>> holding a better bay area, moving forward, finding solutions. this is abc 7 news. >> winds have picked up in the north bay, and in sonoma county. meteorologists expecting wind gusts up to 55 miles per hour. >> all across the bay area, powerful winds increasing. even bringing down trees and crushing cars. a wind advisory is in effect. thank you for joining us. >> you are watching abc 7 news at 5:00 on abc seven, hulu live, and wherever you stream. we have been monitoring conditions from our live cameras in san francisco. things are fairly calm on the bay. but that is expected to change. >> take a look at the wind gusts at the higher elevations. for the latest, let's go to sandhya patel. >> we are taking a look at a

live picture. you see how shaky the camera is. the strongest winds over the higher terrain. mount diablo gusting to 52 miles an hour. 38 at hawkeye. wind gusts 52 on mount diablo. rose peak, 50 miles an hour. napa reporting gusts to 31. 30 in fairfield. translating to some of the valley floors. wind advisory for all areas shaded in yellow until 7:00. further north bay valleys, 11:00 a.m. orange under a high wind warning. those are the north bay mountains until 11:00 a.m., gusts to 70 miles an hour. trees, powerlines, power outages. difficulty driving. look at the high wind forecast, it is gusty. strongest winds over the higher elevations. the winds, over 50 miles an hour in calistoga.

a full look at the we can forecast, including how long the winds last. >> in the south bay, already crossing some damage. the scene on north 17th street. a 100 foot tall tree came down, crushing three vehicles, including this suv. it also brought down power lines. fortunately, no one was hurt. tree removal crews were on the scene working to cut it up and remove it piece by piece. high winds believed to be the cause. another tree came down about two miles away from. it appeared the tree only took down a fence in between two townhomes. crews were working to chop that went up and haul it away. a neighbor says he found the damage and called authorities since no one appeared to be home. he told us it was extremely windy all day long. >> pg&e officials warning about the strong winds. they want you to be prepared for power outages.

>> have an emergency plan, especially depended on electricity for any type of medical equipment. >> earlier this afternoon, a power outage impacted about 4000 customers. our has since been restored. pg&e reminds people if they see any downed power lines to stay away and call emergency crews. >> new details about the deadly shooting between san jose police and a man who police say had five felony warrants for his arrest. the police chief gave an update on the investigation. dustin dorsey has the details. >> wednesday night, a sequence of events in the south bay left this neighborhood to be the backdrop of a deadly shooting involving san jose police. the police chief gave us the latest on the investigation into the events that ended with an exchange of gunshots between police and this man, robert seth carter. >> he was a san jose resident,

currently has five felony warrants for his arrest, on probation for battery. it was a traumatic incident for everyone involved. >> police responded to a stolen vehicle call when he ran away from officers in the stolen toyota camry. they followed carter into santa clara, where he attempted carjacking someone before returning to the stolen car he eventually crashed. he then tried to stop another vehicle before an officer arrived. >> carter then fired around into the direction of the vehicle. the officer returned fire. the motorist and officer were not hit by his gunfire. carter continued running through a parking lot with a gun in his hand. >> that was the final shot he took. while still pointing the gun at police, he ended up in front of this home with four officers on the scene. >> each officer fired a weapon. he continued to hold the handgun. he was struck more than once by the officers. >> after he fell to the ground,

a canine removed the gun from his possession. he eventually died from his injuries. >> this is an unfortunate conclusion to a series of crimes and violence that without question could have ended with additional loss of life. >> on other high profile crime in the past few months in san jose. in the normally peaceful -- peaceful rose garden. but also grateful for the police department for acting so quickly. >> they will release body cam footage at a later date. in san jose, dustin dorsey. >> a man under arrest for what was an unprovoked deadly shooting in west oakland. it happened last night along center street. that is in the prescott neighborhood. the shooter was walking along the street with a gun in plain sight, screaming he was going to shoot someone. that is when he attacked ronald sanders, killing him at the scene. police believe it was a random shooting. the shooter was trying to get

away. investigators say he fired several shots at two firefighters driving by. >> we are not sure why he targeted them. they did not confront him, they did not demand he get on the ground or put down his weapon. they were trying to get out of the area. >> the firefighters were not hurt. about an hour later, the suspect went into nearby businesses, where officers were looking for video of the shooting. they arrested him. police have not released his name, but said he has a previous conviction for manslaughter from 1996. >> following a surge of crime, the oakland police department shifting 48 officers to that part of the city starting tomorrow. tim johns sat down with the captain, who will be in charge of the officers and explains how opd is hoping to slow down the violence. >> on the heels of one of the

worst years for crime in decades. >> property crime, violent crime. burglaries, robberies. >> the police department launching a new plan to stop the surge in violence in the eastern part of the city. captain johnson will be one of those leading the change. he said one of the key components is beefing up police presence in the area. starting saturday, opd will shift 48 officers to do just that. >> a lot of times, residents would say we don't feel safe or like we have a voice, like the department really cares. >> the movie is being praised by members of the oakland city council who say the distribution of resources is long overdue. >> there have been call volumes, backlogged calls up to 120 that are outstanding in east oakland. and the other part of the city, we are at 60.

>> half as much. building trust amongst communities of color is another critical part of their strategy. johnson said he's going to make sure it is part of their day to day jobs. >> trying to get officers out of their vehicle when they have to walk out of the community. >> knowing they will not be welcomed by everyone, he hopes with time, it makes a difference and improves quality of life for everyone in the neighborhood. >> are enforcement on a telogen's -- intelligence based policing. >> in oakland, tim johns. >> oakland teachers are rallying to demand more accountability from the school district when it comes to covert safety protocols. the possibility of a teacher strike israel if an agreement is not reached. senior education reporter lyanne melendez joins us in the newsroom with the sticking points. it is going down to the wire. >> the 11th hour.

for parents wondering if teachers can strike as early as monday, the answer is no. teachers in the union, about 2700, would have to vote first. there are three demands being negotiated right now. the main one over testing. the threat of a teacher strike looms over oakland as last-minute negotiations are expected to go into late in the evening. >> tonight sessions,, not bring an agreement, i'm off the rise to call a strike vote. >> teachers would have to vote possibly as early as monday. there are three demands made by the union the school district agreed on. according to the union, the school district refuses to put them in writing. covid testing is one of them. teachers want each school to have access to testing on site once a week.

some families have to travel to a nearby site. the union also argues the hours of operation are not practical. >> if they have to go across to a place they don't know, they may not have a vehicle to access it. when they close at 4:00, many families are working at 6:00. many teachers are working. >> the union asking the district to guarantee schools have an ongoing supply of kn95 masks available through the end of the school year. >> my name is tammy coleman, i'm a first, second grade teacher. i'm currently home with covid. >> her classroom has had a surge since returning from the winter break. the third demand is to come up with a plan for staffing levels when a teacher like coleman is absent. we asked the school district for an interview, but they declined. this is a statement they put out yesterday. despite the challenges we are

facing, we are very hopeful the district and oea will find a way to reach an agreement. >> students from a few oakland schools have been on strike over similar issues. i'm hearing they're going back on monday. the students were asking for testing to be done twice a week. the union says once a week is enough. >> before you go, i think this needs to be addressed. if both sides are in agreement, is there a reason why the district is not putting this in writing? >> my guess is in the case -- the kn95 masks, the district ordered 200,000 of them. we know there's a supply-chain issue in this country. it is real. so they are really concerned they may run out at some point and not be able to fulfill that agreement. >> certainly makes a lot of sense. many thanks. >> a lot more to come. the area once home to the niners

it calls for the removal of a pedestrian bridge to allow more sunlight, and an additional 10,000 feet of usable space in the park. it is expected to break ground next year with completion in 2025. >> a new site for people living in cars or rvs to park is open in san francisco. but not everyone is happy about it. this is video from sky 7 about the triage center located at the candlestick point state recreation area. officials believe the site will give an housed people a safe place to sleep and access to services. neighbors have long complained about the long line of vehicles along city streets in that area. however, some don't think it is the answer and have filed a lawsuit. >> after the break, vice president harris was in california announcing federal support for the fight against wildfires across this state.

>> california's efforts to prevent wildfires is getting a big boost from the biden administration. vice president harris traveled to san bernardino, where she announced $600 billion in funding for the state. itit will provide watershed restoration and infrastructure repair. harris says the impacts of climate change make immediate action necessary. >> there have always been wildfires in one form or another. but the frequency and intensity, and the ubiquity of wildfires in the last couple of years is extraordinary and requires our federal government to see what is happening and act in real time. >> harris' visit comes days after the administration announced plans to increase the use of controlled fires and logging to reduce trees and other vegetation that serve as tender in the most at risk areas. >> if it had not -- if it wasn't

enough rain to provide enough moisture and fuel to prevent us from being so worried about moisture -- fire danger. if something does spark a it could rapidly spread. high pressure overhead. low pressure dropping down. the wind flow between the high and low is funneling through the area. that is what we have windy conditions. they will only increase for parts of the bay area. 6:00, 25, 30 mile an hour winds. this is at the higher levels, even stronger winds. middletown, 40, 43 mile an hour winds. gusting over 50 miles an hour at 2:00 a.m.. winds beginning to ease. not completely gone. 8:00 a.m., 40 mile an hour winds. letting up towards tomorrow evening. good idea to stay inside and avoid being outdoors near trees, in case they go down. beautiful enough for santa cruz.
