and police have seized fuel and other supplies, but it's crossing the border and derricke dennis begins our coverage. >> reporter: this morning chaotic protests against covid restrictions in canada now spreading into the u.s. authorities in michigan last night were forced to close the bridge connecting detroit and canada, one of the busiest international land/border crossings after demonstrators blocked traffic. the protests have spread from the canadian capital ottawa where truck drivers protesthmaate. days ago t since then thousands of others have joined them demanding an end to all restrictions. abc's trevor ault is there. >> the noise is unbelievable here. it's engines and horns and speeches and music. these protesters are going to be heard. >> reporter: that noise and the impact on the quality of life prompted a judge late monday to ban loud horn honking for ten days in the city. >> we've been here since last saturday. >> last saturday. staying in the truck? >> yep. >> how long do you think you'll

be here? >> till something happens. >> reporter: now protests are breaking out in several u.s. cities. more than 100 truckers joined this convoy in alaska and in new york, hundreds of city workers marched across the brooklyn bridge protesting a plan to fire unvaccinated municipal employees. [ crowd chanting ] >> reporter: it all comes as covid case rates drop or stabilize in all 50 states. several governors are now planning to ease restrictions on masks. >> as vaccination rates go up, as our case numbers go down and stay low and as treatments become more available for those that do have covid, then we will be at a place where we can lift restrictions. >> reporter: next week california will lift its indoor mask mandate for vaccinated people, and in new jersey beginning march 7th, students will no longer be required to wear masks in school. >> we have to learn how to live with covid as we move from a pandemic to the endemic phase of this virus.

>> reporter: delaware and connecticut are also expected to pull back on mask mandates in ps governor is expected to make an announcement on masks tomorrow. derricke dennis, abc news, new york. >> derricke, thank you. president biden's top science adviser has resigned after an investigation found he bullied his staff and treated them disrespectfully. eric lander who runs the office of the science and technology policy said he's devastated that he hurt his colleagues. police in washington state stay the man who opened fire inside a grocery store killing a customer and critically wounding an employee is now in custody. police in richland say the man in these images is aaron christopher kelly who escaped from the fred meyer store after the shooting. investigators have not said whether he knew the victims. we turn to gas prices hitting new highs this morning. some areas of the country seeing a 20-cent jump compared to last month. one factor is the standoff with russia over ukraine.

president biden is now making a new threat hoping to persuade vladimir putin not to invade ukraine. abc's em nguyen has the very latest from washington. em, good morning. >> reporter: good morning, mona. president biden is now threatening to stop a major russian gas pipeline into germany if putin invades ukraine. meanwhile, here in the u.s., drivers are feeling more pain at the pump. this morning, tensions along the ukraine/russia border are now being felt at gas stations across the u.s. prices now rising to the highest levels in nearly eight years. >> well, the geopolitical tension is fueling some concerns that russia could react to potential western sanctions by withholding crude oil from the already tight marketplace, and that's causing crude oil prices to rise even more. >> reporter: average prices now hitting 3.44 per gallon nationwide, 8 cents more than last week and nearly $1 more than last year at this time.

these seven states saw an increase of at least 10 cents in just the last week. drivers in michigan hit with a 15-cent increase in recent days. >> the big question is, is how long will these higher pump prices stick around? right now we don't see much relief in the near future, and if crude oil prices continue to rise, then the pump prices will likely follow. >> reporter: but the ukraine/russia tensions only seem to be escalating. standing side by side with the chancellor of germany monday, president biden warned that if russia invades, there would be major economic penalties and the u.s. would halt a major pipeline to bring natural gas from russia into germany. >> there will be no longer a nord stream 2. we will bring an end to it. i promise you we will be able to do it. >> reporter: shutting down the pipeline would be a massive blow to the russian economy, but with germany dependent on russian gas, the german chancellor did not respond to biden's threat. still, this morning there is a glimmer of hope from moscow. french president macron sat down

with russian president putin for more than five hours monday and overnight macron's office said putin has agreed to a new commitment not to take any new military initiatives around ukraine. macron and putin have agreed to speak again. meanwhile, today macron is meeting with the president of ukraine who is seeing more russian troops gather along his border. mona. >> em, thank you. the supreme court has temporarily reinstated alabama's new voting map despite objections from civil rights groups who say it dilutes the power of black voters. a lower court had ordered alabama lawmakers to add another predominantly black district to reflect the state's population, but in a 5-4 decision, the supreme court said it's too close to an election to redraw the map. the justices agreed to hear the merits of the case at a later date. the government has now retrieved 15 boxes of presidential records from former pesident trump's mar-a-lago resort in florida. they were improperly taken from the white house when trump left office.

they should have been turned over to the national archives as required by law. the documents include letters that trump received from north korean leader kim jong-un and the note left in the oval office by president obama. abc's jonathan karl reports trump held on to the records until last month. >> reporter: it's unclear why trump took these records with him to mar-a-lago. we have called his spokesperson and not received any answers, so we don't know whether he was simply taking mementos with him when he left the white house or if he had another reason for taking 15 boxes' worth of what are presidential records. >> the chairman of the january 6th committee says if trump willfully violated the presidential records act, the committee will make a criminal referral to the justice department. a major merger could be taking flight in the airline industry. frontier airlines wants to buy spirit airlines for nearly $3 billion. the deal, which must be approved by regulators, would create the

nation's fifth largest carrier. the companies say it would benefit travelers by pressuring larger airlines to lower their fares. after the announcement frontier suffered a major meltdown monday canceling a quarter of its flights blaming technical issues. time now for a look at your tuesday weather. warming temperatures means lots of ice flying off cars because of scenes like this. aaa is reminding drivers to remove that ice before hitting the road. but nothing is melting in alaska. the windchill at howard pass was negative 91 yesterday. meanwhile, southern california, the site of this weekend's super bowl is preparing for temperatures around 90 in the coming days. the heat could stick around for sunday's game. checking today's high temperatures, near 50 from montana to colorado. 40s for much of the northeast. coming up, why a british pub that's been in business for more

coach of the houston texans is because of his ongoing lawsuit. the texans monday announcing they are hiring lovie smith who served as the team's defensive coordinator. we turn to ray story of courage and perseverance. a man left unable to walk after a gruesome injury is standing once again and taking his first steps thanks to some remarkable technology. here's abc's andrew dymburt. >> reporter: this michael roccati. for the first time a an accident left him paralyzed, he's now able to walk freely. >> every day i walk for two hours. now my training is to improve the quality, to be more free in the speed. >> reporter: someone with roccati's kind of injury3 has never been able to walk like this before. researchers tell the bbc they were able to develop and surgically attach an electrical implant to roccati's spine leading to this moment. doctors say since his accident there's been no signal from

roccati's brain to his legs because his spinal cord was completely severed but with this implant, some of those signals can now be sent directly to the legs enabling him to walk. researchers stress the procedure is not a cure for spinal injury and the technology is still too complicated to be used in everyday life but they say it's a breakthrough in improving quality of life. >> the next step is to start earlier just after the injury when the potential of recovery is much larger. >> reporter: it's not just the medical but the mental. driving roccati's recovery, the italian native tells the bbc from the moment of his injury he never stopped rehabbing and never let his mood go down. >> at this moment now i've been working. >> reporter: so far nine people have received the implant, but more clinical trials are needed before it can be considered an effective treatment for paralysis. andrew dymburt, abc news, new york. >> just incredible. >> it really is. >> wow. okay, coming up another incredible story. the new study on sleep and how it affects your weight.
