san jose hits 78 tomorrow. that would be a record. livermore would be a record if it comes in at 75 in santa rosa could be a record at 77 degrees. this is a sampling. what changes are coming for sunday and early next week straight ahead. ana: a man has been arrested on suspicion of starting this fire in whittier yesterday afternoon in hot and windy weather, destroying at least two homes. the suspect was found with burns reportedly and described as a whittier resident in his early 50's. it is unclear exactly how the fire started. dan: a guilty plea brings closure to the family of a security officer at the open federal building, gunned down in a drive-by shooting may 2020. they case gives us a glimpse into the extremist boogaloo movement. dan noyes has been working on the story from the very beginning and is back from federal court with the latest on this good -- this.

year on san jose road. the department of transportation identifies the expressway as a dangerous corridor, says the intersection is a proven hotspot for accidents. >> between 2016 and 2020, we had 17 crashes, 10 of those minor injuries. six were moderate injuries. one was a severe injury and there were no fatalities. dustin: two crashes resulting in three deaths this year. speed is a concern along the road and bicyclist came from a nearby homeless encampment. >> we hope that deploying these electronic methods might help drivers be more aware of the hazards. you're on an expressway that has a high speed limit. you might not be aware you should look out for pedestrians. >> there are similar signs throughout the city. while police patrol intake at the area, the dot will try to implement solutions officials say stopping traffic deaths starts with everyone. >> we all have shared accountability on the roadway.

julian:julian: the temporary right was made permanent by supervisors in 2021 and expanded to include school board recall elections. >> to be able to make my voice heard. julian: according to the department of elections, 190 six noncitizens are registered to vote in the recall. a significant increase from 2018, the first time noncitizens could exercise a right. 65 registered and 59 voted. >> san francisco put immigrant voting on the map for faults in the united states again, reviving what was historically widespread. julian: a professor of fsf fsf state notes that it was common for white, european immigrants to vote in local, state, and federal elections before women gained the right to vote and black people gain voter protections with the 1965 voting rights act. there is a growing movement to reconsider who should be able to cast a ballot.

19 states have passed more restrictive measures. >> who is a legitimate -- legitimate member of the community? who is a stakeholder? 15 jurisdictions in the united states have restored immigrant voting, 11 in maryland, two in vermont, new york city, and san francisco. julian: new york what's the first major city to extend voting rights last year, making an additional 800,000 voterseli. a similar measure gained traction in san jose where 40% of residents were born outside the u.s. many became naturalized citizens but a significant number have not. i district five councilmember made the proposal. >> we have to give people the opportunity to voice their opinion and their will and how we are going to manage their money. julian: the council is exploring feasibility and could place the measure on the ballot for voters to decide. the santa clara county registrar

san francisco's bottle and cam recycling program. he said he would come back and show us how well it worked and he joins us now with this experiment. how did it go? michael: that is a good question. it was a mixed bag, literally, a mixed recycling bag. to test the program, we downloaded the app and first thing, brynn into a problem. it said oregon beverage recycling cooperative. huh? it turns out those are the guys who designed the app but this is the san francisco bottle banks app. still, a bit confusing. we loaded up our beverage containers and brought them to the recycling center. our bags -- done. now, we wait. the correct amount of crv deposit but he shows up with
