>> building a better bay area, moving forward, finding solutions, this is abc 7 news. liz: this morning, new data from the cdc about protection for covid booster shots. study shows the vaccines lose effectiveness after about four months. experts explain what this means going forward and who should get a fourth shot. good morning, it is sunday, february 13. we are going to get to that story in a moment. let's start with a quick look at the weather. the super bowl forecast. lisa: it is going to be nice. maybe want to enjoy the weather. have the windows open, it is going to be a nice afternoon with high pressure in control again. temperatures are cold this morning from the mid 40's around richmond to about 50 in hayward. we have patches of fog in the north bay.

46 in pacifica. look at the fog, novato six to seven miles for concord and livermore with a two to three degrees temperature change. cooler for oakland, san mateo and up in napa. a warm up to the 60's by noon, then partly cloudy skies as a few high clouds into the picture. mid-70's, could see records down around the south bay for the upper 70's as well as toward sonoma and santa rosa. the clouds increase, that will be some fog. talk about a much cooler valentine's day in a few minutes. liz: the cdc is releasing new data about booster protection. the effectiveness of the third shot wanes after about four months. our reporter is part of our vaccine team, she spoke to experts about what this means moving forward as many say we are getting closer to an end epic. reporter: roughly three months since posters became available

for californians 18 and older, the cdc announced the protection from a third shot decreases after four months. >> with the booster days is increases production of antibodies up to four months. those antibodies come down with time. that does not mean your immune response wanes, it means one aspect does. reporter: this i disease specialist highlighted the first two doses of the vaccine continue to be highly effective against the virus. those two doses prime the body to respond anytime. >> t cells, b cells are still there. b cells are the recipe to make more antibodies. we can make antibodies anytime they see covid. t cells help them make antibodies. reporter: researchers found vaccine effectiveness against hospitalizations remain high, at 78%. four months after the third dose, the chief of emergency

medicine department at ucsf noticed a difference in patients. >> people getting the booster seem to be getting less sick. they are not necessarily protected from getting infected 100%, but they are getting less sick. reporter: as we inched a month for since many got boosted, there is a new concern. >> high risk people whose booster immunity may be waning may be at higher risk of hospitalization now that we are coming to the 3, 4 month mark. the encouraging thing is case rates overall are decreasing. reporter: will we need a fourth shot? >> i do not think as a general population we will, but certain groups always will. immunocompromised already approved for fourth boosters. reporter: we are about one month away from an endemic, meaning there will continue to be covid cases, but will be easier to manage the virus. >> we have the tools to control

it and keep hospitalizations low. those tools are vaccination and therapeutics. reporter: in san francisco, abc 7 news. liz: today, the children's discovery museum in san jose is hosting another vaccination clinic. the santa clara county public up department is focusing on medicare recipients and young children to get their shot. families to get vaccinated today will get a pass for a free museum visit to be used before the end of may. the clinic is open from 9:30 to 4:30. no appointments required, doses are first-come first serve. on the peninsula, families received free with -- covid tests and masks. libraries gave away at home tests and five masks per household. no appointments when necessary. libraries are close today, but at there are supplies left, there will be available tomorrow until they are all given away. >> i think it is terrific. i would like to see it publicized a little more, it was not something i had heard about

before i came in. if i had known, i would have made a beeline for the library to pick these up earlier. liz: the santa clara county library district handed out free covid tests yesterday. walmart is the latest company to drop its mask mandate for vaccinated workers. only those who work in pharmacies or unvaccinated will be required to wear them. the changes are for all stores unless required by state or local government. so employees will still be masked for a few more days. workers in california will still have to go through daily health screenings. our abc 7 news vaccine team is here to answer your questions. had to abc7news.com and click on the blue box to submit your question. san francisco special election is two days away. it is going to decide the future of a school board under scrutiny. frustrated public school parents said they were so fed up about the lack of in person learning they got enough signatures to put the recall of three school board members on the ballot.

voters will decided to other races in tuesday's special election. here's our reporter. >> thank you. reporter: volunteers stood on 19th avenue in san francisco, reminding voters by february 15 is so important. >> especially when the future of our kids is at stake. so we have just a few days left to get out the vote. reporter: many parents have led recall efforts against three san francisco school board members. gabriel lopez, allison collis -- collins. it took too long to get their kids back to in person learning. >> it has extreme disparity. this action by the school board has only made all those disparities worse. kids like mine have fallen far behind. >> this school board chose toset rename schools instead of reopening them. they put them suffering through resume school longer than necessary. they have different schools into

a financial ditch. reporter: supporters are urging a no vote, sing the attempt to recall is unjustified. arguments made by proponents are false. i focus before and during this pandemic has been on increasing enrollment, fiscal responsibility and improving learning and health services for students and families. in addition to the recall, there are two other races on tuesday's ballot. the position of recorder is up for grabs and the other is a primary for 17th assembly district voters who will choose a replacement for an assembly member who stepped down last year to become city attorney. there are two front runners. early voting by mail and in person at city hall has been happening for several weeks. elections chief sister not has been light, about half the voters who came up for last september's recall of governor gavin newsom. >> we are about 20% turnout for the special election. to give you a comparison, the

september 2021 recall election we were at 46%. reporter: in person voting will continue through tuesday. the mayor is backing the school board effort. she will appoint a temporary replacement should any board members be called -- recall. abc 7 news. liz: coming up, live interview with a reporter from the san francisco standard to talk about the special election. in the east bay, the oakland unified school district held a virtual town hall in hopes of saving oakland schools. last week, the school board announced it will be closing or merging 11 schools in the district. this comes as the district faces a $90 million budget shortfall. it is going to close to schools this year, five next year, for schools plan to merge or lose grades. >> who wants to enroll in a school that is possibly closing? it has impacted our ability to

attract high quality staff. liz: in 20 years, oakland unified has lost a total of 15,000 students. the state could intervene if the district budget is not balance. today's the last day of business for the only full-service grocery store in west oakland. community foods market on san pablo avenue opened in 2019 with high hopes of serving the underserved neighborhood there. the pandemic kit eight months later and the store owners were not able to overcome labor shortages. inflation and supply chain issues. everything in the store will be sold at half off today. another multi-billion-dollar deal may be in the works in silicon valley. reports say cisco systems is looking into the acquisition of splunk of san francisco. it became more important as people work from home. the price is rumored to be more than $20 billion. neither company commented on a possible deal.

liz: here is a live look from a roof camera over the bay bridge, very pretty start to this morning. hoping the sun will come up soon. in the east bay, police are investigating a violent fight between neighbors that led to an hours long standoff. this happened around noon yesterday in the ream valley manor. officers responded to calls of a man hitting his female neighbor in the head and stomach with a baseball bat. police ordered people to stay in their homes because of the bat wielding neighbor. residents later reported hearing a gunshot from the neighbor's home. the lockdown was lifted a short time later. a body found in marin county on friday has been identified as a fisherman who disappeared last monday. he was one of three men efficient on the rocks below the overlook when a wave knocked him

into the water. two of the men who were rescued had to let him go because the waves were too strong. his fiancée tells us he moved to san francisco from honduras when he was 15 and he was taking classes at city college. the red cross is helping residents effected by a three alarm fire in the richmond district. firefighters were called to 10th avenue yesterday afternoon. one person was sent to the hospital and is expected to be ok. two dogs, which happened to belong to an abc seven news anchor, were rescued. two cats were also rescued. crews had the fire under control within an hour as they put out the hotspots. part of building a better bay area is looking at issues that impact the climb and our environment, starting next year, every semi-truck in california has to meet a new model of emissions standards. one local company says that ask is too much by the state.

abc7news reporter has more on how this could trickle down to supply chain. reporter: bill says he is in a tight spot. he is the president of oakland-based trucking. starting next year, only two of his 13 trucks will be allowed to operate. the california air resources board is requiring every truck to be a 2010 model or newer to meet emissions standards. what he says newer trucks are hard to find inexpensive -- and expensive. >> at $30,000 truck is selling for over $100,000. reporter: he said that is too much money to replace his fleet. the limiting truck production. >> trucks not being manufactured, they are backed up until june 2023, they are trying to shift to electric trucks. so on and so forth. we don't have these hand-me-downs, do not have the trucks we can do our job with. reporter: he is not alone.

the western states trucking associations has around 40,000 vehicles will not meet the new requirement and not be allowed on the road. list the board delays the requirement, the supply chain issue will get worst -- worse. >> this could potentially make the supply chain issue look like child's play. reporter: it is only part of the issue. drivers will get laid off because there trucks will be out of commission. we reached out to the air resources board and are still waiting for a reply. he says he supports meeting new emissions standards, but once the board to delay the requirements by at least a year. if that does not happen, the industry will suffer. >> let us keep our trucks until this pandemic is over, until the supply chain is back to normal. reporter: abc7news. liz: hundreds of people showed up to support a permanent car free road in san francisco golden gate park. walk san francisco organized the march and rally in the park. a proposal by the city bans cars

on jfk drive and adds more car free streets into the park. >> we have seen the success for two years of what a car free space just for our community, health and well-being. this is been an amazing pilot, it is time to make it permanent. liz: the young museum once jfk east reopened to tra closure imd people with limited mobility, including the elderly, families with young children and people who are disabled. the board of supervisors will vote later this month. a community's dominika full cleanup of radioactive and toxic waste at a shipyard. supporters held a rally calling on the mayor and board of supervisors for cleanup. not just capping the community did site. they are demanding reparations for current and former residents and shipyard workers impacted by the compromised environment. with the ongoing drought, some key reservoirs are starting to

see the impact. according to the department of water resources, the state's largest reservoir is only at 54% of its average. that is compared to 72% this time last year. last month was the driest january and california's recorded history. the snowpack, a key source for water supply, is quickly shrinking. the continued warm and dry weather limits the growth of the snowpack. lisa, you are saying there may be a chance of rain in the way far forecast. reggie: we -- lisa: yes, we have seen that before, we talked about it than it goes away. hopefully it won't, but we are still looking at a dry start to the week, and a much colder start. yesterday tied a record at 81. it was 87 in the salinas and we are looking at high-pressure losing its grip around the bay area. that will allow a cold system to drop down to the north and east of us. for us, it means wind into

temperatures dropping to start the work week. right now, 50 in san leandro and hayward with 46 in union city. 44 in fremont. as we look at san francisco, 55 degrees up to the north where you've got fog and 40 degrees in santa rosa. just three miles visibility into santa rosa and a few of the exploratorium camera, nice and bright. we look at dry conditions through sunday, temperatures as much as 15 degrees above average. cooler with windier conditions monday and tuesday. this will bring temperatures back to average, they rebound by the end of the workweek. here is look at the start of your sunday which features clear conditions, then looking at high clouds increasing. you will notice those probably in the north bay in the afternoon. as we get into your monday,

temperatures not climbing much out of the 60's for some of you. a look at the beach forecast, topping out near 70. we get into a sea breeze, numbers drop in the afternoon. there is the fog offshore, that will move into night. want to show you the winds this afternoon that will be onshore, you can see half moon bay. as we get the onshore wind, it begins to turn around to an offshore component. the wind cranks up. up to 40 miles an hour or better , 20 to 30 miles out of the north. look what happens into tuesday, they get even stronger, over 30 miles an hour by the delta straight out of the north. still those gusty winds into late tuesday, they will eventually warm us up. you will notice late in the day tuesday, we look for the wind to continue out of the north with those breezy conditions. without any rain, we are 80% of average in san jose.

reporter: inside this lab, team of engineers is building prototypes of a new transportation system. students led by a mechanical engineering professor believe it to be the first 100% solar power, completely eliminating carbon emissions. >> the concept of putting this together with the transportation system and locating the solar on top of the guideway where these vehicles go with local battery storage is the new idea. reporter: the concept is to move people in a thomas pods that can carry one to six people directly to their destination on a guideway build -- built 20 to 30 feet above street level. >> you can get on it, travel to your destination without stopping at an intermediate station unless you want to. it is very different than say the caltrain or bart. reporter: it is getting major support from an entrepreneur.

from ideas first envisioned nine years ago, they moved from a virtual concepts to working scale models. the guide rails are made by 3d printers. if they can sell the concept to urban planners, city officials and investors, they would like to build the first system in san jose called the spartan super way. it would connect it the main san jose state campus. seven engineers are working full-time on the concept with help from mechanical engineering students. >> these are core solutions to problems in the world. everything we are developing here is going to make a difference. reporter: the goal is to build a system for under $6 million per mile. in san jose, abc7news. liz: a special valentine's day display is up and golding gate park. it is part of an art installation. you can take your loved ones to see an enchanted forest of

winds at the coast will usher in colder air later today. in the meantime, well above average. maybe a few records in the south bay. liz: private american citizens in ukraine are being put on high alert of a possible russian invasion and urged to evacuate. president biden told the russian president that invading ukraine would cause widespread human suffering. abc news reporter has the latest. reporter: the state department continues to urge american citizens to leave ukraine with officials saying it is quote past time to leave. the state department is ordering all u.s. embassy personnel except a core team of diplomats to leave kyiv immediately. saturday, joe biden spoke with vladimir putin on the phone. administer and officials say while the call was professional, there was quote no fundamental change in the dynamic. >> we are in the window of one of russian invasion could start at any time if president putin

decides. reporter: the secretary of state spoke with his russian counterpart, who denied russia intends to invade ukraine. an estimated 130,000 russian troops are amassed along ukraine's border. more than 30 russian warships are in the black sea. the ukrainian president at odds with the u.s. assessment of the threat of a russian invasion. >> the best friend for enemies's panic in our country. all of this information for panic does not help us. reporter: but the mayor of kyiv announcing a neighborhood by neighborhood evacuation plan for the 3 million people. for ukrainians, life goes on as usual. with the u.s. and russia agreed to continue talking. >> a diplomatic path to resolving this crisis, crisis created by the unprovoked amassing of russian forces around ukraine. that diplomatic path remains open. reporter: abc news, new york.

it is nominated for best picture, but that is not the only history the film has helped to make. >> i feel extremely blessed. i've been on such a long journey. reporter: the man who plays the father is the first deaf male oscar nominee. abc news got to speak with him and his interpreter about the honor. >> it is a blessing hollywood will begin to recognize deaf talent and increase deaf awareness. i hope it changes their perspective. we have our own language, our own culture. reporter: that sentiment echoed by many in the bay area deaf community. i got to speak with the superintendent of the california school for the deaf in fremont. >> i have two boys who are both codas who live in my house. reporter: his interpreter also the child of a deaf adult. >> i think it is great to see as a coda myself, there is not a
