arrested yesterday morning as chp quickly pursued leads. he is being held at the alameda county jail. jean ransom is being remembered as a pillar of the community. we begin our coverage with luz pena. she has been exchanging messages with ransom's son. luz: it is a loss that has shaken a community. jean ransom was loved by many, leaving a void in the berkeley community. in the 1970's, he was a star basketball player, playing for berkeley hi, later going to uc berkeley and getting a tryout with the warriors. his best friend is not only remembering jean by his accolades, but by his heart. >> i am hurt because of the simple fact that jean and i worked for 20 years through athletes united for peace to

combat violence. the very thing we worked so hard to prevent for our young people, he has been a victim of. luz: for decades, jean gave back to the east bay. kevin knew him best. >> he is a community leader, icon. luz: jean ransom went back to berkeley hi to invest in young basketball talent. his students remember him as a fierce competitor and coach. >> he expected the best out of us. he called our freshman team. we were undefeated. he expected us to perform. luz: for many, the lessons that will last a lifetime are the ones he taught off the court. >> my mom was killed in 2007. he was there to support me. luz: in the basketball world, he was known as jean the dream ransom.

in a statement he said my father was and still is a great man. he is a major influence in the east bay area community. he showed love to everyone he met and came across sometimes as a flare. that was him. he opened the door for future basketball stars who came out of the bay area. he was looked up to and loved by many. i will never forget him and will always love him. >> it is really a horrible loss. luz: luz pena, abc 7 news. liz: in the last nine months, there have been five deadly highway shootings on oakland freeways. less than a month ago, in january, david nguyen was shot and killed on i-5 80. in antioch woman was killed near the bay bridge toll plaza. in october, jasper will was killed on i-880.

the family of another victim of an oakland freeway shooting is calling for answers. tim johns shares their story. >> there is not any type of money that can ever bring them back. tim: barbara nguyen speaking spg abc 7 news. david nguyen was shot and killed by random gunfire last month while driving home on interstate 580 in oakland. now jean ransom also shot and killed while driving through the east bay on interstate 880 friday night. the same day he would have graduated from the sheriff's academy. >> i just heard about it today. i just started crying. tim: friday's shooting is the fifth fatal shooting on the freeways in the last nine months. violence has taken the life of 23-month-old jasper wu.

>> very little rest. nothing much being done about it. tim: she is calling for action. pleading with elected officials to do something to stop the violence. >> protect your communities. you do not want that to happen to your child, your parent. ttim: one thing that has been discussed is a camera system along freeways in oakland. the problem, local officials say, is out of their control since the freeways are owned by the state. it is up to sacramento to take action. some like oakland mayor liddy shaft and lauren taylor say they support the state to take action with surveillance cameras. >> i think that is something that is important. we cannot have a chp officer everywhere all the time on our freeway system.

it is important that we take advantage of technology. tim: with no leads or development on her brother's case, she says she will keep fighting. >> i am a small little asian girl, not much power. here i am today. tim: not just for david but for other victims. >> someone do something about it. please. the past two years, you just see these crimes increasing. it is not going to stop unless someone with power takes action. tim: in oakland, tim johns. liz: a spokesperson for libby schaaf released this statement, saying the loss of life due to gun violence is a tragedy for family and friends of jean ransom and our community. the mayor will be relentless in her pursuit of state resources to install cameras at on and off ramps that can assist investigations such as these and hold those accountable who act

with such heinous disregard for human life. we sent out a push alert for the arrest and the deadly shooting of jean ransom through the mobile app. if you would like updates on this, you can download the app and enable push alerts. an associated press investigation finds prisoners at the federal correction institution in dublin have been subjected to sexual abuse by correctional officers and even the warden. the report says inmates were often threatened or punished when they try to speak up. the ap obtained records and reviewed thousands of pages of court records from criminal and civil cases involving dublin prison staff. they detail how inmates alleged allegations against members of the mostly male staff were ignored or set aside. the allegations have so far resulted in four arrests. the oakland man injured in the parking not of sofi stadium

following last weekend's 49ers loss to the l.a. rams remains in a coma this morning. that is according to a family statement. doctors performed a procedure to relieve internal pressure on the right side of daniel luna's head. a suspect has been arrested in the case. his family tells us we want to make sure these nfl events are safe for everyone and that all parties responsible for this tragic attack will be held accountable so nothing like this never happens again. the leader of a band formed in the bay area is looking for help after his car was stolen. we are talking green day lead singer billy joel armstrong. he took to social media asking for help. you can see it here, a 1962 chevy 2. it was stolen in southern california. it is near and dear to all the band members hearts and has been

creating better air quality and allowing for a bigger warm-up. as we get through the 10:00, 11:00 hour, we are in the 60's. upper 60's later today. 70's for the week ahead. liz: developing news on the ukraine border. russia has sent more troops to its border. more u.s. military aid arrives in ukraine. terry moran has the latest. reporter: this morning, russia is expanding its troop deployments around ukraine. the kremlin adding forces on all fronts. the u.s. saying russian deployments around ukraine are the largest combat firepower deployment since world war ii, equivalent to the u.s. army's fall active-duty capability. russia has 70% of the forces in place that would be needed to invade ukraine, from special

operations to tanks and artillery. intelligence agencies continue to assess that vladimir putin has not made a final decision on war. these satellite images show moscow's military buildup in dollars, including ground attack aircraft, artillery, and more. russia has moved advanced fighters and helicopters to the areas around ukraine. the russian military has released this video capable bombers on patrol over belarus. while in the nearby black sea, as many as 30 russian warships are deployed, including five amphibious assault ships that could be used for beach landings. if vladimir putin decides to invade, abc news has learned the u.s. believes it would likely be in the coming weeks during what is usually the deepest winter freeze.
