oakland is included in this, the city san jose, parts of the north like napa and sonoma. talking visibility's less than .25 of a mile. you can see the thick, low cloud cover this morning. slow to clear, but the afternoon is right again. -- bright again. temperatures warmer compared to yesterday. kumasi: we are hearing from the mayor of san jose. last may, city council approved two proposals that are the first in the nation and require most gun owners to pay an annual fee and have liability insurance. amy hollyfield is joining us live in san jose with more on these measures and how people feel about them. amy: the mayor is grateful this past. he proposed this two years ago. almost 100 people spoke about this last night at the meeting.

it has now passed and it is set to go into effect in august. san jose will be the first city in the nation to require gun owners to purchase liability insurance and to pay an annual fee. gun rights groups are promising to take legal action to try to block the new mandate with opponents saying hopes this will result in safer gun ownership. here's a sample of comments from last my both for and against. >> charging a fee and requiring insurance does not restrain anyone from owning a gun, but it does require that gun owners show responsibility. >> you know what you are doing is wrong but you are like petulant children. you really think what you are doing is right. amy: the annual fee will cost between $25 and $35 and go toward nonprofit organizations like suicide prevention programs

and firearms safety training. the police chief says don't expect his officers to be sent out and going door-to-door to enforce this mandate. rather, he says during an investigation, if they come across a gun, then they will ask for proof that the gun owner is in compliance with this mandate, which will be going into effect in august. reggie: thank you.ou.ou.ou.ou.o. france is set to host de-escalation talks today with russia, ukraine and germany admit intensifying tensions in eastern europe. ukraine has acknowledged the threat of this possible russian invasion. jobina: the u.s. and nato allies are stepping up efforts for a diplomatic solution. today's high-level meeting hopes to ease tension between russia and ukraine. president biden says the 8000 -- 8500 u.s. troops on standby may be deployed sooner rather than later. he also warns the u.s. may personally sanction russia and

highs today, morning, dense fog is the theme on your wednesday. mid to low 60's later on this afternoon. let's see how the fog is impacting our commute. jobina: i want to talk about the fog and also this deadly crash that we are following in san jose that has now also involved the homicide unit. you can see speeds are down to around 12 miles an hour in the area. then, the sensors switch to purple which means all lanes are shut down on northbound 85. a coroner has been called out to the scene. our other issue for the commute is going to be thatfog. -- is going to be that fog. you can see it very clearly on our san mateo ridge camera and back in san jose. antioch to concord, things are slowing down on highway 4. looking at 20 minutes. kumasi: here is some pretty good news.

kumasi: right now, rescue crews are searching for possible survivors after the boat capsized off the coast of florida. 39 people are missing. one man was clinging onto the boat and told officials he left the bahamas and severe weather caused the boat to capsized. the coast guard says they suspect this was a human smuggling case. an investigation is underway after this fire in santa clara. video sho tit broke out around t night. the surrounding streets had to be closed for hours. it is not clear what was inside this building. reggie: apple has taken out a restraining order against a virginia woman accused of stalking the ceo. in papers obtained by abc 7 news, apple security accuses a woman of erratic, threatening and bizarre behavior. apple alleges the woman recently drove across the country to get to cook, even trespassing on his

she says her son was forced to remove a do rag meant to protect african hair. she has two children at the school. her son's hair texture is different than her own and after paying to get it done, she wanted to protect it. in november, that styling choice was met with pushback from the principal. he forced the 15-year-old to take off the do rag saying it was gang affiliated. >> it is statements that are unintentionally harmful. the derogatory -- they are derogatory and make people feel a certain way. my son is not gang-related or should he ever feel to be viewed that way. reggie: the school paid for an independent investigation and found that race was a partial motivating factor, saying the principal was culturally insensitive, but not intentionally. the superintendent says the district is taking corrective action to ensure this does not happen again. boston red sox legend david ortiz will be inducted into the baseball hall of fame.
