pg&e officials are warning aboua power outages because of the strong wind. this map shows the current outages across the big area. outages in the east bay, potentially thousands of customers impacted in oakland hills, berkeley because of the strong wind. we are seeing power outages in the north bay in sonoma county and fairfield. pg&e reminds people if you see downed power lines, stay away and call emergency crews. firefighters are also out in the open hills after reports of downed trees and power lines. a lot going on this morning. let's get over to meteorologist lisa sergeant checking these conditions. lisa: good morning. this started yesterday as the national weather service put up that high wind warning and it really has gotten more intense overnight. as we look at the wind advisory

and high wind warning that lasts until 11:00, the yellow until 7:00 around sunrise. it will still be breezy after that with mount diablo wind gusts near 60. it has been particularly windy for oakland hills to mount diablo. for mount tam 37. here is the relative humidity and even down at the surface we are 26% in hayward, 27% oakland. the dry northerly wind drying out the air. we got up in height and mount tam and hawkeye near 19%. the wind will continue to drive things out. this is good it will only last the next few hours. 60 napa and santa rosa with 40's for the coolest locations in the east bay.

25 degree warmth since yesterday. as we get into sunny skies the air quality is good. the winds ease, breezy with temperatures above average. liz: thank you. back to that developing news out of monterey county where a rare winter wildfire is burning north of big sur. it started last night around 7:30. at least 150 acres have burned in colorado canyon north of the bixby bridge near highway 1. luz pena has the latest on the fire. luz: the colorado fire is fueled by high wind. it is intensifying by the hour and at 9:30 p.m. the monterey county sheriff's office ordered evacuations along the big sur coast. flames have reached the highway. this fire is now burning on the west side of this area.

highway 1 is closed both directions. minutes ago i spoke to the supervisor and she said in 2020 about 20% of the population had to evacuate after multiple fighters hit the region. they are having flashbacks. >> people are working to get out of the area. we know fires are unpredictable and many of the roads leading up to highway 1 are narrow, tree-lined. we want everyone to be safe and if you are near the fire, if you got evacuation orders, heed the sheriff's orders. luz: the monterey county sheriff's office ordered an evacuation for those west of the colorado road to highway 1. they are mandatory. luz pena, abc 7 news. liz: the red cross opened a shelter for those residents at carmel middle school. the spca will have emergency pet

supplies at the shelter. we will have more on this wind event happening in a moment but meantime, the mother of a man shot and killed in oakland thursday is calling for an end to gun violence. after the murder the suspect went and shot at firefighters. ryan curry has new details. >> i am still in shock. i am numb but i have faith in god that he got me. ryan: denise carter mourns the loss of her son, ronald sanders. he had just finished work and went to see his cousin when a man came up and shot him multiple times. >> he got along with everybody. he is good. ryan: the gunman continued walking down the street towards the west oakland fire station. a firefighter in an unmarked car and went to grab his colleague who was outside taking out the trash.

the gunman fired four rounds into the car as they tried to drive to safety. the firefighters were not injured but photos show the damage to the car. >> we just are not sure why he targeted them. they did not confront him. ryan: police say the suspect did not know sanders or the firefighters and this was a senseless act of violence. the gunman was walking down the street saying he was going to shoot someone and previously been convicted of manslaughter in the 1990's. the president of the oakland firefighters union says the violence is just another obstacle firefighters deal with. > it is not just the fires or the virus. our firefighters are routinely confronted with the violence that plagues our street. ryan: police arrested the suspect an hour after the shootings. at the vigil this councilwoman said the man is facing charges of first-degree homicide. carter once gun violence to stop

now. >> we still have our people killing our own people. stop the violence. ryan: ryan curry, abc 7 news. liz: oakland police are investigating another shooting that happened down the street from that homicide. a 45-year-old woman was found shot inside an rv yesterday. it was parked next to a homeless camp on 13th street near mandela parkway. she was taken to the hospital but is stable. they believe the woman was shot thursday night but they did not learn about it until yesterday when residents at the encampment alerted them. starting today 48 police officers are being reassigned following a surge in crime. this comes on the heels of one of the worst years for crime in decades. oakland police say 2021 saw an uptick in crime, robberies, burglaries and property crimes. councilmembers say there has been a back log of calls

and people are worried. >> residents would say we don't feel safe, we don't feel like we have a voice, we don't feel like the apartment cares for these people. liz: rebuilding trust among communities of color is another part of opd's strategy. captain johnson is encouraging offers to make it part of their day to day jobs to do outreach to get to know people in the community. as we work to build a better bay area amid the pandemic education is a key topic we are focused on. as omicron surges school districts have been working to balance school with health concerns. the teachers union in oakland says a strike is possible in the dispute with the school district over covid safety. the district agreed to the union's three main demands for on-site testing, a supply of kn95 masks, and addressing staffing levels. but the district refuses to put the agreement in writing so the

sides are still negotiating. the union is trying to iron out the testing site rules saying the hours of operation 8:00 to 4:00 or not practical. >> if they have to go to a place they do not know, they may not have a vehicle to access that. when they close at 4:00 many families are still working at 6:00, many teachers are still working. liz: a strike vote could happen as early as monday. district officials refused to comment but thursday they said they are hopeful the sides will reach an agreement. other covid headlines, after a two week hiatus west contra costa schools are letting sports teams compete again but the league adopted a temporary no spectator policy for all indoor sports february 1. monday a santa clara county deadline for workers in high-risk settings to be vaccinated includes first responders, employees and hospitals, skilled nursing facilities, medical officers and jails.

we are tracking these high winds in the bay area and will be checking in with lisa in a moment. stanford university is being named in a wrongful death lawsuit following the january 2020 death of his sophomore. the 19-year-old died of an accidental fentanyl overdose at his fraternity. amanda del castillo leo has the story. amanda: this year marks the second anniversary for aton's family. in 2020 he was found dead taking counterfeit percocet pills. >> he showed signs of an overdose. the ra called 911 but there was no help within 36 hours. amanda: the family named the

university and others in a wrongful death lawsuit. they said this was a last resort to bring a wrongful death action. >> we knew they were going to get to the point they were not going to be compelled by any means to do anything. this was our last option. amanda: a difficult decision considering they dedicated nearly three decades to stanford. both parents a long-term employees and their daughter a graduate. >> anything that challenges the emotional toll it takes to see an institution you invested so much time in turn its back on you. amanda: they say stanford failed to follow its policies protecting students. the ignored local warnings about counters that percocet pills -- counterfeit percocet pills. stanford said in part, "we have great sympathy for his family and those affected by his death. however, the university disagrees with many of the allegations and will defend itself against the lawsuit." >> it failed to follow its own policies, it failed to do what was right. it could be any named institution.

helping at risk women and children as well as the homeless. citizens for a better community will lead the vigil tonight at the central park billion near the fremont community center at 5:30. vice president kamala harris visited san bernardino to outline how california will benefit from the infrastructure bill. the vice president and the agriculture secretary took a tour of the national forest yesterday, briefed on the outlook for the wildfires. vice president harris says this will include $600 million in disaster relief for california develop areas impacted by wildfires. $5 billion will be used to reduce the risk of wildfires across the country. >> firefighters need to be better paid, that's real. they are out there risking their lives, some have paid the ultimate sacrifice. liz: she also talked about other important issues like of the

defeat in congress over voting rights. >> what we still need to do is pass federal legislation that says stop it. we are not going to allow you to make it more difficult for people to vote. is it not part of our american values to say everyone's voice matters? everyone's voice counts and we want to encourage you to use your voice? and you make the choice about who you vote for. liz: the vice president says dreamers need to be protected and they are working on creating a legal pathway to citizenship. lisa, let's get a check on the forecast. we are tracking these really strong winds around the bay area, particularly oakland hills. over 60 miles per hour? lisa: that is where they have the advisory of the strongest wind has been in the east bay from the hills to mount diablo. 50 to 60 mile per hour wind all night long and they continue to bring down the humidity, drying

out the atmosphere. despite the warning in the north bay it is the advisory in the east we are seeing the strong gusts. they will continue the next couple of hours. the weather service thought this could expire the next hour or so but as you look we are still looking at winds over 35 miles per hour in oakland hills. look at mount diablo at 58. mount st. helena call now but mount tam is at 24 mile per hour wind gusts. they are still quite gusty. as we look at the relative humidity about 21% at hawkeye, 26% mount tam, oakland and the east foothills at 29%. the atmosphere is really well mixed. it is drying things out, keeping temperatures above the mid and upper 50's. even some 60's from vallejo. that allows for the temperature spread to be much warmer than yesterday. 6:00 notice the purple.

we are gettingve30, 40 an50 miles p hour from the delta to the north bay. oakland 36 miles per hour but through the 8:00, 9:00 hour they begin to come down. remember, this continues through 11:00. the wind advisory in the north bay and by the afternoon it is breezy. we stop this at 5:00 and we still have the breeze of tort calistoga and middletown. 9 to 25 degrees warmer than yesterday. you can see the camera shaking a little bit in east bay hills. with the wind we have good air quality for most of you, moderate inland. once the wind eases up we will get into moderate air quality for sunday and here is another live camera. you can see the wind is battering that camera. gusty through the afternoon.

mild to warm again today and drive pattern through next week. makes you dizzy if you look at it too long. forecast animation today high clouds but mostly sunny. on sunday it will be cooler with sunshine and the outlook for next week not only shows the rain track to the north each and every day, we are seeing signs by next friday late it wants to sag further to the south of we could have another trough or cold front visit us into the early part of february. that is certainly what we need. mild today with the wind easing by the afternoon, 65 fremont, 66 san jose and san rafael. wind advisory and warning the next few hours. we will look for the lighter wind in the cooler day on sunday. throughout the rest of the week without offshore flow we don't have to worry much about the atmosphere drying out. pretty soon we are going to be

it is 44 mile-per-hour wind gusts. despite the rain in the above season averages we are dry with a wind advisory until 6:00. that could be extended through 11:00. look at mount diablo where the camera is shaking. temperatures in the mid and upper 50's so a mild view. mount tam is not as windy as the east bay. 60 santa rosa and napa so we are as much as eight warmer. calm wind ahead, good ahead, god quality today, and temperatures through the afternoon will be above average in the 60's. we are looking at not only less

saw two firefighters walk in front of my house shining a spotlight on some powerlines. i am getting a better view. it is hard to see it is so dark. i am pointing my camera over toward my driveway. there are two lines dangling in front of my driveway. not that i want to go anywhere right now but i could not get out of the driveway anyway. the powerlines are just dangling. it has been quite the night. liz: you have been up for hours now because you were woken by the sound of the wind? josh: i woke up around 2:00, heard the wind, the power went out. i went back to sleep for a second and then i heard a big boom. my daughter and my son came downstairs. i was very concerned about what was going on. to the right over here

cannot see it but my neighbor's tree came down on the powerlines. i hope they did not have the car out there today. the wind has died down a little bit but you can still hear the occasional strong gust. on the other end of the street -- they have my street blocked off right there until the end of the street. i am about a mile or so up the hill from the village. it is going to be a long morning for pg&e and firefighters and everyone living here to figure out what to do next and hopefully not have any damage and everyone is ok. liz: there is thousands without power. i am assuming you are one of those people? josh: yeah. in fact, if you see the fire truck right here, i am looking out the window of the second floor. i can see the electric line is ripped outside of my house. the connector is right in front

wind gusts over 70 miles per hour. that is the sustained wind. the gusts were at 90 miles per hour. into the east bay we had 50 and 60 mile-per-hour gusts. looking at the wind to come down through the next hour or two as we lose the support from the upper level high that has built in. 59 mile-per-hour wind in mount diablo, 37 north wind mount tam, oakland now at 37 miles per hour, and the east foothills at 18. with that they air is dry above 26% mount tam and 21% toward hawkeye. the stronger the wind the more the atmosphere gets dried out. weodow the 60's for vallejo, santa rosa and napa with upper 30's in gilroy. gustn the sierra nevada.

in the next hourng the wind will come down after 8:00 but you are looking at the wind from calistoga, sonoma, napa and the delta over 30 and 40 miles per hour. even the coast, half moon bay over 30 miles per hour and oakland going from 50 miles per hour to 30 miles per hour and by noon 25 miles per hour. that will be the progression of the wind dialing back but to start off we are much more mild this morning due to all the wind overnight. looks gorgeous for mount 10 a.m.. good air quality today that changes into sunday as the wind eases and high-pressure stays in control. look from the exploratorium camera where it is awfully nice. gusty wind in the morning and looking at the warm day again today but not as warm as yesterday.

the drive pattern taking us through most of next week. signs have changed by the end of the week. here is the clear conditions and high clouds today. sunday we have less wind, cooler, sunny and as we look at the rainfall potential for the next several days it is coming. having a hard time through the week ahead but by next saturday and sunday maybe couple hundredths of an inch of rain. the end of the week not looking promising until we stop this late friday and that looks like a pattern change and may be a break on saturday. sunday hoping for more rain and getting into february we are looking like winter will come back and visit. 65 fremont, 67

sunday and then it will continue near average throughout the middle of the week. we are dragged to the end of the week but by friday we are hoping things shift a little bit and whenever we get an offshore wind event, no matter if we have the rain, it is always tough to take. this week is dry. we are hoping for the change next weekend. liz: we will cross our fingers. a beloved diner in berkeley has closed its doors for good. betty's oceanview diner has been serving food since 1982. i spoke with the longtime patrons who are disappointed at the loss of this east bay institution. at betty's oceanview diner on 4th street locals who usually stop by for good vibes and pancakes instead dropping off flowers, taking photos. >> it is shocking and sad. liz: after nearly four decades the diner has closed its doors for good. >> so painful. it is such an institution on the street. liz: it is hard to imagine now

but when betty's opened nearly 40 years ago it was one of the only places to eat on the street. its popularity helped jumpstart the neighborhood. >> this was like the kingpin of the streets. this was the place. liz: beth fisher has been coming to betty's every two weeks for 35 years. she only learned it closed when she showed up. >> just found out and i see other people coming up. there are roses at the door and i feel very heartfelt about it and very sad. liz: the diner's owner told abc 7 he has been ready to retire and the stress of the pandemic and staffing issues made operating betty's incredibly difficult. like summary small businesses it pushed him to the brink. >> covid grabbed another victim. >> betty passed away five years ago and i did not think they were going to keep going. liz: we are in her very busy kitchen. this is a piece from 1999. kristen sze with betty herself whipping up the famous souffle pancakes. >> powdered sugar makes it look
