in san francisco. what some are doing and one popular neighborhood to avoid a. reggie: welcome to wednesday, february 9, and get the shorts out. kumasi: it will be nice and hot. you want to find a nice rooftop, somewhere to be out because it is perfect today. drew: when we talked about yesterday, that continues. we want the rain but we get the sun and warm temperatures. the record warmth begins today and last three days, temperatures well into the 70's. a little fog in the north bay, santa rosa at .75 of a mile. offshore winds, 60 degrees, that is a correct reading. offshore winds slightly do warm up4's elsewhere. we have the large spread to warm us up quickly. clear skies from sutro tower. here's how the day is shaping up. nothing but sunshine. temperatures in the 70's. we take a closer look at records and about eight minutes. reggie: thank you.

new developments in the battle over schools in oakland. after weeks of debate, the school board voted this morning to close or merge nearly does want -- nearly one dozen campuses. the meeting went on for nearly eight hours. opponents of the plan are promising legal action to keep the schools open. jobina: the meeting last night was extremely contentious and ended with a vote before 1:00 this morning. in the end, the school board disklike -- decided to merge these 11 schools over the next two years. parker, k-8, community day school are set to close this year with five more next year. the other schools will be merged or some grade levels merged. opponents of the plan have staged protests since the proposal is announced. worried the closures would hurt families hit hard by the pandemic. as soon as the vote was completed, mike hutchison, deeply opposed to the closure, said it declared war on the community. >> this is the most offensive thing i've ever seen. the lawsuits are not being filed

tomorrow. i hope you all are ready for the action you unleased. the lid is about to come off of the city. not only that, it's killed the black reparation's. i do not care if the recording stops. you all made one mistake way too many. for you all to throw lacquer operations in your mouth around this and close schools and have the nerve to tell us you're doing this to help black students, you have lost your mind. >> oakland unified is facing a $90 million budget shortfall because of unpaid state loans and declining enrollment. they could face county or state intervention if the budget is not balanced. one of the teachers participating in a hunger strike over the plane was released from the hospital last night after not eating solid food for eight days. kumasi: thank you. happening today in the south bay, santa clara county expected to make an announcement about when the vaccinated people could stop wearing masks indoors. the state of california is said to drop the rule next week but it is up to local counties to issue their own guidance.

is said to drop the state's indoor mask mende and the governors of massachusetts and illinois are expected to announce changes to their state's mandates. the changes come as we see a subvariant of omicron. the new cdc data shows accounts for nearly 4% of new infections in the u.s.. nearly every u.s. county is still officially in the high transmission category, including the bay area. dr. rochelle walensky says the country is not prepared to lift the rules like mask mandates yet. >> right now, our cdc guidance has not changed. we have and continue to recommend masking in areas of high and substantial transmission. that is essentially everywhere in the country and public indoor settings. we continue to recommend universal masking in schools. reggie: clearly many states are not listening to her. california health officials are still moving ahead with lands to end the mask mandate next week, arguing cases and hospitalizations have plummeted

from january peaks. they are preparing to transition from the crisis phase of the pandemic to a more stable and emmett. . kumasi: the m the m the shooting charges is due in court this morning. this comes as we get details about the shooting that left a former cal basketball star dead. murder charges have been filed against 25-year-old juan garcia of san francisco and those close to the investigation are telling abc 7 news road rage is likely the motive. is gone. >> i do not know all of the specific details -- friends do not believe he is gone. >> i do not know the specific details, but this is premeditated murder. over what? kumasi: the chp says garcia was driving a black classes last friday that point -- lack lexis that went on the side. detectives say garcia fired a

single shot that killed him. we all know parking can be tough in san francisco and you might be having to park on a steep angle, might have to circle the block several times after just trying to find a space. then comes all of the confusing time limits and street restrictions. now, hundreds of neighbors are banding together to change parking laws in popular neighborhood. this morning, gloria rodriguez is live with the issue costing people thousands of dollars. gloria: we are talking about parking citations. they are wrecking up hundreds of dollars on parking fines, many residents having to choose from paying for rent, food, or their ticket. they want the city to offer residential parking permits or a program for people who live there. san francisco's mission bay neighborhood is very popular with oracle park and chase center, but residents say living here comes at a cost in the form of parking tickets. meters that normally cost one

dollar to five cents jump to eight dollars during concerts or game days. this group of affordable housing residents have been trying to get the attention of city leaders to change public parking rules for the past four months. we speak to a single mom of three who lives in an affordable housing complex about how much she owes. >> like $2800. [sniffles] >> how many citations is that? >> i have probably five or six. that is too much. the city is just ripping you off. >> in a statement, fmsta responding that the parking program will not solve these problems. it will just result in neighbors who garage their cars, parking on streets instead, making parking harder for everyone. sfmta says it was limited parking options on purpose, pointing to public

kumasi: new at 6:00, newly released dashcam video. it shows a moment a north carolina deputy's car was hit by a tesla. that was on autopilot. a state trooper and deputy were on the side of the highway in 2020 when the tesla smashed into the deputy's -- this is hard to watch, and it knocked him down. investigators say the tesla driver admitted he was watching a movie on autopilot. reggie: no. kumasi: right? thankfully no one got hurt. the driver was charged about the case was dismissed later. reggie: wild turkeys are causing trouble. federal, state, and local agencies are teaming up to capture and relocate them. the turkeys stopped traffic, pact act cars, and

posed a threat to airlines. this is not something they do often and this could be easier said than done. >> turkeys are quick and are more agile than you think they would be and are probably smarter than you think they would be. they are not easy to track. we will have to disease test these turkeys so that takes resources. then we would never want to take wildlife and relocate it and make it someone else's problem. reggie: so the plan is to relocate the wild turkeys to the ecological reserve east of mount hamilton. if you are looking for a by two long san francisco's great highway, it will not be from a food truck. the city abruptly ended its food truck pilot program and apparently it was too popular. i got complaints from nearby business owners. merchants struggling to survive because of the pandemic worried food trucks would impact their sales. kumasi: in the east bay, the building where the black panther party movement began is one step closer to being redeveloped. the city's landmarks board

supports the plan for a 20 unit apartment building. it would be at the site of the black and their's first -- at the black panther's first headquarters. a nonprofit that preserves the legacy of the black panther party says it supports the redevelopment. the foundation says it reached a deal with the owner to preserve parts of the building and provide more space dedicated to black panther history. reggie: residence at a new hampshire senior living facility our sharing relationship advice i of valentine's day. catholic charities shared these photos of their charities. they say ron and jan, married for 60 years, say love grows with respect and laughter. regina says time waits for no one and invest yourself in to the things that spark your heart. grace says give your partner a big hug and kiss. others say hold your tongue. santa clara leaders about masks and whether they were mask -- will mask the state -- match the state if they drop the mask mandate. amy hollyfield is live. amy: do we, don't we, can i go in here with it on or off? we may find out today in santa clara county. dr. sarah cody says she will be talking about indoor mask mandates at her press conference. interesting she call this conference. it yesterday she told the board of supervisors she was not ready to make a call you and she was looking at the data and evaluating the situation. now a press conference has been called for 8:30 this morning and we could find out in hours what the rule will be in santa clara county. the state has said that the state can drop the mask mandate here in california for indoors, for vaccinated people, but the big question will be what will bay area counties do? well they follow the state? will they keep requirements in

drop its indoor mask mandate for businesses but not for schools. kumasi: dr. rochelle walensky says she knows americans are working hard to get out of covid crisis mode but we are not there yet. >> we are still at 200th i and -- 290,000 cases per day, still have hospitalization rates higher than they ever were during the peak of our delta wave, and similarly for deaths still at 2300 per day. kumasi: in an interview with reuters, she is cautiously optimistic but we are not in a place with a combination of vaccines, prior infection, testing, and treatments will keep most of the population safe from covid. she also pointed out hospitals are still overwhelmed and if the country wants to move on, that has to improve first. reggie: booster shots will not be required visiting hawaii. the governor has reversed plans and cited declining case counts and hospitalizations in hawaii and on the mainland and also said hawaii's high rates of back

and boosting is a reason not to mandate boosters were tourists. kumasi: new details about the school shooting last fall. text messages are revealing what the suspect's parents were most concerned about before and during the shooting. jobina has more on the parent's hearing. jobina: los text messages are coming to light after the parent of the teen accused of murdering students appeared in court. witnesses took the stand for a hearing involving james and jennifer crumbley, accused of giving their son ethan and -- a gun and repeatedly ignoring signs. she texted her boss and please don't judge me by watch my son dead. >> i was surprised she was worried about her job at the time. i would be surprised she would be more worried about what was going on. kumasi: the 911 call from james crumbley said he knew about the

shooting and thought his son " took the gun." >> [indiscernible] revealed pages of phone logs and other messages in an attempt to prove the crumbleys ignore their son while he showed signs of mental distress. on the morning of the shooting, jennifer showed a disturbingly violent drawing her son had sketched. kumasi: thank. san francisco is moving ahead with a plan for a homing shelter in lower nob hill. the board of supervisors approved funding the lease for the building on jones street. the ansonia hotel will have 123 units and can house up to 250 people. the nonprofit group urban alchemy will be operating it. the shelter was originally supposed to be open this month but it may be delayed. reggie: the santa clara county board of supervisors unit meant
