this happened last night on northbound interstate 880 in oakland. luz pena spoke with local leaders who are demanding change. luz: the second fatal highway shooting of the year in oakland. >> the driver is leaning over the passenger seat. luz: it was reported to be a fatal collision. >> driver unresponsive. luz: around 5:45 p.m., chp shut down north interstate 880, diverting traffic off the freeway at oak street. >> any violent crime is unacceptable. luz: in the last nine months there have been five fatal highway shootings in oakland. last may, two people killed on a party bus on 580. 23-year-old jasper wu was killed on 880. a woman was killed in january.

an alameda county sheriff's recruit was killed. now another person shot and killed on the 880 freeway. open councilmembers calling for change. >> we need to step up efforts and work with our police departments along the 880 corridor to attract and who is doing this. luz: in 2015, costa country county was facing 115 shootings in a 13-month period. hercules city councilmember don romero was the first city leader to search for a solution and push highway cameras. he is suggesting the same for oakland. >> how many people have to die on 880 to take action? the action would be signing a letter with the request to the state of california, the department has rotation. the state is sitting on 40 billion always of reserves. luz: their freeways are the

responsibly the california state transportation agency. >> if the state wants to put up surveillance cameras on the state highways and they are shown to be something that can help solve violent crimes, that's fine. we should try it and see how it works. luz: governor newsom spoke about his plan to crackdown on gun violence. he said his office is continuing to review tools that can help chp officers like highway cameras. luz pena, abc 7 news. liz: we sent this push alert on the abc 7 mobile app when we confirmed it was a shooting. if you went breaking news alerts, download the app from the app store. more developing news. authorities in virginia are investigating a shooting at a hookah lounge that left a person debt and four others injured. officers responded to reports of shots fired at the hookah lounge just before midnight. police have not released information on the victims, the potential suspects or motive.

virginia tech was encouraging students to stay indoors but has since lifted that request. now to covid headlines. sonoma county is lifting its ban on large gatherings on thursday. the health director says there are clear signs we have moved past the winter surge with both covid cases and hospitalizations declining. this easy finally gave formal approval to moderna's covid-19 vaccine. it was only allowed under an emergency use authorization until now. according to an analysis of data by johns hopkins university, the pandemic u.s. death toll topped 900,000 this week. people in contra costa county will not be whipping out their vaccine cards as often anymore. the county has relaxing requirements to show proof of vaccination in some indoor settings. tim johns has a from businesses in walnut creek. tim: contra costa county took a step back towards normal on friday.

places like restaurants and bars would no longer have to require roof of vaccination from customers to be inside. >> none of these health orders were meant to be permanent. these were temporary measures for public health measures to protect people's health. tim: the order was in place since last september. the county feels comfortable allowing new rules things to defining case numbers and vaccination rates topping 80%. >> if you are a diner going to a restaurant in contra costa county, you can feel pretty safe the person or people sitting next to you are also vaccinated. tim: the relaxation takes effect immediately. some restaurants tell us they are happy. one of those is the owner of a restaurant in walnut creek. >> i feel like i have to check everyone. i still had to do it. tim: others are happy to see the

requirements go and comforted by high-level vaccination in the community. >> did makes us feel safer and work at 100% of what we can do. tim: some are still with mixed feelings. believed to be moving in the right direction but remaining cautious. >> i want to be safe and have a good time and have all these people have a good time but i don't want to get sick. tim: tim johns, abc 7 news. liz: fifo hold a rally today to prevent the closure and merger of more than a dozen schools. hundreds of people took part in a rally and march as part of a last-minute push to prevent the closures. ♪ throughout the week with students, teachers and parents taking to the streets. a report by the school district found 15,000 students have left the district or moved out of the

city in the past 20 years. it means oakland loses out on millions of dollars in state funding. another reason is the school district is saddled with the cost of maintaining 80 schools. some parents think there has to be a better way than closing schools and merging them. >> you cannot balance the budget on the backs of schools, especially schools with stable populations and happy kids that are performing well. liz: the school board is expected to vote on when it meets on tuesday. the west contra costa county unified school district has reached an agreement with its teachers union on some covid safety measures. it requires the district to provide kn95 masks daily for all students and staff, weekly testing conducted at all school sites for the rest of the school year, and twice weekly testing for all classes if there is one positive covid case. baseline testing will be conducted after february break and spring break.

liz: friends and family of alexis gabe are another search this weekend. the nursing's will graduate disappeared 10 days ago and has not been seen or heard from since. police call this case suspicious. alexis's brother tells abc 7 news per ex-boyfriend said he last saw her when he left her house on the night of january 26. her brother and parents later found her car abandoned in a residential area. >> we found her car near her best friends house in oakley. when we found it, i saw the keys were still in the ignition. my cousin opened the door and the car door was unlocked. then my parents got there and they asked me to open the trunk.

i opened the trunk. there was nothing there. liz: alexis's predecessor phone goes to voicemail, which concerns them because they say she always had it on and she's always answered. the man accused of assaulting a 49ers fan at the nse championship game is free on bond a day after his arrest. the mayor of inglewood identified the suspect as 33-year-old brian alexis rozel. police traced a vehicle seen in surveillance video of the fight which happened outside sofi stadium during a tailgate party on sunday. daniel luna from oakland was wearing a white jersey. the suspect was in a yellow jersey. >> the individual and the white jersey pushes the individual in the yellow jersey. the individual and the yellow jersey pushes the individual in the white jersey, and then strike him once in the face area. the individual in the white jersey falls backwards, hits his

head on the pavement, does not move after that. liz: luna remains in a coma. the suspect's mother issued a statement saying her son acted in self-defense and urged people not to rush to judgment. in the south bay there is a safety alert. people are warning about a pair of recent trail attacks at the st. joseph hill open space preserve in los gatos. amanda del castillo spoke with hikers taking precautions. amanda: assault suspect that large. it's posted along trails at saint josephsephsephsephse -- hill. >> >> i looked around and there were still people. amanda: there have been two attacks on trails in the area. the first happened on january 13. police say a man armed with a

knife threatened and attacked two people on the jones trail. this past saturday at about 5:00 p.m., a man with a similar description attacked the hiker from behind on the manzanita trail. >> parts of the trail are remote. amanda: we spotted hikers and a regional open space ranger parked along the walking trail. a welcome sight than simply wanting to get outdoors after working from home. >> this is like a safe place to exercise, work from home and get out of the house and the fact that people are still doing bad things is very alarming. amanda: among the list of tips, the department urges people to walk in pairs, let someone know your plans, and lower the volume of your earbuds. >> i did key point out so i could hear around me. having the dog i feel pretty safe. he's good at noticing things. >> i tried not to go out alone because i don't have a great cell reception here. amanda: they suggest staying up

the trails when it is dark out. >> i hope they can track down whoever was doing that and try to prevent anything like that from happening again. amanda: each victim described to the attacker as a hispanic man, 5'5", 100 50 pounds wearing all dark clothing in the bandana over his face. amanda del castillo, abc 7 news. liz: a group of mothers are gathering in san francisco to protest the new linkage center at u.n. plaza. it opened last month with service providers for things like substance abuse, mental health care and housing needs. mothers against drug deaths as a group that lost children to fentanyl or whose children are struggling with addiction. they say open drug use at any site that is supposed to link people to treatment only causes further harm and continued use. the protest started at 8:00 this morning and they say i of protest is expected. you can vote early in san francisco special election. the valid please recall measures

louis shows us what employers are putting on the table to recruit workers. david: jobseekers are in a good position. three out of four companies here have told business consulting firm robert half they are hiring. that gives applicants an edge. >> they will be looking at the bottom line. to remain competitive in the market they will need to adjust their salaries and potentially sign on bonuses. david: they found 47% of bay area companies are offering higher salaries. 65% are willing to provide remote working options. 44% are putting signing bonuses on the table. 40% are offering more paid time off. san jose state university economist justin reats says it's a way to hedge against uncertainty in the economy. >> if you are a business, you don't what they have to give 10% increase in a wage. or maybe we will give you a bonus to keep you happy.

then we will see what will happen in the future. david: not all job sectors are booming. construction has seen 5000 job losses in a month as hourly wages have gone up 5% over the past year. the steepest increase in 15 years. the reasons include supply chain issues and the rising cost of materials. the hiring boom appears to reflect confidence by companies the long-term outlook is good. >> if you're hiring someone, you are looking at several years out the needs over the next several years. temporary fluctuations in the stock market will probably play less of a role in those decisions. david: demand for contract workers is strong. david louis, abc 7 news. liz: in the east bay beloved berkeley rectus spot will reopen. berkeley site reports the restaurant will reopen by the end of the month on the new ownership over the same menu and employees. it will have a slight name

california, mask was students protesting the mandates. new data by the cdc revealing vaccines are still a strong form of protection, dramatically reducing the risk of requiring hospitalization or dying from covid. further finding show unvaccinated adults faced a three time greater risk of testing positive for the virus compared to those vaccinated. a new study found fewer fully vaccinated patients died during the omicron wave, while hospitalized, compared to those during the delta surge. liz: this cdc is that with any recommendation for people moderately to severely immuno compromised. they say people in that group who had the mrna vaccines should like to get a fourth shot at least three months after the previous booster. previously the cdc was recommending a weight of at least five months. this applies to people 18 and older who have had the

moderna vaccine and people 12 and older they got pfizer. for j&j, get an 28 days after the dose. new rules may keep some contra costa county heisel students from going to problem. oakland requires vaccinations for indoor events, a change. the school principal is fighting for an exemption for students who have no choice in vaccination status. zach fuentes has the story. zach: the scottish rite center has been the venue for special events, including the montevista high school prom. they booked it again for this years junior prom. >> they were out of school and stuck at home. they are craving these kind of superfund events. zach: this will principal says when the book to the venue they thought they would work under alameda county's guidelines for large events.

vaccinations required or a negative covid test. >> we were unaware that in december oakland put together an ordinance that required vaccination only. zach: the city only allows a negative covid test if a person shows proof of a verified medical exemption. he says that it's close roughly 20 unvaccinated students. they are old enough to get vaccinated but he says they could be more to the reasons they are not. >> we're talking about minors under 18. they don't have full control over choices. students, they want to get vaccinated but the parents are having them not get vaccinated for one reason or another. zach: he sent the proposal asking the high school leasing venues except the negative covid test. he says the highs go would offer the test on campus today day before the february 12 prom. the proposal went nowhere. we reached out to the city who sent the statement that said in part, "the ordinance does not

authorize city staff discretion. a person attending a large indoor event such as this may be exempt from the vaccine proof requirement if they are entitled to under any applicable law to a reasonable accommodation for a medical condition." he wants to continue the conversation so students who spent two years in the pandemic can enjoy a sense of normalcy. >> you cancel graduation, proms. this is the first event to celebrate as a class. zach: zack littell's, abc 7 news --zach fuentes, abc 7 news. liz: in minneapolis the mayor is stopping no-knock warrants. some may find this video upsetting. body camera footage captured the incident has officers entered the apartment and found amir lock with a gun in his hand. seconds later, an officer opens fire after police say he pointed the gun at officers. police were investigating a homicide but locke was not named
