although we do not have any winter advisories, as this wind comes over the land out to sea, warms us up and that will be the case later this afternoon. temperatures already warm and some spots. we are 60 in the city. 61 is our average high this time of year. there are three degree shy of that. 60 in half moon bay. most of us in the 40's and 50's. taking a live look outside. our camera showing you a shake because of those offshore winds. the day is all about sunshine. we are fog-freak so that means all of us will warm up quickly this morning into the 50's and 60's by 9:00 a.m. hitting the 70's and spots by noon and by 4:00 p.m. we are all in the 70's, close to 80 degrees. records are possible. we will take a closer look at records coming up. reggie: san francisco police are investigating a death along the great highway. this is video just north of

skyline boulevard overnight. officers were called to the scene just after 2:00 this morning. video shows a jeep with at least one window shattered and it appears one person died. it is not clear yet what happened or if any suspects are in custody. kumasi: in less than a week the statewide mask mandate for public spaces will be gone and that will apply in every bay area county except for one. santa clara county is the only local county choosing not to follow the state guidance and continue requiring everyone to wear masks indoors. amy hollyfield's lives pleasant hill with more on these -- amy hollyfield is live in pleasant hill. amy: contra costa county allow you to walk into this big store -- bookstore and that sign will come down. you can take the mass off -- masks off starting next week. this time next week, no masks

will be required. that will be the case in all bay area counties except for santa clara county. that is the only one that will keep the masks in place. the health officer made the announcement yesterday. here is the reaction we heard about the news. >> i think it is time now. it is going to be good for us to be able to get back to a normal pre-covid time where we had breeze fresh air and do our own thing. >> it is too soon. there are children under five who are not eligible to be vaccinated. children under 12 cannot have a booster. spring break is coming which will probably call another spike in cases. amy: the health officers are following state guidelines. the governor announced this week that the state would allow people to take off their masks indoors if they are vaccinated, citing the drop in case numbers and the drop in the number of people who are hospitalized. she set -- santa clara county

health officers say there is too much covid for them to take this step. masks are still required in all counties in schools, hospitals, and public transportation. amy hollyfield, abc 7 news. reggie: santa clara county has made the choice not to end the denver mask mandate. dr. sarah cody, the public health director will continue to follow data and metrics to know when it is appropriate to lift. they are waiting for the number of cases and hospitalizations to drop. dr. cody says the county is emerging from the omicron surge but they are still seeing high levels of community transmission and the risk of being exposed by someone in the community is still high. >> our goal is 550 cases per day, seven day moving average and then we hold there before a -- for a week before we left. our models suggest we may get there sometime in early to mid march. reggie: dr. cody says the county has about 1900 cases per day. kumasi: besides california, at

least eight other states are rolling back restrictions but mixed messages on the local and federal level for mask mandates are leaving so many people confused. jobina is here with that story. jobina: new york state is ending its emergency mask vaccination requirement for businesses with -- leaving the decision to local officials but the cdc stands by its guidance that most americans should mask up in indoor public places and schools. the cdc director says transmission is still high although she says the cdc is working on recommendations to ease restrictions safely. these messages are causing some confusion. >> remember, the cdc is making national guidance and states have very different stages of the pandemic so some states may make decisions that are specific to them whereas the cdc is trying to provide overall guidance for the entire country. jobina: the federal government is already prepping the

first 10 million doses of the under five years old pfizer vaccine ready as soon as the fda gives the final signoff. the cdc tells abc news there will be plenty of supply with enough doses for all children in the age group. the fda's advisory committee will debate the request to authorize the vaccine next tuesday. reggie: thank you. we can expect a covid pandemic plan for california in a matter of days and possibly new mask guidelines for schools. >> we have been working now for weeks with our education partners. there are 1050 school districts in california. 10,500 schools. everybody have strong opinions and we are getting closer and closer to making public an announcement on mask-wearing. reggie: governor newsom was in oakland yesterday where he gave a covid update and signed a bill to renew covid sick leave. most employers are required to

give workers two weeks paid time off if they get covid. it retroactively covers covid-related illnesses that go back to january 1. kumasi: superintendent tony thurman will be holding a briefing to put his support behind a bill that was shifted away school districts are funded. amid this legislation, state funding will be based on a school district's enrollment instead of daily attendance. thurman says this plan will help schools struggling with absenteeism and all schools receive the financial support if they need to recover from the pandemic and thrive. reggie: environmental scientists and firefighters are keeping an eye on the conditions. tim johns spoke with both about their concerns and how they are preparing for a rough season ahead. tim: after a wet december last year for most of 2022, the rain has been staying away from the bay area. >> this is bad. tim: with temperatures into the high 70's this week, the risk of wildfires has grown. on wednesday firefighters were

called to put out a small fire. experts say we can possibly see even more fires burning the normal. the lack of rain has caused brush to dry out and vegetation currently at levels closer to those typical of the summer time months. >> it is pretty concerning to see year after year we are getting less and less rain in our typical rain season of january and february and every year we think next year should be better. but it is looking pretty dire. tim: the warm temperatures are not just impacting wildfires. their influencing how firefighters are preparing for the season. >> it is not out of the question that we would bring them on earlier because we would have these springtime higher temperatures with winds. tim: stephanie lunsford is a spokesperson for calfire. she says the risk of prolonged fire season has caused her team to look at of the possibility of

bringing in extra resources as early as april 1. with the sunny skies to continue for the foreseeable future, experts say they are crossing their fingers waiting on mother nature. >> we really have to hope for a miracle march and hopefully the storm track window starts opening up and we get rain but if that does not happen, we could be in a serious situation this summer. tim: tim johns, abc 7 news. >> for those keeping track, it has been more than a month since we have seen rain and this is the second day in a row we are likely set a record high temperatures and what should be -- in what should be the coldest and what is part of the year. we are watching early next week there is a storm that will dive into nevada to our east like stay with us. i do not think it brings beneficial rainfall. we could see some snow in the sierra but for us, it kicks up the winds. southern california by tuesday morning could get some wet weather but any rain looks pretty light with the system.

kumasi: how local cities are addressing homelessness is something we are focused on and in the south bay san jose city leaders want to transform a sprawling homeless encampment into a recreational area. amanda del castillo explains any development would require moving more than 100 unhoused residents and people living under the flight path of the airport. amanda: we see people, motorhomes, and shelters where there could soon be a dog park and a public garden. the city wants to transform 40 acres of land. the council voted infamously to pursue plans for a park concept in an area they began clearing last year. >> some of the stuff is ridiculous and hearing them debate about it, we should be talking about places to put people. amanda: scott is more than 100

people remaining at the site's 18 acres that need to be cleared. he has lived here for months. >> a year ago when this problem materialized. it was very severe. amanda: a noise problem for the airport. it is that sound of roaring jets that led the federal aviation administration to alert the city to clear the a cam it or risk losing millions of dollars in funding -- clear the enchantment -- encampment. >> they said nobody could be here but now it seems like everybody can be here for dogs and soccer and pickle ball. amanda: the city is looking to include a 15.8 acre area for disc golf. it could become community gardens and urban farms. a 5.5 acre dog park. the faa saying it will evaluate any proposal from the city. >> these activities, most people

do a lot of this stuff. they have money. they can go to the other dog park. we do not need that right here right now. amanda: homeless after kids say what is needed is affordable housing. it will not come before june 30 which is the deadline to clear the area. amanda del castillo, abc 7 news. reggie: a new apartment complex will be built to house most of the people living at the encampm ent. officials broke ground on a 76 apartment community next to the san jose police department. the mayor says the goal is to get 1000 units built or under construction this year. the complex be the fourth quick build community in san jose, a $6 million donation is funding it. >> we need to create solutions like this to get those individuals out of the streets and into housing. this is the solution that will help our entire community. reggie: some homeless rights

advocates say the construction comes too late. the complex will be completed in august. residents have to be out by june 30. kumasi: we are getting a look inside the new san francisco homeless shelter opening in lower nob hill next month. final touches are underway to convert the former ansonia hotel. the $80 million plan will be approved on tuesday. it is set to open next month. the cofounder of the nonprofit that is running the sites as a space like this during a homeless crisis is too good to pass up. >> when you come into an emergency shelter, it is the beginning of stabilization. when people get stable, they can begin to heal. kumasi: some neighbors say the building has at least one big flaw, there is no outdoor space. they are concerned this will lead to people congregating outside and loitering in their neighborhood. officials say there will be 24/7 security at the urban alchemy

regardless. amy hollyfield is live with reaction. amy: good morning. this friends bookstore can take this sign down starting next week. they do not have to. businesses can still ask you to wear a mask but they are no longer required to make you wear a mask. all of the counties in the bay area except for one are going to drop the mask mandate starting next week. they will follow state guidelines and this will go into effect wednesday. health officials say masks are recommended indoors but will not be required. we heard some support for this plan and some hesitation. >> i am glad we are finally going to have that opportunity. it is going to be a relief. i will be able to see people's faces again. it is exciting. >> i think it is smart. i think the masks going on and

off if we have another uptick, the fight to get people to wear a mask will be difficult. amy: health officials say they feel like they can drop the mandate now because the number of cases are going down and the number of people in the hospitals has dropped significantly since january from the omicron variant. masks will be required in schools, hospitals, and public transportation. live in pleasant hill, amy hollyfield, abc 7 news. kumasi: marin county has a new health order that requires first responders be vaccinated to continue working. they have until april to get vaccinated and boosted. health officials say the mandate is in response to omicron outbreak that the county jail, nursing homes, and other settings. the order applies to law enforcement, firefighters, medics, and probation officers. the only exception will be for radical religious reasons. the cdc wants the cruise industry to require booster

shots. the agency released new guidelines. the top classification is the vaccination standard of excellence which will require 95% of passengers and crew to be fully vaccinated and boosted. this program is optional. cruise lines but let the cdc know the vaccination status of each ship. the cdc is still advising people against cruising right now. reggie: oakland teachers union is planning to take legal action and educators could strike. this comes after the school board decided to move forward with closures. community day school will close followed by five more next year. four others will merge or lose some grades. students at affected sgeasupport anpr any campus -- at any campus. >> the school board did reduce the number of schools affected. i heard them be intentional

about ensuring that this is going to improve student outcomes. reggie: oakland unified is facing a $90 million budget shortfall. the county and state could intervene if the budget is not balanced. kumasi: students from los altos high school walked out of class in solidarity with students and teachers in oakland. 150 students marched where they held a demonstration yesterday afternoon. social studies teacher seth donnelly says the idea started during a conversation about current events in his seniors civics class. >> if the schools in oakland in black and brown communitys are targeted for closures. we are demanding that they reallocate that finding surplus to keep all of the schools open in oakland neighborhoods. kumasi: he called the turnout remarkable. reggie: now to a viral video of a bear we showed you yesterday. it appears to show the bear

coming out of hibernation in? but it is not what you may think. karina nova spoke with experts. karina: you might have seen this video that shows a bear waking up, climbing out and looking around and as many of us learned in grade school, this is a time when bears are supposed to sleep through the winter. some are wondering is the warm weather bringing them about. i spoke to the bear league out of tahoe and seeing video like this is not that abnormal and does not have to do with the warmer weather. >> some of the bears are not necessarily totally coming out. they have always come out sometimes on a nice day to roll around in the snow, stretch. they do not hibernate as deeply as a squirrel. they go into a lighter stage than a squirrel would. it is not unusual for them to come out and roll around. karina: seeing video like that, does that concern you at this

time of year? >> no, i see it all the time. people send videos like that to me all the time and what we can do is hope that there is no food close by and that they will go back into the den, which they often will. but if they find food and they start eating again, then all bets are off. karina: people's garbage cans and birdfeeders are sources of the food and it is humans, not the weather that is tampering with their hibernation cycles and biological clocks. bears are up and may be looking for food. the california department official -- department of fish and wildlife says about 50% of bears show some activity during the winter months while most hibernate for two to three months. back to you. kumasi: all right. here is an update on this. rats scurrying across a san francisco playground. it turns out they may not be wild.

that crash is cleared but we have a new one on the bay bridge on westbound 80 right past treasure island. speeds are down to around seven miles an hour. it is backed up in that spot. the toll plaza has not been impacted. i'm curious to see how that will transfer. san mateo bridge looking good. things are moving at the limit there. i have an exciting update from bart because they have a new time-saving improvement for riders at the station. the agency installed a newly designed fair day at the elevator -- fare gate at the elevator. riders can platform instead of going all the way upstairs and then, back down to the streetcar, this will be huge for people trying to get to chase center and things like that during basketball season. i'm excited about that update. we will be right back.

police say the gunfire came from another vehicle and the bullet struck the 76-year-old woman in the back. a 29-year-old man who was driving called police saying his passenger was having trouble breathing. medics responded and discovered the bullet wound. >> i heard the gunshots and i was hoping it was just somebody shooting in the air. when i came out later, i saw all the lights and everything. i just assumed that somebody got hit. reggie: police have not announced any arrests. kumasi: in the east bay 600 families are receiving a monthly stipend through the guaranteed income pilot program. phase two of the program launched this month with each family getting $500 a month. they will receive a total of $9,000 they can use however they like. participants were chosen through two random lotteries of applicants who met certain income requirements. the program is funded fully through donations.

the intent is to combat wealth inequality and reduce poverty. reggie: prices are soaring across the country from groceries to cars and new numbers released show inflation at its highest pace since 1982. jobina has the just-released january consumer price index report. jobina: inflation rose by 7.5% year-over-year in january to a new 40 year high. the consumer price index is important because inflation is a direct trigger for the federal reserve's interest rate hikes. chairman jerome powell has indicated the fed will find inflation by raising interest rates starting with a quarter-point hike, next month. many economists expect the fed to raise interest rates several times this year. we have all seen the effects of inflation. since 2020, the price of a pound of bacon is up by more than one dollar. one dozen eggs up 21%. a sirloin steak up two dollars.
