announcer: building a better bay area, moving forward, finding solutions. this is abc 7 news. >> credible prospect that a russian military action would take place before the end of the olympics. >> a warning from the white house. a russian invasion of ukraine could come in a matter of days. president biden will talk to russian president vladimir putin this morning on the situation. good morning. i am liz kreutz. thank you for joining us. we will get to that story in a moment. let's start with a look at the weather with meteorologist lisa argen. it has been nice this week. lisa: like, hot. in fact, today is another day where we could see record temperatures.

probably not as many as the past few days but you can see the high pressure overhead once again deflecting the storms to the north. we have some high clouds from the peninsula to the east bay also along the ocean and numbers in the 40's and 50's. mount diablo at 52. as we look at the north bay, patches of fog. 50 in pacifico and sam carlos. warmer than yestday. we are holding onto some of that warms and the winds once again out of the north offshore. another indicator of how warm it will be with moderate air quality today. a little bit better tomorrow as the onshore flow returns. upper 60's by noontime. mid and upper 70's again today. we will talk about how warm it will get with this winter warmth for this weekend. thank y liz: thank you. president biden is expected to meet with russian president vladimir putin today about the increasing presence of russian military and ukraine.

the u.s. is now preparing to evacuate people from the embassy. ty hernandez has the details. ty: president joe biden will talk with russian president vladimir putin today as the situation over ukraine grows more urgent. that is after russia and ukraine failed to come to any agreement during nine hours of negotiation. now this warning from the national security advisor that russia could invade ukraine in days. >> credible prospect that a russian military action would take place even before the end of the olympics. ty: the biden administration says the u.s. has not proven that putin has made a decision to invade ukraine but the u.s. is droning a growing number of -- joining a growing number of countries, advising citizens to leave ukraine as soon as possible. among those urged to leave is aaron starr, a teacher in kiev. he says he will not leave yet. >> if there is an actual war, i

will leave. i am not going to live in a war zone. in advance of that, it is hard to leave. ty: although the kremlin continues to deny plans to invade and is accusing the u.s. of conspiracy to whip up tensions, russia is conducting massive military drills in belarus and in the black sea with more than 100,000 russian troops near ukraine's borders. military on a list -- mary tally -- military analysts warned that moscow has built up enough for a military attack. >> we see a very troubling size of russian escalation including forces arriving at the ukrainian border. ty: the u.s. sent 90 tons of military aid to ukraine. 3000 more soldiers from the 82nd airborne division are headed from fort bragg to poland. naval destroyers are also on their way to eastern european nato countries. ty hernandez, abc news, new york. liz: the bay area ukrainian

community is understandably on edge about the possibility of an invasion. abc 7 spoke to one man who runs a nonprofit that provides aid to the country. >> i want more help for ukraine, military help and most importantly i want them to be serious about the sanctions they are putting on russia in the government, on the families and leaders. cut them off from their money and the gas pipelines. liz: this would not be the first time russia has invaded ukraine. you might remember in 2014 it attacked and next the crimean peninsula. now to the latest covid-19 headlines. parents and pediatricians are being forced to wait longer to vaccinate children under five years old against the virus. pfizer and the fda are pushing back the timeline for possible authorization. news reporter luz pena is on our vaccine team and explains why the delay is frustrating and while it is so, some experts say it is a good sign. luz: the fda is waiting on more

data for deciding whether to authorize pfizer's covid-19 vaccine for children under five years old. >> the great news was that it was safe for every kid. the question was one of efficacy. luz: pfizer requested this delay after using -- noticing the omicron variant was better at evading the vaccine, signaling that two doses were not enough protection for this age group. pfizer is waiting on data after a third dose. >> the third dose would be intended to increase the immunity for the kids six months to two years and also provide augmented immunity for the kids two years to just about five. luz: o expand vaccns for this age gro week.

16-month-old victoria will have to weight longer while her parents try their best to keep her safe. >> as long as our family is vaccinated, we are somewhat comparable but it provides another level of protection if our daughter was also vaccinated. luz: golden gate pediatrics was gearing up to begin the vaccination process. they have 2500 patients under five years old and now they will have to wait until at least april when pfizer is expected to release new data. >> that group of families that was excited to get this going, they understand. but it was a bit of a letdown. overall, it is better to get it right. luz: the fda was expected to publish an analysis of pfizer's data. experts say pfizer made the right choice by asking for more time. >> this should be taken as a huge vote of confidence in the pfizer team. luz: luz peña, abc 7 news. liz: a new bill could make every

california worker get vaccinated against covid-19. the proposal is by an assembly woman in oakland and it would require businesses to make sure employers are in compliance. ryan curry explains that the bill is getting mixed reaction. ryan: every worker in california vaccinated. that is the goal of a new bill proposed by bucky wicks. >> people have been experiencing so much whiplash when it comes to testing guidelines and mask mandate and vaccine guidance. ryan:re serar again covid-19. all businesses would have to require employees and contractors to get the vaccine. it comes after the supreme court ruled against a vaccine mandate proposed by the biden administration but weeks thanks this plan is legal. >> people are craving stability and we know enough about the pandemic that we can make this happen, we can make the stability happen together. ryan: the plan is being met with

mixed reviews. >> i do not like the idea of government control. >> i think just research has proved, not politics. ryan: including some company executives who think this is an overstep of power. >> the virus is real but the government has used it as an opportunity to take more power and take away more freedom. ryan: the ceo of a company that helps people find jobs that places with little or no code mandates things people should be able to make their own decisions. >> they are assuring to dial back the mandates and right on time california decides let's dial up the mandates. ryan: advocates for small businesses think this will create a clear path for recovery from the pandemic. >> after two years of back-and-forth, it is time that businesses can get back to normal functioning. ryan: the ceo of small business majority says this bill will give businesses a specially small ones -- especially small

this comes after the school board did decide earlier this week to move forward with school closures. two schools are set to close this year followed by five more next year. four others will merge or lose grades. oakland unified is facing a $90 million budget shortfall. the county or state could intervene if the budget is not balanced. let's get a check outside this morning. lisa: weather with us for the dy today but we are expecting a pattern change for the second half of the weekend. right now toward henry vale, we have 40's and 50's. we will talk about the warmth today and the beginning of the cool down tomorrow, coming up. liz: also ahead, an ex guard at a dublin prison is the first of four staff members to face federal charges of sexual abuse. how many years he could be in jail. >> there is lot of love across sunnyvale.

join today at ww.com. hurry, offer ends february 14th! liz: we are learning details about the suspect involved in thursday night's deadly shooting in san francisco. this comes at a time when bart is already experiencing low ridership. the on an has more on what the agency is doing to keep the passengers safe. reporter: during a time when ridership is at historic lows, just 25% of pre-pandemic levels, the agency's police chief addressed the fatal shooting at the civic center station. >> the suspect allegedly shot the victim at close range with a handgun on the platform at the bottom of an escalator. the victim was shot from behind. reporter: while information has not been released, chief alvarez touted the quick response from officers. >> six personnel responded

within one minute of the incident. reporter: chief alvarez says that is the reason for the quick arrest of 24-year-old shane holman. >> he has a criminal record and that will be part of the investigation as well. reporter: i obtained his court records and sources confirm he was on three years probation for a november 2020 incident where he. was arrested for burglary. he was also arrested in march of last year for being a felon in possession of an unregistered firearm. i asked the das office where he was charged and then released back onto the streets. officer burkett acknowledged his and said it happened while they waited on dna evidence result. he added, "the offers will hold the suspect accountable." the police chief said overall crime is down but admitted problems at civic center. >> we have two full-time police officers at that station specifically during all operating hours in addition to

two community service officers. reporter: for the riders, it was not enough. >> this station gets very sketchy at all times. i see people with knives, sticks . it does not give you that comfortable feeling. >> there are clients who work with the elderly and they are frightened to go anywhere close to bart. reporter: these concerns adding to their hesitancy to ride more. abc 7 news. liz: new details about the federal correctional institution in dublin. a former correctional officer pleaded guilty to three felony charges for sexually abusing three inmates. according to our media partner, 37-year-old ross clinger faces up to 15 years in federal prison. he is the first of four staff members to face federal charges. this comes after an associated press investigation that said inmates were often threatened or punished when they tried to

speak of and claims of abuse were ignored or cast aside. on the peninsula, a groundbreaking ceremony was held for the tanforan memorial plaza. it will pay tribute to the 8000 japanese americans who were forced to live in stables at the former racetrack during world war ii. the memorial near the san bruno bart station by summer. the hope is that exposure will be high because 6800 people passed through the station on a monthly basis. collects our country stripped american citizens of their constitutional rights and forced by prejudice put them in prison, put them in concentration camps liz:. liz:the memorial will include a statue honoring two young girls ages six and nine who were forced to relocate with their family to tanforan in 1942. today you can get help to file your taxes.

the taxpayer assistance center in oakland will help you. you do not need an appointment. the irs is opening the center on select saturdays, days that are usually closed. if you go, be sure to bring a government id, social security card, and any irs letters or notices. the center is open from 9:00 a.m. until 4:00 p.m. today and it will be open on march 12. in the south bay, there is love being seen and felt across sunnyvale. just in time for valentine's v's day, residents have watched a scavenger hunt for hearts. amanda del castillo reports. amanda: these hearts are hard to miss. each is part of a scavenger hunt that was launched local artists. over the pandemic, the festive display have become the neighborhood favorites and for valentine's day she decided to share the love. >> i dream of why don't we get a

looking at temperatures closer to average monday and tuesday. here are the records we can see today. upper 70's would tie the record. looking at livermore, we will be close with perhaps that record from 2011 shattered. the rest of them a little bit out of reach, especially san francisco and oakland but still very warm out there and we will continue to see this high pressure slowly moved to the south of us. as a result, look how warm the next several days through the san joaquin valley, southern california, well into the 80's and they are experiencing some fires there. always fire danger around california. as we look at the high clouds clear, a lot of sunshine today and as that ridge shifts to the east, we will see an onshore flow on sunday and looking at those high clouds as well aiding in a bit of cooling. just a couple of degrees cooler for your sunday. here is a look at the weak

system that will go up and over california bringing the moisture into this year in nevada. it will miss the bay area altogether. even los angeles could see a couple hundredths. we are looking at a couple of inches monday night through tuesday. that is good news. a brief return to winter and as we look at santa cruz, look at these beach temperatures today. 73 in half moon bay with stinson at 70 before the sea breeze. highs today, upper 70's san jose. 74 in livermore. mid-70's in san rafael as well as antioch. san mateo, 74. 76 in palo alto. the 7-day forecast, if you are headed to the beach tomorrow, you will experience more of a sea breeze. the big cooling comes on monday and tuesday and behind that we will see gusty offshore winds and temperatures warming back up. looking way out, maybe february

announcer: building a better bay area, moving forward, finding solutions. this is abc 7 news. liz: good morning. thanks for joining us on this saturday morning. we will start with a look at the weather. let's get back over to lisa. lisa: good morning. just checking upper elevations and it is 61 on mount diablo with a north wind. looking at that 20% relative humidity elsewhere. high clouds. 61 pacifica. 43 in 1-wood city and more fog in santa rosa. we are about three to five degrees warmer than yesterday and the winds are still out of the most part. that means offshore those down sloping winds allowing for some better our qualityqualitmorate .

high clouds already in the low 60's. by 3:00 and 4:00, mid and upper 70's. we cross records in livermore and san jose. by 6:00, holding onto those upper 60's. we will talk about a cooler sunday and a big pattern change in terms of temperatures early next week. liz: a former military sergeant and allege member of the boogaloo movement pleaded guilty to killing a federal security guard in oakland. he entered the plea in san francisco court in front of more than a dozen relatives of the man he admits to killing. he was inside a guard shack at the federal building in may of 2020 when he was hit with bullets fired from a white van. his sister talked about her brother. >> my brother was amazing. my brother was such a humble he helped soany ffent

people that he never talked about. he will one of those people that always did the right thing -- he was one of those people that always did the right thing. liz: the parties agreed to a 41 year sentence. the judge has yet to accept the agreement. he also faces charges of killing a sergeant a week after the oakland shooting. a man's body has been found in a marin county beach where a fisherman disappeared on monday. the national park service is the body was discovered below the overlook. it has been taken to the marin county coroner's. three fishermen were fishing in the same area monday when a wave knocked him into the water. two of them were rescued but the third man was taken by the waves. a memorial service for legendary raiders coach john madden is monday at the stadium where he won so many games. the oakland coliseum. it starts at 5:30 and will feature speakers, video

tributes, and performances. people will need to buy a ticket with all proceeds going to charity. no matter where you sit, the cost is $32.14. that is in honor of madden's super bowl 11 team that beat the vikings 32-14. have you noticed an increase in your pg&e bill? a lot of people have been talking about this. unfortunately, it is about the get worse. the utility company was given the green light to charge you even more. news reporter lyanne melendez has a breakdown of what you can expect. lyanne: when talking about to rates rising, there is an initial -- initial followed by complacency. lyanne: at the beginning of the year, pg&e customers experienced a 9.4% rate increase. that boils down to about a $30

increase for gas and electric. that money will go to work pg&e is redoing to reduce wildfire risks. on march 1, the average residential customer will be hit with another price hike of 9%. >> why? [laughter] wasn't that enough? lyanne: that second increase is a fuel adjustment cost. utility company blames it on a california drought conditions which have reduced lower cost hydroelectric generation across the western u.s. and by higher natural gas and wholesale electric energy prices seen in 2021 and forecasted to continue into 2022. but the utility reform network, a consumer advisory group -- havadvocacy group does not stop there. >> they had not even gotten

approval yet to put it on our bills and for 2023 pg&e ha requested a 30% rate increase. lyanne: just because pg&e requests a specific increased amount does not mean that it will be approved. still these anticipated increases will be hard on those on a fixed income. >> we are looking on the table of additional increases of $50 and $70 a month. >> it becomes unaffordable at a certain point. how do you pay for your normal utilities? lyanne: let's not forget that pg&e has been sued by wildfire victims and will have to pay billions of dollars. the company has pledged that shareholders, not customers, will shoulder those liabilities. still there are skeptics who worry the utility company might have to pass those costs onto customers. lyanne melendez, abc 7 news.

liz: here is a look at the golden gate bridge. drivers are used to paying a toll here and for all of area bridges but what if you d t y we are not talking about express lanes, but lane of the highway. that is the idea at the center of a two year planning study that has been launched, an idea that is being met with a lot of questions. abc seven news has looked into it. >> friday marked a big day for bay area freeways with a big headline talking about charging everyone to drive on certain freeways. >> the objectives are for same -- the same. how can we move more people in fewer cars? >> expressways on highway 101 on the peninsula from highway 85 to whipple avenue. when the second phase is finished, the lens will cover 22 miles but the metropolitan transportation commission says more work has to be done to reduce congestion and drive down

greenhouse emissions. they say charging tolls to all drivers on freeways could be the solution. >> this is a way to keep the region moving with 2 million additional people and one million additional jobs that are expected by 2050. >> a study has been launched to look into the possibility that has already brought concerns for drivers we have spoken with. >> i think that is a bad idea. >> and more members of the committees who heard a presentation on the study. >> i have a lot of senior friends that cannot afford. >> a spokesperson says looking into equity issues and much more is exactly what the two-year study is about. >> how do you make sure that the burdens are not disproportionately by low income people? >> answers are expected by 2024.
