we will begin with more encouraging news. the governors of illinois and new york set to announce some states are dropping indoor mandates. >> the states are joining california, oregon and delaware, as the director of the cdc still urges caution and whit johnson starts us off with the very latest. good morning, whit. >> reporter: michael, good morning. new york is expected to join a cascade of states preparing to drop their mask mandates, all of this coming as cases continue to decline dramatically across the country and public officials face mounting pressure from more and more americans who are convinced the virus is here to stay. this morning, new york once the epicenter of the pandemic expected to join the growing list of states removing indoor mask mandates. abc news has learned that governor hochul will end the strict mandate for businesses today. the cdc sticking to their guidance recommending indoor masking for higher risk people

over age 2. the director urging caution. >> i am cautiously optimistic about watching our cases come down. while we are working hard to get out of this crisis mode, we do need to look downfield to see what living with covid outside of crisis will look like. >> reporter: this as new jersey, connecticut, delaware, and oregon, all rolling back school msk mandates within the next few months, leaving it up to the school districts to make their rules. in illinois parents protesting after the judge ruled against the governor's mask mandate. >> we're not anti-mask. we just support parent choice. >> reporter: our abc station wls saying the governor is expected to make an announcement later today about the mask mandate. california lifting its indoor mask mandates next week, but still requiring masks in schools. >> right now so far so good. crossing our fingers this is it but we never know with covid. >> reporter: the debate playing out across the country as cases plunge more than 67% in the last

three weeks, but 99% of counties are still reporting high transmission. now, other states including massachusetts and rhode island are reportedly considering making changes to their mask mandates as soon as today. but some health experts are calling on the federal government to provide clear, more specific guidance on when and how to lift those mandates going forward. robin. >> so much confusion. all right, whit, thank you. the latest now on the showdown with russia over ukraine in the wake of high-level diplomacy tensions are still running high with both sides set to begin military drills. terry moran is on the scene for us there in ukraine. good morning, terry. >> reporter: good morning, robin, that's right. after days of high-profile diplomacy, military tensions here are on the rise again. the ukrainian defense forces will begin major military exercises aimed at readying this country's defenses against the potential russian attack. ukrainian soldiers will be involved in live fire drills and

they will be using the armed drones and anti-tank weapons provided to ukraine by the united states and other nato allies. these drills are set to last for ten days, and it's a potentially provocative move because the ukrainian military exercises are coming at the same time as joint exercises by russia and belarus. that's right to the north. those exercises right across the border, and in those exercises, we have seen russian anti-aircraft units begin taking positions there. meanwhile, on the diplomatic front, president emmanuel macron is back in paris after his whirlwind shuttle diplomacy. macron said that after his meetings in moscow he said vladimir putin pledged to him that putin would not escalate the situation here. that's a claim the kremlin has denied. now, the pressure is on the government here in ukraine to hold direct negotiations with those russian-backed, russian-armed separatists in the eastern part of this country. that's a demand that vladimir putin has long been making and it's something that would be a

huge concession here in ukraine and possibly politically explosive, george. >> complicated diplomatic and military struggle. okay, terry, thanks very much. we go to washington now and the divide in the gop after the republican national committee officially labeled the january 6th insurrection legitimate political discourse. senate republican leader mitch mcconnell condemned the move drawing a sharp contrast with house republican leader kevin mccarthy. our congressional correspondent rachel scott is tracking the latest on capitol hill. good morning, rachel. >> reporter: george, good morning, and this is far from what many republicans want to be talking about just months out from the critical midterm elections. but those words, the rnc used to describe january 6th, have now set off a growing divide within the republican party. this morning, the republican party divided from the fallout of the capitol riot. overnight, rnc chairwoman ronna mcdaniel on the defensive over the resolution that declared january 6th legitimate political discourse. writing, i have repeatedly

condemned the violence that occurred at the capitol on january 6th and do so again today. adding, violence has no place in our political discourse, period. that clarification came just hours after the top republican in the senate, mitch mcconnell, took aim at his own party. >> it was a violent insurrection for the purpose of trying to prevent the peaceful transfer of power after a legitimately certified election from one administration to the next. that's what it was. >> reporter: and he rebuked republicans for censuring gop representatives adam kinzinger and liz cheney rejoining the house committee investigating the riot. >> the issue is whether or not the rnc should be sort of singling out members of our party who may have different views from the majority. that's not the job of the rnc. >> reporter: other republicans standing behind the rnc and former president donald trump. >> the rnc has every right to take any action. >> reporter: when we tried to get answers from house republican leader kevin mccarthy, he told us to make an

appointment with his office. >> can i ask -- >> you know what, make an appointment in my office. >> reporter: ronna mcdaniel defending the censure on those two republicans claiming that the house committee investigating the riot is partisan, michael. >> thank you so much, rachel. now to new details this morning on the bomb threat that prompted second gentleman doug emhoff to be evacuated from a school he was visiting. the vice president's husband was there for a black history month event and our chief justice correspondent pierre thomas is live at that school in washington, d.c., for us this morning. good morning, pierre. >> reporter: michael, good morning. hopefully the young people here at dunbar high school can get back to normal as police see if this case involving the second gentleman is tied to a recent spate of threats aimed at african americans. second gentleman doug emhoff had entered dunbar high school's museum at 2:13 p.m. as part of a black history month celebration. within five minutes he was quickly evacuated by the secret service.

the quick exit due to a bomb threat. >> at approximately 2:15 p.m., dunbar high school here received a threat to the school itself to the front desk announcing a bomb threat, giving the people in that location ten minutes to leave. there was no indication that this threat was directed towards mr. emhoff. >> reporter: the scare one of a number of threats that have disrupted classrooms throughout the nation including one just yesterday at spellman college in atlanta. the campus on lockdown for hours. eventually classes canceled. in recent past weeks the fbi responding to over 20 threats to historically black colleges and other institutions. the fbi saying it's identified at least five suspects after discovering the calls emanated from a fake phone number. >> threats that are made based on race, or motivated by race are totally unacceptable. >> reporter: although tuesday's scare was on the heels of similar threats across the nation, at this point there's no evidence connecting them.

the good news these threats have been hoaxes. police have not found a single bomb, but law enforcement wants it known these bogus threats can lead to handcuffs and prison. robin? >> all right, pierre, thank you. now to new details on that no-knock raid in minneapolis where police shot and killed amir locke who was not named in the warrant. police now saying they arrested a suspect in connection with that homicide investigation as calls grow for a ban on no-knock raids. alex perez is there in minneapolis for us. good morning, alex. >> reporter: hey, good morning, robin. that suspect was amir locke's cousin who was wanted for murder. police thought he was in the apartment, but he wasn't. [ crowd chanting ] this morning, a clearer picture emerging about the events leading up to the deadly police shooting of 22-year-old amir locke. court documents revealing authorities were looking for locke's 17-year-old cousin who was wanted in connection to a january homicide in st. paul. police serving search warrants for three different apartments looking for the suspect

including last wednesday when a minneapolis police department s.w.a.t. team carried out that no-knock warrant. >> get on the ground. >> reporter: but it was amir locke who family members say was staying with relatives that was captured on police body camera video appearing to have been startled awake. police say he was holding a gun pointed in the officer's direction when he was shot just nine seconds after they entered the apartment. locke's heartbroken family says he legally purchased the gun and they believe he was confused by the commotion. >> he didn't even have an opportunity to see who decided to play god and take his life. >> reporter: locke was not listed on the warrant and was not a target of the investigation. his cousin, who was not found in the apartment, was arrested on sunday according to the state. -- statement of probable cause officers executed a warrant at that location because locke's cousin be often stayed there and records show police have been called to the

apartment ten times in the last seven months. and that 17-year-old cousin has been charged with two counts of second degree murder. he is due in court on tuesday. the officer who shot amir locke remains on paid administrative leave. george. >> okay, alex, thanks. we're going to get the latest now on the state of emergency north of our borders in ottawa with protests over covid restrictions, the bridge is still closed in one direction as some provinces are set to scale back some rules. trevor ault is there. good morning. >> reporter: good morning, george. so it's about 10 degrees fahrenheit and if anything these protesters have simply further settled in and brought in a whole lot more signs of support. we've seen people picking up their food from food stands and they've brought in port o potties and have seen some people drying their hand-washed clothes on these makeshift vehicles, and not to mention all of those spinoff demonstrations happening elsewhere. the ambassador bridge still shut down from detroit heading into canada, a major lifeline for trade, we're talking hundreds of millions a day and demonstrators

say they are ready to be out here until all of canada's covid-19 mandates and restrictions are lifted. some provinces are walking back some of their policies, alberta is now lifting their vaccine passport mandate and saskatchewan is going to do the same thing monday and lifting their indoor mask mandate too but canadian officials say they're not making them because of the demonstrations. they say they're able to do it because the vaccines are working and cases are going in the right direction, and these policies have served their purpose. michael. >> all right, trevor, thank you very much. going to turn now to the winter olympics. team usa finally scoring our first gold medal of the games as notable athletes like shaun white and chloe kim are stepping up their moves on the halfpipe. maggie rulli is live in china tracking all the action. good morning, maggie. >> reporter: hey, michael, good morning. it has been a huge day here in the mountains. we were there to see team usa pick up that very first gold medal and to see shaun white prove that even after two decades in the olympics, guys, he is still there to show up and absolutely crush it when it matters. a gold medal for team usa.

lindsey jacobellis nabbing the u.s. its first gold of the games in snowboard cross. redemption after an early celebration cost her the gold in 2006. now in her fifth olympics at 36, she's the oldest snowboarder to ever win an olympic medal. and a nail-biter on the halfpipe. shaun white in his fifth and what he said would be his final olympics wiping out in his first run while trying to pull off his signature move, the double mctwist 1260. sitting in 19th place, near the bottom of the pack, with only one more run to go, he needed to crack the top 12 to keep his medal dreams alive. with it all on the line the 35-year-old, the oldest competitor in the event smashing his second run, jumping to a fourth place finish. his teammates, chase josey and taylor gold joining him in the finals. and a promising start for chloe kim. nailing her qualifying round

hoping to defend her gold from 2018, soaring past the competition in her first run. even an unexpected fall on her second not enough to knock her off the top of the leaderboard going into the finals. but it was heartbreak on the slopes for mikaela shiffrin. the 26-year-old striking out in her best event, the slalom two days after her fall on the giant slalom cost her a chance at a medal. shiffrin lasting a mere five seconds out of the gates leaving her absolutely devastated on the mountain. but a huge win in one of the olympics' new events, utah's colby stevenson taking big risks in big air. after a rough landing in round one, he went on to land a switch double cork 1800 walking away with a medal. lindsey jacobellis, team usa put its first gold medal on the board putting it in tenth place in the race. big events coming up. team usa could be climbing up that leaderboard soon. michael. >> we'll definitely be watching

area moving forward finding solutions. this is abc. seven news. good morning. i'm reggie aqui from abc. seven mornings. after weeks of debate, the school board in oakland has voted to close or merge nearly a dozen campuses. the board decided to close or merge these 11 schools over the next two years, parker k through eight, and community that community day school are set to close this year. five more will happen next year. the other schools will be merged or some grades will be moved around. opponents of the plan have staged protests since the proposal was announced, worried the closures would hurt families already hit hard by the pandemic. good morning, everyone checking out traffic here. we're going to start with the drive times because it really has turned into a quite this little commute today, so check this out tracy to dublin 53 minutes, handing out to conquer 47

>> looking forward to that. now to the parents of that accused michigan school shooter appearing in court facing charges in the death of the four students who were gunned down last fall. prosecutors arguing the couple ignored warning signs that their son was dangerous, it and will reeve with the story. >> reporter: good morning. while their son faces charges including murder and terrorism and is expected to plead guilty by reason of insanity, jennifer and james crumbley face four charges of involuntary manslaughter. prosecutors using records of text mssages and eyewitness testimony to try to prove that their negligence contributed to tragedy. the parents of ethan crumbley appearing in a michigan court tuesday after that oxford high school shooting that killed four students last november. prosecutors say jennifer and james crumbley gave their son a firearm and repeatedly ignored warning signs. investigators showing text messages jennifer crumbley sent the day before the shooting when ethan got in trouble for looking up bullets. on his phone during class. jennifer texting with her

>> did you at least allow -- >> and -- >> lol, i'm not mad. you have to learn not to get caught. >> reporter: the morning of the e school for mith bleys went to e 1 llam crumbley madestouater. i at there's an active shooter situation going on at the high school. my son goes to that school. i have a missing gun at my house. >> reporter: jennifer's boss andrew smith testifying the morning of the shooting jennifer told him she needed to get ethan counseling. jennifer allegedly screaming in the office as news of the shooting broke. later texting smith, the gun is gone and so are the bullets. adding, i need a lawyer. ethan did it and begging, i need my job, please don't judge me for what my son did. >> i was surprised she was worried about her job at the time. i thought she would be more worried about what was going on. >> reporter: attorney van johnson representing three

students' families, saying the hearing was like nothing he had seen before. >> what you heard today was overwhelmingly how deeply disturbed ethan crumbley was for an extended period of time. he was crying for help for months. >> reporter: chad gregory's son keegan was inside the school and saw his best friend justin shilling shot dead. >> he buries it. he knows it's a long road and there's a bit of survivor guilt. he really, really feels genuinely sad as we do for the kids that didn't come home. >> reporter: the crumbleys have denied any wrongdoing in this case. they say they properly secured the gun in their home and that they had no way of knowing their son would use it to shoot up his school. and that they bear no responsibility for the shooting. their next court appearance is scheduled for later this month. george. >> okay, will, thanks. let's bring in our chief legal analyst dan abrams. the prosecution's job is to convince the judge to let this go to trial. is it a high bar? >> typically it's not at all.

it's probable cause. typically you view this as almost a rubber stamp that the case is going to move forward. but this is a pretty unique legal theory here. holding the parents responsible for the actions of their child. involuntary manslaughter, so there is a real legal fight to be had, but i think that based on the facts and based on the pressure, that will be on this judge, i'd expect that he likely would allow the case to move forward. >> what's the parents' best argument to prevent it? >> well, i think it's that what you just heard will talk about is the fact that the dad is basically saying, look, the minute i noticed my gun was gone i'm calling 911. that this wasn't foreseeable. that's one of the critical legal arguments, there needs to be a level of foreseeability, not foreseeability that their kid could be in trouble, not foreseeability that their kid might do something silly, but really foreseeability of the responsibility of taking a life,

remember, when you are talking about involuntary manslaughter you're saying that these parents are responsible for the deaths that were involved here. >> how damaging are the text messages? >> very. i think if you were going to say to me what's the most important testimony or evidence for the prosecution here, it's the text messages. it's not what the parents did after the fact, right? it's not the fact that the mother is talking about wanting to keep her job, et cetera, it's what they didn't do beforehand. it's the fact that she's -- knows that her son is talking about the bullets and saying, don't get caught. there's this heartbreaking text message where ethan is texting that he thinks his house is haunted and he's seeing things in the house and the mom doesn't respond and he says, you're not even going to respond to my texts? and so it's things like that that if this case moves forward at trial, i think will be very difficult for the parents emotionally putting aside the

legal aspects of this for the jury to hear that, i think, is going to be problematic for the parents. >> any chance the case is split, the mom goes to trial but not the dad? >> it's possible. yeah, i mean, remember, these are two separate defendants and there is a lot more evidence against the mom than against the dad and there could be an argument from the dad's lawyer that basically says, look, you know, that's her, you got to focus on the evidence against me and the judge could decide, yeah, there's enough against one, not against the other. unlikely but possible. >> dan abrams, thanks very much. robin. and george, coming up, what you need to know about cryptocurrency and the couple arrested in the biggest bitcoin bust. come on back.

>> heather, thanks for having me. >> you're welcome. thanks for talking with us today. >> reporter: the two are accused of using thousands of small complex transactions and accounts set up with fictitious identities to launder the funds. prosecutors say after a 2016 hack in hong kong a cyberthief transferred 120,000 bitcoin to a virtual wallet controlled by lichtenstein. at the time, the stolen funds were valued around $71 million. but today they're worth more than $4.5 billion as bitcoin's value has soared. and this is going to potentially lead to up to 25 years in prison for this couple if they are ultimately convicted. they also, according to this complaint used alt coins, that's other cryptocurrencies and they funneled the money there and also bought nfts with some of that bitcoin money. >> so, rebecca, what happens to that 3.6 billion in bitcoin that was seized by the government?

>> they compared the western diet, that's light on things like grains and fruit and vegetables. there's dairy, and sugar, and they compared that to a plant-based, optimal diet, much less meat and fish, and limited dairy, and using those computer models, they found if a 20-year-old made this change and went all to this optimal diet, they could add ten years to their life expectancy, even a partial change if you started at age 20 could add six years, but the part that i loved the most is that even if 80-year-olds started this, they could add three years to their life expectancy, according to these computer models. it is never too late to make these changes. >> never too late. all right, but you have a degree in nutrition. >> yeah. >> what are those small things we can do that could help us? >> i think when people hear plant-based diet or they hear a definition, they get

similar in san jose, 75. the winds remain breezy in the hills, keeping -- keeping temperatures elevated. here is the accurate seven-day forecast, records not only possible but now to a new investigation that is shining a light on the racial disparities in housing. senior investigative correspondent david scott joins us with that. good morning, david. >> reporter: good morning, michael. owning a home really defines the american dream, but an abc news investigation in partnership with our own stations looked at recent mortgage lending nationwide and found gaping disparities based on race. it's been more than 50 years since the fair housing act outlawed discrimination in home buying, but more than half a century later minorities continue to have a harder time purchasing homes than white americans.

[ laughter ] so i ended up choosing schools like the west coast schools out here and first was usc and dreams do come true.

next, it was obviously i had coach riley and everybody else that came over from oklahoma here and that's a sudden sense of comfort when you have people like that you've been around for at least a year and talked to for more years before that. >> i know you're excited to be reunited with your old coach. how have ou fans reacted to you leaving? >> yes, i am. they reacted kind of how i expected them to. i appreciate all the ou fans. i love all the ou fans, all the love and support they have given me throughout the season when i wasn't playing before i got there and then after i was playing, kind of, you know, they'll always be in my heart. >> i know they will. you had such a breakout year for them. we know, we're entering this whole new era of college athletics including being able to profit from using your name,

is the inspiration behind that. are you sporting any right now and how is your mom your inspiration? >> my mom is my inspiration. i actually have kind of valentine's day. you can't really see it. it's a little heart. but, yeah, my mom is my inspiration. she's been doing nails since i can remember and she's always done it i think since she was like probably 14 she's always done it so that was a little time before i was born. and so ever since i was born she's been doing it. i would always sit around playing my game or messing with my mom, i still mess with her a lot, playing my game, and she'd always do my nails. i didn't get paint on them but she'd always do them. >> i'm proud of you, you know, for doing that and living your life and is that part why you established your foundation, caleb cares, and it's to help people -- because i'm sure

that wearing nail polish like that probably got bullied a little bit and so you wanted to establish this foundation to help others in that situation. >> yeah, i don't really call it -- i've -- you know, i haven't really been bullied but i have seen it. i've stepped up for it. and i don't really call it bullying because, you know, it's kind of what i want to do and i enjoy it. i don't really look at it like that, but i do see it in other people's eyes and kind of understand but people have talked about my nails in negative ways and i don't mind. it doesn't bother or faze me. >> tell me about the foundation and what you hope to do with that. >> the foundation, i am looking forward to giving time, energy and more resources to bullying. i would say the reason why i'm attacking this problem is just because i don't think that there's enough time, energy and resource into bullying.
