getting snow. not a heavy event this evening. as we go into tomorrow morning, another round of moderate showers will develop around 6:00. a fast mover going through friday morning. scattered showers tonight and moderate rain with gusty winds tomorrow with a slight chance for thunder. the storms going into christmas and beyond will be different. dan: this morning's downpour left an uber driver and his passenger stuck in water. all of a sudden, they hit a patch of flooded road. the bmw stalled out. the passenger says they were on their way to sfo before dawn could not see the water on the road until it was too late. >> it was super dark.

we had the windows down. we were thinking about bailing out. and then the fire department showed up in here we rp are -- and here we are. dan: the passenger missed his flight. highway one is closed because of flooding. several drivers still risked driving through the standing water. never a good idea. driving through water is not recommended. it can cause damage to sensitive electronics, cause you to stall and you never know. we will continue to keep an i on the storm. -- an eye on the storm. kristen: the cdc has released rl updated health care worker isolation guidance. health care workers at have covid but are asymptomatic and returned to work after seven days with a negative test.

that can be cut further if there are staffing shortages. california's numbers continue to rise. the seven-day test positivity rate is up to four point 2%. omicron is fueling concern even though california has one of the lowest case rates in the nation. evan or newsom yesterday unveiled a new plan to battle the winter surge focused on boosting and testing. pointing us now is the director of california's department of public health and the state department of health. thank you for joining us. give us the near-term forecast for california. are we better equipped to handle the omicron surge? >> in general, california has done better than other states and it is really because people have been getting vaccinated and people are getting boosted. in other states, omicron statess increasing rapidly. you are seeing it in europe as

well. in california, we see the increase as well. we are very concerned. we want to make sure that people do indoor masking. we will make more testing available to those schools. it will be important that folks do everything they can to be safe this holiday season. kristen: you mentioned testing. doctors are saying that with the holidays coming up, test before you go, test when you return but the reality is, it is hard to get the tests. and they are not affordable to a lot of people. and the state and counties have closed a lot of the testing sites. how are you going to address the shortage in testing right now? >> we have ordered millions of tests. we have already distributed them across california. we have given them to the local health department and food banks and are ordering more tests to

be available to those schools especially right before they come back for the first week of school. we will continue down that path. the federal government will be making 500 million tests available across the country. hopefully, production will pick up and it will be more accessible. basic things people can do is making sure that you try to avoid crowded indoor spaces, make sure you are wearing a good mask indoors, open the windows and the doors. kristen: we have a this week, but generally in california we can take it outside. a new mandate coming down for california health care workers to get booster shots. should we expect a broader booster mandate soon? >> well, we know definitely defy

health-care workers. health care workers are taking care of vulnerable patients and we absolutely need our health care force tuesday healthy. hospitals are full even without a covid surge. we know covid will increase over the winter holidays so we want health care workers to be as protected as possible for their patients and also available for us for anything else we need to. we will continue to encourage boosting. it is possible that down the line the cdc will come up with a new definition of what it means to be fully vaccinated. we will track that to see if we move in that direction. in general, it looks like everyone really needs a booster. kristen: i want to move on to school and education. our systems are starting their quarter remotely after the holiday break. do you anticipate that happening

for k-12 kids? >> our goal is to get to get in school and keep them in school and that is why it is important to do layered protection. in schools right now we continue to have universal masking. california has been fortunate to have the lowest rate of school closures compared to all of the other states. we want to continue that. it will be making testing available, universal masking and we will have a big push on ventilation to make sure schools are taking advantage of the air filtration systems that exist and improving ventilation in schools. if we do all of those things including making sure that we are reducing the rate in the community, that will be our best chance of keeping kids in school. kristen: what is the state's messaging to people that are not

vaccinated yet? >> you're asking a question. we continue with our equity efforts across california. a lot of it is getting the message delivered by a trusted source. it is difficult because there is a lot of misinformation. we are making progress. it is very slow. i think omicron is going to turn us back a little which means we have to work that much harder. in the hospitals, the vast majority of people being hospitalized and that are dying are people that are unvaccinated. that is where the biggest risk is. kristen: we are almost out of time but i have to ask you, are you continuing with your holiday plans as planned? are you changing anything? >> i am not changing anything. we will meet christmas day.

kristen: a devastating fire tore through a san jose's synagogue early yesterday morning. despite the tragedy, there is optimism for the future of the synagogue. we spoke with the rabbi who found hope and a miracle among the devastation. reporter: reminders of what life was like less than two days ago. the rabbi took me around the building showing me the damage. >> all the work our children did of all of the good deeds that they did has been rude -- have been ruined by the fire.

reporter: the rabbis said he got a call from someone saying the synagogue was on fire. >> i came running to the scene. my one concern was the scrolls. reporter: they were saved and other important books. the department got to the fire before 7:00 on wednesday morning and they say the fire appeared to start from the outside and go into a carport. they are still investigating the cause of the fire. they have surveillance images of someone they believe caused edge. it has been determined that it is not racially motivated or a hate incident. the rabbi is relieved. >> people are very happy that this was not someone trying to hurt us. reporter: the rabbi and his

congregation had only been in this building for three months. they had done extensive renovations to the building and they just celebrated hanukkah there. gofundme account has been set up. the rabbis says that they will be looking for a place to meet temporarily before rebuilding the santa god. -- rebuilding the synagogue. >> this will only make us rebuild bigger and stronger. dan: the san francisco board of supervisors is set to vote on the mayors planned to combat the opal you do crisis in the tenderloin. the mayor declared a state of emergency in the tenderloin neighborhood and if it is passed, and francisco will be able to respond more quickly to the drug overdose crisis. overdose deaths have increased more than 200% since 2018. >> as public servants, our fundamental responsibility is to

alameda, napa have identical dips in attendance. >> i still think we have a long way to go to get to pre-pandemic attendance levels. reporter: this rabbi says attendance are only half of pre-pandemic levels despite san francisco having one of the highest vaccination rates in the bay area. >> our number one goal is to connect people and create community so it is been difficult for us to do that with all of the different variants coming out. reporter: san francisco had one of the lowest dips in attendance at just 5% followed by highly vaccinated marin county. >> my wish is that s s s s s s s and the bay area can hopefully heal from this pandemic. reporter: the rabbi said he is
