long lines for people waiting to get covid tests or pick at home tests. the state is stepping in to help. hundreds of california national guard troops are deployed across the state right now to provide help at testing centers. cornell barnard has the story from the east bay. >> worse case scenario if you're still having trouble -- [indiscernible] >> quan a good been did not expect national guard members to help navigate this busy testing site in antioch. the longline was daunting. >> when i got here i didn't know what i had to do. they explain it to you and how to log on. >> from that phone, you can get started. cornell: 200 national guard members were sent by the governor to 50 testing sites across the state, including 8 in the bay area to expedite the testing process during a surge of new cases. >> a lot of people are happy to

have someone who speak spanish. >> this officer says the guard is helping with preregistration. >> we are walking through the line, making sure everyone is already signed up or signing up. if they need any help signing up, that is our main priority. >> i have been online since yesterday. everybody was booked out until the end of the month. >> we are excited to have the national guard provide support. >> mayor sort says the need for testing has never been greater. >> we have some of the highest rates of covid infection. i am excited we are working collaboratively to solve this pandemic. >> before christmas, this site was averaging 300 tests per day. now it is 800. health-care workers see the national guard may actually help them do even more. >> this line right now, they probably will wait about an hour. but the national guard here, that is helping speed it up. maybe half the time.

>> that may allow this site and others to allow more appointments. the national guard deployment could last through mid february. liz: members of the gov the administration detailed california's covid spending plan. $2.7 billion in pandemic funds. the bulk of the money will go to testing. another priority is funding vaccine clinics. the proposal includes funds to support hospital workers by continuing to pay for contract staff. it also includes money for efforts to combat misinformation. the administration wants to renew a supplemental paid sick leave policy for employees in the state. governor newsom is scheduled to present his full spending plan tomorrow. governor newsom also signed an executive order to protect residents against price gouging. this new order will prohibit sellers from increasing prices by no more than 10%. officials say they will take lawful action against price

gaucher's. -- unified schools will remain open for both in person and distanced learning. officials had proposed a quarantine, but in a letter sent to parents, officials say they couldn't offer districtwide quarantine. only county health officials can declare a quarantine. according to the letter, for families without wi-fi or child supervision, students can come to campus. there is growing concern that more schools could return to remote learning as omicron cases arise. luz pena spoke to the vice c of the education committee about what could be ahead. >> more than 700 teachers and aides called in sick in san francisco last week. in oakland, 12 schools were forced to close friday due to staffing shortages. monday, contra costa county planning to close 54 schools to deep clean classrooms. >> the bigger issue here is

whether or not staff will be well enough to be at school. this is an ongoing issue. our educators and our students are sick. right now. >> san francisco's teachers union president is asking for an increase in protection to keep schools open. >> high quality masks. and 95. cayenne 95, for all students and staff. weekly testing. pick up at every school site. and, an extension to covid sickly for 10 days for any employee that has to quarantine. >> stanford's infectious disease doctor says vaccines and testing will keep schools safe. >> if you are vaccinated and you get this infection, you will probably get mild symptoms. >> school districts are considering remote learning. we asked california's state assembly vice chair of the education committee, but the

state -- what the state can do to increase protection and school spirit >> the governor can do that right away. he has the ability to make that happen right now from the top down. >> another factor is schools getting less funding as attendance declines. you believe the funding love regarding schools will need to be modified? >> it will need to be modified. we are going to have deep, thoughtful discussions on how we fund our schools in the future. >> what do you think that will look like? >> it is going to have to be a hybrid. >> assembly member doughty wants to make sure students remain in the classroom. new data from the department of education points to a decline in high school graduation rates and test scores during the pandemic. >> i am concerned we are a decade behind, not just in learning loss, but caring for teachers and administrators. teaching six-year-old how to just be kind to each other. >> as teachers -- california is

facing a substitute teacher shortage. the assembly member confirmed the state is offering substitute teachers $100 to 150 dollars an hour in some districts. liz: the omicron variant is putting a strain on both first responders and hospital staff. city leaders are urging residents to only call 911 or go to the hospital if covid cases are severe. ryan curry has the urgent request. >> the fire department is feeling the impact of the omicron variant. they have been seeing a large increase in 911 calls. >> we've been having over 400 ems calls at day in the city. for the past several days. >> the fire department says they have been receiving calls from people receiving -- experiencing minor symptoms. they are also experiencing a staffing shortage and those calls limit their ability to treat people with life-threatening emergencies.

>> we are also seeing many of our members off with covid. there is a supply and and issue. >> it's not just the fire department. san francisco general says they too are seeing more people come to the hospital. they say many of them are coming with mild covid symptoms or just wanting a test. >> we are extremely busy, seeing as many as 200 or more people a day. >> dr. eldridge says more people are coming to the emergency room now and during previous surges. she says her emergency department are also shorthanded with staff members out with covid. >> many of our staff are out either sick with covid themselves, or they are quarantining because they have had a high risk encounter. >> both are asking residents only to call 911 or go to the hospital if it is an emergency. >> we want to keep our ambulances available to people having a heart attack or stroke so we can get them to the hospital.

we must keep our hospitals open and clear for people who require that kind of service. liz: shows only 38 percent of vaccinated californians have gotten a booster shot. the bay area has the highest rate at 55%. only three counties have more than half of the vaccinated population boosted. san francisco, marin and san mateo. today, the tech interactive center is teaming up with the santa clara county public health to offer a free walk-up vaccination clinic. if you get vaccinated there, you will get free admission to exhibits today only. minors under 18 must have consent from a parent or legal guardian. children 5-11 must be accompanied by a caregiver. vaccinations are free. insurance is not required. the clinic runs from 10:00 until 4:00. to stay up-to-date, head to

liz: in the north bay, cemetery staff say vandals damaged the holocaust memorial. this is the second time in two

years that this -- that the fountain has been damaged. cemetery workers say the concrete fountain was sturdy and likely did not fall on its own. it happened sometime after friday morning. the cemetery wants it investigated as a hate crime. former senate leader harry reid was honored in las vegas. he was remembered by top democrats who spoke of his legacy, including president biden. pres. biden: the story is unmistakably american. his remarkable journey has been told by so many because it has been traveled by so few. liz: reed as someone who would get things done. he served and convert -- congress for three decades and will be known for his central role in health care and wall street reform. he passed away last month from pancreatic cancer. now to the severe weather taking hold of both coasts as people

along the northeast continue to dig out of a snowstorm. others in the northwest are dealing with devastating flooding. i could joshi has more -- >> another day of freezing temperatures across the northeast as people continue to dig out following the area's first major snowstorm. within two feet of snow reported from michigan to maine. 6-8 inches in new york. the blast creating hazardous road conditions with black ice. in kentucky, tractor-trailers off the side of the road. some landing in ditches. in wyoming, a car losing control on the highway, narrowly missing a state trooper. out west, up to seven inches of rain across washington. the threat of landslides looming. drone video south of seattle showing the extent of the damage. floodwaters surrounding homes, fields and roadways. this dramatic video capturing officials using about brett --

area considered too far to be considered in search efforts. 250 crews working to restore power to thousands of residents in the sierra. many have been left without running water or electricity for two weeks. the holiday storm brought heavy snow and knocked down trees and damaged equipment. electricity has been restored for a majority, but around $7,000 still without power. san francisco could be home to the nation's largest avocado tree. it is not the ideal climate for the trees that typically grow best in warm, humid weather but a huge fruitful tree is thriving in a yard behind a hardware store at the civic heights. the tree is nearly 50 feet tall with fruit the size of softballs. ought the hargo and discovered e tree. with that, lots of avocados. he offered the avocados for free online and says he quickly gave

nothing. you will be getting some sun on the way. here is the fog from marin county in san rafael. cold this morning with areas of dense fog and partly cloudy for today. that will continue into your monday. dry and mild pattern through the middle of the week. can we get rain? that is always the big question. throughout the afternoon, high clouds. that is how we will finish the day. monday starting out with more cloud cover. then they sent out through the afternoon. tuesday, you will notice we are back into sunshine. higher clouds. i would temperature profile for the middle of the week, upper 50's to near 60. this is near average. we continue this trend towards thursday. you can see low 60's there. by friday, more clouds. numbers should come down a little bit for widespread mid 50's.

liz: good morning. you are watching abc 7 news live here on hulu or wherever you stream. we are going to start this half hour with another look at the weather. let's get back over to lisa. lisa: it is still quite foggy in inland east bay and north bay. as we look right now outside, you can see the sunshine from the golden gate bridge. areas of dense fog where temperatures downtown in oakland are in the upper 40's. mid 40's san jose. mid 50's on the coast. you can see there are 30's from santa rosa to livermore. that is where the fog is sitting. hopefully you are careful. it has been with us all morning. temperatures are way behind yesterday from the east bay and the south bay. you can see how foggy it is from santa rosa to livermore and concord. through the 11:00 hour, we will see brighter conditions.

it is going to lag behind where the fog sits. noon time every once in the 50's. even mid 50's when high clouds enter the picture and we will see temperatures near average. clouds staying with us for a portion of monday and we will talk about the outlook for the next seven days, the dry outlook for the most part. liz: hospitals are filling up with covid patients across the country. according to the cdc, the current seven day moving average of daily cases is more than six hundred 60,000. still, under 70% of eligible americans have been fully vaccinated. this morning, the situation is especially concerning in >> this morning, hospitals nearing their breaking point across the country. over 80% of staff icu beds for adults now occupied. cases exploding. the u.s. reporting an average of 614,000 cases daily.

a sixfold increase from early last month. the number of covid positive patients spiking in southern california. 44,000 new cases reported friday in just l.a. county, breaking their record from just the previous day. governor gas -- governor gavin newsom enlisting the national guard to help expand testing. 26-year-old winter hoe landed in the hospital for seven months. finally released this weekend. >> i developed pneumonia quickly. from there, my lungs collapsed. i couldn't breathe. this pandemic has been terrible and sad. i have seen people pass away. many times. >> in wichita, kansas doctors are feeling the strain, saying they are just waiting for beds to open. >> if you do not have ventilators, there are certain things you can't manage. it is a daily occurrence where we get multiple phone calls and we are unable to help.

>> 40 hospitals in new york state now ordered to stop elective surgeries because of low patient capacity. this as cdc director rochelle walensky comes under fire over her agency changing isolation and quarantine guidelines. >> this is hard. i am committed to continue to improve as we learn more about the science and communicate that with all of you. >> in california, the governor's office telling me he will propose $2.7 million in his budget tomorrow to expand testing and vaccination. liz: this morning, george stephanopoulos talked to the dean of the brown university school of public health. he says he agrees with medical advisors who published an article calling for a new covid strategy focusing on learning to live with covid rather than eradicating it. >> over the long run, we have to look at covid along with the flu

and other respiratory viruses and asked some critical questions like, how do we keep hospitals from becoming overwhelmed? how do we keep schools open and safe? we have the tools now to do those things including ventilation, vaccines and therapeutics. there is a lot we can do for a long-term strategy that lets our economy function and lets people live their lives and suppresses the level of infection and death we have seen. liz: the doctor says he expects the omicron servers to peak in different parts of the country at different times but he says he expects the country to have much lower case numbers in february. that is promising news. omicron continues to break through previous daily highs for case rates in california due to its high transmission. a lot of people are asking why. dustin dorsey spoke with a doctor who says it is where the variant lives in your body that makes all the difference. >> in california we are too familiar with the term

"spreading like wildfire." now used for omicron because of where the variant lives in your body. >> there is a lot more in the airways of the lungs. because that is closer to the nose and mouth, there is a ton they are expelling it more. >> due to it lingering longer in the air, dr. peter hong says there are more places that can be risky. marin county surveyed students who tested positive after the holidays. many said they traveled out of state, participated in indoor gatherings. >> anywhere not just indoors, but you are spending a long time in, like more than an hour. then, you really have to up your covid precaution game. >> the doctor says you can become to -- you can be contagious. he says the symptoms you show are often mild since the infection is not in the meat of your lungs. >> we are not seeing so much insight infection like fever

elsewhere, we are getting going on a nice afternoon. san rafael trying to clear out. it has been awfully great. chilly conditions with areas of dense fog this morning. and then partly this afternoon. that theme will continue into monday and we have a dry and mild pattern that is going to take us through the middle of the week chemical to caps off a little bit by the end of the week. here is a look at rainfall, season to date. however percent of average. you can see everyone well above 100%. we are still in a drought. we would need for the next six months an extra season of 30 inches of rain to get out of the drought. even though we are well ahead, we have had almost three years of rainfall deficits with our drought. 159% of average and santa rosa with 178% san francisco. we are doing well, but if this drying trend continues we will
