and oregon planning to end statewide school mask requirements in the coming weeks. erielle reshef is at a school in fort lee, new jersey, tracking the very latest. good morning, erielle. >> reporter: good morning to you, robin. cases have fallen in all 50 states. the governor of new jersey saying this is not a declaration of victory but an acknowledgement we can responsibly live with this virus. this morning, with new infections down more than 60% from the peak of the omicron surge, a major shift into a new normal from new jersey, oregon, delaware and connecticut. four states that once had some of the strictest covid protocol now planning to do away with mask mandates in schools. >> and perhaps most importantly, this is a huge step back to normalcy for our kids. >> reporter: new jersey dropping those requirements under a month from now. >> for the students, i think, it's overdue. it's way overdue. >> i know kids don't want to necessarily wear the mask but it is really for their overall

protection. >> reporter: delaware and connecticut say they will pull back state mask mandates in the coming weeks. >> we got the tools to keep ourselves safe and the tools to keep our schools safe, and that's part of living with it. >> reporter: all four states leaving it up to local school districts. for now california is still requiring everyone on k through 12 campuses to wear a mask. overnight, governor gavin newsom announcing the indoor mask mandate for public venues like stores, restaurants and public theaters will end next week for those who are vaccinated. anyone who isn't must still mask up. it comes as overall hospitalizations are down nearly 50% from the omicron peak. new pediatric covid cases dropping for a second week in a row. but experts warn pediatric infections remain extremely high, still double peak levels from the summer's delta surge. the cdc still standing by its recommendation that kids and staff wear masks in schools. >> there are still so many people at risk every day and by releasing children into an environment where we're not putting forth even the most

basic protections is a significant error that's compromising the health of communities. >> reporter: and still more than 51% of children who are eligible are still not yet vaccinated. of course, children under 5 are not yet eligible to get the shot. the fda panel expected to meet a week from now to discuss that. but george, experts say the best way to slow the spread in schools is to get as many kids vaccinated as possible. >> that's the consistent message. erielle, thanks very much. we get to the latest on the showdown with russia over ukraine and president biden advised americans to leave ukraine and issued a new warning to vladimir putin who engaged in diplomatic talks with the french president. terry moran is on the scene in ukraine. good morning, terry. >> reporter: good morning. for days world leaders have been struggling, scramblesing frantically to find some diplomatic solution to this crisis and this morning, it looks like they may be making some progress. this morning, a glimmer of hope

for de-escalation on the ukrainian border from those marathon talks between vladimir putin and french president emmanuel macron. french officials saying putin has made a commitment not to launch new military operations around ukraine and to withdraw russian forces from neighboring belarus after military exercises there end and now macron arrives here in kyiv trying to get ukrainians on board. this morning, the kremlin denying there is a deal but confirming russian troops will leave belarus after those drills end. but russian forces are still massed on the border and tensions here remain high. president biden is urging citizens in ukraine who are not part of the diplomatic corps to leave. >> i think it would be wise to leave the country. >> reporter: david plaster has been in ukraine for ten years, a former army medic who runs an ngo here. he's been to the front lines to help ukrainians and he's not leaving. >> just really fell in love with the people. they're wonderful. >> reporter: president biden in a joint press availability with the german chancellor warned

russia if they invade ukraine there will be major economic repercussions including halting a critical pipeline that will bring gas from russia to germany. >> there will be no longer a nord stream 2. we will bring an end to it. i promise you we will be able to do it. >> reporter: shutting down that pipeline could be a massive blow to russia's economy and germany's. german chancellor scholz did not confirm his country would back that. and now, russia releasing more video showcasing their military prowess with anti-missile systems in western russia and fighter jets conducting drills over belarus just north of ukraine. the state department estimates there are 10,000 to 15,000 americans living here in ukraine. many like david plaster will want to stay but after afghanistan, it's clear the last thing the biden administration wants is another chaotic withdrawal of thousands of americans from a country at war. michael? >> i know you're right about that. terry, thank you so much.

now to gas prices surging across the country at their highest level since 2014 partly due to those tensions over ukraine. our chief business correspondent rebecca jarvis is tracking that for us this morning. good morning, rebecca. >> reporter: good morning to you, michael. and this is where americans are feeling the most immediate impact of those tensions between russia and ukraine. russia still supplies some of the oil to the united states and prices for oil now are above $90 a barrel for the first time since 2014 and you're seeing that at the pump. prices up overnight. another penny, $3.45 a gallon. the national average in the last week, prices are up 8 cents a gallon across the country and there are places hit even harder than that that are seeing even bigger price increases, states like ohio, west virginia, michigan and indiana according to gas buddy seeing even bigger increases. nowhere in the country at this point is paying less than $3 a gallon for gas on average

according to gas buddy and they forecast in the coming days and weeks we will continue to see this price pressure rise and we could see $4 a gallon gas as tensions escalate. >> and rebecca, what are the ripple effects? >> reporter: well, if you think about it, gas prices go into everything. they increase our transportation costs but they also increase the price of things like clothing, like groceries, our furniture because very many shippers like this one right behind me, fedex, are bringing your things to you. that costs more money as they bring more things to you and we're also seeing the impact on the supply chain where you have supply chain shortages. that chip shortage now leading to ford to close four of its plants temporarily because of the chip shortage. michael? >> all right, rebecca, thank you so much. george? now to the protests over covid restrictions in canada. a state of emergency has been declared in ottawa and now

protesters are blocking traffic shutting down the nation's busiest international border crossing. trevor ault is on the scene in ottawa. good morning, trevor. >> reporter: good morning, george. a lot of these demonstrators have been here for two weeks. there are hundreds of these semis that are just parked in the middle of the street in ottawa, canada, right outside parliament. while it started as a demonstration protesting truck drivers needing to be vaccinated across the border this has evolved into something much larger. they want all of canada's covid restrictions and mandates to go away. this morning, it's now impacting the border with the u.s. the ambassador bridge between detroit and windsor completely shut down for a time because of demonstrations. that's the busiest land crossing in north america. losing that would be a major impact for travel and trade as well and this morning, here in ottawa, it has gotten a little bit quieter. it's been so noisy for the past two weeks because of an injunction now. anyone who honks their horn could potentially be arrested. instead as we get further into the day, what you'll get is a love of revving engines and music blaring and people giving speeches who insist that they

will not be leaving until all of the restrictions and mandates go away for good. robin? >> all right, trevor, thank you. we turn to breaking news overnight after a deadly shooting inside a washington state grocery store and an urgent manhunt. the suspect has now been taken into custody. our chief national correspondent matt gutman has the latest on that for us. good morning, matt. >> reporter: good morning, robin. that's right. authorities taking that man into custody just a few hours ago not far from spokane, washington, about 130 miles away from the site of that shooting. now, aaron kelly, 39 years old, did not appear to be on police radar. right now, this morning, he is being booked on charges of first degree murder and first degree attempted murder. now, earlier in the day yesterday, video capturing him calmly wheeling a cart into that fred meyers store in richland, washington. a few minutes later investigators say he was in a

heated argument with a 39-year-old patron of the store. eyewitnesses say a dozen gunshots or so rang out. that patron killed and another employee of the supermarket was wounded. shoppers thought this was an active shooter situation and they went diving for cover going into hiding. a massive s.w.a.t. situation ensued. now, because there was so much surveillance video of aaron kelly, police knew who he was. 12 hours later he was in custody. michael? >> all right, thank you so much for that, matt. we're going to turn now to the winter olympics and that record-breaking performance by u.s. figure skating star, nathan chen. maggie rulli is live in china tracking the very latest on the excitement. maggie, this was a huge win for nathan. >> reporter: hey, michael. yeah, nathan showing he came here to compete. after what was a disappointing finish in the last olympics, he's now had two back-to-back, nearly flawless performances. this morning, team usa adding another medal to its tally.

a bronze, winning the first-ever medal in the cross-country skiing event. team usa chasing gold on the ice. nathan chen breaking a world record. the 22-year-old's nearly flawless performance included two quadruple jumps and a triple axel, daring, perfectly executed spins. victoriously throwing his fists in the air, this was a date with the ice he had been waiting on since his disappointing performance at the olympics four years ago. but their teammate vincent zhou missing a chance to compete after testing positive for covid. >> i've already lost count of the number of times i cried today. but i'm happy to say that at least one of those times was happy tears. that was when i found out that i became an olympic silver medalist. >> reporter: free ski big air making a grand olympic debut. eileen gu, the 18-year-old from san francisco representing china instead of the usa and france's tess ledoux in a fierce contest for the top spot.

landing one daring move after another. but gu inching ahead, taking the gold. there cheering her on, chinese tennis phenom peng shuai, seen with ioc president thomas bach. the super g ryan cochran-siegle speeding to silver. his silver coming 50 years after his mom's gold finish in the 1972 olympics. the battle between usa and our rivals to the north playing out in women's hockey. canada taking the "w" in preliminaries but both teams advancing to the quarterfinals. and nathan chen will be back on the ice in just a few more days hoping to keep that hot streak going in the free skate and hopefully securing a gold medal. michael? >> a lot of excitement on the ice, maggie. there's also some excitement coming up on the mountain. >> reporter: yeah, it's going to be a big day here, michael, looking towards mikaela shiffrin. she will get her second chance out on the slopes and what's arguably one of her best events,

guard risking her life to save a student from an oncoming car. as you see right there. we'll hear from the girl. and mary j. blige sharing a preview of the blockbuster super bowl halftime show with t.j. that is coming up later in the show. right now, we're going to new details on the death of a navy s.e.a.l. candidate kyle mullen. it's raising questions about the grueling training session known as hell week as some of his friends are speaking out for the first time. kaylee hartung has the exclusive interviews. good morning, kaylee. >> reporter: yeah, good morning, george. imagine endless running, heaving boats over your head, swimming for miles, being pounded by the waves of the pacific all while being sleep deprived. that is hell week. kyle mullen survived it just as his friends expected him to, but he didn't live to tell about it and now those friends, his family and the navy are asking why. this morning, the navy searching for answers as one candidate in the navy s.e.a.l. selection process is dead and another hospitalized just hours after

successfully completing the most punishing week in the six-month assessment, what's known as hell week. >> one is one too many. we just don't know. we just don't know what happened here. >> reporter: the pentagon asking for time to allow the navy to investigate the death of 24-year-old kyle mullen, the fourth candidate to die during s.e.a.l. selection since 2001. the other sailor whose identity will not be made public is said to be in stable condition. >> through this grueling 5 1/2-day evolution most of which you're awake for there's a couple of breaks where you grab one to two hours of sleep. you're tested as though you're in combat. >> reporter: new jersey's governor calling mullen a legend in his hometown ordering all state flags to be lowered in his memory. >> when the news broke i went over to kyle's house and, you know, it was shocking. >> reporter: in a ma exclusive, mullen's friends describing the passion and drive mullen brought to his pursuit of becoming a s.e.a.l. >> we said what's the most elite

thing i could do in the world and that's to become a navy s.e.a.l. that's what he set out to do. >> reporter: both friends last communicating with him just before he began the infamous hell week course. now consoling each other and the mullen family through this shocking and difficult time. >> we're confident that the outreach from the community will help them get over this. they're just taking it day by day for now. >> reporter: his friends say there are so many people reaching out to support the mullen family and they've helped create a memorial on the high school football field that kyle played on in his honor. michael? >> all right, thank you so much, kaylee. now to the abc news exclusive. a maryland crossing guard caught on camera risking her life to save a student from an oncoming car. we're hearing from the hero and the young girl she saved this morning. will reeve joins us with the story. it's a feel good story, will. glad everybody is going to be okay. good morning. >> reporter: it really is.

michael, good morning. it's almost inconceivable worst case scenario for a parent, a child almost getting hit by a car walking into school, but thanks to the brave and quick actions of this crossing guard, the worst was averted by mere inches. watch this near-catastrophic moment caught on a school bus surveillance camera. >> whoa! >> reporter: a maryland crossing guard pushing a girl out of the way of a speeding car. >> i would say thank you for saving my life because if you weren't there, i would have been the one going to the hospital. >> reporter: violet watt making it to safety by just inches thanks to the lightning fast reflexes of corporal annette goodyear. >> i'm talking to her telling her, you know, good morning, have a good day, and just see there's a blur out of the corner of my eye and at that point it's just the car was on top of us. >> reporter: goodyear signaled for the car to stop as she summoned watt to cross the street. but right here, the sedan barrels through, goodyear shoving watt out of the way before being struck herself suffering minor injuries in the

incident which she says was a first in her 14 years with the northeast police department. >> the only thing i was thinking make sure that little girl was safe and she wasn't the one to tank the impact. she has her entire life ahead of her. >> i asked her five times if she was okay and then i ran inside. >> what did she say when she was lying on the ground? >> she had said go get help. i need an ambulance. >> reporter: violet and her aunt and uncle megan and josh who care for violet speaking exclusively to "gma." saying the day started out like any other. >> i went out, gave her a hug, normal have a good day and probably 10, 15 minutes later that we got a call from the neighbor who drops her off. >> reporter: the cecil county sheriff's office telling abc news the driver was issued four traffic citations. >> i mean, the kids walking across the street to school with buses there, you would think they would be paying attention. >> so what is officer goodyear like? >> she's really nice. and she'll talk to every student that walks by even if you don't

>> reporter: hi, michael. everyone is feeling this across the country. the national average for a gallon of regular now $3.45. that's up a dollar from a year ago, up 8 cents in just the last week. and according to gas buddy there's no place in the nation at this point where $3 a gallon on average gas is not there, where prices are not above $3 a gallon and prices are predicted to continue to climb in the coming weeks, particularly given the escalation of tensions between russia and ukraine. the thing is, everyone feels this in their budgets but no one feels it more immensely than those at the lowest end of the income spectrum. there are estimates that those individuals feel 20% of their budgets go to gasoline prices. when prices go up, they feel it the most. this has a ripple effect to everything, from your groceries to your clothing costs, to your furniture costs. gasoline, fuel is a major input

healthy weight. what does it say? >> wake up, sunshine. so let me tell you about this study. it was done at the university of wisconsin, university of chicago, they looked at two groups of people, young, starting about 40 years of age and followed them for about two weeks. one group got about 6 1/2 hours of sleep. the other group, they added anywhere from one to two hours. what they found, the group that got more sleep, on average of 1.2 more hours per night lost almost two pounds in two weeks. they ate less, and so, again, the theory here is that that sleep really can affect your brain hormones which trigger hunger, satiety. as well as our behaviors. we know when we're sleep deprived we make poorer food choices. >> when you're sleeping you're not eating. what's the right amount of sleep and what are the other benefits of it? >> more than most people get for sure. this is not a luxury. this is a medical necessity, and

most adults need seven to nine hours. we know that sleep has been linked with everything from thinking ability, mood and mental health, it affects our hormone levels and then it can decrease high blood pressure and cardiovascular disease if we get adequate sleep. but that is the big if because there are millions and millions of adults who are chronically sleep deprived. >> one-third of adults say they don't get enough sleep that is recommended. >> exactly. >> what can they do? what can we do to get the rest that we need? >> don't work in morning television to start. but i think, listen, it falls under the category of sleep hygiene and with sleep medicine experts, because that is a specialty, they'll tell us that there are some key tips. number one, keep a consistent bedtime routine. you can't have one way and the other another way. make your bedroom cold, dark and quiet, that's the most relaxing sleep environment you can have. limit the screen time which includes the phone, about an
