i hit and run driver slammed into this fire hydrant in san francisco. you can see it gushed water in the air more than three stories high. fire crews shut off the water and say the hydrant will be replaced. the office of paramedics share this video with us. you are used to paying tolls on the bay area's bridges, but what if you had to pay to drive on freeways. we are not talking about the

express lanes but every single lane. that is the idea of a two year planning study that has been launched. zach quint has looked into it. reporter: friday marked a big day for bay area freeways with express lanes opening and talks about charging everyone to drive uncertain freeways. >> the objectives are the same. how can we move more people in fewer cars? reporter: the operating from highway 85 to whipple avenue. once the second phase is finished, the lane will cover 22 miles. the metropolitan transportation commission says more work has to be done to the incentivize the use of cars and drive down greenhouse emissions. they cite charging tolls to all drivers on freeways could be a solution. >> this is a way for us to keep the region moving with 2 million additional people, one million additional jobs that are expected to be here by 2050.
