frigid ocean with no one in sight. how they made it out alive. pure gold. in the middle of a park, the bizarre location for this cube worth millions of dollars. and the four-legged friend who is now a figure skating phenom. good thursday morning, everyone. i'm mona kosar abdi. >> i'm andrea fujii. andrew is off. we begin with breaking news. the pentagon confirms the u.s. military carried out a counterterrorism mission in syria overnight. >> witnesses say at least 13 civilians were killed during the raid in western syria near the turkish border including six children. the operation lasted about two hours, and military officials confirm there was a mechanical problem with one of the helicopters used in the raid. >> that helicopter was deliberately blown up on the ground. and moments ago we spoke with abc's senior pentagon reporter luis martinez.

>> the pentagon is confirming there's been a special operations raid into northwestern syria. they say it's a successful mission and that there no u.s. casualties but not confirming who was the target of this raid, whether it was an al qaeda figure or top isis figure because this is a rebel area that's been a safe haven for islamic extremists over the last couple of years, and this is where the u.s. actually conducted a raid that killed the top isis leader al baghdadi three years ago. >> president biden is expected to address the military operation later this morning. a massive winter storm is set to impact 130 million americans. snow, sleet and ice are wreaking havoc from here in dallas to detroit. thousands of flights are canceled, and millions are bracing for power outages. this morning, treacherous travel for nearly half the nation. states from texas to maine right now in the path of a wicked winter storm. more than 2,200 flights already canceled today, and overnight nearly 30,000 power outages

reported across texas and oklahoma as temperatures plunged into the teens. in texas, store shelves stripped bare. customers rushing to buy essentials. >> because of last year people are pretty much afraid, so they want to stock up on food in case the power goes out. >> reporter: tractor trailers jackknifing on this highway in missouri and careening off of overpasses in india. this car flipping off the road in lubbock, texas, while officials investigate whether icy conditions are to blame for this train derailment in wayne, oklahoma. >> it felt like an earthquake. i come outside, and i saw the cars tumbling off the right-hand side of the track. >> reporter: illinois, missouri, oklahoma and kentucky already declaring emergencies as the deep freeze sets in. >> it's already started in oklahoma and texas. it will make its way into western tennessee and kentucky, southern indiana too and then ohio. then it gets into the northeast and that's where it could become a real wreck for thursday night into friday morning. the tri-state going to be dealing with that icy side of the storm.

27-year-old officer wilbert mora and his partner, jason rivera, were fatally shot after being ambushed during a domestic violence call. [ speaking foreign language ] mora's sister asking, how many wilberts, how much jasons, how many more officers will have to lose their lives for this system to change? president biden travels to new york today to announce new sanctions to target gun violence. they're expected to include increasing federal resources to fight the illegal flow of guns from other parts of the country and calling on congress to fund additional community policing. these mothers who lost children to gun violence have a message for the president. >> get these guns and get them out of our children's hands. get them from coming into our community. >> reporter: gun violence across the country is spiking. at least nine major cities broke homicide records in the last year. little rock, arkansas, just declared violent crime a public health emergency after at least ten people were injured in

shootings this past weekend and in virginia students and staff at bridgewater college remembering two beloved campus police officers shot and killed tuesday. police say the suspect is a former student. his mother says he's mentally ill. gun reform legislation in congress failed back in september. the president is expected to urge lawmakers today to come together to fund more community policing and intervention efforts. derricke dennis, abc news, new york. now to the showdown with russia and word that 3,000 u.s. troops will soon be deployed to eastern europe to help american allies in the region as the crisis over ukraine escalates. abc's faith abubey has the latest. >> reporter: newly leaked confidential government documents published in spanish newspaper "el pais" shows u.s. officials were asking for transparency in exchange for dialing down the pressure

along ukraine's border. u.s. officials rejected russia's demand for assurances that ukraine won't join nato, however, the u.s. is offering russia a chance to inspect each other's missile defense systems in europe. state department spokesperson ned price saying the documents confirm much of what the u.s. has already said publicly. >> if the source of these documents, whoever that source may be, thought that by leaking them, that they would embarrass the united states, that they would drive a wedge between the united states and nato, i think they will find that they were sorely mistaken. >> reporter: this morning the negotiations continue over a diplomatic way forward as president biden orders 3,000 u.s. troops to deploy into eastern europe to support nato allies if needed. 2,000 of the american soldiers were deployed from ft. bragg, north carolina, to poland and germany. another 1,000 based in germany will move to romania. >> we're going to make sure we reassure our nato allies in eastern europe that we're there. >> reporter: in response russia
