authorities in virginia are investigating a shooting at a hookah lounge that left one person dead and 4 others injured. officers responded to reports of shots fired at this hookah lounge before midnight. police have not released information on the victims. the potential suspects or emotive. nearby virginia tech was encouraging students to stay indoors but has since lifted that request. we will keep you posted. at home, back to that developing news locally, the chp is investigating another freeway shooting that left a man dead. thisappened last night on northbound interstate 880 in oakland. abc reporter luz pen local leaders, who are demanding change. >> this is the second fatal highway shooting of the year in oakland. the incident was first reported to be a fatal collision. >> the driver is unresponsive. >> around 5:45 p.m., chp shut

down northbound interstate 880, diverting traffic for hours. >> it is unacceptable. any homicide, any violent crime is an acceptable. luz: in the last nine months,, , there have been five fatal highway shootings in oakland. two people were killed in a party bus. jasper rude was killed on i-80 in november. in january of this year,an alameda county sheriffs or kurt was shot and killed on i-5 80. another person shot and killed on the 880 freeway. oakland councilmember calling for change. >> we need to step up our efforts and have our police departments along the corridor work with chp closely to track down who is doing this. >> in 2015, contra costa county

was facing about 115 shootings in 13 months. hercules city councilmember dan romero was the first city leader in contra costa county to search for solutions on push for highway cameras. he's suggesting the same for oakland. >> how many people have to die on the interstate to take action? the action would be signing a letter with the request to the state california department of transportation. i mean, the state is sitting on what? over $40 billion in reserves? >> the freeways are the responsibility of the state california transportation agency. >> if the state wants to put surveillance cameras on state highways, and they are shown to be something that can help solve violent crimes, that's fine. we should try it out. >> governor newsom spoke about his plan to crackdown on come violent. he said his office it's continuing to review tools that could help chp officers like

and restaurants. reaction from businesses in one a quick. >> on friday. contra costa county took a step back towards normal. announcing that places like restaurants and bars would no longer have to require proof of vaccination. >> none of these health orders were ever meant to be permanent. these were temporary measures for public health measures to protect people's health. >> the order had been in place in september but the county says it feels comfortable allowing the new rules thanks to both declining case numbers and vaccination rates topping 80%. >> i think if you are dining or going to a restaurant in contra costa county, you can feel pretty safe that the people sitting next to you are also vaccinated. >> the relaxation takes effect immediately. some restaurants tell us they are happy to see the loosening of rules. one of those is the owner of a

there have been several protests throughout the week, with students, teachers and parents taking to the streets. a report found that 15,000 students have left the district or moved out of the city in the past 20 years. this drop means that oakland loses out on millions of dollars in state funding. another reason for this proposal is the school district is saddled with the cost of maintaining 80 schools. some parents think there has to be a better way than closing schools and merging them. >> you cannot balance the budget on the backs of schools, especially schools with stable populations and happy kids that are performing well. >> the school board is expected to vote on the proposal what it meets on tuesday. the west contra costa unified school district has recent agreement with the teachers union on covert safety measures. it requires the district to provide masks daily for all students and staff. weekly testing will be conducted at all school sites for the rest

protest the new linkage center at u.n. plaza. the center open last month with service providers for things like substance abuse, mental health care and housing needs. mothers against drug jets is a group of moms who have lost children to fentanyl or whose children are currently struggling with addiction. they say open drug use at any site that is supposed to link people to treatment only causes further harm and continued use. there protest starts at 8:00 this morning and they say a counter protest is expected. today, you can vote early in san francisco's special election. the department of lectures is opening up the city hall voting center hours this weekend and next week and our 10:00 a.m. to 4:00 p.m. and weekdays 8:00 to 5:00. on election day, the hours are extended from 7:00 a.m. to 8:00 p.m.. polls close at 8:00 p.m. on the 15th. you can drop off your ballots. you can find more information about voting locations and those

we look at several and they are not all agreeing. it is at least 10 days out. we are certainly trying to see a change in the pattern. as we look at live doppler 7 right now, you can see we do have some clouds over northern california. the big dome of high-pressure protecting us overall. these are just high clouds that will filter through throughout the first part of the day. 43 on the peninsula, foster city, 39 san mateo, 41 in belmont with numbers in the mid 30's elsewhere as you get down the peninsula, a little milder from that 41 in san jose. dublin at 33 degrees, 35 in livermore with 36 in napa. a little bit of fog out towards east bay, up in santa rosa. nice view here, though. this is from our tower camera to see the perspective. moderate air quality. high-pressure is in control. we need some mixing. we will get a few bouts of offshore winds this week, not

doing a whole lot to improve air quality, but we will get into some better air quality at times. things generally only remaining the same, we are going to get into a warming trend after today. looking at hazy skies and warmer weather for the weekend. temperatures will continue to rise into next week, and records are possible wednesday and thursday. , friday, though, still looking like mild temperatures. here's a look at the sky covered. high clouds starting at 9:00 this morning. we go through about 1:00, the north bay clears out, everyone is in full sunshine by the afternoon. the fog comes back for sunday. it might be a little breezy at our area beaches. overall, percentage of normal since october 1, we are dipping below 100%, san jose at 91%, 113% santa rosa, 126% san francisco.

companies are offering higher salaries -- 47% of bay area companies are offering higher salaries. 44% are putting certain bonuses on the table and 40% are offering more paid time off. san jose state university economist justin reads says signing bonuses are a way to hedge against uncertainty in the economy. >> if you're a business, you don't want to give a, say, 10% increase in a wage, where maybe you say we will give you a one-time bonus to keep you happy, and that we will see what's going to happen in the future. david: not our job sectors are booming. construction has seen 5000 job losses in a single month as hourly wages have gone up over the past year. the steepest increase in 15 years. reasons include supply chain issues and the rising cost of materials. still, the hiring boom appears to reflect confidence by companies that the long-term outlook is good. >> if you are hiring someone,

three-time greater risk of testing positive for the virus compared to those vaccinated. also, a new study found that fewer fully vaccinated students died during the omicron wave while hospitalized compared to those during the delta searc urge.the cdc is out with liz: a new recommendation. liz:the agency says people in the immunocompromised group who have had the mrna vaccines should get a fourth shot. previously, the cdc was recommending a weight of at least five months. this applies to people 18 and older who have had the vaccine and people 12 and older who got pfizer. for those who got j&j, the recommendation is to get an mrna dose at least 28 days after the first shot, followed by a third dose at least two months later. new rules in the city of oakland may keep some contra costa county high school students from going to prom.

oakland now requires vaccinations for indoor events, a change since danville's montevista high school book that's about. the school principal is firing for an exemption. abc 7 news reporter zach fortes has a story. >> oakland scottish rite center has long been the local venue for special events, including the montevista high school prom. the school booked it again in advance for this years junior prom. >> they were out of school for such a long time and stacking them. they are all craving these kind of super fu eventsn. >> the school principal says that when they booked the venue, they thought that they would work under alameda county's. guidelines. >> we were unaware of that in december, the city of oakland had put together an ordinance that required vaccination only. >> the city's ordinance only allows a negative covid test instead if a person shows proof

of a verified medical exemption. that excludes roughly 20 unvaccinated students. they are old enough to get vaccinated ahearn says there could be more to the reasons that they are not. >> we are talking about minors, students under 18, they don't have control over choices. students, you know, they may want to get vaccinated, but their parents are having them not get vaccinated for one reason or another. >> dr. ahearn is asking that high schools leasing venues be allowed to accept a negative covid test. he says that the highest would offer the test on campus before the february toe prom. the proposal went nowhere. the city sent a statement that said the ordinance does not authorize city staff with the discretion to grant the. discretion to grant exemption proposed. however, a person attending a large indoor event such as this may be exempt from the vaccine proof requirement if they are entitled under any applicable law to any -- ahearn wants to continue the
