ama: staffing shortages and high covid-19 case rates. a south bay school district back to distance learning. >> will a fourth shot be necessary to increase protection against covid-19? we spoke to experts about how many boosters will be needed in the future. >> making restaurants get rid of their parklets. see why restaurant owners say this is not make sense. >> i will let you know how the rest of the weekend is looking. abc 7 news at 11:00 starts right now. >> building a better bay area. this is abc 7 news. dan: tonight, governor newsom activated the california national guard to help with covid-19 test sites including locations in five bay area

counties. this comes as we see these long lines for testing. people waited for over two hours in the rain to get a test. ama: guard members were already out at the test site at antioch community center today. the governor's office provided this video. 200 cal guard members headed out to 50 test sites across the state. more guard members will be deployed next week. guard members will aid staff, help at capacity and assist with crowd control. this antioch site will be able to double the number of daily appointments. dan: the hayward unified school district voted to go back to remote learning for a week. the debate went on for several hours and the majority of the discussion and public comment focused not so much on whether to go back to distance-learning, but if one week was too short.

there were several parents and even board members urging the kids be kept out of class for two weeks or even until the start of february. >> one week of time for closure is just insufficient. >> i feel like this is a huge mistake. we are not being proactive enough. we are doing the bare minimum once again. dan: the school board will revisit the decision at its next meeting and consider an extension for remote learning. ama: one southbay school district has decided to go back to distance-learning. it will start monday. district leaders say it is because of staffing shortages, high covid-19 case rates. amanda has more on what is being asked of families. amanda: come monday the 10th, students will be back behind screens. the return to distance-learning comes amid staff shortages, low test availability and a spike in rates. >> if we can get people to stay

home, that is what is needed now. amanda: a passionate plea from district administrators to the board of education. on friday, this went to the community, saying all schools will be placed on a 10 day districtwide quarantine. expecting families not to travel, not to attend large gatherings and more. the board hopes this will get students enough time to get healthy. students will distance-learning all next week. >> as an emergency procedure, i'm in support for but for long-term, we would need to figure it out. amanda: she is a parent and understands the district is in a tough spot. according to the district's letter, 167 substitute teacher positions and 107 support staff positions went unfilled this week alone. the hope is this remains temporary as the changes mean two young kids and parents will be working from home. >> i really wish we could have a

solution. >> every time another wave comes through, the first reaction we have probably would not be to shut down. amanda: the chief medical officer says instead, focus should be maintaining and minimizing disruption to communities and kids. >> i think kids have borne the brunt of the pandemic in that we have asked them to do more than i think we ask ourselves to do as adults. so, my hope is we can continue to support kids in a safe learning environment. amanda: until police the 18th of january, that environment will be at home. ama: just in the past 10 minutes, santa clara's office of education and office of public health issued a joint statement advocating for keeping kids in schools. it read in part "students learn best when they are amongst their peers and have access to school resources. schools are working to implement the latest california department of public health school guidance and are practicing the best risk mitigation strategies."

county officials also say as of, june 30 a waiver to allow distance-learning expired. school district may no longer offer remote and virtual learning in lieu of personal instruction. we will reach out for its response and have more tomorrow. dan: 12 schools in oakland had to close today because of the a teacher sickout. they are demanding more safety protocols. a caravan of teachers traveled to the school district headquarters. the district says it does have kn-95 masks that it started delivering to schools yesterday and has ordered them for students. teachers say there needs to be an emergency protocol, clear communication, and some would like to see mandatory testing for all students. >> it feels like a wildfire and we are trying to get ahead of it. we need to be able to communicate. we are on the front lines with students every day, seeing what is happening. dan: the school district called today's sickout unapproved and

technically illegal. ama: late this afternoon, uc berkeley said it would begin the semester with most classes being offered remotely. some students and staff expressed concern berkeley was the only one not planning to offer virtual learning. remote classes will begin january 18 and full in person instruction will resume january 30. dan: moderna's ceo said people may eventually need a second covid-19 booster. it is already sparking a debate, is it a second booster the right approach? luz pena is part of the vaccine team and spoke with a number of bay area experts who say it won't be necessary for everyone. luz: as omicron cases spike throughout california, the bay area has the highest population with boosters in the state, with 55%. according to experts, that protection won't last long. >> there's a decline from 70%

protection down to 45% protection of symptomatic illness. luz: based on this new data from the u.k., moderna is pushing for a second booster. according to moderna's ceo, the efficacy of boosters will likely decline with time. they're projecting the need for a second booster by this fall. dr. green, a virologist and senior investigator at the glasgow institute, does not agree with the push for a second booster. >> we should not be chasing our tail to prevent becoming infected. with the exception of people at high risk, people who are compromised. luz: for the rest of the population he recommends two vaccine doses, one booster and pharmaceuticals when infected. >> i think pfizer's new antiviral could be really important in terms of management of this infection. you develop symptoms, you rapidly get tested ideally within the first three days.

that will keep you out of the hospital also. luz: infectious disease dr. monica gandhi agrees with dr. green. >> i think it is hard to have ceo's dictate policies of companies who stand to make money for it. luz: she believes a variant specific vaccine could be beneficial, but she's hesitant of the effects a second booster could have right now. >> it trains your immune system wrong. it does not train your immune system to recognize variant, it trains them to recognize the old ancestral strain that the shots are made of. that concept of original antigenic sin, is what they call it, is what immunologists are expressing concern of. dan: if you have questions about covid-19 vaccines, you can ask our vaccine team. go to abc7news.com. ama: we are also focused on the economy as we navigate the pandemic. in pleasanton, downtown

restaurant owners are being forced to tear down their parklets. today was the deadline to do it. ryan curry spoke to some business owners who say the timing could not be worse. ryan: main street in downtown pleasanton looks different. after two years of parklets on the streets, the city has made owners take them down. he like many others heavily relied on the parklets to keep his business afloat. without it , he fears his restaurant will take a massive hit. >> when people call for reservations, one of the first things they ask is how much outdoor seating do you have or even if you have outdoor seating? when the answer is limited or no, they do not make that reservation. ryan: the city says they wanted the parklets gone so they can do street cleaning that has not been done in two years. the city councilmember says she advocated to push back that cleaning, but says the idea was shot down by the rest of the council.

>> the decision to redo was really a reset. and i think would have flowed better had this spike not hit in such a significant way. ryan: pleasanton says they will allow restaurant owners to rebuild their parklets in the coming months, but restaurant owners said they have already spent thousands and will have to spend more to rebuild. >> we spent about $12,000 putting this parklet together. ryan: he's the owner of beer baron. he says pleasanton is using his parklet as a model for how to rebuild them, but they are still making him take his down. >> i have to ship this stuff to somewhere, pay for a storage area. then 1.5 months later, they want us to rebuild it. ryan: the city does not have a grant program to help restaurants pay for the parklets. testa says it is something the city should explore. >> there's a possibility there could be some remaining funds

poitier has died at age 94. he was the first black man to win the oscar for best actor, paving the way for a future generation of stars. he started one of hollywood's first interracial love stories, guess who's coming to dinner. >> i fell in love with your daughter. ama: he would eventually get into directing weight or in life and received the presidential medal of freedom in 2009. as dion lim tells us, he's being remembered as more than just a nectar. dion: too many, sidney poitier was known as one of the most popular actors in his generation. in his two decades as hollywood's only black leading man in movies such as "defiant ones," "lillies of the field." and one movie that had a tremendous impact on a friend and fellow actor danny glover. >> i remember seeing sidney poitier in "guess who's coming to dinner." all the movies which brought

different character and substance to us as descendants. dion: nicholas cell believes his legacy goes beyond just movies. >> i don't think you can measure how important he was. he paved the way for denzel washington and obama. dion: many of his roles challenged racial stereotypes. >> he was the first black person to win the oscar for not playing a slave. dion: and is movies tackle many of the same issues of race and social justice america is grappling with today. >> he transformative in people's thinking. he was the biggest box office star for a few years in the 1960's. why people were going to is movies too. dion: willie brown got to know the trailblazing poitier through

relieved to be reunited with his stolen service dog. locke mackenzie has epilepsy and his five-year-old german shepherd helps prevent his seizures. monday night, they were alerted someone stole summer. thursday, officers received a call that a dog matching summer's prescription -- description showed up at animal services. they were then reunited. >> i was actually shocked i was able to get her back. then the fees -- how am i going to pay? those were waived. it was wonderful to see her. dion: project open paw, a nonprofit, also provided summer with some warm blankets and specialized food. dan: moving on, roar is back in the east bay butte monster jam his returning to the oakland

coliseum. the baseball field has been covered up with dirt, turned into a truck filled with obstacles to challenge these 12,000 pound trucks that will fly through the air. there are three different competitions, racing, skills and freestyle. one of the monster jam driver says love the three, fans usually get fired up when the trucks turn it loose for freestyle. >> people go nuts when a truck does a backflip inside the stadiums. we have not been hearing over a year so we are excited to be back. dan: look at that truck behind you. there are two shows, one tomorrow night at 7:00 and sunday at 3 p.m. ama: sunday, sunday, sunday. dan: that is good family fun. loud and exciting.
