ukraine failed to come to any agreement during nine hours of negotiation. this morning from the national security advisor, russia could invade ukraine in just days. >> credible prospect a russian military action would take place even before the end of the olympics. >> the biden administration said the u.s. has not concluded putin has made a final decision to in invade ukraine but the u.s. is advising its citizens to leave ukraine as much as possible. among those urged to leave is a 25 euro teacher in kiev. >> it is hard to leave your life. if there is an actual war, i will leave, i will not live in a warzone. >> the kremlin continues to deny it has plans to invade and accuses the u.s. of conspiracy to whip up tensions. russia is holding military

drills in belarus and the black sea. with more than 100,000 russian troops near ukraine's borders, military analyst says russia has enough equipment for a major attack. >> we see troubling signs of russian escalation. >> the u.s. sent 90 tons of military aid to ukraine. soldiers are heading from fort bragg to poland. american fighter jets and naval destroyers are on their way to eastern europe nato countries. liz: people are on edge about the possibility of an invasion. one man who runs a nonprofit provides aid to the country. >> i want more help for ukraine, military help, and i want them to be serious about the

sanctions they are putting on pressure, the government, the families of their leaders. cut them off from their money. liz: this would not be the first time russia has invaded ukraine. in 2014, it attacked and annexed the crimean peninsula. now to the latest covid headlines. parents and pediatricians are being forced to wait longer to vaccinate children under five years old against a virus. pfizer and the fda are pushing back. the delay is frustrating but some experts say it is actually a good sign. >> the fda is waiting on more data before deciding whether to authorize pfizer's covid-19 vaccine for children under five years old. >> the great news was it was say for every kid. the question is one of efficacy >>. pfizer requested the delay after noticing omicron was better than

delta eddie venting the vaccine, signaling the two doses were not enough protection for this age group. >> the third dose would be intended to increase the immunity for the kids six months to two years and provide augmented immunity for the kids two years to just about five. >> roughly 18 million children in america under five years old. the biden administration was hoping to expand vaccination for this age group by next week. 16-month-old victoria will have to wait while her parents try their best to keep her safe. >> as long as all of our family members are vaccinated. it provides a level of protection if our daughter was also vaccinated, as well. >> golden gate pediatrics was gearing up to begin the

liz: developing news in southern california. four people are hospitalized after being shot this morning outside a restaurant bar in the west hollywood area. the victims are listed in stable condition. their identities were not disclosed. police were examining a red $700,000 car connected to the shooting. investigators were determining if a fistfight preceded the gunfire. we are learning new details about the suspect involved in thursday night's deadly shooting at the civic center bart station

in san francisco. this comes at a time when bart is experiencing low ridership. we have more on what the agency is doing to keep the passengers it does have say. >> ridership is at hs a the agency's police chief addressed the fatal shooting at the civic center station. >> the suspect allegedly shot the victim at close range with a handgun on the platform at the bottom of an escalator. the victim was shot from behind. >> information on the victim and the motives have not been released, chief alvarez touted the quick response from bart officers. >> personnel responded within one minute of the incident. >> the chief said that is the reason for the arrest of the 24-year-old. >> he has a criminal record. that will be part of the investigation. >> i obtained his court records and multiple sources confirmed he was on three years probation

for a november 2020 incident where he was arrested for a burglary. i asked the das was charged and then released back onto the streets. public information officer acknowledged his released and said it happened while he waited on evidence results. the office will hold the suspect accountable. bart's police chief told the overall crime across the bart system is down but admitted problems at civic center. >> we have two officers at that station specifically during all operating hours in addition to two community service officers. >> for riders we spoke to, it was not enough. >> this station get sketchy. i have seen people with knives. it does not give you a comfortable feeling.

>> they are anywhere close to bart. >> these concerns adding to hesitancy to ride more. liz: new details about the federal correctional institution in dublin. a former correctional officer pleaded guilty to three felony charges for sexually abusing inmates. the 37-year-old faces up to 15 years in federal prison. he is the first of four staff members to face federal charges. this comes after an associated press investigation that said inmates were threatened or punished when they tried to speak up. on the peninsula, a groundbreaking ceremony was held for the plaza. it will pay tribute to the 8000 japanese americans who were forced to live in stables at the former racetrack during world war ii.

we will see a stronger onshore flow tomorrow. liz: thank you. canadian police have blocked off and surrounded a core group of the u.s. riot gear are lined,r w up on all sides, boxing the demonstrators in. some have been made. the canadian protesters were defying a judge's order to leave the bridge or face consequences. the blockade is disrupting the flow of crucial auto parts on the bridge, linking ontario to detroit. the blockade has caused major automakers to halt production.

a former military police sergeant and -- alleged member of an extremist movement pleaded guilty to shooting and killing a security guard. he entered the plea in san francisco federal court in front of a dozen relatives of pat underwood. underwood was inside a guard shack at the oakland federal building in 2020 when he was hit by bullets fired from a whe van. >> my brother was amazing. my brother, such a humble man. he helped summary different people that he never talked about. he was one of those sentence. the judge still has to decide if they will accept the agreement.

a man's body has been found on a beach or a fisherman disappeared on monday. the national park service said the body was discovered at the overlook. it has been taken to the coroner's for identification. a wave knocked three fishermen into the water. two were rescued. a memorial service for legendary raiders coach john madden is planned for monday at the stadium where he won so many football games, the oakland coliseum. it starts at 5:30. it will feature speakers, video tributes and performances. people will need to buy a ticket. nobody where you sit, the cost is $32.14, that is in honor of the super bowl xi team that beat the vikings, 32-14.

have you noticed an increase in your pg&e bill? it is about to get worse. the utility company was given the green light to charge you even more. >> when talking >> energy should iave a choice, right? t eginning of pg&e customers9.4% rate increas. that boils down to a $20 to $30 increase for gas and electric. that money will go toward upgrades and work pg&e is doing to reduce wildfire risk. on march 1, the average residential customer will be hit with another price hike of 9%. >> why? [laughter] >> wasn't that enough? >> the second increase is a fuel

adjustment cost. the company blames it on recent california drought conditions which have reduced electric hydro generation across the western u.s. natural gas and wholesale energy prices in 2021 and forecasted to continue into 2022. the utility reform network for consumer advocacy group said it does not end there. >> pg&e has spent $5.5 million on wildfire mitigation that they have not even got approval yet to put on our bills. and for 2023, pg&e has requested a 30% rate increase. >> just because pg&e requests a certain amount does not mean it will be approved. these anticipated increases will be hard on those on a fixed income. >> we are looking on the table
