most storm damage. we've seen all week. even though today's storm actually only ranks one on the abc 7 news storm impact scale still quite in effect live doppler 7 looks quiet at the moment. so let's get right to abc 7 news meteorologist santia patel for the details of what still coming our way sandia? yeah. what's coming our way? alma and dan is colder storms potential for some snow over ohio elevation. so i want to show you live doppler 7 right now because it is quiet, but we do have a couple of showers nothing like the intensity of this morning right now in the north bay as we take you into street level radar here hold strode in the north bay getting wet pop-up showers are going to continue. it's a light level one storm. sierra is being much needed snow that's going to help to boost the snowpack and as we look at the hourly forecast ten o'clock tonight a few showers. around the region they pick up an intensity at 3 am in the north bay and then across the north bay at 5 am starting to move into the east bay as well at 8 am you start to see those
6:01 pm
downpours and then this thing is done but not completely it's a light level one for tonight tomorrow scattered showers tonight moderate in the morning gusty winds. there is a slight possibility of thunder. i want to show you those. totals most of you were in the three-quarters of an inch like hayward to almost three inches in ben lomond san jose in the rain shadow 2,700 of an inch of rain. i'll be back to let you know how much more we can expect and when snow will continue to fall into our region coming right up dan. okay, sandy. thank you. an investigation is a way to figure out what caused flooding so deep in all of this rain that it killed two people in millbrae this morning. it happened on this part of hillcrest boulevard near el camino. out where it dips under a caltrain overpass. it appears two vehicles drove into the water before dawn at the time. this video was taken the two cars were completely submerged by the water. keep in mind the level of flooding hampered rescue efforts. the attempted to gain entry into
6:02 pm
the second vehicle. however conditions were changing rapidly. the water was rising quickly and it became a little too dangerous for first responders. first responders were able to rescue two people from one cart two people in the other car sadly died investigators are trying to determine if a drain got clogged or something or maybe a pump failed. today's storm took down a large pine tree near some homes in san mateo county. this was the scene in emerald hills. not far from 280 in edgewood road heavy rain around 8 this morning toppled the tree blocking a street in narrowly missing some houses when it's wet weather like this. you gotta watch out the united stay safe. stay away from those big trees. yeah, stay away the down tree did knock out power. but pg&e crews worked all afternoon to restore it run off from the rain also filled some nearby storm drains. rain is the problem here in the bay area meanwhile up in the sierra. the snow is coming down in large amounts and getting there from here may require a fair amount of patients abc 7 news reporter laura anthony shows you what it's like outside.
6:03 pm
the signs are the marks left small and large by the season's first official winter storm in oakland a huge eucalyptus tree fell across highway 13 forcing a road closure. said most of the day in the hills above heavy rains forced a mudslide on a lot where home was under construction and in lafayette on highway 24 a big rig hit from behind tumbled more than 20 feet to the road. below somehow the driver escaped uninjured in the high sierra this video sent from the uc berkeley central sierra snow lab near soda springs shows the heavy snowfall blanketing the summit. we've got an amazing amount of snowfall coming down right now the rates that we're seeing now at the lab are probably the highest that we've seen. this year or so far at least during the day the big snow comes just in time for a holiday rush to ski areas like palisades tahoe, which is expecting as much as 10 feet and higher by

the new year. have all hands on deck. we are doing our best to make sure the mountain is open for everybody to join but with a big storm like this when holds might happen we might be delayed and opening. so we appreciate everyone's patience. perhaps the biggest challenge will be getting there. chain controls are up on the major highways a reality not lost on those planning to head up to the snow. you have to kind of take on the challenge to get to the good stuff. you need the snow to ski it but you got to be able to get there. so why are you down here? there's a bunch of snow up there. i know right i should be up there, but i'm just visiting family for the holidays. and when are you going back saturday morning? are you sure you're gonna be able to get back up there? we'll see we'll see is right as we speak. there are chain controls over both the major passes to the tahoe area. the best advice is to check before you go and give yourself plenty of time. in the east bay laura anthony abc 7 news and you can keep an

eye on the weather including live doppler 7 anytime. you'll find it on the abc 7 bay area app available on roku amazon fire android tv and apple tv in our work to build a better bay area today. we received some really surprising information and response to a request. we made to the san francisco police department about people arrested for dealing drugs in the tenderloin in a neighborhood. that's about 50 blocks or so. police have identified 65 repeat offenders the majority were dealing fentanyl last year the city had a record number of fentanyl deaths almost two every day that outnumbered covid deaths by the way, mayor london breed declared a state of emergency in the tenderloin in the past week and today the board of supervisors is debating whether to ratify it will be joined tonight by abc 7 news insider film material to give us some perspective on what's being discussed first, though. let's hear from abc 7 news reporter corn. art cornell, let's start with the board. have they voted? they have not voted yet
6:06 pm
supervisor still debating the issue dan the pandemic brought an explosion of new crime and drug use to areas like the tenderloin the mayor says, it's become a public health crisis that needs action now, but the emergency declaration has many critics. on a clear day children play in the tenderloin local city services estimate. there are nearly 3,000 kids in the neighborhood. but this is what they see when they walk down nearby streets tents drug dealers and open drug. use things have gotten worse and more and more people are continuing to die. the board of supervisors is reacting to a demand last week by mayor london breed calling for more police in the point to crack down on crime people selling and using drugs on city streets as well as those selling stolen property and when we take the steps. to be more aggressive with with enforcement more aggressive with the changes in our policies. and less tolerant of all the that is destroyed our city the
6:07 pm
mayor also called for increased overtime funding for the police department in the tenderloin and funding programs that will link people to medical care and crisis support services, but not everyone is board with the mayor's plan what i disagree with vehemently is that criminalizing addicts is the way to solve. the overnight dose and drug crisis conversation so far should certainly has not reassured me in any way that there's any real plan here other than police engagement community advocates agree. there is a public health crisis in the tenderloin, but say more police isn't the answer. of the community and it doesn't have the community's interest in heart. and chief williams scott says the goal of his officers won't necessarily be to make arrests, but treatment and services.
6:08 pm
we will let you know when supervisors take a vote on this clearly hot button issue. i'm cornell bernard abc 7 news and cornell stay with us while we bring in abc 7 news insider film at tier to talk about this phil your thoughts on what was discussed today? well, what was discussed today and is going on right now is the debate about carrot and stick. let's be honest about it. we have the carrots out there which are the health components saying let's try to get more help professionals out there and then there's a question of the stick which is enforcement but you know in between that is the fact of what the people are living with down there? you talked about it a little earlier these information from the police recording the 337 arrests for narcotic sales in the tenderloin in the first nine months of this year now 65 in this group were repeat offenders 16 had been more arrested more than twice and four had been arrested more than four times. this is within nine months. so the question is are we built a revolving door a revolving door? where people go in for care, but they don't stay and they wind up
6:09 pm
back in the street at a revolving door over here where people go into police custody for sales of what is a drug and then wind back out on the streets as well. fell a lot of opinions, of course about this, but what is actually going on to make a difference in the tenderloin a cornell? let's go you first i'll get back to phil. yeah, it's such a good question dan. i'm not sure anybody knows at this point, you know, everyone agrees that something needs to be done asap. you heard matt haney say people are dying are more police more city outreach the answer on the streets that remains to be seen in fact advocates say that may take away from the work that nonprof. have done for years on the streets working with folks with with drug issues as well. so but you know mayor says clearly that it's not working right something else needs to be done. well phil we know this is a hydra-headed problem. it's not easy to solve multifaceted. what do you think is making a difference what's making a
6:10 pm
difference is this is the people, you know, we talk about the people on the street. we teach talk about their needs we talk about how to treat their problems, but you know, and alma there are people families immigrant families that live in the buildings in the tenderloin that live in the apartments there that are afraid to go out on the streets. that are growing up amid this what are their rights? what are what are we doing to protect them? what are we doing to make their life better? that is the balance that is as is looking to be struck here. there's a question about whether it can be but when we talk about it, we really have to be holistic. it's not just the drugs that we're dealing with. it's the people that have to live with that drug problem as well. and this wouldn't be happening in another part of town where people have money. that's a bottom line fact. all right. well, thank you phil and cornell for your insight and perspective. we appreciate it. and if you want to help build the better bay area then take action go to abc 7 news.com/take action to find ideas and resources on everything from violence to substance abuse and mental health issues.
