good evening. thank you for joining us. minneapolis police once again facing some tough questions and demands for justice after the shooting of black man in an apartment during the execution of a no-knock warrant. >> amir meant joy. amir was amazing. amir meant everything. >> a parent's love shattered. >> amir was loved. >> in just seconds, karen welles and andre locke lost their son, amir locke, the 22-year-old killed by minneapolis police executing what's called a no-knock search warrant at an apartment last wednesday morning. >> i want him to be the voice and to get rid of no-knock warrants. so that no one else has to be executed by a police officer

just because they were sleeping on a couch. >> the incident occurring just three miles from where george floyd was murdered by police two years ago, setting off a national reckoning of police officers' use of force against black people. now protesters taking to the streets once more, demanding justice. >> no-knock warrants have deadly consequences for innocent black people in america. amir locke should not have been killed just as much as the bullets from the police gun killed amir locke, the policy of executing no-knock warrants killed amir locke. >> minneapolis had restricted its use of no-knock warrants following floyd's death, which authorizes law enforcement to enter a place or home without first announcing their presence and purpose. >> so a no-knock warrant is somewhat unusual nowadays, and they have to be looked at with a

very high bar. >> around 6:48 a.m. last wednesday, minneapolis police using a key raided the apartment locke was staying in, looking for a homicide suspect. >> police! >> police released this 14 seconds of video from one body camera which shows locke on a couch under a blanket. he appears to have been sleeping, and you can see he is holding a handgun before an officer fires at him. in just seconds of police entering the apartment, locke was shot dead. >> i want the police officer that murdered my son to be prosecuted and fired. >> this was a wholly incident with this young man. >> robert boyce, the former chief of detectives for the new york city police department said while amir's death is tragic, he believes the authorities behaved

lawfully. >> clearly you can hear police search warrant, police search warrant. and a gun came out of a blanket where you couldn't even see who amir was at that point. so it's a dangerous situation, it really was. and unfortunately this young man is gone. >> chief, we all know law enforcement officers are human beings. human beings are not perfect. but in your line of work, when the stakes are so incredibly high, don't you almost have to be perfect in those situations? i mean, this was a -- we know at this point a law-abiding citizen who had a right to own a gun, who had a right to defend himself if this crazy threat comes upon him, that if he is sound asleep, he may not have heard "police, police." >> that is true. we will never know what was in his mind. it's a terrible feeling when you shoot an innocent person. >> locke's family said amir had a license and conceal carry permit for the gun which they say he was using as protection, part because he worked as a food delivery driver.

>> my son spoke to both of his parents before he even thought about purchasing a firearm. and he knows about the laws. he researched everything. very intelligent on amir's part before he even purchased the kind of gun that he wanted. and he made sure that it was licensed with a permit. >> police say the no-knock warrant was part of a homicide investigation. locke was not named in the warrant. mark hannon and the officer who shot and killed locke is on paid administrative leave. the shooting is now under investigation by the state and county. last week interim police chief amelia huffman said hanneman had to make a split second decision. >> to assess the circumstances and determine whether there was an an level of threat, that the threat was of imminent harm, great bodily harm or death, and that he needed to take action right then to protect himself and his partners.

>> i was completely outraged and also deeply hurt when i saw the video. >> nikima levy armstrong is a civil rights attorney in the twin cities. she was active during the george floyd protests and sees this as another call to action. >> they didn't even give him a chance to wake up. hey didn't give a command to drop the gun or anything. it was reckless police work. and a big part of why this happened is because they saw a black face underneath those covers. >> that's a strong statement. >> yes. it's the truth from my perspective. how many white men have we seen shoot up movie theaters, shoot up schools, shoot up churches and able to be apprehended alive? >> i'm not a threat. i don't have a gun. >> reporter: levy armstrong recently interrupted a news conference saying they're whitewashing the investigation. >> this is unacceptable. i'm sorry. >> now the minneapolis police

department and the mayor need to be held accountable for what they have done and the attempted cover-up, which we will not stand for. >> you paint a picture of minneapolis being a tale of two very different city, one for white people and one for black people. >> mayor jacob frey issued a temporary moratorium on no-knock warrants shortly after the shooting, and the city council picked up the issue today. >> the tragic police murder of breonna taylor should have been a wake-up call for minneapolis, and it should have been a wake-up call for the entire nation. >> say her name. >> breonna taylor! >> breonna taylor's death in 2020 sparked months of protests all across the country. she was killed by police in a no-knock raid in louisville, kentucky. >> who else is in the apartment? nobody. my girlfriend is dead. >> law enforcement did obtain a no knock warrant to enter taylor's hem as part of a drug investigation, although taylor was not a suspect. but officers say they did

announce themselves first. her boyfriend says he never heard that announcement. another high profile no-knock raid in 2019 pitted officers against anjanette young young was naked when officers barged into her home. >> this is not right. >> i was scared into compliance. i just did what they said to me because i was afraid if i did anything or made any moves, that they would shoot me. >> the botched raid ended up costing the city of chicago nearly three million in a settlement to young. >> there's no amount of money that will right this wrong. >> young recently spoke to cbs mornings. >> i would have been more satisfied if all 12 officers had got fired and i didn't receive a dime. >> amir locke's parents agree. life will never be the same. >> he was a beautiful baby boy. he was very respectful and
