people celebrate it anyway to ring in the new year. tim: as the bay area gears up to celebrate the end of 2021, new year's eve celebrations were unusually quiet. normally the embarcadero would be packed with people but after the city canceled their fireworks display for the second year in a row, many had to find a different way to reenter the new year. >> people need to be reminded there is a reason to celebrate. it is hard -- it is easy to get caught up in the drama going on in the world right now. >>twer park restaurant, they were busy friday, preparing to welcome their first guests for a sold-out new year's menu. staff told us they provide a fun but safe evening. >> everyone has to be masked when they come in, checking vaccines and eyes when they come in, staff fully maasked the entire time. tim: others wanted to bring in the new year anymore subdued

the prime minister says he is extremely saddened and sends his condolences to the families of those who died. it is not clear what caused the stampede. now to colorado where officials are calling thursday's fire the most destructive in state history. the governor says fast-moving flames destroyed as many as 1000 homes. officials suspected power lines knocked over in the high winds sparked the fire. the denver post reports the power company found none in the area where it started. amazingly, there are no casualties reported. some residents were still waiting to learn whether their homes were lost. >> i think our house is ok, but other people we know have their house burned, and you really feel bad for them. liz: you really do. firefighters continue to put out the flames as snow came down around them. locally in california, the

search for a skier who disappeared in northstar one week ago has been called off. 43-year-old rory engalada went missing. he was an experienced back country skier. the sheriff office says he is now presumed dead and there was no realistic stability he has survived the severe winter conditions. in a statement, his family expressed their gratitude for those who searched for him. new details and a shooting that happened inside of sun valley mall in concord. investigators say it sta a:30 yesterday afternoon but when somebody tried to help the victim, the suspects opened fire. gunfire sent shoppers and people working at the mall scribbling for cover. >> everybody started running out. everybody started running out. liz: the victim was taken to john deere medical center where he is in stable but critical condition. police will not say if a suspect

is in custody but say noeat to the public right now. the mall was put on lockdown and it was closed for the night. now to covid-19 headlines. san francisco in santa cruz are reducing the amount of time you need to spend in isolation after an infection from 10 to five days to be aligned with the state's guidance. california's positivity rate continues to go up now to nearly 16%. we have not seen numbers like that since the beginning of 2021. for the first time since the pandemic began, the u.s. has surpassed 2 million cases of covid-19 in one week. families are getting ready to send their kids back to school monday but many are struggling to find covid testing appointments or rapid tests. starting tomorrow, san francisco unified will offer mobile rapid testing at the district office on franklin street. school sites will also be testing students throughout next week. in the east bay, parents picked up freak of test kits with their

goals to test all students in the castro valley unified school district before they return to class monday. abc 7 reporter david luis says this giveaway will soon expand. >> here you go. thank you. david: with an enrollment of 9000 students, the school district organized its giveaway by having parents drive by to pick up the free test kits. one can for each students. each kit containing two tests. the district once one test to be administered now and the other sunday ahead of classes resuming monday. if the test is positive, the parent must report the results. >> parents also -- we also know that this student needs to stay home, so our nurses and staff follows up with the family to make sure they quarantine the number of days they are supposed to quarantine and isolate. david: this is part of a statewide program governor newsom announced to provide 6 million at home covid tests for all public and charter school students. the kit passed out here has a

retail value of $14. it is an antigen test that involves a nasal swab. the results are ready in 15 minutes. a line under the c and t markers indicates a positive test. a quarter million students across alameda county and 18 districts will receive the test kits. each district will decide how to handle distribution. parents were happy the giveaway process went fast. >> it is going so smoothly, it took me a minute to drive up the hill and a minute to drive through here and that was it. it was very efficient, quick. david: the state school superintendent and county health officials used the event to stress the importance of vaccinations and testing. >> we want to make sure everyone takes the test before they come to school, so if someone is symptomatic, that they can quarantine safely and we can keep the rest of the school community safe. david: school and health leaders stress ongoing testing is important and to take advantage of free, local test sites.

in castro valley, david louis, abc 7 news. liz: the city of morgan hill is reporting better than numbers following a license plate reader pilot program that started in september. despite the numbers, some are raising privacy concerns the camera spring. dustin dorsey has more on that debate. >> a 70% reduction in crime, the promise from flock safety, the company that held the morgan hill double east -- morgan hill police department to deploy readers throughout the city. >> [indiscernible] we just did not e e e e that successful. >>se cameras capture license plates into the city and alert police when -- since installing the cameras, and hpd recovered 51 stolen vehicles and arrested 66 crime

suspects related to the alerts. >> i think it's important for companies big and small, to identify suspect vehicles for those individuals committing crimes in each individual community. dustin: the camera systems are in 1400 cities including vallejo where police say they arrested a murder suspect thanks to readers earlier this week. >> this is a good law enforcement tool, but at what societal cost? dustin: they say the cameras are not used to detect faces, gender, or race, just license plates and vehicles. stephen clark, a legal animist -- analyst, said people have a right to drive to locations they hope to keep private such as gun stores or medical appointments. >> you have a right to travel in the united states without being harassed by the government and certainly when you have this collection of data, you raise a lot of very significant privacy concerns. dustin: and hpd captain mario ramirez says the the part and

has safety measures in place, including soul used for their department only when there is a case number. they vowed to keep this in place for two years. dustin dorsey, abc 7 news. liz: and do you want to start the new year with $500 million? sounds good, right? that is today's powerball jackpot. the winning prize sort after no ticket matched six numbers in wednesday's drawing. there has not been a winner since october 4, so that is 37 consecutive drawings. last winter was a california man who claimed a $699 million jackpot. the fifth-largest prize in powerball history. tonight's drawing takes place before 8:00. i did go out last night. i was feeling lucky and got a ticket so we will see. lisa: yes please. lived in dan view. but that was then and this is now. shelley moved with her family to boise for years ago and has not looked back. >> cost-of-living is a lot less and people are friendly. it has been a great move. i love the bay area the cost of living was affecting our quality of life so much that i knew it was time for a change. michael: but shelley has run into resentment. wherever californians show up from boise, to seattle, to washington, locals are not too happy with equity rich californians. michael: when you tell people you are from california, do they blame you for high prices? >> yeah, there is not a ton of love here for people from california. i will be honest with you. but i guess, for me, i feel like most of the people that have moved here share the reason i moved here. michael: she says they are embracing idaho, not trying to make it like california.

still, are the locals writes, is shelley and those like her the cause of rising home prices? here is a low economist nicole visho. >> we get that question lot that california is coming and that is why austin prices are high. the number of people that moved to austin from there is so small compared to the growth. that is not making a big dent at all. michael: there is your headline. and it is not just california. more people and slow building dries up the cost of housing. california could add to the numbers but they and their home equity are not seen by zillah as the driving forces. >> so we have people moving from all different parts of the country to all other different parts of the country. we have people moving out of california to texas, people moving out of texas to california. michael: the next time someone tells you our house rich friends are ruining their out-of-state towns, feel free to fire back.

no, it is your people moving to california causing our home prices to go up. i am michael finney, 7 on your side. liz: i will keep that in mind. we all know times square in new york celebrates the new year with the infamous ball drop, but other cities across the country have different kinds of drops. take a look at this. on the left, you see a cheese drop as you make -- may guess, that is from wisconsin, the cheese capital of the world. on the right, an unusual new year's eve drop, a marshmallow peak being dropped ipennsylvani. it weighs 400 pounds, is five feet tall, and bethlehem is home to the candy company that makes peeps. people are staking out their spots for this morning's 133rd rose parade in pasadena. the floats are in position this morning. last year's parade was called off because of a covid winter surge.

liz: the new year is bringing plenty of celestial events. two of 2020's performance will be supermoon's. they will happen in june and july. that is when the moon will be closer to earth, making it appear to be bigger and brighter. there will also be two total lunar eclipses and there will be meteor showers to look forward to as well starting in april.

liz: 2022 marks the return of claes thompson -- klay thompson. the warriors shared video of thompson scrimmaging with the team after two years out with a.c.l. and achilles surgeries. his return could be next sunday against cleveland but january 18 marks the start of a seven-game home stand. thompson says he is ready to be back on court. >> there are times throughout the process that you might tell yourself as a player, but honestly, with coming back, i feel it myself, i'm great, and i feel equal -- if you -- i feel it will take a few games. liz: the warriors are back in action today after the game against the denver nuggets was postponed to thursday.
