>> reporter: good morning, gio. this morning, the forces are on high alert. reserves are being mobilized. the mayor announced an evacuation plan and yet the city still seems normal. plenty of people out and about last night on saturday night. today, traffic is light. yet just below the surface you can sense the tension as the relentless russian military buildup continues. >> reporter: this morning, new reporting that fresh intelligence this week triggered the u.s.'s sudden dire warnings that russia may have moved up its timeline to attack ukraine. the worry, russia could stage a false flag attack as early as this coming week. this comes as the world awaits

vladimir putin's next move after the high-stakes call between president biden and the russian president. they spent nearly an hour by phone. president biden saying an invasion would cause widespread suffering. the call was substantive, but there was no fundamental change in the dynamic. the u.s. continues to warn russian forces are poised to attack. >> we are in the window when an invasion could begin at any time, should vladimir putin decide to order it. >> reporter: and the u.s. is aggressively trying to release intelligence to thwart putin. >> we are firmly convinced that the russians should they decide to move forward with an invasion, are looking hard at the condition of a pretext, a false flag operation, something that they generate and try to blame on the ukrainians as a trigger for military action. >> reporter: some 130,000 russian troops now line ukraine's border as russia continues military exercises. more than 30 warships in the black sea conducting massive

we go together or we don't go at all. >> reporter: and this morning, another grim sign. all eyes are now on the possibility of canceling flights to ukraine. the dutch carrier said it will stop all flights here because of fears of a russian invasion, and a portuguese flight was redirected mid-flight today to maldova to ensure they were no longer covering flights to ukraine. >> terry moran again from ukraine. thank you. joining us now is tom bossert, an abc news contributor and former white house homeland security adviser. tom, good morning. it's always great to have you. president biden has said the u.s. military will not enter a war in ukraine, but we've just seen another 3,000 troops go off to eastern europe. what will the u.s. role be if there is an invasion? >> good morning. those troops are prudently and importantly there to protect our existing nato allies.

not to get into a direct war with russia in defense of ukraine. it's good to be there because we're showing resolve to those nato allies and showing russia we're willing to act, if they, of their choosing, start a war. >> do you still see an opening for a diplomatic solution here? what would that look like? >> it looks to be a diminishing and closing window, unfortunately. i don't see much more diplomatic wiggle room, really, at this stage. if ukraine continues to remain resolved and the united states and european allies don't blink, i think this stage, president putin moving forward in some way. he controls the timing, the scope, the duration, and the objective, but he'll be the first aggressor. >> yeah. nobody knows what is on his mind or what his exact plans are. the biden administration not just dealing with the crisis in ukraine. there are other international concerns with china, iran, north korea, of course, a pandemic, and economic challenges back here at home. how does the white house manage all of those at once? >> you have to set certain

>> reporter: hey, good morning, eva. we've seen this before. they're watching your bag, they're actually going to be watching you on camera. law enforcement is monitoring your behavior, your body language, what one law enforcement told us keeps him up at night is the population density of los angeles and the density in the air space. crowded streets and congested skies in los angeles. on game day, authorities will restrict up to 30 miles of air space around the stadium, including increased fines for drones. >> anyone who violates the no-drone zone can be fined. their drones can be confiscated and even serve federal prison time. >> reporter: on the ground, more than 30 bomb-sniffing dogs have come to l.a. some coming from as far away as georgia. in the air in a blackhawk helicopter with heightened concern with sofi being so close to l.a.x., we got a behind-the-scenes look of the sea patrolled by boat, keeping a

close eye on the water. >> you see the dogs and everything, you feel secure. >> we have the canines here from all over the country making sure there's no explosives left on the side in a backpack or firearms. >> reporter: while sofi stadium can expand to seat around 100,000 people, it's estimated that even more than that will have traveled in for the game and festivities, filling hotels and packing streets, creating crowd control challenges that in the downtown area are best handled on horseback. one thing people might be surprised to see is los angeles officers on horseback. they have the entire unit out here. they have as many as 16 horses in the area every day. these security measures with police already on high alert due to the rise of gun violence and homicides in los angeles. just this weekend, rapper kodak black and three others were reportedly shot friday night following a fight after a party

held by justin bieber in west hollywood. now the l.a. county sheriff's department is handling a bulk of the load here, but homeland security adding an additional 500 personnel. we have more than 40 agencies coming together in the name of super bowl safety. >> so many people working on this. thank you so much. and other security concerns this morning. officials say the days' long trucker protests that blocked a bridge in michigan could even lead to disruptions for the super bowl. let's go to the latest now from abc's elwyn lopez. she is live in detroit. elwyn, good morning. >> reporter: good morning. the large trucks that had been blocking the crucial ambassador bridge are now gone. this morning police continue to face off with protesters there. this as officials warn a potential protest in the u.s. some of which they say carry the possibility of disrupting the super bowl. the u.s. department of homeland security warning in a memo that the convoy could severely disrupt transportation, federal government, and law enforcement

operations through gridlock and potential counter protests. here at the u.s./canada border, the week-long blockade of the ambassador bridge halted crucial auto parts from making their way to factories causing the loss of millions of dollars. not just automakers but workers, too. other protests like these against covid-19 mandates and restrictions popping up across the globe. in paris, police firing tear gas to disperse several demonstrators. authorities in new zealand blasting music to break up protesters there. back in canada, windsor police describing the removal of protesters to me as methodical. they tell me no option is off the table. whit? >> thank you. we move to washington now, and the supreme court vacancy. president biden expected to start interviewing possible replacements for justice breyer. kenneth moton is in washington with more. good morning. >> reporter: good morning, whit. it is expected to be interview

week at the white house. president biden prepares to make his mark on the supreme court. a chance for the president to sit down and get some face-to-face time with the person who would be a historic pick. aides say the president spending the weekend at camp david studying a short list of potential nominees and binders of their past cases. president biden said he'll nominate the high court's first black woman to replace stephen breyer. that short list includes judge ketanji brown jackson, judge leondra kruger, and judge j. michelle childs. senate democrats huddled here a few days ago with the president. they want the president to move quickly. the president wants bipartisan support. senate democrats know nay can confirm a nominee without the republicans. only a simple majority needed. the president is hearing from a group outside the senate. a group of black female

lawmakers are calling on biden to remain strong on civil rights reform. the president is looking for someone open-minded and has a main stream interpretation of the constitution and the president promised he'll name the nominee by the end of the month. eva? >> kenneth moton there in washington. thanks, kenneth. to a white father and son facing charges for allegedly opening fire on a black fedex driver and the calls this morning to investigate the shooting as a possible hate crime. abc's faith abubey is here with more. good morning, faith. >> reporter: good morning. police were conducting their own investigation, according to the mayor. the attorney for the fedex driver said they want this case moved out of that jurisdiction because they have no faith in local authorities. this morning, attorneys for d'monterrio gibson speaking out and calling for a hate crime investigation after a father and

son shot at him in a mississippi neighborhood while he was delivering packages for fedex. >> stop, stop. >> reporter: 24-year-old gibson says he was delivering packages when he says gregory case tried to stop him using his pickup truck. gibson says he was in a fedex uniform, but was driving a rental van. >> he tries to cut me off and, like, my instincts kick in. i swerve. >> reporter: gibson claims gregory's son brandon was allegedly in the middle of the road pointing a gun at gibson's window of the delivery van. bullets piercing through gibson's rental truck. >> you were there. you were sitting in that truck that's riddled with bullets. >> those packages were almost directly behind me. it's kind of traumatizing. >> reporter: both men out on bail and facing felony charges. requests from abc news from comment from their attorneys have gone unanswered. gibson's attorney calling this incident an ahmaud arbery copycat crime.

he's currently off the job, receiving therapy for the trauma and angry not just at the suspect, but police and his employer. he says the day after the shooting, fedex sent him back to the same neighborhood, and while they offered to pay for his therapy, gibson says they did not offer him paid leave until the incident became public. fedex says, employee safety is a top priority, and they remain focused on gibson's well-being. gibson is considering lawsuits against fedex, police, and the city. police have not responded to our request for comments, and the mayor says this is under investigation. gio? >> thank you for that important story. we are going to turn now to the weather, and meteorologist cheryl scott from our abc station in chicago, and you know we had that spring-like weather on the east coast, and we got the flurries now. what's going on? >> you were warned. brief spring-like fling yesterday. that come to an end. as we woke up and snow it is

warned the covid-19 vaccine they received was improperly stored and may not give them the protection they needed from the virus. officials saying some 650 doses of the pfizer vaccine were accidently kept frozen beyond the recommended time. they're now telling everyone involved to get an extra shot. also right now, australia declaring the koala an endangered species. the populations have been declining rapidly in the past 20 years due to disease, lost habitats, and other threats. thousands of koalas died in the massive brush fire two years ago. and love is in the air. just about everywhere but especially in california. a local artist enlisted residents to display her valentine's day hearts on their lawns and launch the "find the love." it's a scavenger hunt. locals say everyone has been walking around trying to spot the hearts and posting pictures, hoping to be the one who finds them all.

>> yeah. all right. we want to turn to the beijing winter games and the hearing going on now on whether a 15-year-old star russian figure skater will be able to compete after testing positive for a banned substance. the decision could have an impact on the medals for team usa. exrea is with more. fwor good morning, alex. >> reporter: hey, whit. breaking this morning the ap reporting that 15-year-old kamila valiyeva will testify via video at the emergency hearing that just got underway. the decision here could define these olympics and the sport of figure skating. this morning, the fate of russian phenom kamila valiyeva's future at these olympics, the center of an emergency hearing. the court of arbitration for sport determining if she can take the ice in the women's single competition. valiyeva expected to find out their ruling on monday and reuters now reporting the world anti-doping agency is opening an investigation into her coaches and doctors. her coach insisting she's innocent and clean. >> are you able to confirm the
