plan your next vacation at iloveny.com announcer: building a better bay area. moving forward, finding solutions. this is abc 7 news. road tolls could be coming to bay area freeways someday. the group is launching a two-year study to look into that idea. good evening and thank you for joining us, i am dan ashley. ama: you are joining us on abc 7 news, and also live on the abc 7 bay area news app. dan: the proposal would mean all drivers would have to pay to drive uncertain bay area freeways, making it different from the express lanes that we have, that only charge people if they want to go faster. ama: reporter zach fuentes has the details it has been a big day for the bay area freeways. new express lanes open this morning. but the big deadline talks about charging everyone to drive uncertain freeways.

>> the objectives are the same. it is how can we move more people in fewer cars. reporter: the express lanes that opened this morning on highway 101 out of the peninsula operating on highway 85. they will cover 25 miles -- 22 miles. but the metropolitan commission says more work has to be done to reduce congestion, incentivize the use of cars, and drive down greenhouse emissions. they say charging tolls could be the solution. >> this is a way for instance, to keep the region moving with 2 million additional people, one million additional jobs that are expected to be here by 2050. reporter: a two-year planning study has been launched to look into that possibility, a possibility already bringing concern from drivers we have spoken with. >> that's a bad idea. i don't think we should charge because everyone uses their cars. reporter: and more members of the committee who heard the presentation of the study.

oakland is tied at 77 and gilroy tied as well. temperatures right now, we will notice it is too warm across many parts of the bay area, with 70's and 80's. half moon bay has cooled off to 64 degrees. if you are stepping out friday night and thinking what do i need to worry about? you don't need to worry about a jacket. it will be on the cool side tomorrow morning, 40's and 50's. i will let you know if the beach whether we enjoy today, will last through the weekend, coming up. ama: sandia, thank you. now to new developments on getting covid vaccines for kids younger than age five. it will take a while longer. today the fda delayed publishing its analysis on pfizer's vaccine for kids ages ex-for years -- six months to four years. there has been concern it doesn't offer protection for kids under five. pfizer says it will wait for results on its research for its three-dose regimen for those children. dan:. dan: in oakland, high-school students took to the streets to

protest the school board's decision to close or merge nearly a dozen schools. a group marched down from campus, down broadway to the district offices. the teachers' union is planning to take good action and educators could strike over this. the district is facing a shortfall. the county or the state could intervene if the budget is not balanced. ama: we are learning new details tonight about the suspect involved in last night deadly shooting at the civic center in san francisco. it comes at a time when bart, is experiencing low ridership. dion lim has more on what the agency is doing to keep the passengers it has a safe. dion sock during a time when ridership is loaf, the agency's police chief addressed thursday night deadly shooting. >> the suspect allegedly shot the victim at close range with a handgun on the platform at the bottom of an escalator.

the victim was shot from behind. dion: what information from the victim and motive has not been released chief of the risk ro bart officers. >> six bart police personnel responded in a proximally one minute to the incident. dion: chief alvarez says that is the reason for the quick arrest of 25-year-old shane holman. >> he has a criminal record. that will be part of the investigation as well. dion: i obtained his court records and multiple sources confirm he was on three years probation for a november 2020 incident where he was arrested for attempted burglary. he was also arrested in march of last year for being a fellow in possession of an unregistered firearm. i asked the das office where he was charged, then released back onto the streets. public information officer robin burke, acknowledged his release and said it happened while they waited on dna evidence results. he added in part, "the office will hold the suspect accountable." meantime, the bart police chief told me overall, crime across the system is down, but admitted

problem set civic center, and what was being done to address it. >> we have two full-time police officers at that station specifically during all operating hours, in addition to the two community service officers as well. dion: for riders we spoke with this is not enough. >> this station gets very sketchy at all times. i have seen people with knives, with sticks inside, and it doesn't give you the confident feeling. >> i work with the elderly. they are frightened to death to go anywhere close to bart. dion: these concerns adding to their hesitancy to ride more. in san francisco, dion lim, abc 7 news. dan: a guilty plea is bringing some closure to the family of a security officer at the oakland federal building, gunned down in a drive-by shooting in may 2020. the case giving us a glimpse into the extremist boogaloo movement. our reporter has been working on the story from the start.

he is back from federal court with the very latest. dan: the two sides agreed he should serve four years in prison but the judge, made it clear she still has to decide if she will accept the deal. 33-year-old steven carrillo, shackled hands and feet, facing more than a dozen friends and family of the man he admits killing in may 2020, pat underwood. a security officer at the oakland federal building. what do you want people to know about your brother? >> my brother was amazing. my brother was such a hambone man -- humble man and he helped so many people that he never talked about. just one of those people that just always did their thing. dan: after underwood's sister read a statement calling stephen curry or a domestic terrorist, he described how he planned the attack, network on facebook and find the driver, and how he used a george floyd protest as a

cover. he opened a side door on his van and fired 19 shots with a homemade automatic rifle, a "ghost gun." killing underwood and injuring his partner. two of underwood's relatives brushed from the courtroom in tears as he spoke. >> the idea of him not living when he should be is excruciating and extremely painful. dan: finality in a loud and clear voice, steven carrillo, a former military sergeant at travis air force said, "guilty, your honor." the judge said she still has to decide if she will accept the agreement. >> is it hard? extremely, extremely difficult. because on one hand you think, and i-4 and i. but at the same time -- at the same time i don't want to live my life with hatred in my heart. dan: the santa cruz district attorney was also here. stephen curry or is accused of killing a sheriff sergeant there eight days later. someone spotted the same white van with guns and bomb making
