east bay mall. witnesses describe and terrifying scene. tonight one man is in the hospital and another is wanted by police. thank you for joining us and happy new year. i am jobina fortson. you are watching abc 7 news at 6:00. the shooting happened on new year's eve at the sun valley mall in concord. cornell barnard spoke to people who ran and hid for cover. >> everybody started running out. cornell: chaos at the sun valley mall in concord on new year's eve. gunfire sending shoppers running for cover. >> i heard the shot and then at first i could not believe what i had heard and then people started coming in and confirmed it. i stayed right where i was. cornell: one person was wounded. it began as a robbery around 3:30 when someone tried to help the robbery victim, suspect open fire. >> i only heard one gunshot.

as soon as we heard it we tried to hide. cornell: he says he hid with a customer in the back of his perfume shop. >> i saw someone on the ground. when i went out of the shop i saw the customers leaving and helping the victims along with other people. cornell: took off. the unidentified victim is in stable but critical condition. in 2021, concord police responded twice to the sun valley mall. two robberies in the spring and the fall. a smash and grab robbery last november inside a jewelry store. surveillance video showed suspects smashing display cases with hammers. and last may, a shooting left one man wounded. the shooter got away. police are not saying if the crimes could be related. in the new year's eve robbery, authorities are asking for information and tips from the public. cornell barnard, abc 7 news.

jobina: spencer, i had the heat corrected last night. i was doing -- heat cranked last night. but it's cold out there. spencer: i know. you may have to crank it up even more tonight. a chilly new year. we have a freeze warning in effect from midnight tonight until 9:00 a.m. tomorrow and all of our inland valleys. low temperatures dropping to the upper 20's in the colder spots. we sure to protect pipes, sensitive plants, pets. here's specific forecast lows. 29 santa rosa and fairfield. 30 at concord and vallejo. 32 murray hill. it is going to be cold all around the area. but changes are coming and they involve wet weather. i will show you all of that in my seven-day forecast a bit later. jobina: now to the pandemic. the u.s. is facing its worst surge on record.

more americans are testing positive daily than at any other point in this two-year pandemic. in new york state, infections reached an all-time high for the third straight day. the state's seven-day positivity rate is just shy of 20%, which is one in five tests coming back positive. global travel has also been impacted. flight aware shows 4200 flights have been canceled worldwide so far today because of omicron, staffing issues, and bad weather. many families in the bay area are struggling to get children tested for covid before they return to school on monday. covid testing appointments or rapid tests are hard to find. starting tomorrow, san francisco unified will offer mobile rapid testing at a district office on franklin street. school sites will also be testing students throughout next week. to find a covid testing site near you, we have a list on our website at abc7news.com/coronavirus. we also have information about take-home tests and the latest

on mask mandates. san francisco police are looking for a stolen french bulldog. the animal was violently snatched earlier this morning. take a look at this nine-month old photo of rosie. investigators say a thief stole the dog from her owner at the and broderick street around 10:00 this morning. the suspect ran into a silver chrysler 200 sedan and drove off. it had the partial license plate 7jpm. french bulldogs are a very popular breed to dognap because of how expensive they are. the mural in san francisco's castro district that honors those whose lives were lost to the aids crisis has been defaced by graffiti. it is not the first time it has been targeted, but this time is the the most severe. the damage is expected to cost $50,000 to repair and restore, putting the future of the mural in jeopardy. it was originally funded by a grant from the san francisco

arts commission. developing news from albuquerque, where 21 people have been rescued from a tram that got stuck in the air because of icy conditions. it was a 14-hour ordeal on board the tramway. frigid conditions disabled the gondola late last night over a mountainous area. the undersheriff for the local sheriff's office flew several rescue missions to bring the stranded riders from a ridgetop back down to safety. >> he picked them up in his helicopter, flew them back here to the ground where they were medically assessed. that process was repeated about nine flights to get all the individuals out. jobina: we are told everyone on board had blankets, water, and are in good condition. new details on that destructive wildfire that wiped out neighborhoods in colorado. we learned today that three people are missing and presumed dead. two days after the fire, snow now covers destroyed homes and is complicating search efforts. elizabeth schulze hears from people who lost their homes. reporter: residents getting their first looks at the

destruction following those devastating wildfire that tore through two colorado towns. state officials calling it the worst in state history. the home where he grew up, burned to the ground. >> it's like my life, and it is just gone. reporter: the fires fueled by a combination of drought and high winds. >> the fire was moving basically at the same speed as the wind. reporter: those winds packing hurricane-force gusts, pushing the flames right into the towns outside boulder. >> this is our community, and to watch it burn so quickly and unexpectedly is something i think we are all struggling to believe and understand. reporter: thousands were forced to evacuate. >> god help us. reporter: drivers unable to see through the smoke as the flames jump to the road. shoppers fleeing this cosco into a wall of smoke. these images from inside a vista hospital, more than 50

patients evacuated. and a terrifying scene at this chuck-e-cheese as parents and kids scramble to get out. the governor adding a look at the apocalyptic scene from the air. communities now coming together to rebuild. >> one thing about colorado is we stick together during hard times and this is one of those times. reporter: president biden has approved a disaster declaration, ordering federal aid to be made available to those impacted by the fires. elizabeth schulze, abc news, washington. jobina: starting today, crossing the bay area's state owned bridges is going to cost $1 more. this is a live look at the bay bridge toll plaza where the toll is now $7. they increased it to all the bay area bridges except the golden gate. in 2018 voters approved three gradual toll increases. the final toll hike is scheduled for january 1, 2025. the only fireworks in san francisco last night were the illegal kind. and although there was no large public gathering in the city,

the chp says it was still very busy. and a sewage spill in southern california has shut down beaches.

jobina: a pretty sizable crowd

ushered in the new year along san francisco's waterfront despite the official show being canceled. that was pretty big. some revelers brought their own illegal fireworks to the embarcadero, launching them right as the clock hit midnight. the city canceled their official fireworks display because of the highly infectious omicron variant. on the roads, the highway patrol says they have already made 263 dui arrests, 8% higher than new year's eve last year. the chp will continue its maximum enforcement period through tomorrow night. the new year means new laws here in california. california cities have more local control over how speed limits are set instead of using an old rule that essentially caused speed limits to go up every few years. a new police decertification law will prevent officers accused of wrongdoing from moving from one law enforcement agency to another. the minimum wage increases to $15 an hour for businesses with 26 or more employees.

while restaurants and bars can no longer deliver cocktails, you can still get cocktails to go, and that includes beer and wine, for five more years. under another new law, all california residents and businesses are required to separate food scraps from the rest of their trash. every city will have a different compost program and there is already one in san francisco. some garbage companies will provide separate bins, others will ask you to add food scraps to the green waste bin. the program is set to be fully up and running by august. violators could face fines up to $50 or $100 starting in 2024. those are just some of the new laws for california in 2022. you can find a full list on our website, abc7news.com. developing news here, a massive sewage spill has closed at least five beaches in southern california. about seven million gallons of raw sewage has spilled into a flood controlled waterway in los angeles county since thursday afternoon.

low 40's in napa. 38 in fairfield, as it's dropping rapidly. here's a look at the embarcadero center. a freeze warning in effect overnight for inland valleys. dry tomorrow but clouds increase late in the day. our next rainy pattern begins monday. that likely means more snow coming to the sierra. we have a coastal flood advisory in effect until 10:00 a.m. monday. king tides are unusually high tides and produce mono coaster flooding in low-lying areas. let's revisit that freeze warning in effect from midnight tonight until 9:00 a.m. tomorrow for all of our inland valleys. lowest temperatures will drop into the upper 20's. here's a look at forecast lows for the overnight hours. 29 at santa rosa and fairfield. 30 at concord and vallejo. 33 san jose and fremont.

even san francisco will drop into the upper 30's, down to 37. going to be a cold night. tomorrow will be chilly inland. some inland spots like fairfield and napa and antioch will reach highs of only 49 degrees, but near the bay and the coast highs will be in the mid 50's. but then you can see starting monday morning we will have another wave of rainy weather. the rain will push through monday, snow in the sierra, rain on tuesday. a little break on wednesday but more rain on thursday and friday, so we have quite a wet week ahead of us. rainfall totals will generally be around .25 enters are lower but in the north bay some locations macy .5 inches -- may see .5 inches. after a dry day tomorrow, we have level one storm activity monday through wednesday. a break on thursday but more rain returns thursday. my granddaughter audrey is with me this weekend, because she was
