announcer: live breaking news. dan: the alameda county sheriff's office is morning a young recruit tonight after he his body was escorted out of the hospital tonight draped in an american flag as deputies looked on. thank you for joining us. ama: the shooting happened on west on 580 around 4:30 p.m. this afternoon. the sheriffs office give an update about the victim who was going to graduate in just a month. ryan curry is live with more. ryan? ryan: good evening. that incident happened around 4:30 this afternoon. the alameda county sheriff's office telling me the young man was a recruit in on his way home to san francisco when someone

fired a gun into his car, killing him and causing him to crash his car. earlier this evening, you just saw the video of his casket being transported from the hospital over to the coroner 's office while being saluted. sky 7 flew over the scene this afternoon. according to chp, the initially investigated this as a car crash but when officers got there, they learned the recruit was the only person in the car and had been shot. chp says after being shot, the recruit veered the car to the left and crashed. first responders took him to highland hospital where he later died. the sheriff's office told me this is a very tragic moment for them and the community. >> you don't think that this is going to happen, but the highways certainly lately have had a lot of issues with gunshots. now it has had home -- hit home. ryan: a tough night indeed.

authorities locked off traffic in the area following the incident, but now it has reopened. chp and oakland is handling the investigation. the sheriff's office do not know if this was a random act or this was targeted. the recruit was driving his own car and he was in his own clothes. the recruit was also scheduled to be in class tomorrow and the sheriff's office told me they will have peer support available for the other members in the class. the recruit was sadly supposed to be graduating from the academy next month in february. ama: thank you for the latest. we did send out this alert about the breaking news through the abc 7 news mobile app. it is one way to stay on top of stories like this one. be sure to enable the push alert feature. dan: we will be thinking about that recruit but let's move on.

california has started 2022 by shattering just about every record there is for coronavirus cases. it snatched the single day mark reporting over 237,000. the white house announced it will double the order of pfizer's antiviral pill. it has been shown to reduce hospitalizations. california's department of public health saying a cloth mask is not enough to protect against omicron. it recommend wearing something like an n95 mask. ama: new guidance from the cdc helps us make sense of the shorter isolation recommendations it issued. it says if you got covid, you should isolate for five days. day zero is the day you tested positive or the day symptoms started. after five days, take a new test. if it is positive, go back into isolation for five more days. if it is negative, you can end isolation but wear a mask anytime you are around people.

you may still be able to transmit the virus with a negative test. dan: one week after the cdc warned people not to travel in cruises. we are starting to see from some of those who got sick. j.r. stone spoke with a napa woman now quarantining in old florida hotel after testing positive while sailing through the caribbean. >> i think this is a very dangerous time to even consider doing any kind of cruise vacation. and might be a wonderful way for some people to travel but now was not the time. j.r.: sue wegner who now has covid is warning others about getting into other cruise ships as the coronavirus surge continues. she should know. she just got off an 11 day norwegian cruise line caribbean cruise starting and ending in port canaveral, florida. her and others who had covid were taken on these buses to at least one hotel monday to quarantine. >> we were greeted by the

manager who says i have a list of people hre i don't have -- here, i don't have enough rooms. if you want to stay, you have a check in and pay for your own rooms. j.r.: at times, people wore masks on board but through most of the trip, they did not. she thought she thought she had a cold-blooded worsened and she took a covid test -- cold but it worsened and she took it covid test that was positive. she does not know when she will get to come home. we reached out to norwegian cruise line but did not get a response. all 10 cruise ships based at port canaveral fall under the cdc's yellow status which indicates recent covid cases on board. wagner was not told how many people on her cruise had covid like her, but says the entire group was in a conference room together. they arrived at the hotel to quarantine. >> i would guess from the number of people i saw at the hotel conference room, there were 50 or 60 people there. i made the conscious decision to do the cruise knowing this could

be an outcome, but i thought i was led to a fall safety with all the safety and precautions i would be ok. it turns out it was not the case. j.r.: j.r. stone, abc 7 news. ama: san francisco's critical services are taking a hit because of omicron. a large number of city employees have been infected and currently at home. city leaders said the next couple of weeks are crucial as the city tries to weather the latest wave. while there may be a few disruptions, residents should expecting to keep functioning during a surge. >> transit will be running, although we are asking for your patience. frontline workers will be putting in overtime to make up for their quarantine colleagues. trash is still being picked up, police are still on patrol. and firefighters stand ready to respond. ama: as of today, the police department has the most members in quarantine with 186. the fire department has 135.

dan: local governments taking action to try to stop the spread of covid-19. the san jose police department is reducing services at its main headquarters. it's temporarily barring any in person filing a police reporting. fingerprinting will only be available for registrations and warrant requests. san mateo county is following the lead of contra costa county and stopping jury trials for two weeks. ama: one marin county school district reports 81 students and 16 staff are out at three schools. as liz kreutz reports, even the superintendent is at home with the virus. liz: in the school district, winter break is over, classes have resumed but many students and staff are still stuck at home. >> on january 3, which was our first day back, we had 81 students out due to covid 19 and 16 staff members out due to covid 19. liz: you were one of the

positive cases as well. >> yes. liz: district superintendent is one of hundreds of people who tested positive for covid-19 after using a take-home test provided by marin county schools. nearly 100,000 tests were distributed to students and staff to use after the holidays. >> we had about 25,000 results now coming in. about 700 have been positive. it is a significant number of people who have been found to be infected. liz: this is marin county public health director, dr. matt willis. how many of the cases are you seeing from asymptomatic people? >> the vast majority are not having symptoms. liz: marin is one of many counties that encourages students to take a covid-19 test before returning to class. as result start coming in, it is giving health officials a better picture of how widespread the viruses. nearly 6% of students are out this week, roughly double the

usual absence rate. what is your message to parents that are concerned about sending their kids to school? >> school-based transmissions are extra ordinarily low. liz: the larger concern is keeping schools open long-term if so many people keep testing positive. >> staffing shortages might actually threaten schools more than cases. liz: to further reduce transmission in schools, marin county will temporarily prohibit indoor gathering such as assemblies and schools and prohibits cap taters -- spectators at indoor school sporting events. dan: east bay schools are grappling with covid. in the oakland unified school district, about 900 students and staff tested positive over winter break. almost all cases, the results were in before the person came to campus. the district has about 45,000 students and staff. next week, west contra costa

ama: a popular street in downtown san jose is reopening to car traffic later this week. how businesses are dealing with the pandemic is something we are tracking. the city of san jose allowed businesses to expand temporarily onto post street for outdoor dining services. while the reopening was expected by business owners, entrance -- patrons say they are disappointed to see the outdoor dining go. >> barrels being moved to mark the end of 55. the 50 foot long structure was built in the middle of post street and saw a 20 foot expansion during the covid-19 pendant -- pandemic. >> i thought it was appropriate if we can get the street shut

down that we would literally build a shipwreck. >> a temporary set up. but eric with 55 south says crews spent much of the day monday taking down the ship. by tuesday, and nearly empty street soon to be cleared for the return of car traffic. the city did not have buy-in to keep it closed. >> we did not want to do something that would continue to hinder business, especially as we are emerging out of the pandemic and hoping to get back to some sense of normalcy. >> for the owner of dream jewelers, the pandemic has been a nightmare. >> because of the street closure, i've had customers calling us saying we cannot go because the street is closed. >> since 1996, he has depended on foot and car traffic. still, some patrons and business owners say because of where we are in the pandemic, timing is making this decision tough. >> some of the businesses have good reasons for wanting cars back and i want to respect that,

a tree coming into contact with electrical distribution lines sparked the fire. the report is now in the hands of the butte county district attorney's office. dan: despite the rain, we are worried about the drought and californians could face $500 fines as the state imposes its first drought restrictions. there are number of things that could prove very costly. if the water runs off onto the side or street when you water the lawn, that could get you fined. use drinking water to wash down a sidewalk or driveway would also get you a fine. washing a car without using a shut-off nozzle on the hose will also cost you $500. ama: one of the nation's busiest freeways is back open tonight after turning into an icy mess. a winter storm stranded thousands of drivers on interstate 95 south of washington, d.c. some were stuck without food or water for more than 24 hours. >> i have never been this frightened on the road before.

john: drivers were trapped in their vehicles after severe winter storm snarled traffic to a standstill on interstate 95 for a 50 mile stretch in maryland and virginia, just outside of washington, d.c. >> a lot of people out here, the elderly, people who cannot walk. people who kneneed medicine. it can turn into a crisis pretty quickly and then into a tragedy. john: some people's but the net in their cars. some ran out of gas. some abandon their vehicles to get warmth, water, food, and safety. >> i walked to get food because we ran out of food. john: virginia senator tim kaine says he was stuck for 27 hours. >> it switched from a miserable travel day into a survival mode day. john: but the time trapped on the icy slush covered tar was not all that. a trucker try to make a gesture

of kindness and offered a hot breakfast to his fellow stranded motorists. >> hey, i just made you a hot breakfast and a cup of fruit punch. i saw you were sitting out here the whole time. it was him and his mother. both of them were really appreciative. it was a nice moment. john: i'm john lawrence reporting. dan: that is incredible. you can almost sense when it goes from inconvenient to scary and even a crisis. ama: wow, looking at all that snow and ice, spencer. spencer: it is so different here. just a few sprinkles happening right now. on the north bay mainly. even those spreckels are tapering off right now. a live live view looking back a part of the skyline of san francisco where it is currently 53 degrees. low 50's and not in view. the view from emeryville, much clearer than they were in the early evening hours.

the low 50's and all of these locations. santa rosa, fairfield, concord and livermore. in looking towards the bay bridge, these are the forecast futures. light showers in the north bay overnight. mainly dry tomorrow afternoon through thursday. the next storm arrives friday but the weekend looks dry. a high surf advisory in effect until 6:00 a.m. we may see breaking waves up to 16 to 22 feet high, rapidly building and dangerous crashing waves are a possibility. let's take a look at the forecast animation. lots of clouds and a few more sprinkles in the north bay. it is not look like other regions will experience any wet weather overnight. maybe a kind of damp start. we expect some partial clearing later in the day and that will continue into thursday. overnight low temperatures mainly in the upper 40's. 47 to about 49 degrees and virtually every location except the far north.

highs tomorrow generally in the upper 50's to around 60 degrees so relatively mild compared to how the temperatures were a few days ago. the forecast animation will resume at 5:00 friday morning. that is when the next storm will bring us more rest -- measurable rainfall. it will produce in wet weather for us through the day on friday into friday night. rainfall totals will generally be about 1507 inch or less -- 1 500th of an inch or less. the north bay will be wetter. rainfall totals from one quarter of an inch to nearly half an inch. the seven day forecast will have dry conditions from late tomorrow till thursday. it starts to dry out again on saturday. continues to the weekend. sunday morning will be a bit chilly. things will moderate into early next week. we expect at least four dry days
