thanks for joining us. great to have gio benitez back at the desk with us this morning. it's a busy morning. the u.s. celebrating its first medal of the olympic games in beijing. team usa's julia marina earning a silver medal in the women's snowboard slope stystyle competition. we're following the headlines in england. the queen making her wishes clear about camilla once prince charles takes the throne. we start with russia's massive build-up of troops and fire power on ukraine's doorstep and the possible timing of any invasion. terry moran is in kyiv with the latest. good morning, terry. >> reporter: good morning, eva. this morning as russia continues to pour land, sea and air forces into the region new satellite imagery analyzed by independent researchers seems to show some russian forces on the move, taking forward positions closer to the ukrainian border. all this as thousands of u.s.

troops arrive in eastern europe. russia is expanding its vast troop deployment around ukraine. the kremlin adding forces on all fronts. all told the u.s. saying the russian deployments represent the largest advance deployment of combat fire power in europe since world war ii. equivalent to the u.s. army's full active duty capability. abc news learned the u.s. now estimates that russia has 70% of the forces in place needed to invade ukraine. from special operations troops to tanks and artillery to air and naval forces. but intelligence agencies in the u.s. and nato allies continue to assess that vladimir putin has not made a final decision on war. these new satellite images show moscow's military build-up in belarus including ground attack aircraft, artillery and more. russia moved advanced fighters and attack helicopters to the area around ukraine. the russian military released

this video of bombers on patrol over belarus. wile in the nearby black sea, as many as 30 russian warships are deployed including ships that could be used for beach landings with more on the way. if vladimir putin decides the invade, the u.s. believes it would likely be in the coming weeks during the deepest winter freeze here. the hard ground would make it easier for tanks to navigate the rugged terrain. the first of 3,000 troops sent by president biden arrived in germany and poland. deployed to reinforce nato allies, not ukraine. meanwhile in kyiv more military aid arrived saturday, part of a $200 million package from the united states. while in the outskirts of the

city, some civilians are receiving weapons and medical training in case russia invades. [speaking foreign language] this volunteer saying we have to defend our borders and the future of our nation. a show of defiance in kharkiv ukraine's second largest city, 25 miles from the russian border. thousands of marching demanding an end to the russian threat. the ukrainian government continues to say that as they analyze the situation they don't see that russia is ready to invade. they're trying to tamp down the tension. that protest in kharkiv shows a rising spirit of concern and even militancy here. they don't want war. if there is one, looks like they'll be ready to fight it. whit? >> terry moran, thank you. let's bring in abc's chief global affairs correspondent martha raddatz. she'll be hosting "this week" later this morning. martha, good morning to you. let's start with the tension in ukraine and that new intelligence that vladimir putin perhaps hasn't made a decision yet about whether to invade.

what impact could this have on the u.s. response and calculation? >> reporter: i think, whit, at this point they really don't know whether he's made a decision, even if he made one, he could change his mind. look what you saw what's happening in ukraine and what terry was telling us. this doesn't look like any de-escalation on either side. you have the u.s. backing up nato. you have russia continuing to build up those troops. the scenarios are absolutely horrible if he goes in you could have a massive refugee crisis. you could have massive civilian and military casualties. this is getting more dangerous by the day. the u.s. originally said they thought he would make a decision. if he does invade, there are many who think he will, that it would be before mid february or perhaps after those olympic games. >> global implications at stake here.

i want to switch gears and talk about a different story, the gop divide over the capital riot. mike pence distancing himself from former president donald trump with that speech. you travelled to the battleground state of arizona to examine how election integrity laz has become a central campaign issue for the midterms and beyond. what did you learn? >> reporter: being on the ground and seeing the candidates on the ballot, many of those candidates do not believe joe biden was elected president. they are still going for the big lie. they are still supporting donald trump, and there are many of them on the ballots this year. we wanted to talk about that and look at election integrity there. it's a fascinating story.

consort, it's rather like the president being elected and downgraded because his wife had not been the first lady because she was second or third lady. it wouldn't make any sense. they were waiting to get the right moment to announce this, and they were going to announce it on the 15th anniversary of prince charles being the prince of wales, but they decided to wait until this moment. >> robert jobson, thanks so much forring wi for being with us. we appreciate you. whit? back here in the u.s. and the fallout from the fatal police shooting in minneapolis. a black man killed in an apartment by police who let themselves in with a key. that city now declaring a moratorium on no-knock warrants. the shooting captured on bodycamera video, and we have to warn you, it is disturbing. abc's ike ejiochi joins us with the latest. ike, good morning. >> reporter: good morning, whit. overnight in the city of minneapolis seeing a second straight day of protest following the shooting death of 22-yeaolocs of an officer durin early morning police raid.

take a look, hundreds of people including members of locke's family marching in downtown minneapolis in a protest labeled justice for amir. they're calling for the firing and prosecution of the officers involved in the shooting. around 7:00 a.m. wednesday minneapolis police obtained a key to the apartment in order to execute that no-knock warrant. you can see the officers entering the home without knocking, eventually kicking the sofa where locke was sleeping. the officer identified as mark hanneman firing at least three shots killing locke less than ten seconds after entering. now police say locke pointed a gun at officers, but in the video, critics of police not that locke appears to point his registered handgun down at the ground with his finger along the side of barrel. now the police officers federation of minneapolis saying in part, no conclusion should be made until the investigation is complete. now the police department says mark hanneman has been placed on administrative leave, and as you said, the mayor of minneapolis issuing an immediate moratorium on no-knock warrants. gio?

>> ike, thank you. we turn to the nfl. just a week away from super bowl sunday the league responding to that racial discrimination lawsuit filed by fired dolphins coach brian flores. the nfl commissioner speaking out this weekend. abc's phil lipof has the latest. >> reporter: this morning, nfl commissioner roger goodell responding to that bombshell lawsuit filed by former miami goodell releasing a memo to all people owners. he acknowledged efforts to promote diversity among head coaches have been unacceptable, pledging to re-evaluate all policies, guidelines, and initiatives relating to diversity. >> there's not enough people of color in the higher coaching level positions. >> reporter: flores' lawsuit claims among other things, the nfl is rife with racism, particularly when it comes to hiring and retention of black head coaches, coordinators, and general managers. right now, out of 32 teams, there is only one black head coach, mike tomlin of the pittsburgh steelers.

there were two others, flores with miami and david culley with houston, both fired after the 2021 season. there are several head coaching positions open this off season. so far all head coaches hired have been white. nfl superstars gearing up for the pro bowl speaking up overnight saying they stand with flores. colts linebacker, darius leonard saying i feel like african american coaches sometimes get nedenies.iba to back wng wldn'ta flores' attorneys also say the commissioner's memo is a good first step in their opinion. they're weary it may be more pr than real commitment to change. eva? >> only time will tell. phil, thank you for that. let's switch gears and get

the men's free skate, an event he was favored to win, the team dropping from first place to second. sitting three points behind the russian olympic committee. in more good news for team usa bobsledder elana meyers taylor is out of isolation and ready to compete. we caught up with her just after she found out. >> what did you think when you got the second negative test? >> i was overwhelmed. i cried when i got the news. i wasn't sure what was going to happen. i wasn't sure if i was going to confined to a quarantine hotel, the three-time olympian finally testing negative for covid twice. >> i'm excited to get out there, and get my body back together and get ready for these races. >> reporter: she can start training right away. she has to stay socially distanced from her teammates. she's still separated from her husband and alternate for men's bobsled and young son. both continue to test positive. >> i think the biggest thing is how i look at it. if i think it's going to have an effect on my training, it will.

spotify to remove music in protest. abc's zohreen shah has more. good morning, zohreen. >> reporter: good morning, eva. we cannot even tell you the first letter of the word that joe rogan once repeatedly used, that's how bad it is. the star podcaster now coming under even greater scrutiny. this morning, spotify reportedly removing over 70 episodes of the joe rogan experience from their platform. this comes as the em battled podcaster is now apologizing for what he says is a regretful and a shameful use of a racial slur several times over several years on his show. >> there's no context where a white person is ever allowed to say that word, never mind publicly on a podcast. i agree with that now. i haven't said it in years. >> reporter: rogan's use of the racial slur resurfacing after r&b singer india ari posted a compilation spanning several years on instagram. >> you know [ bleep ].

safe space for their kids. at the end of the day a deal was brokered on environmental factors. on the west side of chicago they're using boxing as a tool to teach life lessons. things like mind over matter, or how to stay cool under pressure. the stakes couldn't be higher. >> boxing took troubled kids and started to reprogram them. here you have to run at least five miles a day. >> reporter: boxing out negativity provides mentorship and a safe space for at-risk youth. >> good, good. nice pattern. we're not just fighting our way inside the ring, we're fighting our way throughout life. our every day objective is to fight for ourselves and our community. >> reporter: greatness has been elusive for so many young people around here. experts say examining the environment that perpetuates gun violence is key. >> this neighborhood has one of the tyghest covid death rates

it's also the violence. these things are co-prevalent. what ties it altogether is trauma over time and how people react to various traumas. some of the trauma gets acted out in behavioral ways with either mental illness, addiction, violence. >> reporter: there were 219 shooting victims last month alone in chicago, most victims are often never heard from, most crimes never solved. like emmanuel, a young man shot several times back in october. >> it's traumatizing. you know, a lot of anger, a lot of hurt, a lot of resentment. i'm going to be honest, revenge, you know what i'm saying? most importantly i just want to feel normal again. >> reporter: at the university of northwestern they're studying

social and systematic determinants with the hope of reducing gun violence. >> the key there is we have the concentration of violence with neighborhoods that have been locked up and disenfranchised rorr:din knows e esre these yng men are gaststreets.s delops conict il >> not when i walk around outside. >> you got to watch your back 24/7. >> what do you do to regain the sense of safety for yourself? >> stay in the house. >> reporter: burned out buildings and vacant lots are not uncommon. in fact, many date back to the king riots. the lone grocery store in the neighborhood pulled out overnight. there is cause for hope, including plans for a multi-million dollar wellness center. those in the trenches know in order to end the violence they first need to serve the most basic need of the community.
