how the governor plans to spend it. >> he broke down his budget into five key areas which he calls california's greatest existential threats, the pandemic, climate change, homelessness, economic and quality -- inequality, and immigration. >> california is heading into 2022 with a surplus. the governor outlined his proposal on how he wants to spend it. one major announcement is a plan to tackle the high cost of living by creating universal health care coverage. it would provide health care to all low income californians regardless of age or immigration status. >> california is poised to be, if this proposal is supported, the first state in the country to achieve universal access to health coverage. >> it also includes $2.7 billion

to fight covid-19. 750 million dollars to tackle drought and money to combat wildfires. he also proposed a climate workforce including a plan to hire people to cap oil wells and a plan to replace all diesel school buses with electric ones. >> we are putting 1.5 billion dollars into this charting stations, electrify schools. >> he also proposed what he calls a modest holiday for the state gas tax. the state would delay the annual increase in the tax, currently set for july 1. another area of focus is safety. 255 million dollars for local law enforcement and a new smash and grab enforcement unit. yes also -- he is also working on a gun buyback program and

working to increase prosecution. >> the budget is nearly 400 pages by the way. there's also many towards education, high-speed rail, homelessness, and behavioral health. the governor wants to focus on reforming conservatorships. this is only a budget proposal, much of this has to be approved by the legislature and we will get a revised budget in may. >> given the hugeugeugeugeugeuge about money they could possibly be coming to californians? >> the governor did not rule out stimulus checks, that is an open ended question. the state surplus is $2.6 billion over what is known as the limit and if the surplus is over that limit, the law says half of the additional money codes -- goes towards education and the other half goes back to

the taxpayer. the state is over the limit, there could be some kind of monetary relief for taxpayers. . >> for more i i i our website, we have broken down eat -- each section of the plan of where the money will be going. >> let us move to the latest the coronavirus pandemic if it for the omicron search to peak -- as we wait for the omicron surge to peak. sky seven was over a testing site at seventh and brandon where the line started forming early this morning. thousands of people have been on the hunt for a covid test site. others who are lucky to find open slots are having to wait hours to get tested. we were in a number of cities across the bay area to see firsthand what is causing the delay. >> thousands of people started their week waiting in line to

get tested. >> 5.5 hours total. they finally let about 15 cars in. i was the last car that they let in. i got very lucky with that. >> the line a stretch for over two miles while many hoped to get tested, volunteers had to break it to number of people that the site had to close sit after a system failure. instead of closing at their,, another site began registering sows of people by hand. -- instead of site, another site began registering thousands of people by hand. >> my housemates tested positive. we found out yesterday. a bit of a challenge to find testing today. we have gone around to a few places.

we started looking for at home tests. we could not find any. >> he drove to san francisco where six sites had to close. they said our team is actively working to resolve the situation. we will restore service at these locations as soon as possible. for anyone whose have been postponed, we will be in touch with options. san francisco is not contacted -- connected to colar. we open at 9:00 p.m. the demand for testing is crazy right now. >> this woman and their daughter were glad that they made it to the front of the line. >> we have been waiting five hours to get tested. it is too much. >> i could not go to school

because i have two do a covid test. -- to do a covid test. >> several preschools have reported positive cases and had to close. they are encountering unexpected costs. >> the nursery school on redwood road is quite after administrators made the tough decision to temporarily close. two kids tested positive for the omicron variant and the other little ones were exposed by siblings who attend schools elsewhere. >> we felt it was our due diligence to make sure that with so many cases that occurred over a saturday and sunday period, that we had to close. >> the decision is hard on peers who work full-time. this is a video from july 2020 when the nursery reopened.

like most childcare centers, they had closed for two months with the pandemic first hit. the nursery school says the health system is so overwhelmed it is still waiting on guidance from them. the other pressing issue is the cost of testing. unlike public and private schools, they get no outside funding. they cannot afford weekly test kits for their 120 kids. >> that is 120 tests tests tests every sunday. >> our youngest children are not able to get vaccinated. >> resources are available to help out care centers whether this new storm -- weather this new storm. >> there are resources and programs that they can apply for. the need to visit chi

temperatures are up five degrees warmer in santa rosa, up three degrees in san jose. the lack of rain, i know that we need the rain, unfortunately, the climate prediction center is saying that we will not see any. next week looking like a dry pattern out west. 30-50% chance of below average precipitation. we are still in la niña. we are expecting it to we get in the next few months. we see server temperatures -- surface temperatures the same, la niña is supposed to continue through march. it could result in an overall pattern that is well below where we should be for this time of year. the start of winter was pretty good. we will ss. blue skies, increasing clouds overnight. most of the week, mild pattern through the holiday weekend.
