testing children

who were exposed to the virus has proven to be a safe alternative to just pulling them out of the classroom and quarantining them. in the meantime, many school trips have come up with ways to ensure the students get tested before classes resumed. for san francisco students, testing will be offered in school history headquarters on january 2 and third. >> they test to make sure they are negative. they will come up with a negative result, so they can come back to the schools and be safe. we have a safe community. >> pfizer said it will evaluate a third dose of the vaccine, currently in trial for toddlers, six months to under five years of age. the company has found that a tutors regiment for the age group is not as effective as it is in older children. >> if you have questions about 19 vaccines, you can ask our vaccine team, and had to abc 7 news.com/vaccine and click on the big blue box. >> moving on, new developments. the family of mario gonzalez who died earlier this year during an

incident with alameda police is now suing the officers involved. abc 7 news reporter tim johns spoke with an attorney representing gonzalez's son. the family says they want not only justice, but reform. >> the family of mario gonzalez, who died earlier this year and an incident with alameda police has filed a lawsuit against the officers involved and the city of alameda. the suit has been filed on behalf of his five-year-old son after the gonzalez death was ruled a homicide. the incident took place in april. three alameda police officers attempted to arrest him. they thought he was under the influence and bite of been involved in that. >> they forced him facedown on the ground. they got on top of him. this is one of the attorneys. >> mario had just been missing his father terribly. he still asked his mother why is father does wake up. >> the lawsuit is asking for

financial damages to be paid out to the family. irwin says, sides the lawsuit, they are calling for the district attorney to bring criminal charges against the officers involved. that is as well as reforms, including all law enforcement to undergo crisis intervention training. >> this helps officers recognize when a situation is not a law enforcement situation and it is more of a mental or behavioral health situation. similar calls have grown long -- latter since the death. on thursday, the city of alameda launched a pilot program with their care team. a nonpolice alternative for certain cases. >> the hope is that any contact on the street will get the hope and after care they need, and we can get them a better pathway to success. the officers involved in the incident are currently on administrative leave. in alameda, tim johns, abc 7 news. >> a mother accused of throwing sex parties for teenagers will try to get out on bail for a

second time. shannon o'connor, also known as shannon brugge, was denied bail back in october when she was arrested. according to her media partner at mercury news, she is not entered a plea to 39 criminal accounts. she may face prison. her lawyer says she will face a motion for bail. it is set for january 18. for u.s. holders, we have holiday reads. as part of the reeds across america event. headstones of thousands of all and soldiers at the san francisco cisco national cemetery will be decorated with remembrance trees. the status memorial park will hold a similar event, and they start at 11:00 this moring. if you're waking up, it is only time to bundle up before you go outside. a freeze warning is in effect for tomorrow morning. this morning is expected to be the coldest of the weekend. the county is providing shelter to un-house residents and several locations are on a

first-come first-served basis. locations include the reach for home shelter at st. paul's episcopal church in yields berg, brentwood gospel mission, and the dream center emergency shelter. both are in santa rosa. the city of san jose has opened overnight warming shelters for on house residents. temperatures also dropped there. they are located in evergreen branch library and the community center on center road. the evergreen library will accept walk-ins this weekend, and both centers will operate on a referral basis through the end of april. we are outside, and it really is cold in the city. you know what, we have a dense fog advisory. at last until 11:00 for the delta with that fog. but you can see, there are slow clouds, temperatures are ranging from just at freezing, to some chili 40's. that is downtown. we are talking about a cool and dry weekend, and a wet week ahead, next.

>> san francisco unified school district will pay the bill for the upcoming school board recall election. the chronicle reports that on wednesday, the board of supervisors voted on a proposal for the city to pay for the district $3 million share of the february election. the proposal did not receive enough votes to pass. supervisors are expected to revisit the issue and take another week and vote in another week in the coming weeks. we will sue happens there. for the second week in a row, the population of california has dropped. new state data shows a net loss of a hundred 73,000 residents between july of last year in july this year. the bay area and los angeles county lost the most people. about 64,000 people left bay

area. this is the first time that both areas lost population in a single year. many blame the high cost of living. state officials believe the claim birthrates, a drop in international migration and an increased coronavirus deaths play a part. >> san francisco mayor declared a state of emergency in tenderloin. the public safety is a focus as we build a better bay area. this emergency declaration will allow the city to more quickly respond to the drug overdose crisis. abc 7 news reporter melanie woodrow has the details and reactions from the community. >> images like these have become too common in san francisco's tenderloin neighborhood. they prompted london breed to declare a state of emergency. mayor says more than 700 people died due to drug overdoses last year in san francisco. >> we are in a crisis. >> supervisor matt haney --. >> this is a statement of the

urgency to help is on the way. >> executive director of the apartment of emergency management will spearhead the effort. >> emergency declarations allow san francisco to cut through the red tape, to obtain the contract, the resources, the personnel that we need to address the crisis conditions in the tenderloin. >> is welcomed by committee members. >> residents need action. they're going to be excited to see someone is finally paying attention to the neighborhood and the residence. >> christie is the director of community organization, and resident voice of the tenderloin community benefit district did she says, last week, the mayor met with approximately 50 residents. >> you listen to their stories about harassed or resulted. hiding from gunfire in the middle of the day. >> the group also spoke with the mayor's policy advisers about changes they would like to see in the neighborhood. >> i hope the help that is offered is long-lasting. >> the mayor says it is.

is going to take a while to approve. >> the governor's funding go through the state legislature, and that will be months down the line when they put together the new budget. something else legislature needs to approach is a license plates reader and cameras on highways and on rams in the city. governor newsom says that is something he also does plan to address. the trial of fairness founder the -- the fair dose founder begins today. she faces nine counts of wire fraud and two counts of conspiracy to commit wire fraud, in connection with the failed blood test startup. prosecutors say she has knowingly misled investors, while the defense maintains she did not mislead anyone. if convicted, holmes could face 20 years in prison. in the east bay, a beloved belod breakfast restaurant has closed its doors after 46 years in business. millie's kitchen on oak hill

worry, it will head south, and we will be looking at a low that is interacting with a lot of subtropical moisture. it will be an atmospheric river, and an unpredictable area of low pressure that will be aimed at us. it starts on tuesday, heading into next week, and x we can. doppler seven shows the fall, and as we get a little bit closer, you can see, it is moving in, right across the bay into san francisco. the current visibility has not changed too much from oh about half a mile, to a couple miles through concord, so we are getting a little bit better in spots at, and it will continue to do that as we get towards an :00 and 10:00. remember, it is quite dense through the delta. fixed-rate. there is look at sutro, where you can see the low clouds. 42 in san francisco, 35 amount due, and you're down to freezing. 37 in san jose, and it is just above freezing in morgan hill. 45, and 36 in santa cruz this morning. now look at us. we have sunshine, and the low clouds.

from concord livermore. even fairfield. look at the north bay. half mile visibility, and just over two miles and bravado, and as we get to the next few hours, it is not going to warm up. we're going to see chills, sunshine, and as we get towards the new hour, upper 40's should do it for many of you. high clouds and maybe even near 50. we will talk about another chilly start to sunday and it will be drive for the next few days. then, the rain will start, and there will be a question as for when it will start. >> nice to see rain. this morning, warning from fire officials in the east bay. as temperatures drop, you need to be aware of carbon monoxide poisoning. it did claim the life of one woman and three children were sent to the hospital. abc 7 news reporter ryan curry went to the neighborhood and has the details. >> on thursday night, emergency crews went to vincent street on a pittsburgh home. they found five people exposed to carbon monoxide. one woman is dead, and for others, a man and three

children, were taken to the hospital. >> right over my shoulders were one neighbor says that carbon monoxide leak cap. she says when she got back from work, her whole neighborhood was blocked off, as police try to investigate what happened. >> the possible cause of the explosion -- a heater. winter heating and the culprit was carbon monoxide poisoning. >> steve hill says that carbon monoxide poisoning is too common during the winter. he says around 10,000 people died each year due to carbon monoxide. it is something you see is entirely avoidable. >> every civil home, and every single level on every single home should have a working and regularly tested carbon monoxide detector. that is the silver bullet that can protect us from these tragic incidents. >> you can't smell it and you can't see it. it is deadly. wintry mix -- the winter makes it for more people using things to stay warm. many of those things that burn fuel, they are producing carbon

the appeals court dissolved a state issue by another court and on to go. -- a month ago. the states is bracing for a bigger surgeon cases. it is fueled by both the delta and the omicron variant's. the omicron strain is reportedly doubling every two to three days. >> for the unvaccinated. you are looking at it incident of severe illness and death. for yourselves, your families, and the hospitals you may soon see overwhelmed. >> the virus is having a big impact on sports. several nfl and nhl games are being postponed, and dozens of nba players are on covid lists. that is as a new study, not yet peer-reviewed, finds omicron could spread up to three times faster than the delta, and at the risk of being reinfected with omicron, it is more than five times higher than delta. >> the minute you walk outside, you are taking summers, see need to do everything and to mitigate that. omicron now is detected in at

the west coast has more to come. partly cloudy skies throughout the rest of the day, and we will see a few more clouds as we get into the sunday. this is 2:00, and by evening time, you will get some drizzle. there will be drizzle for the morning commute on monday. here is tuesday morning. you can see some pockets of heavy rain in the north bay. this is the beginning of what is going to be a very wet week. temperatures today are only in the 40's, in the 50's. we will be looking at a series of wet weather systems to head our way. it looks like the second one will be quite strong. it would be christmas eve on friday. we will time it out for you as we get closer. also, it looks like the snow levels will begin to fluctuate. so that means, once we get a couple feet of snow in the mountains, we could see a rain, snow, mix. then back to snow. it will be kind of difficult to forecast. that is in the middle of the week, so stay tuned. as for today, it is dry and cold.

>> now, you mentioned earlier that, you know, a lot of people get their health insurance through their employers. you know, they're covered, big-name brands through their employers. but covered california can still help, even if you've got that, can't they? >> well, they can help you if you get your coverage directly through your insurance company. so, if you didn't have employer-sponsored coverage as an option, and you got covered directly from blue shield or kaiser or health net, you're paying the entire premium on your own. covered california is the only place you can go to see if you're eligible for financial help. so, in many cases, people can switch from direct coverage to covered california. they can end up with the same carrier, same doctors, same hospitals, and get financial help. and what we've been seeing is, on average, people in that situation are saving about $800 a month. so, that's almost $10,000 a year in savings for roughly the equivalent of the same plan. >> yeah, that's remarkable. so, how do people find out if
