an evacuation plan for the ancient city's 3 million people. for ukrainians, life goes on as usual. the u.s. and russia agreed to continue talking. >> a diplomatic path to resolving this crisis created by the unprovoked massing of russian forces around ukraine, that diplomatic path remains open. liz: house speaker nancy pelosi has warnings for putin, she says he has to know that war is not an answer. she hopes diplomacy will stop an invasion from happening. she said this in an interview with george on this week. >> if we were not threatening the sanctions and the rest, it would guarantee that putin would invade. let's hope that diplomacy works. it is about diplomacy deterrence and the president has made it clear, there is a price to pay for russia to go there.

if russia does not invade, it is not that he never intended to. liz: south carolina republican senator than see graham appeared on this week this morning and he says he believes lawmakers should be doing more in congress with preinvasion and postinvasion sanctions but senator graham says the white house keeps pushing back. >> the best thing that can happen is for us to pass the sanctions package with a waiver, postinvasion sanctions that would destroy the ripple and cripple the russian economy so putin could see it in writing, that might help him decide not to invade but we should be doing more in congress. liz: the senate has been negotiating a russian sanctions bill but as of last week, lawmakers concluded that they hit an impasse in their talks. we will keep you posted. san francisco special election is just two days away. it is going to decide the future of a school board under scrutiny. frustrated parents say they were

so fed up about the lack of in-person learning, they got enough signatures to put the recall of three school board members on the ballot. voters will decide two other races. >> thank you. reporter: volunteers stood on 19th avenue reminding voters why february 15 is so important. >> especially when the future of our kids is at stake. we have a few days left to get out the vote. reporter: many of these parents lead recall efforts against three school board members. frustrated parents say it took too long to get their kids back to in person learning. >> we already live nasa which has extreme disparity in this action which has made those disparities worse. kids like mine have fallen behind. >> this school board decided to

be named schools instead of reopening them and they put our kids through zoom school longer than necessary. they have driven the schools into a financial ditch. reporter: supporters are voting -- are urging a no vote. one school board members saying, argument made by proponents are false. my focus before and during this pandemic has been on increasing enrollment, fiscal responsibility, and improving health services. in addition to the recall, there's two other races on the ballot. the position of assessor recorder is offered grabs. the other is a primary for the 17th assembly district voters who will choose a replacement for dafydd to who stepped down last year to become city attorney. the front-runners are david campos and matt haney. voting has been happening for several weeks. the elections chief says turnout has been light, about half the voters who came out for last september's recall of governor newsom. >> we are at about 23% turnout

for the special election. to give you a comparison, the september 2020 one recall election, we were at 46%. reporter: in person voting bill burck -- will continue through tuesday. the mayor is back in the recall effort. we reached out to the two other school board members facing recall but we have not heard back. liz: abc 7 is excited about our partnership with the san francisco standard. joining me to talk about this recall effort is the director of multimedia for the san francisco standard. thank you for joining us. >> thank you. liz: let's talk about turnout. what are you expecting? we know this recall has galvanized the asian-american community who are upset not only about the school closures but about changes to the admission process and offensive tweets by school board member allison

collins. >> just to take a step back, this recall election can be seen as a sort of bellwether of progressivism in san francisco which has been shifting to the left and now we have this moment where the pendulum may be swinging back to moderate democratic values. a lot of people are watching this. we have data from the department of elections, turnout is low, it is less than you would see for a presidential election, less than the gavin newsom recall, it is around 23%. that said, we have three days to go. both sides of the issue are out there today and tomorrow and tuesday trying to make the case for the vote. that number will go up. at the end of the day, it being a special election, it is a little bit low. liz: it will be interesting to see who does turn out. the mayor is supporting the

recall so it is not a race that is as partisan as the effort to recall governor newsom was. what do you know about who is backing this effort, where are donations coming from, and what you know about those who are supporting the school board members? >> it is not as partisan at all as the gavin newsom recall, which was called republican back. we know 83% of donors to the recall effort are coming from within san francisco, so they are san franciscans. this was a grassroots effort that started in the apartment of two parents who were fed up. they are locals. we are seeing that a lot of everyday people are donating. the typical donation amount was $100. that being said, they have raised a phenomenal amount of money to the amount of $1.9 million and a lot of that is coming from a handful of donors. there is a pa

wealthy businessmen and women as well as individual donors like arthur roth who donates to democratic causes but is also a supporter of charter schools. most of that money is being spent on tv ads to get those lingering voters to show up. liz: if the scho if the sc are recalled, what message do you think that is going to send about the direction of san francisco politics? i imagine the district attorney is going to be watching this pretty closely. >> it is important to remember that recalls in san francisco are exceedingly rare. the last one was in 1983. it was unsuccessful. if this recall effort is successful, it will signal that san franciscans are ready to take back their voice, that they feel strongly about this issue, that they want to hold their

liz: here is a live look outside. pretty start to this morning. in the east bay, police are investigating a fight between neighbors that led to an hours long standoff. this happened around noon yesterday. officers responded to calls of a man hitting his female neighbor in the head and stomach with a baseball bat. police ordered people to stay in their homes because of this.

residents later reported hearing a gunshot. the lockdown was lifted a short time later. a body found friday in marin county has been identified as a fisherman who disappeared last monday. jose padilla was one of three men fishing on the rocks below the overlook when a wave knocked them into the water. two of the men who were rescued had to let buddy? because the waves were too strong. his fiancee said he moved from hunter s when he was 15 and he was taking classes at city college. the red cross is helping residents affected by a three alarm fire. firefighters were called to 10th avenue yesterday afternoon. one person was sent to the hospital. they are expected to be ok. two dogs which happened to belong to beyond them who were staying -- staying with -- belong to dion lim who were

staying with a friend were rescued. part of building a better bay area is looking at issues that impact the climate and our environment. next year, every semitruck in california has to meet a new model of emissions standards. one company says that is too much. ryan curry odd -- ryan curry hay more on how this could trickle down to supply chain issues. >> feels as he is in a tight spot, he is the president of a trucking company. next year, two of his 13 trucks will be allowed to operate. the california air resources board is requiring every truck to be a 2010 model or newer. but he knew where trucks are hard to are expensive. >> a $30,000 truck is selling for over $100,000. reporter: he says that is too much money to replace nearly his entire fleet. >> now because the trucks are

not being manufactured, they are backed up until june of 2023 and they are trying to shift the electric trucks, we do not have these hand-me-downs. we do not have the trucks that we can do our job with. reporter: the western state's trucking association says 40,000 vehicles will not meet the requirement and therefore not be allowed on the road. they say unless the board delays the requirement, the supply chain issue will get worse. >> this could make the supply chain issue everybody is familiar with look like child's play. reporter: drivers will be laid off. we reached out to the air resources board and are awaiting a supply.

cleanup of all radioactive and toxic waste at the shipyard superfund site. supporters held a rally calling on the mayor and board of supervisors for a cleanup, not just capping the contaminated site. they are demanding reparations for current and former residents and shipyard workers implemented -- impacted by the compromised environments. some key reservoirs are starting to see the impacts of the little rainfall we have had. according to the department of water resources, the state's largest reservoir is at 54% of its average compared to 70 - th. last month was to try to california's history. the snowpack, a key source for water supply, is quickly shrinking. the continued dry weather limits the growth of the snowpack. let's get a check of the weather. you are saying there might be a chance of rain in the way far forecast. lisa: but we know better than to

families who get vaccinated today will get a pass for a free museum visit. the clinic will be open until 4:30, no appointments are required. on the peninsula, families received free covid tests and masks at libraries. libraries gave away four rapid tests and five masks per household. libraries are cold today but if there are any supplies left, they will be available tomorrow. >>-kit is terrific. i would like to see it publicized more because it is not something i had heard about before i came in. if i had known, i probably would have made a beeline to the library. liz: the library district also handed out free covid tests yesterday. walmart is the latest company to drop its mask mandate for vaccinated workers. only those who work in pharmacies or who are unvaccinated will be required to wear them.

we are going to be above average for several days midweek and perhaps into the early part of next weekend. as for those of 70's and potential records, today is the last day. high pressure is moving to the south. we tied a record yesterday. 81 in san jose. we have the blue sky and it iss 56 in santa clara, 57 in san jose with low 60's in mountain view and mid-50's from san francisco to oakland. we saw a few 30's in the far north bay. it did not cool of too much. you can see the haze. the winds are light, that is going to change in the next 72 hours. mid-50's in napa and fairfield with low to mid 50's in our east bay. downtown, we will have high clouds later today and that sea breeze kicks up along the coast. we will have some 70's to start

out and 60's towards the afternoon. it is going to be cooler and windier for monday and tuesday. then temperature is rebound later in the week. we are starting with that hazy son. high clouds today for the rest of sunday. as we get into our air quality, some of these sensors i do not think are working, but overall, moderate air quality today. it gets better as we get into more wind even though it is coming from an onshore direction and that offshore. the onshore direction will help us later on. a mix of upper 60's to mid 70's depending on the time and location. things will be changing. we look at a little bit of fog e first part of monday but the winds get faster and they are switching around to that

offshore component. 9:00 monday night, we've got 30 to 40 mile an hour winds, they get stronger as we get into tuesday. they will move into parts of the valley locations. as we get through the rest of tuesday, look at 10:00 on tuesday, very windy. no advisories but that could change as we look at those fast speeds and it will dry out that meditation. -- that vegetation. still some soil moisture, we are not totally dry, but it is more like june than february. as we look through the rest of tuesday, still pretty breezy. here is a look at those cool numbers for monday, 50's to 60's. little change into tuesday. those winds are moving pretty fast. wednesday, we see a break in that wind and that allows temperatures to warm up a little. here is a look at the storm track.

when you are in grace cathedral but what is uncommon is seeing something like this when you do. that is a 70 foot pendulum swinging from the pews to the pulpit, part of a new performance installation called love, a state of grace. how does it feel for you to be walking in here knowing that your project is about to come to life? >> it is a bit overwhelming. reporter: joanna haigood is the artistic director. >> it is a series of reflections on love that are informed by my personal experience, community sharing, research, and certainly the times we find ourselves in. reporter: when she started the project, we were in a time of violence. shootings at a temple in wisconsin, a synagogue in pittsburgh, and a black church in charleston.
