point approach to protect against the omicron variant. the governor announced the plan while visiting a vaccine and testing clinic in oakland. >> are holding strong, mindful though of the growth rates and trends. so we can't take anything for granted. ama: the plan focuses on expanding testing to make sure all californians have access. that starts with the youngest, children. the state is ordering 6 million tests and will distribute them to school kids no cost. the governor encourages every california to get tested after the holidays. allstate run testing centers are expanding their hours to make that easier and .3 of the plan is editorial booster shots for health-care workers. they must meet a february 1 deadline. the announcement touches on areas where we are working to build a better bay area, including health and education. california wants to keep kids in schools. dustin dorsey checked out how the plan is being received by

the largest school district. dustin: even facing a rise in covid cases amid the surge of omicron, governor newsom did not hesitate on what is was important in california. >> i do not want to see our schools shut down. let there be no doubt that is our commitment. that is our priority. dustin: coming off the first full semester of in person learning since the pandemic began, he announced 6 million rapid tests will be sent to schools in california free of charge. this will allow for access to one to two tests for students before returning after the holidays. >> we want to make sure they come back as good as they left, meaning we want to make sure we are testing our kids and preparing them to come back in person instruction. >> it is good news, it is what we want to hear. dusty: -- dustin: she says this

plan includes an expansion of state run testing sites that will be useful. some sites have limited hours because of the holidays even though more people are trying to get tested because of the holidays. zach fuentes looks at what options are available. it is asked: a stream of cars came through the fairgrounds all afternoon. those inside looking to get tests. >> i'm doing it for others. i'm not traveling, i'm suing local but i plan to see family and friends so doing it for them. >> thousands more drove through the testing site. she is grateful she put -- booked the appointment. >> tomorrow is all booked up. >> as counties work to keep up with demand, two locals in the area have partnered up. >> we are testing for large organizations like schools and universities and we have excess capacity. we want to offer testing to

individuals, our local communities, so we partnered. >> the company we told you about earlier this year says they have the capacity to process 30,000 tests in their lab. another bay area company facilitates mobile covid tests plus testing at lenox and homes. they say the partnership can help people get their covid test results in 24 hours or less. >> and is a convenient way to help people go to a drive-thru or you we can come to you or you can come to a winick. they help make this possible because we've got to operate at scale and without that we would not be able to do the job we want. zach: they may be adjusting her hours to help me demand, even with the dominant variant in higher demand, he says vaccine and -- she says vaccines and better test results give her hope. >> we have a chance. ama: governor newsom ordered a

booster mandate for california health care staff. they have until february 1 to comply. melanie woodrow talked to a doctor who explained how important these booster shots are. >> governor newsom announcing that being vaccinated is no longer enough with the omicron variant. california health care workers will need to be boosted with a third dose. >> two is great, the booster is a game changer and the third dose is needed. no group of workers understands that more than our frontline health care workers. i would ask him to continue to lead by example as they have and thank him. >> a professor of edison and infectious disease specialist at ucsf. >> this announcement comes as no surprise. we belong talking about having boosters for staff and health care workers.

dan: a celebratory moment in oakland, 25 new officers sworn in as the newest members of the police force. several with oakland hoots. >> i grew up here, i love the diversity. to be able to serve such a diverse place is something i would love to do. dan: the chief says the graduates will beef up the police staffing to 694 officers. he is hopeful this will make a

difference in curbing crime. graduations to the new officers. oakland police have suspects they believed to be involved in the shooting of former officer kevin nishita. they are closing in on a third suspect according to the chief. one detained is the owner of the white acura involved in the shooting, we have shown this on the news. police are not naming suspects until they are charged. he was killed while protecting a tv news crew in what appeared to be a robbery. >> their arrests were for other offenses already committed, warrants for their arrest posed by other permits as well, but the homicide charge is forthcoming. dan: the police chief credited the community for sharing information that led to the arrests. there is a $38,000 reward. ama: time to check on the weather because we are in the

dan: san francisco announced a new mobile recycling program for residents to redeem money for cans, plastic and glass potters -- bottles. michael finney first reported the program in february 2020. nearly two years later it will be available to residents january 5. grab specialized bags with a barcode at participating grocery stores, fill the bag and drop it off at mobile collection sites. >> we are making it easier so they do not have to take all of their bottles and cans to the one location left in the city. dan: participants participants r download the bottle bank app and register. money will go into your account once the recyclables are sorted. ama: for some, the holiday

>> building a better bay area, moving forward, finding solutions. this is abc 7 news. dan: ama: pulling the plug on christmas eve concerts at the castro theater since breakthrough covid cases were in the chorus. broadway sf is also canceling performances of a christmas carol. dan: checking pandemic headlines on a national level from the supreme court involvement to a move by the fda. hours ago we heard the supreme court will hear challenges to the vaccine mandates for health care workers and private businesses. the hearing is scheduled about a month before the requirement takes effect. a federal appeals court reinstated the rule last week. ama: they authorize the first

pill to treat covid-19 at home. it reduces the risk of hospitalization and death by 88% if given within the first five days of symptoms. pfizer is ready to start delivering the pill immediately. dan: the omicron variant is in all 50 states, south dakota the last state to report a case. omicron has been found in more than two thirds of their counties and marin county says the surge has begun there. they recorded their highest daily case count since january. higher than the peak of the summer surge when we were dealing with the delta variant. ama: cal state university schools have added a booster shot requirement for faculty, staff and students on campus. exemptions may be made on medical or religious grounds and it will take effect at the end of february. part of our vaccine team, dr. patel says we need to stop thinking of boozers as boosters. dr. patel: i don't see any

dan: a survey shows porch pirates are taking stuff from more of us, it is especially noticeable around the holidays. michael finney is here with more and we see so many of these videos now because everybody has cameras. it is unbelievable. michael: this is a new survey by insurancequotes.com, and it suggests porch pirates are upping their game. a year ago 18% who responded to the survey said they had been ripped off by porch pirates. this year, 30% say they have been victimized. >> you have seen the videos of

people ripping off your neighbors as doorbell cams multiply. so did the video of items being stolen. the latest surveys show porch pirates are interested in anything showing up at your front door, including meals and groceries. >> that is something that showed up on the survey. respondents said they had a grocery or meal start -- stolen. >> one-way delivery companies are trying to cut losses is to take photos of the packages at your door and sending you a copy. it is working. maybe not for the reason you think. >> once it is actually in your mailbox or on your front porch, it is considered delivered, so if someone comes and picks up that package off your front porch, the merchant is not legally responsible. the shipper is not possible. it is your responsibility. michael: how are consumers
