go to abc 7 news.com slash i-team or pick up the phone and call it. man accused of assaulting a 49ers fan at the nfc championship game is free on bond a day after his arrest today englewood's mayor identified the suspect as 33 year old brian alexis sifuentes roselle of los angeles. his arrest came after police traced a vehicle seen in surveillance video of the fight which happened outside sofi stadium during a tailgate party last sunday, daniel luna who was from oakland was wearing a white jersey. the suspect in a yellow jersey. the individual in the white jersey pushes the individual in the yellow jersey the individual in the yellow jersey. pushes the individual in the white jersey and then strikes him once it appears in the face area. the individual in the white jersey falls backwards hits his head on the pavement doesn't move after that. and luna remains in a medically induced coma his family told

police. they're grateful and arrest was made the suspect's mother issued a statement saying her son acted in self-defense and urge people not to rush to judgment. the mother of an east bay man who died during an encounter with alameda police is now a city and the officers involved mario gonzalez suffocated when police pinned him to the ground during the incident last april, his mother has filed a federal civil rights lawsuit saying her son was unjustifiably restrained the lawsuit alleges the three police officers used excessive force. the alameda county coroner's office has described gonzalez's death as a homicide a large protest is going on in oakland right now over a proposal to or merge more than a dozen schools sky 7 was over the crowd a short time ago as the group marched from city hall to school district headquarters. this is one of several protests. we've seen this week. the school board is set to take a vote on the proposal on tuesday abc 7 news senior education reporter liam melendez joins us with the last minute efforts to stop the closures and land. will they help?

well, this is really intense. isn't it? i'mma they just couldn't sit there and thing, you know every time oakland unified announces that closures are necessary. they're always followed by protests in some cases as we know very angry protests and this tends to have an impact on the school board so much so that remember in 2019 the district was trying to identify up to 24 schools that they say had to close or merge over five years to date the board has really not. follow through on this on this i their school is likely to close students from koramatsu discovery. in oakland made sure their voices were heard much like the man whose name is on the building fred t. caramatsu who fought against japanese internment camps fred tikoromatsu. he told us to speak up for what is right why this school made the closure? listen, not others baffles

teachers and staff. it really has been a community here. most of our staff has been here five or six years. most of the students here live in the neighborhood. it's very hard for other people out there to look for schools that they that they that feel like they're at home and i think they should keep it open next. tuesday's school board vote will not only have an impact on this community, but may also change the teachers commitment to the profession and i'm getting my masters right now in biology. i was thinking, you know, do i need to make a change if i want to stay in this? sorry. carl monk elementary is school on the closure list at least 50% of students here are african-american the superintendent of schools has acknowledged that black kids will be impacted the most by the closures this school is important to me. i've been here for five years and i and it was very fun.

and i do not want to leave the school a district report found that 15,000 students have left the district or moved out of the city in the past 20 years. this decline has meant that district receives millions less in state funding another reason for this drastic action is the high cost of maintaining 80 schools. it's just a building, but it's also a community and it serves the community around here. a lot of passion. is there any hope that these schools will remain open will recently the oakland city council approved a resolution asking the governor and the state legislator to get rid of the school districts outstanding debt to prevent closures now, they justify this by basically saying, you know, california will have an estimated $45 billion dollar surplus in 2022 and 2023. so they're basically saying help us out leanne melendez abc 7 news. alright.

sonoma county will lift its restrictions on event sizes which were put into place a month ago to help curb cases contra costa county today lifted its vaccine mandate meaning you no longer have to show proof of vaccination to get into places like bars in gyms. it's because 80% of people in the county are now fully vaccinated. in santa clara county the first of two booster mandates in the city of san jose go into effect today abc 7 news reporter dustin dorsey explains why the city thinks this is best for health and safety. santa clara county is ranked one of the top 40 healthiest communities in the country by us news and world report the city of san jose makes up a majority of the population and the city believes covid-19 vaccine and booster requirements have contributed to that ranking. our party always has been the safety and health of our community as well as our employees. so i think this plays a huge part today. the latest mandate went into effect requiring boosters or

negative covid-19 tests at all city-owned facility event. over 50 these grandparents visiting their grandchildren in san jose are happy to know their little ones will be safer omicron is a nasty little virus that spreads very easily. so that is a concern and the mess, you know, only help a little bit but boosters help a lot. so that could help stop the spread that i'm all for it next week another mandate police fire healthcare and other city employees will be required to be boosted around 96% of employees are fully vaccinated and the city. paid similar compliance with boosters to keep operations running smoothly there have been no impacts, you know as we are heading towards that mandate expiration now many of these employees have ready been required to be boosted santa clara county mandates all county first responders going into high risk settings must receive the extra dose of the covid vaccine on february 1st the county reported around 200 of their 22,000 employees have received letters of intended disciplinary action for not getting the

booster. the county says they anticipate to see numbers of non-compliant employees to decline in the coming days. you're very proud of our highly vaccinated workforce. it just goes back to making sure that you know, we have healthy and safe place to provide services that are much needed to our community the san jose city employee booster mandate goes into effect, february 11th in santa clara county dustin dorsey abc 7 news. this week san francisco added a booster shot requirement for people going to big indoor events that's defined as having more than 500 people like at a warriors game now if you don't have a vaccination card, you will need proof of a negative antigen test within 24 hours or negative pcr test within 48 hours at home test results are not accepted. so keep that in mind. all right. let's turn to our weekend weather. friday's finally here. so weekend it is i did not see that now, of course spencer's office. sandy patel is here with the forecast. yeah, and the fabulous forecast

plant called common yarrow jesse olson is the habitat restoration director at save the bay the environmental group. using native plants to green nearly 10 acres of what's known as a horizontal levy. it's a gently sloping stretch of land connecting bidwell park to surrounding salt ponds, and i think a lot of people moving into the future are thinking of more nature-based solutions for these so traditionally you might be used to a heart and structure like riprap and now we're thinking how could we protect the shoreline and also provide additional benefits to accomplish that vision the save the bay team has been growing plants in a makeshift nursery a short distance away scores of volunteers. point forces to plant the area by hand after an agricultural team place the original materials using heavy equipment right now. it doesn't look like much because they're only in our first year, but from a trained eye you can already see those native plants coming up the project also echoes a movement across the country with the growing threat from climate change and sea level rise many environmental groups say we need

alternatives to simply building higher levies and taller seawolves. natalie snyder is with the environmental defense fund late last year the group joined nearly a hundred other organizations in drafting a letter to the army corps of engineers. it called on the court to refocus its planning toward nature-based solutions, so it doesn't have to be these strong seawalls, which you know actually harm the environment and are not sustainable in the long term with climate change here at home save the bay believes the rav. project can act as a pilot for future planning perhaps becoming a model for major shoreline projects. we are learning a lot here. hopefully we'll see success and that will be something we can share. let's see save the bay is also planning to expand the project soon to include another stretch of a horizontal levy in the same area eventually greening more than 25 acres in all. on every samtrans bus today. seat that's taken and there's a good reason for it.

the bottom line however to remain competitive in this market they're going to need to adjust their salaries and potentially sign on bonuses. robert half found that 47% of bay area companies are offering higher salaries 65% are willing to provide working options 44% are putting signing bonuses on the table and 40% are offering more paid time off, san jose state university economist. justin. reits says signing bonuses are a way to hedge against uncertainty in the economy if you're a business, you don't want to have to give a say 10% increase in a wage where maybe you say we'll give you a one-time bonus to keep you happy. and then we'll see what's gonna happen in the future. now all job sectors are booming construction has seen 5000 job losses in a single month even as hourly wages have gone up five percent over the past year the steepest increase in 15 years. the reasons include supply chain

container recycling program is now up and running, but is it better than what we had before the environment is part of building a better bay area, of course and 7 on your side. phineas been looking into the program and he joins us now with more information michael. we were told that this program dan would be completely different from the past. and boy, is that true. the city used to have hundreds of places to return your bottles and cans stores that sold the items and recycling centers a new law scrapped all of that and

put into motion a mobile program with roaming trucks to be set up around town and taking in your empties. the new program was launched in early january so far only two trucks have been deployed and they aren't roaming. they are stationary at two locations. crochet, hen is with the san francisco department of the environment. so we're starting small, but we are planning on scaling up the program gradually and the goal is to be in every district within the city. although the idea was sold us convenient, not all san francisco see it that way. here's adrian kimbola. i'm unlike me who doesn't have a car and i would be reliant. to call or taking the bus to get to these locations. there are only two. in the city that i have seen when i've checked the app a few times. here's the app. she's talking about the program revolves around it. once the app is downloaded you gather up your bottles in cans

with this new program. you must use these specific blue bottle bank bags to return bottles and cans the website shows where the bags can be found when i went around town spot checking stores. i found none on the shelves and when i asked for them employees, sometimes had no idea what was talking about. other times i was handed a kind of kit with two bags and instructions if you go to the store right now, they're just carrying the two pack bags and if you go to customer service, they should be able to give them to you and for a limited time they're giving them to participants for free consumer watch dogs. jamie court says this new program puts the burden on consumers. what do you of these blue backs? i think they're plastic. i don't understand why a why a a recycling program would use a plastic bag. it seems like the opposite of what you would want to do at the

bottle bank side. i visited those running the place could not have been more helpful or friendly they checked in our app. then checked in the bags of bottles and cans we were recycling. they explained. the containers will be tallied later and the deposit will be sent to the app where it can then be transferred to a financial account. the bottle bank says it can take as long as three days before the payment is received now. we recycled our bottles and cans on tuesday around noon. we have still not been paid. a couple of final points. there is a saturday availability. it's out at stonestown on the edge of the city and there are also two stationary recycle centers still operating in the city when the bags are sold. they will cost a couple of bucks for a set of eight now to pay for the bags you would have to hand over the deposit of about 50 containers before you broke even with this program one final point. you don't squash the cans. so it takes up a lot more room

city of oakland may keep some contra costa county high school students from going to prom oakland now requires vaccinations for indoor events a change since danville's monte vista high booked its event the school. principal is fighting for an exception for students. he says have no choice in their vaccination status abc 7 news reporter. zach fuentes has the story. oakland scottish rite center has long been the local venue for special events including the montevista high school prom the school booked it again in advance for this year's junior prom. they were out of school for such a long period of time and stuck at home. they are all craving these kind of super fun events, dr. kevin a hearing the school principal says that when they booked the venue, they thought they would work under alameda county's guidelines for large indoor events vaccinations required or a negative negative covid test what we want to wear up. in december the city of oakland had put together an ordinance

that that the required vaccination only the city's ordinance only allows a negative covid test instead if a person shows proof of a verified medical exemption, dr. ahern says that excludes roughly 20 unvaccinated students. they're old enough to get vaccinated. but ahern says there could be more to the reasons that they're not. so we're talking about miners talking about students under the age of 18. they don't have full control over over choices and so students, you know would may want to get vaccinate but their parents are asked or are having them not get vaccinated. reason or another dr. ahern sends a proposal to the city asking that high school's leasing venues be allowed to accept a negative covid test. he said that the high school would offer the test on campus the day before the february 12 prom the proposal went nowhere. we reached out to the city who sent a statement that set in part. the ordinance does not authorize city staff with discretion to grant the exemption proposed. however a person attending a large indoor event such as this may be exempt from the vaccine proof requirement if they are
