announcer: building a better bay area. moving forward, finding solutions. this is abc 7 news. >> it is unacceptable. any homicide is unacceptable. liz: another freeway shooting in the east bay. it is the second one this year and the fifth in the last nine months. explaining what they hope could be part of the solution to prevent these crimes from happening. good morning, everybody. it is saturday. thank you for joining us. we are going to get to that story in just a moment, but first let's start with a look at the weather with meteorologist lisa argen. lisa: good morning to you. we have some high clouds and they have allowed for temperatures to come up a few degrees this morning. but it is still chilly out there. with the cloudy skies we are

starting out with numbers in the 30's and 40's. still pretty cool with those upper 30's towards pittsburgh and lafayette. how about 36 in dublin? 35 in pleasanton. as we get toward the north bay, just as cold in santa rosa, napa. low 40's from san carlos to pacifica. there is the shark tank. we will keep the clouds with us through the first half of the day. we are near the upper 50's by noon time. it is a sunny afternoon with the low to mid 60's by late today, and as we look at that sunset, 5:37, he will look for a cold night again and waking up to sunny and warmer conditions for your sunday. we will talk about a warm week ahead coming up. liz: thank you. back to that breaking news beer telling you about overnight. the chp is investigating another freeway shooting that left one man dead. this happened last night on northbound interstate 880 in

oakland. this is the fifth freeway shooting in oakland in the last nine months. abc 7 news reporter luz pena spoke with leaders who are demanding change. luz: this is the the the the the freeway shooting of the year. the first was reported to be a fatal collision. around 5:45 p.m. chp shut down northbound interstate 880, diverting traffic for hours off the freeway at oak street. >> it is unacceptable. any violent crime is unacceptable. luz: in the last nine months there have been five fatal freeway shootings on oakland freeways. lasted two people were killed on a party bus. 24-month-old jasper wu was killed on i-8 80 in november. lecrone antioch woman was killed less than a month ago in january of this year. the crown alameda chef -- county sheriff's recruit was shot and

killed on i-5 80. now, another person shot and killed on the 880 freeway. oakland councilmember don cold calling for a change. >> we need to step up our efforts and work with our police departments along the 880 corridor, work with chp closely to track down who is doing this. luz: in 2015 contra costa county was facing 115 shootings in a 13-month period. please city councilmember dan romero was the first city leader to search for solutions and push for highway cameras. he, suggesting the same for oakland. >> how many people have to die on interstate 880 to take action? action would be a letter to the state of california department of transportation. the state is sitting on $40 billion of reserves. luz: the freeways are the responsibility of the california state transportation agency. >> if the state government wants

to perk surveillance cameras on our state highways, and they are shown to be something that can help solve violent crimes, and that is fine. you should try it out. luz: last month governor newsom spoke about his plan to crackdown on gun violence. he said his office is continuing to review tools that could help chp officers. luz pena, abc 7 news. liz: we sent this push alert on our abc 7 mobile app when we confirmed this incident was a shooting. if you want breaking news alerts you can download the app store. developing news we want to tell you about as well. authorities in virginia are investigating a shooting at a hookah lounge that left one person dead and four others injured. police say officers responded to reports of shots fired at the lounge just before midnight. so for police have not released

suspects or emotive. nearby virginia tech was encouraging students to stay indoors, but they have since lifted that request. not to some covert headlines. sonoma county is lifting its ban on large gatherings thursday. the health director says there are signs we have moved past the winter surge with both covid cases and hospitalizations declining. the cdc has given formal approval to moderna's covid-19 vaccine. until now it was only allowed under emergency use authorization. according to an analysis by johns hopkins university the pandemic's u.s. death toll topped 900,000 this week. people and contra costa county will not be whipping out their vaccine card is often. the county is relaxing its requirement to show proof of vaccination in some indoor settings. abc 7 news porter tim johns has reaction from businesses. tim: contra costa county took a step back toward normal. the county's health department announcing that places like

restaurants and bars would no longer have to require for vaccination from customers in order to be inside. >> of these health orders were ever meant to be permanent. these were temporary measures 4 -- public health measures to o protect people's health. >> the order had been in place in september but the county says it feels comfortable allowing the new rules, thanks to both declining case numbers and vaccination rates topping 80%. >> i think if you are dining or going to a restaurant in contra costa county, you can feel pretty safe that the people sitting next to you are also vaccinated. tim: the relaxation takes effect immediately and some restaurants tell us they are happy to see the loosening of some of the rules. one of those is the owner of a restaurant in walnut creek. >> i feel like i have to check everyone and be the police, which i really didn't like to do that, they still have to do it. tim: others, too, happy to see

the requirements go and comforted by the high level of vaccination in the community. >> it makes us feel safer, makes us work up to 100% of what we can do. tim: some diners with mixed feelings, relieved to be moving in the right direction but remain cautious. >> want to be safe. i want to have a good time. i want all of these people to have a good time, but i don't want to get sick. tim: and contra costa, tim johns, abc news. liz: >> carol fife will hold a rally to prevent the closure and merger of more than a dozen schools. yesterday hundreds of people took part in a rally as part of a last-minute push to prevent the closures. ♪ throughout the week, with students, teachers, and parents taking to the streets over this. the report found that 15,000 students had left the district

or moved out of the city in the past 20 years. this drop means oakland loses out and millions of dollars in state funding. another reason for this proposal is the school district is saddled with the cost of maintaining 80 schools. some parents think there has to be a better way than closing schools and merging them. >> you cannot balance the budget on the backs of schools, especially schools with stable populations and happy kids that are performing well. liz: the school board is expected to vote on the proposal when it meets on tuesday. the west contra costa unified school district has reached an agreement with its teachers union on some covid safety measures. the deal requires the district fight kn95 masks daily for all students and staff. weekly testing will be conducted at all school sites for the rest of the school year, and all -- and weekly testing for all classes if there is one positive covid case. baseline testing will be conducted after the february break and spring break.

and the district has also agreed to an increase in pay for substitutes and phil-ends. developing news, millions of people are cleaning up this morning as another winter storm moves out. but there is still a major concern about the ice. the storm unleashed snow, rain , and bitter cold temperatures, making for dangerous commutes in several states. morgan norwood has latest. morgan: that monster storm that dumped more than one foot of snow from missouri to the northeast, continuing its push east, ringing bitter cold temperatures. outside boston, a tractor-trailer colliding with a vehicle, one person killed. and in boston, tow trucks arriving on scene following several crashes along icy highways. >> cut your speed down, when you can. >> still snowing. morgan: north of new york city, a state of emergency, snow blanketing roads in rochester. in texas, the state escaping another power grid emergency. though hundreds of thousands remain in the dark.

officials say it is nothing like last year's storm that buckled that the state's power grid. >> the power grid continues to perform well at peak demand during this winter storm. morgan: still, the storm wreaking havoc on travel throughout the state, traffic down to a standstill outside san antonio. the line of vehicle stretching for miles. some drivers stuck in the blistering cold for more than 13 hours. >> it was pretty cold last night. dropped down to about 18. morgan: the massive winter system triggering a wave of flight cancellations and delays across the country. in minnesota, crews working around the clock to de-ice planes. in dallas, the tsa line, stretching through the airport, all the way to the baggage claim. morgan norwood, abc news, los angeles. liz: all right, lisa, a much different weather here in the bay area. it is starting to feel like spring during the day. lisa: i know. and that is what it is going to feel like more so as we get through the upcoming work week, right now it is cold. we have a little bit of fog.

last saw her when she left his house in antioch on the night of january 26. her brother and parents later found her car abandoned in a residential area. >> they found her car near her best friend's house in oakley. when we found out i saw the keys were still in the ignition. my cousin opened the door and the car door was unlocked. and then my parents got there. the first thing they asked me to do was to open the trunk. so i opened the trunk, and there was nothing there. liz: alexis' brother says her phone goes right to voicemail, which concerns them because they say she always had it on her and always answered. the man accused of assaulting a 49ers fan at the nfc championship game is free on bond a day after his arrest. the mayor of englewood identified the suspect as 33-year-old brian alexis sifuentes rozell of los angeles. his arrest came after police

chased a vehicle seen in surveillance video of the fight, which happened outside sofi stadium during a tailgate party last sunday. daniel luna from oakland was wearing a white jersey. the suspect was in a yellow jersey. >> the individual in the white jersey pushes the individual in the yellow jersey. the individual in the yellow jersey pushes the individual in the white jersey, and then strikes him once, it appears, in the face area. the individual in the white jersey falls backwards, hits his head on the pavement, does not move after that. liz: luna remains in a medically -induced coma. the suspect's mother issued a statement, saying her son acted in self-defense and urged people not to russian judgment. in the south bay, there is a safety alert that you should know about. police are warning about a pair of recent trail attacks at the st. joseph's hill open space preserve in los gatos.

abc 7 news reporter amanda del castillo spoke with hikers taking precautions. amanda the signs read loud and le -lt large. posts by the police along trails at st. joseph's hill space preserve come only days after the latest attack. >> definitely caught my attention and i definitely had a thought of, should we go on this hike? i looked around, there is still people. amanda there have been two : recent attacks along walking trails in the area, the first on january 13. police amn armed with a knife threatened and attacked two people on the jones trail. in this past saturday a man with a similar description attacked a man from behind. >> i could see where there could be some issues, but because pretty remote. parts of this trail are pretty remote. amanda: this afternoon we spotted many hikers and a mid-peninsula ranger parked along the walking trail. a welcome sight for those wanting to get outdoors after working from home.

francisco to protest the new linkage center at u.n. plaza. the center open last month with service providers for things like substance abuse, mental health care, and housing needs. mothers against drug deaths is a group of moms who have lost children to fentanyl or whose children are currently struggling with addiction. they say open drug use at any site that is supposed to link people to treatment only causes further harm and continued use. their protest starts at 8:00 this morning, and they say a counter protest is expected. today you can vote early in san francisco's special election. the department of elections is opening up the city hall voting center. hours this weekend and next week end are 10:00 a.m. to 4:00 p.m. and weekdays 8:00 to 5:00. on election day, the hours are extended from 7:00 a.m. to 8:00 p.m. polls close at 8:00 p.m. on the 15th. you can find more information about voting locations and ballot drop-off boxes at sf elections.org. if you plan on buying flowers

looking at more dry weather, and whether that is going to be not only above average, but perhaps record-setting as we get into the middle of next week. he was a look at live doppler 7. there are some clouds around. that has helped temperatures stay milder. we still have a lot of 30's out there. it could be colder, and it certainly is chilly here from santa clara down through campbell. what about stanford at 35? also temperatures down throughout santa teresa. 30 a, morgan hill, and 39 in sunnyvale. plenty of men 30's -- mid-30's from liver veil. lafayette, 35. so, the clear air, the lighter winds, partial clearing allowed for temperatures to stay where they should be for this time of year. but you add in the cloud cover and it is not as it could be. certainly bundle up if you are headed out there.

visibility will be moderate today. you went to the east end that is where the air quality was certainly unhealthy to breathe. not so much here. we will be getting a nice afternoon. as we get into sunday and monday, a bit of an offshore flow. some wind will mix things out, allowing for better air quality at times. a nice view here outside our window. will have hazy skies from time to time today. in looking at temperatures rising into your sunday and even into wednesday and thursday we could see widespread 70's around the bay area. there is a look at the cloud cover visiting us first thing this morning throughout the first half of the day, but then it clears quickly. look at the north bay by 1:00, and the southbay getting into more sunshine. the fog comes back into play overnight, keeping numbers tomorrow afternoon in 60's from half moon bay to montero. you had in london and they will be in the 70's. we talked about all of the rain,

liz: according to a new survey, the bay area is one of the hottest job markets in the country. and that is leading to offers of higher pay and other incentives. as we track the economy as parto shows us what employers are putting on the table to recruit workers. david: jobseekers in the bay area are in a good position. three out of four companies here have told business consulting firm robert half that they are hiring. and that gives companies an edge. >> we are going to be looking at the bottom line. however, to remain competitive in this market they are going to need to adjust their salaries and potentially sign on bonuses. liz: robert taft found that 7% of bay area companies are offering higher salaries. 60% are willing to provide

remote working options. and 40% are offering more paid time off. san jose state university economist justin reads says signing bonuses are a way to hedge against uncertainty in the economy. >> if you're a business, you don't want to have to give a, say, 10% increase in a wage, where maybe you say we will give you a one-time bonus to keep you happy. and then we will see what is going to happen in the future. david: not our job sectors are booming. construction has seen 5000 job losses in a single month as hourly wages have gone up over the past year. the steepest increase in 15 years. the reasons include supply chain issues and the rising cost of materials. still, the hiring boom appears to reflect confidence by companies that the long-term outlook is good. >> if you are hiring someone, that's something that you're looking at several -- at least several years out, what are our needs over the next several years? some temporary fluctuations in the stock market probably play less of a role in those

decisions. david: demand for contract workers is also strong. david louis, abc 7 news. liz: in the east bay, a beloved berkeley breakfast spot, bette's oceanview diner, is going to reopen. berkeley reports that the restaurant will reopen by the end of the month under new ownership, but with the same menu and employees. it is going to have a slight change and go by oceanview diner. the previous owner announced the restaurant was closing after nearly 40 years due to a variety of reasons. the new ownership group plans on turning the restaurant into a co-op. that is really some good news. still to come on abc 7 mornings, new recommendations from the cdc on getting a fourth shot. who is included and when you should get it. and no prom means a big problem for some high school students. the new rules that may prevent some kids from going to the upcoming dance. ♪

o ch iuepartly cloudy. it is after 1:00 when we get full sunshine in the north bay. temperatures in the low 60's. some mid-60's on the way for the southbay by 4:00. it is a cool night tonight. we'll talk about fog returning and a warmer sunday in a few minutes. liz: thanks. a new cdc study finds that fewer fully vaccinated patients died during the omicron wave during the delta surge. the cdc announced it will continue to endorse modernity's shot for adults. >> the current current omicron variant wave appears to be loosening its grip on the nation, with new cases decreasing, the country's death toll continues to grow, with more than 2000 deaths recorded per day, today reaching 900,000 lives lost since the start of the pandemic. in oklahoma only 9% of icu beds are available statewide.

at mercy hospital in oklahoma city, doctors feeling frustrated. >> i just pray i don't have to zip up another body bag, i don't have to call someone and let them know that their loved one is not coming home. every day is just filled with nonstop suffering. we feel like failures. reporter: and in madera, california, britney now needs a life-saving lung transplant, more than a month after her covid infection. >> even though she is very ill, she's terminal right now, it's still going to take some time. reporter: despite the warning from top health officials that it is still too early to roll back covid safety measures weary , americans are demanding an end to mask-wearing and sharing their frustrations. from new york to virginia and california, mask lists students -- mask-less students protesting the mandates. new data out by the cdc revealing that vaccines are still a strong form of protection, dramatically reducing the risk of requiring hospitalization or dying from

covid-19. further findings show that unvaccinated adults faced a three times greater risk of testing positive for the virus compared to those vaccinated. also, a new study found that fewer fully-vaccinated patients died during the omicron wave while hospitalized, compared to those during the delta surge. liz: the cdc is also out with a new recommendation for people moderately to severely immunocompromised. the agency says people in that group who have had the mrna vaccines should look to get a fourth shot three months after the previous booster. previously the cdc was recommending a weight of at least five months. this applies to people 18 and older who have had the vaccine and people 12 and older who got pfizer. and for those who got j&j, the recommendation is to get an mrna dose at least 28 days after the first shot, followed by a third dose at least two months later. new rules in the city of oakland may keep some contra costa

county high school students from going to prom. oakland now requires vaccinations for indoor events, a change since danville's monta been to high school -- montevista high school looked its event. the school principal is firing for an exemption. abc 7 news reporter zach fortes has a story. zach: oakland scottish rite center has long been the local venue for special events, including the montevista high school prom. the school booked it again in advance for this year's zoo near prom -- junior prom. >> they were out of school for such a long time. they are craving these fun events. zach the school principal says : that when they booked the venue, they thought that they would work under alameda county's guidelines for events. vaccinations required or a negative covid test. >> what we were not aware of is the city of oakland had put together an ordinance that required vaccination only. zach: the city's ordinance only

allows a negative covid test instead if a person shows medical exemption. proof of a verified medical exemption. that excludes roughly 20 unvaccinated students. they are old enough to get vaccinated, but ahearn says there could be more to the reasons that they are not. >> we are talking about minors, we are talking about students under the age of 18. they don't have full control over choices. students may want to get vaccinated, with their parents are not having them getting vaccinated for one reason or another. zach: dr. ahearn is asking that high schools leasing venues be allowed to accept a negative covid test. he says the high school would offer the test on campus the day before the prom. the proposal went nowhere. we reached out to the city, who sent a statement that said in part, the ordinance does not authorize city staff with the discretion to grant the exemption proposed. however, a person attending a large indoor event such as this may be exempt from the vaccine proof requirement if they are entitled under any applicable law to a reasonable accommodation for a medical condition. ahearn wants to continue the

conversation with the city so that students who have spent two years in the pandemic can enjoy a sense of normalcy. >> you cancel graduations, proms, other events. this is that first opportunity to really celebrate as a class. liz: new developments following a deadly police shooting in minneapolis. the mayor is stopping no-knock warrants. some may find this video upsetting. body camera footage captured the incident as officers entered the apartment and found a mere lock under a blanket with a gun in his hand. seconds later, an officer opens fire after police say lock pointed the gun at officers. police were investigating a homicide, but lock was not named in the warrant. his family says he has no criminal record and legally owned the handgun. his mother is demanding justice. >> i want the police officer that murdered my son to be prosecuted and fired. >> yes.

liz: the case is drawing comparisons to the breonna taylor case. she was shot and killed as a louisville police served a no-knock warrant in 2020. new details about a couple and their dog who were stuck in a remote cabin in sierra county for nearly two months. this is video from a chp helicopter sent in to rescue them this week. they had tried to get out on their own, but all of that snow made it impossible. >> between the cabin and getting out there were areas that were probably 6, 8, 10 feet of snow on the roadway. liz: they finally decided they needed to call the sheriff's office, hiking an hour from the cabin just to find a spot with cell service. >> they were starting to get critically low on food and they thought that they better start getting an exit plan to make it out before things got dire. liz: the couple was in good spirits and did not need any medical attention after the rescue. pretty remarkable. still ahead on abc 7 mornings, how janet jackson is helping a

lisa. imagine you are a nonprofit trying to empower young girls to take on a leadership role in our society. next thing you know, entertainer janet jackson offers to donate money to your cause. pretty cool. that is exactly what happened in oakland to their organization called girls leadership. abc 7 news reporter leanne menendez explains how they are helping to build a better bay area. reporter: tokai tyler and simone murray are helping girls of color find their voices in society. ♪ that is help mega-entertainer janet jackson describes them and why she is donating to the oakland-based nonprofit they run, called girls leadership. >> where just happy because we feel like she, janet jackson, represents what we are all about. reporter: jackson is selling off some of her vintage and rare concert merchandise. proceeds go to girls leadership. very powerful. if you think about a

kindergarten girl, she's really care that she's powerful, she has clear leadership goals. >> how do you know what i can 't do, because you are not around me all the time? so how are you supposed to know what i don't know how to do and what i can't do? ♪ leanne: a 2020 report by the nonprofit says many girls eventually lose that voice. that report found that teacher bias is the greatest challenge that black and latino girls face. they are often perceived as loud, aggressive, and angry. that misperception can have a harmful effect on their leadership skills. girls leadership also offers professional development training for teachers and parents, because there is a right way of supporting girls. >> that a teacher could say, ok, what you are saying is really important, let's work on how we say it. let's work on what you want to do here, and i am here to help you find the right way to be powerful, not punish you for
