cruz county. we begin in oakland where the city will require roof of vaccinations for restaurants, theaters, gyms and other businesses. we are live in the newsroom with details on this boat. reporter: there was an urgency to get this passed, it was treated as an emergency measure which meant it required one meeting by the city council instead of the normal two. there are exceptions to the ordinance. dental offices and public libraries are exempt. oakland has joined other cities with requiring roof of vaccination in order to enter some businesses and entertainment venues. >> the purpose is to encourage more people to get vaccinated, to increase the rate. reporter: 75% are fully vaccinated while 82% have received at least one dose. some expressed concerns that

in san jose where the police used tear gas to end a standoff with a man barricaded inside of an rv. this all started this morning near the ups center, finally ended less than an hour ago. the man was pointing a long gun at people as they were passing by. that man has been arrested. dion: just days after a robbery at gunpoint, another guest is targeted in a smash and grab. happened at the marriott, she warmed her son.

this robbery happened within seconds thursday night outside the downtown marriott in oakland. you can say in this video, and hotel guest is ambushed. it's a video -- >> she is always worried about me. dion: he was visiting the bay area for work training and a few days of snow training -- snowboarding. he pulled into the marriott midday to check in. >> i grabbed our suitcases from the back of the truck, locked inside, got my room, got the key, took my bags upstairs. dion: he says when he went back outside the windows were smashed and everything inside was gone. >> that's when i realized i lost three computers and a lot of work stuff and personal stuff.

dion: i reached out to ask about safety measures. the hotel general manager sent me this statement which reads in part, they are aware of the incident. dean and his girlfriend returned to his -- no matter how many people in the area -- >> there are five or six people. valet, an older woman checking in. there were a few people at the check-in desk. dion: law enforcement have told me crimes usually happened with more frequency during this time of year. more people are out and about. certainly makes sense. larry: as holiday travel ramps up, airlines are ensuring that

centers they are taking all precautions. 630,000 people are expected to fly through san francisco during the holidays. united is flying 200 lights, the highest number since the start of the pandemic. the airline says safety is their top priority. >> i thought we might see some droppings and bookings because of the new variants, but we are not. people want to see family. they want to spend the holidays with loved ones. we are happy to see that. but safety is number one. larry: united is asking customers to download the app for a smoother flying experience. if you are not going anywhere, get your umbrellas out. spencer: we have a wet week ahead.

part of building a better bay area keeping an eye on climate change. with the rain coming, much of the state is at risk for rock and mudslides. that could cut off roads. caltrans has turned to drones to assess damage and accelerate repairs. abc news gives us an inside look. reporter: storms storms storms fall on state road 70. closing the roads for weeks. caltrans turned to a new tool, and advanced phone equipped with cameras to assess the risk and plan how to repair the damage. >> might have been a couple of pictures is all stitched together in this model. reporter: it it it it it i microscopic details. it's technology the agency is also using to inspect bridges.

discrimination against bay area renters. reporter: the bay area has had one of the most competitive rental markets in the country. new research finds it's more difficult for black renters to sign a lease. >> if you don't get a response, you have no way of accessing property. reporter: a professor is one of the authors of the study. right now, renters of less likely to hear back from rental properties than white
