better bay area because we want this place we love so much to be a better place to live and that sums up the top issue we are talking about tonight. housing. we are going to focus on issues that renters face in two specific cities. >> one is san francisco which could set state history. the other is the city of belvidere, one of the wealthiest cities in the country. there is a new proposal to build mixed income housing at a place called allard point -- mallard point. >> the plan is being met by resistance from those who live in the area. reporter: it is an idyllic hamlet in marin county and also one of the most exclusive. the city of belvidere is the wealthiest city in the state. >> great real estate, great location. >> but among the multimillion dollar mansions, a controversial proposal to build mixed income housing, a plan not everyone welcomes. >> the rich people who do not

want houses, but that is not what it is. reporter: jane cooper lives near the development, currently made up of 22 rental units built in 1951. the new proposal would tear down the duplexes for an upgraded development that would ultimately add 20 new units including some low income housing. >> for belvidere, which has produced less than two units of housing per year for the last 20 years, it is significant. reporter: eric coleman is one of the developers. he believes it is a classic case of nim backyard. >> there is resistance to change. if it were not for new state laws, a project like this would not be possible. reporter: he is referring to a new state law requiring cities across the state add a certain amount of new housing. marin county needs to add over 14,000 new units. belvidere, which tried to ask for and exemption, but was denied, is responsible for 160.

>> smaller jurisdictions, it will be a challenge, but it is one we need to meet. reporter: neighbors against the development have formed a group called velvety or residence for and -- belvidere residents for intelligent growth. saying the development is a wolf in sheep's clothing, a plan to build and sell more multimillion dollar housing under the guise of affordability. >> belvidere residents are for affordable housing. this is not it. >> my question to them, if you really are for intelligent growth, if not here, where? if not now, when? reporter: developers say they plan to give $6,000 to each family that currently lives at this development that will be displaced and they will prioritize them if they do choose to move back into the development. the question neighbors have is where they should go in the meantime. as for the proposal, developers plan to submit their application to the city this week.

they feel confident they have the backing of the state and new housing laws. here in marin county, abc 7 news. ama: now to the san francisco story, which puts -- could set a state precedent. the board of supervisors voted unanimously to pass legislation that will give renters facing eviction attend a warning period. reporter: inside square-foot studio apartment, counting down the days and praying for a miracle. she is one month behind in rent. she owes $1600, and last week she got an eviction notice. her seven-year-old daughter is afraid they will end up homeless next week. your daughter did not want to go to school because she was afraid she was going to come back home and you were going to be evicted. >> [speaking

>> hopefully nothing happened to the guy. he could have made it. it was a shocker. dan: our photographer at the scene saw somebody being taken into custody. ambulance but we have not been told how badly he was injured. today a 16-year-old was arrested and charged in the murder of a 12-year-old san jose girl who overdosed on fentanyl in 2020. >> he was once again selling. it is a pill, it is blue, it is stamped with 30 on it. it is a knockoff of percocet. >> the victim died after consuming three quarters of a single pill. the youngest drug overdose victim in santa clara county that year. this is just the second case in santa clara county were a drug dealer has been charged with murder in a fatal overdose.

san francisco's mayor and police chief confirmed today what many already sense, that the number of asian hate crimes has spiked. dramatically, in fact. the official number, 506 to 7%. -- 567%. but that may not reflect inaccurate count because some attacks go unreported. the question is why. today a lawsuit filed by one victim provides and answer. a lack of tough prosecution by the san francisco district attorney. david louis looks into the problem. reporter: security camera video leaves little doubt how hate crimes against asians are. hard facts put on the table during a chinatown news conference. the number of asian hate crimes was 83 years ago, 92 years ago, and 60 last year. an increase of >> we will hold perpetrators

requires all eligible employees to receive a vaccine by february 1. data analysis found many workers at skilled nursing facilities were not boosted as of this month. not all of the residents were either. federal partnership program that does not exist for boosters. another reason might be messaging. when the booster first became available it was not perfectly clear who should get it. >> they are one of the most vulnerable populations. residents and staff at skilled nursing facilities or nursing homes, populations hit hardest at the start of the pandemic. in a data analysis, not all eligible vaccinated residents or staff have received covid-19 boosters. >> people are not understanding that the booster is powerful. >> our data team looked at self-reported data to the federal government coming from the center for disease control

and prevention and the u.s. centers for medicare and medicaid services. for california as a whole, as of january 9, there were 1020 facilities reporting with just 36% of eligible staff members and 53% of eligible residents having received the booster. >> the acceptable percentage is 100%. reporter: a similar story emerges diving into data county by county in the bay area with the percentage of residents boosted as of january 9 going from 43% to 76% and the percentage of staff boosted ranging from just 31% to 64%. >> i'm horrified. those numbers are horrifically low. why? they don't need to be. reporter: the president and ceo of choice in aging has provided mobile vaccination and booster clinics to nursing facilities. >> i don't know why we are not prioritizing where we know we have the most vulnerable people. reporter: the federal government

dan: the abc 7 news i team has discovered millions of dollars of ppe left outside in the rain in san mateo county. today the word of supervisors took steps to put this behind them, but not before the county manager face tough questions. reporter: county manager mike kelly faced the san mateo board of supervisors today about personal protective equipment purchased with your tax dollars and left out in the rain. when did you find out about this? >> we had this vast amount of -- reporter: when were you first

notified? >> when abc contacted me. reporter: less than two weeks ago i found thousands of boxes of ppe soaking in the rain at the san mateo event center. many collapsing into the puddles. gallons -- gowns, and more. it was moved outside to make way for a weekend software conference, but boxes remained outside through several torrential downpours. >> we are now looking into how this occurred. i can assure you i will be putting policy and procedures in place to make sure this never happens again. reporter: clearly there is still confusion about what i discovered even among board members. >> the most important thing to remember is this was not hospital quality. this is not something patients in our county hospitals will go without because it was not of that grade. reporter: i did find boxes of

disposable operating room gowns and many more isolation gowns medical personnel use when seeing patients. pallets upon pallets of them. all of this page with your tax dollars. the board discussed another of my reports. more than half a million hospital gowns kept in the parking lot at seton medical center in daly city. >> i have no understanding if any of that was stuffed we gave seton or any other hospital. you are absolutely right, we were really trying to provide for everyone to make sure everyone had ppe and no one went without. reporter: the office will check with hospitals to make sure they are storing any ppe provided by the county properly. >> we can maybe investigate that more. >> we have the best intentions in trying to get that ppe out. i guess what is disappointing is sometimes with the best intentions, there is system failure.

first, that kn95 and n95 masks be provided to all students and staff daily. until now, only surgical masks were available to students. >> one per day is how we calculated this. >> these were donated but teachers have been getting 3 -- 2 kn95 masks per week from the district. >> the kn95 mask is on order. they should arrive within the next week or two. the school district said this is one of the few school districts in the state to provide weekly testing for students and staff but now the teachers union wants to make testing mandatory. they are wondering if that is even legal even though li unified is already doing it.
