>> she right now on "america this morning," historic storm. more than two feet of snow possible in parts of the northeast this weekend. possible blizzard conditions. people from north carolina to new england now on alert. but even florida now bracing for extreme cold. we time out the storm and the worst conditions. shootout on the street. three houston police officers are shot. the hours long standoff with the suspect and what we're now learning about his past. a major headline affecting the oil and gas industry. a court now canceling leases to drill in the gulf of mexico citing climate change. delivery delays. why some people are now waiting up to eight days between mail deliveries.

no longer winging it, the price of chicken wings taking off. and ticket trap. is this small town going too far to catch speeding drivers? what police are doing and the lawsuits now being filed. good friday morning, everyone. i'm mona kosar abdi. >> i'm rhiannon ally. andrew is off today. we want to begin with the monster storm set to impact more than 35 million americans starting tonight. >> emergencies have already been declared, and it's not just the northeast facing extreme conditions. the major winter storm threatening the east coast this weekend could bring feet of snow to some areas along with hurricane-strength winds. >> this could be a wallop of storm this weekend. >> forecasters say a full-blown blizzard is possible eastern new england. it could be the biggest snowstorm ever for boston.

>> the biggest snowstorm they've this is 27.5. this could be the biggest all-time snowstorm in boston. >> reporter: winter storm watches and warnings now posted for 35 million people. the powerful nor'easter expected to hug the coast dumping up to four inches of snow in north carolina. up to ten inches in parts of new jersey, new york and connecticut. a shortage of plow drivers could complicate the cleanup. some companies in massachusetts have been paying plow drivers $300 an hour. >> you need to pay guys a lot more money which means you need to make a lot more money and on the back side fuel is up, equipment is up. so i think it's a combination of money and it's a combination between where did the workforce go. >> reporter: it's not just the coast dealing with brutal winter conditions. heavy snow is blamed for this 15-vehicle pileup in colorado. and in florida, the so-called sea smoke was seen coming off the water as temperatures dipped into the 40s in west palm beach. and it will get even colder in florida this weekend with windchills in the 20s in orlando.

we'll take a closer look at your forecast in just a few moments. now, the other big story this morning, the dramatic shootout between police officers and a suspect in houston. in the middle of the street, three officers shot and now new details about the gunman. this morning, the suspect accused of shooting three houston police officers is under arrest. the hours long standoff finally ending last night after the man had barricaded himself inside a home. >> walked out of the house with his hands up. he had an apparent gunshot wound to the neck. >> reporter: the chaos first started when officers responded to a disturbance call. police say the suspect drove away when he spotted the officers then started shooting. in surveillance video obtained by abc station wktr, officers are seen jumping from their vehicles dodging gunfire and firing back. the suspect flees again carjacking another vehicle. >> mercedes, he just carjacked a

white mercedes. >> reporter: the chase ended at a home where the suspect fired more shots at police while barricading himself inside before surrendering. court records show he's been convicted of felonies several times since 2008 including for aggravated assault, weapons, a drug charge and he was wanted in connection with a robbery last month. >> i'm damn tired of it and we need to stand up as a community and do whatever we got to do. >> reporter: it comes amid a nationwide surge of gun violence against police officers. the houston area was already mourning corporal charles galloway who was fatally shot last weekend and just last night, police in milwaukee say a man shot a police officer then stole his patrol car before crashing. that suspect also now under arrest. as for yesterday's shootings in houston, those three officers were shot in their leg, their arm and foot. they were in stable condition last night.

a new lawsuit has been filed in connection with the school shooting rampage in michigan back in november. four students were killed when police say another student opened fire. the parents of one of the victims, tate myre, are now suing the suspect's parents and six school employees claiming they were negligent by failing to alert authorities about the suspect's behavior. myre's father spoke emotionally about his son as a lawsuit was announced. >> we're not doing good. all we do is walk around the house and think about tate. we think about him every day. we sit in his room. we listen to his playlist off his spotify. we miss him, and we're not doing good. >> lawyers for the suspect, ethan crumbley, say they will pursue an insanity defense. we now turn to the showdown with russia and moscow is building up more troops along the border with ukraine. the white house now denying a report that president biden told ukraine's president that a russian invasion is virtually

certain, but the question remainsm can diplomacy stop a war from breaking out? abc's ike ejiochi has the latest on that. ike, good morning. >> reporter: good morning. a show of force from moscow is showing along ukraine's border and now the u.n. security council is set to meet. russia releasing videos showing military drills, its navy conducting light fire exercises in the baltic sea and near the eastern ukrainian border, russian ground forces with tanks and heavy artillery. in a possible sign of final preparations for an invasion "the wall street journal" reports that russia has sent medical units to the front lines. the u.s. also sending military aid including anti-tank missiles and ammunition to the region. >> all of this activity is what leads to our concern over russian intentions here, which

again as always remain opaque. >> reporter: amid the russian buildup, the white house releasing this photo of president biden during his call with ukraine's president zelensky. biden telling zelensky, the united states and its allies will respond decisively if russia further invades. the white house says biden also told zelensky there is a distinct possibility russia could invade in february. >> history will not be kind to president putin if he invades. >> reporter: the u.s. has written a response and is now in the hands of vladimir putin. biden still rejecting his demand that ukraine be blocked from joining nato. the kremlin says putin's response will be swift labeling the military activity as just exercises, but a senior u.s. diplomat making it clear that they are waiting on putin, still eager for diplomacy. >> there's only one decider in moscow, and that is president putin. we hope he will see here a real opportunity for a legacy of security in arms control rather than a legacy of war.

>> reporter: now the u.s. announced that the u.n. security council will hold an open meeting monday on what the biden administration calls russia's threatening behavior. rhiannon. >> ike, thank you for that. president biden has reaffirmed his commitment to nominating a black woman to the supreme court after justice stephen breyer retires at the end of this term. breyer used the event to speak about the future of democracy. >> it's an experiment that's still going on, and i'll tell you something, you know who will see whether that experiment works? it's you, my friend. it's that next generation and the one after that, my grandchildren and their children, they'll determine whether the experiment still works, and, of course, i am an optimist, and i'm pretty sure it will. >> breyer spent time with his grandson before the announcement, part of the next generation he was referring to.

a federal judge has rejected plans to lease millions of acres in the gulf of mexico for oil drilling saying it would be too damaging to the environment. the sale of those leases had generated more than $190 million until environmental activists sued to stop it. the interior department is now reviewing the decision to see if there's any way to salvage the plan. all right. time now for a look at your friday weather. good morning. as we head into the last weekend of january, a nor'easter expected to develop and move up the northeast coast with arctic air filling in behind it. by the time the weekend is over, folks, one to two feet of snow likely to have fallen from hartford, connecticut, up to bangor, maine. new york city, you're expecting six inches here. more in long island and less to the west. this storm is going to produce a lot of wind, folks, damaging wind, coastal flooding and power outages. i'm accuweather meteorologist kevin coskren. coming up, the covid

back now with sarah palin taking heat for multiple visits to restaurants in new york after testing positive for covid. the unvaccinated former alaska governor was seen dining indoors despite the city's vaccine mandate. she reportedly tested positive monday, but instead of isolating for five days, palin was seen dining out the next two nights. city officials are urging anyone who came into contact with palin to get tested. a school district in tennessee is defending its decision to ban a well-known book about the holocaust. the decision is facing sharp

criticism. here is abc's andrea andrea anda i. >> backlash over a tennessee board's plan to ban the graphic novel maus tells the true story about how his parents survived the holocaust with the victims depicted as mice and the nazis as cats. the mcminn county school board voted unanimously to remove the book from its eighth grade curriculum, describing it as too adult-oriented due to its use of profanity and nudity and its depiction of violence and suicide. >> it's really quite stunning when we know the people are bound to repeat the histories of the past if they don't learn from them. banning a book in this way, it's robbing our young people of knowledge. >> if your child doesn't know the difference between a word that's not appropriate to that' thing a parent should be having with the student. >> reporter: the school

district's decision making headlines with anti-semitic crimes on the rise, up 12% last year. earlier this month, four people, including a rabbi were held hostage at a synagogue in texas. and a recent survey found only 45% of americans know how many jews were killed by the nazis, 6 million. >> education is the antidote to ignorance, whether it's about the holocaust or any other issue. >> reporter: the tennessee school board says it's working to find other age appropriate books and says the board members do not diminish the value of maus as an impactable and meaningful piece of literature, nor do we dispute the importance of teaching our children the historical and moral lessons and realities telephone holocaust. the u.s. holocaust museum denounced the maus ban saying the book plays a vital role in educating people about the holocaust. mona, rhiannon? >> thank you. coming up, why more americans are waiting longer for

cuts from the broken glass. they also inhaled some smoke but said it's all part of the job. a small town in alabama is under scrutiny accused of running the ultimate speed trap making big money handing out tickets. police say they're protecting their town but others, they don't see it that way. this morning the small city of brookside, population, 1,250 faces at least five federal lawsuits after a scathing report about local police ticketing practices. >> i don't believe i was impeding any traffic. i wasn't going over the speed limit, under the speed limit. >> reporter: the city seeing a dramatic spike in tickets issued in recent years. so many people were packed into the courthouse, police had to direct traffic. in 2018, only 50 vehicles were towed in the city. but by 2020, that number rose to 789. and in that same period, fines and forfeitures by police rose from 82,000 to $610,000. the city with no traffic lights

collecting nearly $500 in fines for every resident, critics calling it taxation by citation referring to the city as the brookside booby trap. >> most of their conduct is likely illegal or unconstitutional and it is unquestionably harsh. >> reporter: police chief mike jones who spearheaded the changes resigned this week under pressure amid allegations some officers fabricated charges and used racist language. the department has not publicly responded to those accusations. when he was hired jones was the only full time police officer. since then brookside has hired eight more full time cops. one local lawmaker is demanding now other officials resign including the mayor. >> not only does he need to resign, the city attorney prosecutor who has been involved in this and, of course, yes, the the judge needs to resign. >> reporter: critics say this picture demonstrates the issue of overpolicing. a riot control vehicle parked outside the community center. in a city that still has a volunteer fire department. the former police chief says the

department's goal was to make the town safer, but opponents argue when nearly half the town's income is from fines and forfeitures, there is a problem. a growing number of americans are not getting mail delivered on time finding empty mailboxes as the postal service struggles with layoffs and covid-related staffing shortages in places like north carolina, tennessee, indiana, and washington, d.c. some people have got gone more than a week without any mail. the postal service says it is taking steps to address the issue. coming up, the price of chicken wings soaring to new heights. also ahead, some shocking news about kim kardashian's underwear company. i'm those fries you've been craving. i'm hot. i'm steamy. and oh man, do i smell delicious. i'm calling your name. doug... doug.
