there was a meeting that went on for hours discussing what the solution might be. amy hollyfield's life in the newsroom. was there any sort of resolution? amy: nothing changed. west contra costa schools are still open. they will rain -- remain open. this meeting gave us a glimpse into how parents and teachers are feeling about the surge because in the public comment action, we heard a lot from them. the board did not have any plans on the agenda last night to vote on whether to close schools. it was a special meeting just to listen to parents and teachers. it went late into the night with several parents calling for a return to distance-learning. >> over 67% of students do not feel safe coming to school. >> i believe there is an urgency for the district to take a pause. jobina: the west contra costa district closed schools last friday and this past monday to clean the buildings and take a

pause during the surge. they are back open and teachers held a sick out to protest being back in the classroom. the district has more than 1500 students and faculty out sick with covid. board members will continue to listen and take recommendations to the superintendent. they will work on strategies to stop the spread of the virus. last night was a special meeting just to listen, just to hear the parents and teachers. amy hollyfield, abc 7 news. reggie: in san francisco, an agreement has been struck between the district and unions over safety conditions. last week hundreds of teachers call for a sick out to demand more on the job protections. this deal calls for the high quality face masks like n95's for students and staff. 73,000 are in the process of being distributed. the district will provide an

additional 10 days of covid sick leave for employees and weekly testing will continue to be offered to students and staff. schools will be closed in oakland for what the district is calling a wellness day. they made the call after classes were canceled at nine schools yesterday. teachers stage day sick out as a way to support students who are demanding more safety measures. students are considering their own walkout next week. >> we do not want to go to school knowing that we and our families are unsafe. we do not want to go to school knowing that one of our friends good have covid. >> every day we are receiving emails saying we are in close contact with positive cases and some teachers have gotten 20 this week or more. reggie: the district started handing out masks to students yesterday, one of the safety provisions the union demanded. >> in the north bay bay bay bay district in sonoma county will be closed because of covid cases

among staff and students. the press democrat reports reach independent charter school will also be closed. reggie: cal osha's updated rules go into effect at california businesses today. it recommends the use of surgical masks or high-level respirators and employees must offer testing during paid time to employees who are exposed in the workplace. jobina: the supreme court has blocked the government's covid-19 or test requirement for large workplaces. the decision was based on the argument that osha does not have the power to enact the mandate which would have impacted 80 million people. the court did allow a mandate for workers at federally funded facilities. this comes as president biden announced more than one billion at home covid tests will be available free of charge. he also ordered the deployment of military medical teams to hard hit hospitals to help ease shortages. the president says action is

needed to help deal with the record number of hospitalizations and singled out the unvaccinated. pres. biden: if you are unvaccinated and test positive, you are 17 times more likely to get hospitalized. as a result, they are crowding the hospitals leaving little room for anyone else. jobina: the president announced plans to make n95 masks available for free, saying a mask is part of every american's patriotic duty to help fight covid. reggie: ken starr -- tennis novak djokovic faces deportation after immigration did not his visa for a second time. they used discretion to revoke the unvaccinated player's visa on public interest grounds. djokovic's lawyers are expected to appeal the cancellation. the australian open begins monday. jobina: the super bowl will be played in los angeles county in less than a month.

to go through the state legislature and after that, a revision will be presented in may before final approval in june. jobina: parts of the bay area will see small the skies. some areas saw air quality go from good to moderate. this video shows what it was like in the east bay. the air quality management district says smoke pollution and emissions are getting trapped at ground level due to a temperature inversion. let's withdrew for a check on the weather. drew: temperature inversion also affects how quickly fog can mix out. we have a lot of fog out in napa, fairfield, less than half a mile visibility. even san jose down to one quarter of a mile visibility. when we have this dry weather pattern, it is because high pressure is sitting over us and acts like a lid and traps everything at the surface. that is why we have those hazy skies in the afternoon. the winds are breezy.

investigating the attack on the u.s. capitol are handing down the most serious charges yet. the justice department charging 11 people with conspiracy, a rare charge used against people who conspired to overcome for -- to overthrow the government. all the members are associates of the oath keepers, a right-wing militia. near dallas, the fbi removing evidence from the home of the group's leader. according to the indictment, sent this message to other members. "we must do what they did, refuse to accept it and march on the nation's capital." investigators say he spent money on tactical gear in the weeks before the attack. on january 6, several oath keepers were seen here marching up the steps of the capital.

court blocked president biden's vaccine mandate for large employers. that ruling comes as the president announces new resources in the fight against the virus. here is faith abubey. faith: a newly published study found unvaccinated pregnant women with covid and their newborn babies have a higher risk of complications like hospitalizations and death from the virus compared to those who are vaccinated. more than 20% of americans eligible for the shots have yet to get at least one dose. thursday the u.s. supreme court ruling that an estimated 80 million workers in the private sector are free from a federal vaccine mandate. the biden administration ordered osha to force large businesses to ensure their workers are vaccinated against covid or submit to weekly testing and wear masks. >> osha has not traditionally mandated other vaccines for other hazards that could pose a

available, but it is unclear how americans can get their hands on them. in washington, faith abubey, abc news. jobina: viewers have reached out to the i-team as emergency rooms are overwhelmed with people trying to get a covid test, causing long wait times and a backlog of patients who need care. the chief of emergency medicine says they have seen more covid patients during the past month than at any other point during the past two years of this pandemic. the emergency department is filling up with asymptomatic people wanting covid tests because they cannot find rapid tests anywhere. >> everyone is feeling pretty mentally and physically exhausted. we are seeing a lot of sick patients. ambulance traffic is up 20% in the city over the last week so every time that i and in the emergency department, there are basically ambulance rigs lined up outside of the department and patients needing to be triaged. jobina: officials say emergency

this came from, but doctors say it is good news. they say the state is suggesting that we may have already hit rp in the bay area for covid cases. the wastewater in santa tt ld s have dropped significantly since the peak one week ago last thursday. doctors are calling this an extremely promising sign but this is just in the wastewater. they are not seeing it play out in real life yet. they think this is a sign that is coming. >> from a society perspective, it is great because it means that as cases go down, we will have fewer restrictions. we will always be nervous about hospitalizations until we see that number are going down. amy: doctors say we should not get overconfident about these results, pointing out cold levels are still higher than they were a year ago so they still recommend that people get vaccinated, boosted, and wear a

tightfitting mask. amy hollyfield, abc 7 news. jobina: in the south bay, sharks fans have mixed opinions about an upcoming requirement to be boosted against covid to attend home games. san jose is requiring people attending events to be fully vaccinated and have a booster shot. attendees can show a negative covid test within a couple of days of the event. if it is a pcr test or within one day if it is an antigen swab, the requirement goes into effect in three weeks on february 4. >> you can still get covid, but hopefully it will be less of a problem than if you did not have any shots at all. >> once we have these two shots that we first got, that should have been enough. i do not think we should get the booster. jobina: the city council unanimously passed the requirement tuesday. coming up, an influx of people selling fake negative covid test

reporter melanie woodrow has that. melanie: negative covid-19 test results for as little as $200 with offers to turn the test results around in as few as five minutes or just one day. >> this is a continuing theme of scammers taking advantage of situations. melanie: this cybersecurity expert says they are seeing an influx of people selling fake covid-19 test results as omicron variant cases continue to grow. the test results are for apps like telegram where some sellers are climbing to register the results to a hospital database that buyers can use the negative results for travel. >> that is a big distinction compared to creating fake documents. melanie: professor dr. peter worries about what this could mean for someone using a fake test result to enter the united states. >> there may be future variants more lethal and if you are bringing in somebody

you can see the bay bridge. the cameras got flipped around so on the bottom left is the bay bridge and on the bottom right, another foggy view in the south bay. here is the dense fog advisory for the north bay and much of the south bay and now it has been expanded to parts of the east bay. this got added in the last few seconds including oakland and the peninsula. that fog is very thick. we are used to fog this morning it is very thick with visibility down to zero in a lot of spots. here is live doppler 7. petaluma and napa down to one mile. san jose is down to zero. a closer look at street level, here is the fog. here is highway 29. mile visibility there. where the east bay, we are down to zero. you are going to encounter that fog. hayward down to two miles and even south bay. san jose down to zero miles visibility so the fog is thick and it will linger until 10:00 a.m. 39 in the city.

jobina: an update from 7 on your side. there is a new edd fraud with disability payments. scammers are using phony identities to file phony claims. the edd has frozen 435,000 claims and suspects most are phony but admits some are legitimate claims for benefits for the sick and disabled. >> it is like deja vu all over again. the edd is once again treating legitimate claimants this time for disability payments as if they might very well be scammers. >> it is ridiculous that anyone has to go this long without getting paid and with no answers and that is the frustrating
