a so-called "freedom convoy" in ottawa is causing chaos blocking the roads. gio benitez joins us with the latest. >> reporter: hey, robin, good morning to you. those protesters are comparing vaccine mandates to fascism. ottawa's mayor is calling this the city's most serious emergency. this morning, the mayor of ottawa declaring a state of emergency in response to a week of truckers protesting against covid restrictions. the mayor saying the protests pose a threat topublic safety. the city center shut down with trucks blocking roads. >> the city is under siege. this is a threat to our democracy. it's a nationwide insurrection. this is madness. >> reporter: it began when tru descended upon the city angry about a federal mandate requiring them to be vaccinated to cross into the united states. >> we're not in china. we're not in cuba. this is a free country. >> reporter: authorities say at least 500 truckers refuse to leave.

>> this is not a police only city of ottawa only challenge. it is, in fact, a national challenge. >> reporter: now, we're learning the protests have spread to vancouver where demonstrators allegedly spread nails across roads. t.j., we will keep following this. >> we know you will, gio. thank you as always. we want to turn now to demonstrations over the police shooting death of 22-year-old amir locke, killed when a s.w.a.t. team executing a no-knock warrant burst into a minneapolis apartment. locke's parents are now demanding justice as police release disturbing body cam video from the shooting. our alex perez is in minneapolis for us. alex, good morning to you. >> reporter: good morning, t.j. prosecutors are still working to determine if the officer could face charges. over the weekend here, protesters taking to the streets. demonstrators demanding answers over the weekend in minneapolis about the police killing of 22-year-old amir locke.

[ crowd chanting ] >> reporter: police body cam video captures officers as they use a key to quietly enter this apartment and then announce themselves. locke appears to be asleep under a blanket and startled awake. police say he had a gun in his hand when an officer opened fire within nine seconds of entering, killing locke. we've paused the difficult to watch video. locke's heartbroken parents talking to abc news overnight. >> he didn't have an intent to hurt those officers. he wasn't even awake. >> he was my second born. he was a beautiful baby boy. he was very respectful and caring. everybody who came into contact with him loved him. >> reporter: locke who legally owned the gun, seen in his hand was a responsible owner. >> he researched everything. very intelligent on amir's part

before he even purchased the gun that he wanted. he made sure that was licensed with a permit. >> reporter: the officers were carrying out a no-knock warrant for a homicide investigation in st. paul, but locke who does not live in the apartment, was not listed on the warrant. many jurisdictions across the country have banned no-knock warrants, but the attorney for the family believes they need to be banned nationwide. >> no-knock warrants have deadly consequences. >> reporter: the attorney for >> reporter: the officer who fired his weapon is mark hanneman. he's been placed on paid administration leave. locke's family now calling for his dismissal. >> after seeing that video of my son being executed because he was sleeping on the couch at a family member's house, at this

time i would like to see him fired. >> reporter: st. paul police say it was minneapolis police who insisted this be a no-knock warrant. the mayor has issued a moratorium on no-knock warrants. george? >> alex perez, thanks. we're going to get the latest now on the death of a navy s.e.a.l. candidate after a grueling training known as hell week. another is hospitalized. martha raddatz is tracking the investigation. good morning, martha. >> reporter: good morning, george. military training could be dangerous and deadly. jets crashed, parachutes collide, but to have a trainee die and another hospitalized after physical exertion is something that should be thoroughly investigated. it's called hell week and for good reason. designed to push navy s.e.a.l. candidates to their physical and mental limits. this morning, 24-year-old kyle mullen seen in these linkedin and yale photos is dead and another s.e.a.l. candidate hospitalized after the grueling 120-hour week of extreme testing. >> i think four or five hours of sleep the entire week. you're in the ocean incessantly.

only coach of color, and will they actually see this as something they need to change? i don't know. >> reporter: mcdaniel who is biracial joins the pittsburgh steelers' mike tomlin as the only two black coaches in the 32-team league. >> touchdown, miami! >> reporter: the new hire by the dolphins comes as lawyers for flores escalate their battle with the nfl and commissioner roger goodell. flores is suing the league for what he calls racist hiring practices, alleging that minority candidates aren't given the same consideration as their white counterparts for prestigious coaching and managerial jobs. last week the nfl called the claims in that bombshell suit, without merit, but on saturday, commissioner goodell sent a league-wide memo calling the lack of diversity among head coaching unacceptable. adding, the nfl will re-examine all policies, guidelines and initiatives relating to diversity, e questionty.

lip sync on screen. she was also a composer, and flags flown at half-staff across india in her honor. but what a resume. >> what a beautiful voice. >> celebrating her today. also this morning, a whole lot more ahead on "gma." new fallout around podcast star joe rogan. he repeatedly used a racial slur during his show. lot of people talking about that this morning, and what spotifc is going to do about it. right now, the announcement from queen elizabeth announcing that camilla will be known as queen consort. james longman has more. good morning, james. >> reporter: good morning, george. 70 years on the throne for queen elizabeth. what an achievement. she's marked the occasion by looking for the future. she said when her son charles becomes king his wife camilla will be known as queen. after all the drama of the diana years, this is quite a moment. in more than 1,000 years of

queen elizabeth now the longest reigning british monarch at 70 years on the throne. she's seen a lot. when she became queen on 1952, hawaii and alaska weren't yet u.s. states. but on this jubilee the queen making more history saying that camilla should be styled as queen when her son charles becomes king. in a statement she said, i am fortunate to have the steadfast and loving support of my family. i was blessed that in prince philip i had a partner willing to carry out the role of consort. and unselfishly make the sacrifices that go along with it. >> she wants everything to be clear and wants everything to be organized for when the moment comes. >> reporter: this is a formality. in uk law the wife of a king is always queen consort. but after all the drama of the diana years, many wondered just how camilla would fit into the firm. she's now technically the princess of wales, but she doesn't use that title out of respect for diana. and goes by the duchess of cornwall instead. elizabeth's intervention puts an end to any doubt about her future title. a statement from the couple

saying he and the duchess of cornwall are touched and honored by her majesty's words. it's taken 17 years to get to this point. when charles married camilla, in 2005, the palace had said she would be known as future consort. she was his unpopular mistress she was his unpopular mistress who the public thought ruined his marriage. camilla is now known for her dry wit. camilla has taken a particular interest in charities that support the elderly and she's been an important steadfast companion to the man who will one day be king. so, when the time comes for charles to be king, we'll likely have a double coronation. we haven't had one of those since all the way back in 1937. it's not happening any time soon. the queen is still very much hard at work. george? >> james longman, thanks very much.

let's bring in victoria murphy. start out with definitions. what's the difference between queen consort and queen? >> hi, there. good morning, george. there's a very important difference. at the moment we have queen elizabeth. she is our head of state. she is a queen. however, her husband was called a prince because if he had been called a king, then he would have been seen to outrank her. when a king is crowned, as prince charles will be, then his wife can be crowned alongside him as a queen, and she will be called a queen consort. now, her official title is queen consort, but normally we would just drop the consort in everyday speak and refer to her as queen. in the future we'll have queen camilla and after that queen kate or queen katherine. they will not hold the same positions within our constitution as our current queen does. >> this is a change from what was expected. prince charles said she would be known as princess consort. >> this is a huge change, george.

when they were married in 2005, things were very different. one of the reasons they got the marriage over the line with the. is because they said camilla would not be called queen. she would go by the downgraded title of queen consort. they never changed the law. legally she would always be queen. it's been clear to everyone that charles wanted her to be crowned alongside him as queen. the royal family have been reading the public mood on this. polls show her popularity has grown. i think cearly there was a feeling they felt they could get queen camilla over the line at this stage. however, in order to do that, they needed to have a statement. they previously said she would be princess consort. so that's what this statement from the queen has now done. it sealed the deal of queen >> kamil la. >> thank you. >> it appears that way. >> it does. >> in the beginning because of princess diana -- >> there was a little bit of a chill. >> not so much anymore. we turn to chinese champion peng shuai among the spectators at the beijing games following

international concern for her well-being after making sexual assault allegations against a chinese official which she now claims was all a misunderstanding. marcus moore joins us from china with the latest on that. good morning, marcus. >> reporter: robin, good morning. in the lead up to these games peng shuai's whereabouts and well-being were the focus of intense interest and scrutiny from across the globe. as the beijing winter olympics got into full swing this weekend, the tennis champion broke her silence. for months speculation swirled about the safety of peng shuai who seemingly disappeared from the public eye after accusing a former chinese official of sexual misconduct. the three-time olympian denied she ever made allegations in a french paper and a, quote, controlled interview. she answered questions in front of a chinese olympic official. she expressed thanks for the concern, but added her initial allegations were a big misunderstanding.

telling the newspaper, i would like to know why such concern. i never said anyone sexually assaulted me. the ioc met with her for dinner on saturday, and later attended a curling match. >> we're doing everything to ensure that is happy and i don't think it's for us to judge, just as it's not for you to judge either. >> why was the meeting not disclosed over the weekend? >> we released it when we thought it was the right time. obviously we're not doing this for the media cycle. we are doing it because we want to keep people informed and we're doing it because we want to support her. >> reporter: and this has been a very sensitive topic here in china. in fact, just this past week i was watching another u.s. network, while viewers in the state were seeing an update, the television in my hotel room switched to no signal. that programming did come back a few minutes later after that story aired. guys? >> very interesting. marcus, thank you.

18 snowmobilers out on lake erie, and it's above average in ice cover. however, these strong south winds made that ice move and then they got isolated from the shore. the coast guard had to come in. that was one of two rescues on lake erie. you'll see more of this -- watch this. the ice crack developed and you can see where the ice was different close to the shore. that's going to continue to do rm a me soh thawing out as well, so the ice could become unstable. keep an eye on the warnings. that way you don't get stuck. th reggie: -- drew: all about mild sunshine today. 66 in the city, some did you in santa rosa. patchy fog developing in the north bay. temperatures in the 30's and 40's as we head into tuesday.

warm temperatures this week, records possible thursday and's it's such a pleasure to welcome our next guest. many of you know and love from "full house." jodie sweetin played one of bob saget's tv daughters. on the hit show. she joins us now. jodie, good morning to you. i say tv daughters, but y'all certainly did become a real family in a lot of ways and we have been talking so much about bob saget the past couple of weeks. what are your thoughts now and tell me you and everybody is doing now? >> oh, well, i mean, you know, it's been a rough couple weeks. it was such a shock. it happened so suddenly and to lose someone who was such a wonderful, big, shining personality like that in all our lives, it's been a lot, but i know that bob would love nothing more than the fact that everyone has been talking about him.

he would be so thrilled to know that everyone was thinking about him. >> you have that sense of humor like he did. we saw what you wrote on instagram. >> i do. i really do. >> humor helps us so much. you wrote on instagram that you both never missed the chance to say i love you. can you tell us the last time that you all reached out to one another, what was said? >> yeah. i mean, we have a "full house" family group chat that goes back and forth. it's missing a lot without bob in it now. the last individual text between he and i, i think he did an episode of my podcast "never thought i would say this." we had been talking about something about -- i don't know. i sent him something to promote the episode or whatever. i was like thanks so much, bob. love you. he said love you too. anything for you, jodie. always. that was just how bob was. you would say i love you. he would say love you more.

you could keep going, but he was always going to have the last word. >> what a friendship, 35 years. you met bob on the set of "full house" when you were just 5 years old. what lessons did he teach you that you passed down to your own kids? >> one of the things that i learned from bob and, you know, even now in having to walk through his death and everything is how to laugh through some of the most painful moments of your life. it has been something that has carried me through so many times and so many things in my life, you know, bob had a lot of loss and a lot of grief throughout his life with his sisters passing, his parents and, you know, just a whole host of things, but he never stopped laughing. he never lost the ability to laugh at himself, to laugh at his situation, you know, to fun of something that would otherwise feel like it was going to break you. i definitely do that now, whether it's appropriate sometimes or not. i make jokes about things and that was bob.

he would joke about something and you would be like oh, my god, i can't believe you just said that. at the same time you were like i'm so glad somebody said it. i loved that about bob. >> we heard a lot of those stories lately about the jokes and the timing of them. you continue to make people laugh as well. you have a rom-com coming out. >> yes. >> a romantic comedy. it kind of gives it away the title "just swipe." is this a modern-day take on how everybody is dating these days? >> it may perhaps be a little bit about online dating. we shot it during the pandemic. we also -- you know, that's part of the story line, is going through the pandemic and meeting people online, and how do you really get to know somebody or date somebody when you're only meeting them through a screen? that's been all of our lives for the past couple years.

welcome back to "gma." we're joined now by tracey michae'l lewis-giggetts. she has a new book out called "black joy." stories of resistance, restoration. it's inspiring others to spread joy even in the face of adversity. i'm excited to say black joy this morning. you tell me, how did your 10-year-old daughter inspire this book? >> well, you know, the reality is -- the hard reality is that little kids our children are experiencing grief and pain and my daughter, she is just the epitome of joy. i talk about in the book how we

were outside and we were giving our gen-x and gen-z dance battle in the rain and how she grounds me in the present, and so i always want to give her the language of joy show she knows what it feels like in her body. access it when she needs it. >> you have it in the title, stories of resistance, how do we translate that to joy? >> black joy, when i think about that, resistance, i'm reminded of the protests of the summer of 2020. people hit the streets. people were angry about police brutality and white supremacy and all those things. those were the images we were seeing on our televisions. what i was loving was there were images of people dancing, singing and hip-hop cyphers breaking out and there was a couple who got married in the middle of the protest. that to me is a defiance, right, it's that old hymn that says this joy of mine, the world
