december 24. the new mask changes come as some states are using their restrictions. new jersey announced their mask mandate from schools will be lifted in march. live with more and what we can excite here in california. liz: as you mentioned, starting next tuesday, only vaccinated people will be required -- unvaccinated people will be required to wear masks in public places. as for mask mandate will be lifted for kids in school, that is also unclear. as omicron cases continue to fall in california, there is growing questions about when more mandates will be lifted. this afternoon, governor newsom announced the statewide mask and it will be lifted onto gory 15. after that, only unvaccinated people will be required to wear masks indoors. >> i think there is a case to be made for that. liz: the uppity allergist

supports the decision and says it is not a sign we are out of the woods just yet. >> things are falling so fast right now, it looks like we are in good shape. i will point out there were more cases yesterday than there were at the highest point of the winter outbreak last year. liz: what is still unclear is when the mast meant it will be lifted for kids in schools. according to -- california is one of 16 states that currently require students to wear masks in the classroom. one of those is new jersey where the democratic governor announced the school mask mandate will lift in march. here in california, some parents have been calling on newsom to lift hours, too. saying it is an unfair burden on kids. dr. rutherford says it is best to keep it. >> i think that has a longer tail to it. mostly because the downside is it is not just infection, it is schools getting closed and they miss out on education. it's disruptive for everyone. liz: as cases fall, another

unknown is how long california will have to be in a state of emergency. in november, the executive order was extended to march 31. critics are questioning that, too. saying, if you can host a super bowl, is there an emergency? dr. rutherford says it is not so simple. >> we have been here before. rapidly falling rates in the new variant emerges and things go back up. i think you have to have flexibility to scale stuff back if you need to. >> again, only unvaccinated people will need to wear masks indoors. as for the other mask changes coming in next week, everyone regardless of vaccination status will have to wear masks high-risk places. indoor mega-events with more than 1000 people will also have to require vaccinations. the state will also lift the requirement that people visiting

hospitals and nursing homes must show proof of a negative covid test. a lot of changes coming, but we will see if the bay area counties follow suit. >> docking about mega-events, the super bowl is coming up sunday nla. that is two days before the mask mandate will be lifted. what did dr. rutherford say about the timing of the super bowl? is he have any concerns about safety? we're talking about 90,000 people in sofi stadium probably. >> he has concerns that it could be a super-spreader event. he said that in a sense, it is better that it is here in california given that we do have mass mandates and we are overall a very cautious state. he said even though the mandate expires two days later, it is really important that masks are required at the super bowl. he believes keeping masks on those extra two days could result in 50% fewer cases than if they were not required. >> 50% of a big number.

estimates nearly $20 billion have been paid to fraudsters since the start of this pandemic. they say it was an anomaly, a potential fraud is still happening. our sister station in fresno says a new way they are looking for people with their women's benefits. -- unemployment benefits. >> the state. >> it is perhaps and will be one of the biggest fraud of taxpayer dollars in california history. shortly after, the edd posed -- boasted a new task force that work closely with edd to bolster existing programs to strengthen it fraud detection methods to validate people's identities. people were required to upload two primary forms of id such as

a passport, driver's license, or military idea. or one primary form into secondary forms, such as a phone bill, cable bill, and bank statement no longer than 90 days old. the new process left thousands of legitimate people who were out of work, out of money. i have not received any payments since the seventh of december and i could not figure out why. >> so many people were having issues uploading their verification documents that state representatives like jim patterson, were allowed to step in to help constituents can send their documents to documents and staffs would upload them into the edd's oral. from there, they begin the normal process of verification. >> our staff has gotten very good at unwinding the problem and getting them fixed. >> patterson's office was able to help upwards of 3000 people get the benefits they needed. then one day, office staff

suspected someone uploading their documents was trying to commit fraud. an individual submitted their primary forms -- once they were processed and approved, the same person asked patterson's office to help a friend. that friend submitted their primary form of identification and what was supposed to be there credit one big statement. the office staff looked closely and noticed the two people appeared to submit the same bank statement. everything was identical, from the charges on the account to account number listed. the only thing different was their name and address. >> when we discovered the fraud, we were a bit upset about it. then we kind of laughed about it. they are actually trying to use members of the legislative office who are trying to help our constituents, help them defraud the edd. >> they immediately flag the account is possible fraud with the edd and reported it to law

enforcement. action news is not showing the names or identifying documents because the individuals -- that the departments fraud detection has been improved since 2020, saying they believe they have stopped billions of dollars of potential for truck jeff fraud. >> writer stops in place -- >> because the document or a plated does not mean that they get paid. >> at least one of those individuals appears to have been paid tens of thousands of dollars. action news asked id me if its technology could detect phony bills and bank statements, turns out, it cannot. the company ceo said in the state statement, id me has advanced ability to identify documents, like phone bills and

bank statement. they are hard to verify as they do not have security features. id me officials say that if the date -- moved to video chat verification that are recorded and kept in the event of identity theft or fraud. >> they are saying they have no way -- is this the best form of their verification for individuals? >> not on its own. we look at a combination of document. it cannot just be limited to a bill. there are numerous things that i cannot go into too many details because we do not want to tip off the fraudsters, but there are numerous things that we look at in combination. >> she says are multiple ongoing edd fraud investigations happening locally. she says the cases are extremely difficult and time-consuming to investigate and likely the punishment will be minimal given california law. >> to trying get these people

who are doing a $5,000 claim or a $10,000 claim to jail or prison is probably going to be near impossible. >> she says taxpayers of the victims in all of this, saying the saddest part is most of the money will never be recovered. she has this message for the alleged criminals and those thinking they can get away with something similar. >> just do the right thing. get a job. >> jessica harrington reporting there. edd fraud tends to go hand-in-hand with identity theft. >> are hoping that edd will share their findings so we know what to look out for in the future. >> 7 on your side knows that that you have been digging into edd since early days of the pandemic. coming up at six, the edd is requiring some big workers to work that prove they deserve their unemployment pay but some barriers are making it hard to give them that prove one story tonight at 6:00.

with grey's anatomy, the rhymes performing arts center, all of these things i'm doing. >> so joyful for you to do all that. let's talk a little bit about the oaken symphony. you're doing a playlist concert, one of the series we do i'm on the board of symphonies, everyone is so delighted to have you participate in this particular series. why when they ask you to be part of the symphonies event did you say yes? first of all, i love music. symphony music is a big part of my life. growing up as a kid in houston texas, one of the things we would do in the bill was segregation, they had symphony concerts in the park and you vika with a picnic lunch with your family and listen to all of the great concerts and symphony music. that and music. have always filled in. this is an idea to celebrate one's life and get to know somebody through their music that had an impact. >> it is a clever idea.
