area county plagued with slow 911 response times. >> stephanie sierra is digging into the ambulance company and its troubled history. she is live tonight with the latest. reporter: the company is contracted with alameda county, expected to respond to life-threatening emergencies within 10 minutes. but the alameda county fire chief says it is often taking 20 to 30 minutes for an ambulance to show up. >> the fireman knew right away. he said it's going to be a while. >> after a bad fall, patricia broke her leg and suffered internal bleeding. her husband called 911 and fire crews arrived within five minutes. >> they said let's do something for the pain because it is going to be a while before we get an ambulance. it is the first time i asked, what do you mean? he said we are having some problems. a good 25 minutes before we had the ambulance pull up. reporter: they are not alone. they are just one of 916 medical

calls in alameda county that failed to meet the standard response time just in december alone. alameda county contracts with the european-based ambulance company falcon. we spoke to the officer troy hagan. do you think it is acceptable for a priority one call to wait 25 minutes? >> that is never the goal. we want to respond within 10 minutes. >> life-threatening medical calls requiring a lights and sirens response are classified as code-3. places like pleasanton, response time should be within 10 to 14 minutes depending on the priority level. >> there is an expectation that one time is the only time services need to be there. >> the contract requires it to meet response time standards 90% of the time. compliance reports show the company failed to do that in two of the regional zones within alameda county in december of last year and in three regional

zones from august to november of last year. your company's track record in august and september was concerning and it turned out to be expensive. >> yes, of course. reporter: alameda county emergency management services, the agency overseeing the amulets logistics, fined the company more than $200,000 last year. >> this is the most challenging couple months i have experienced in my 33 year history doing ems. a combination of many factors that came together this fall. reporter: the biggest factor that contributed to noncompliance our staffing. they are down 50 emts and paramedics. and long patient drop off delays at hospitals. . >> we have multiple ambulances at one hospital waiting to transfer their patient. sometimes it takes hours for a single crew to deliver a single patient. reporter: the mess shifts the burden to local fire

departments. we spoke to alameda county fire chief william mcdonald. >> it is a snowball effect. it kinda spreads out like a ripple beyond because we get further and further behind unable to respond to the emergent needs of our community. >> are you hearing fire crews are having to transport patients on fire engines to get them to the hospital? >> i absolutely have heard that several times from several departments. it is an unsafe condition. we cannot provide the appropriate level of treatment patients deserve. >> they told i team they are committed to fixing response times and are offering bonuses to recruit new hires. >> we have shown steady improvement since it was at its worst a few months ago. i think we are on the pathway to getting everything within contract guidelines. reporter: as for the galleys,

they hope it stays that way. >> if there is a staffing problem or any other issue, that is something that needs to be fixed. this is not the cable company or they are within a window and if they are 30 minutes late, you learn it. that is not what those services are for. >> just hours ago, falck's january compliance report was released and it shows improvement, now meeting standards in all zones for the first time in five months. we will be watching to see if they keep that up. the contract is in effect for another two years >> is falck operating in any other bay area county? >> here in the bay area falck is only contracted with alameda county. the problem does not appear to be impacting other similar sized or larger counties. we compared falck's 911 response

times to a slightly larger population, santa clara county. the county has contracted with an ambulance company that met compliance standards for all county zones last year despite struggling with similar impacts from the pandemic. that san francisco investigators may enter the dna profiles of sexual assault victims -- perpetrators into a database to identify crime suspects. a property crime suspect was identified based on dna given to police years earlier during a rape exam. police chief bill scott says if that is a practice of the investigations bureau, he will end it. he says we will begin reviewing our practices and policies. we must never create disincentives for crime victims to cooperate with police. >> the omicron surge is falling off a cliff. in the past month california's average of new cases has dropped

75%. hospital admissions are down more than 60%. our test positivity rate is coming in at just 6.2% matching pre-surge levels. that is a large part of the reason why the indoor mask mandate for vaccinated people will lift statewide on wednesday. all bay area counties except santa clara are allowing you to take your mask off in public places as of that time. but state public health officials say tonight the school mask mandate will not lift at the same time this coming wednesday. it will be two additional weeks before they will consider changing that. abc 7 news reporter ryan curry has the story. reporter: in just a matter of days mask mandates for most indoor locations will be lifted, but masks at public schools will stay. >> today, not make a on february 28, two weeks from now, we will reassess the data. reporter: the state wants to see

cases continue to go down before making a decision. he did not mention how low cases need to be before lifting mask core requirements in schools. he feels confident a change can happen soon. >> in two weeks, confirming that the data continues to be where it is, keeping the time to prepare and work with the school community and communities at large that we anticipate making the change. >> california continues to improve following the omicron surge. this testing site in hayward saw long lines at the beginning of january. sky seven flew over the same site monday afternoon and showed those lines are no longer there. last week in oakland gavin newsom said the state will embrace an endemic response to covid-19. >> that plan i think will be able to answer many questions that a lot of you have about, what world are we living in? where are we going with this virus? reporter: teachers unions say they are happy to see the mask mandates stay in place.

jeffrey does with the california federation of teachers says he wants to see cases continue to go down before it is lifted. >> it has just emerged under the omicron spike. we have had a serious staffing crisis over this period of time. a lot of students have been out. reporter: even if the data is where dr. galli hopes it will be a, making the decision to lift the mandate could take time. >> it is not a decision that happens the next day. or the next couple days. it is something we will be sharing clearly and setting a timetable. little more. are you surprised by today's announcement? the announcement that will be -- that there will be an announcement? >> the announcement that later this month there will be an announcement about when they are going to make the announcement about school masking. you put that equation together,

it has been puzzling. this is a complex issue. as you said a couple minutes ago , the covid infection rate, the hospitalization, has dropped off the cliff, but there are still a number of schoolchildren that are not vaccinated. there are still cases and there is a restriction -- there is a resistance to taking masks off. the governor put out his health person today. he did not come out and say it. we did not get and explain it and asked what the criteria would be for changing. even if on the 20th of february as said, -- 28th of february as said, we are going to hear and announcement that after that the state will lift its requirement that you wear in schools. it is still going to be an open question about what school districts opt to keep masks and which ones so you can take them off. >> obviously the whole thing has been charged at times, controversial. talk a little bit about the politics at work here.

>> a lot different than taking our mask off at a restaurant or ballgame or business. this involves children and one of the biggest and most powerful units in the state, the california teachers association. they have been tough since the get-go about reopening schools and now about taking masks off. they are a big player in california politics. the other side, you have families and you have parents. i have to tell you, there is a split. recently 53,000 parents signed a petition saying let's take the masks off, but there are a number of parents that are concerned as well about taking masks off. the governor is finding himself in the midst of a lot of conflicting things. and by the way, this is not just a health issue. this comes down to family balance, education issue. we are not hearing much about that. they are keeping it in the arena of the health statistics. ultimately what they are going to do today is what we heard. they're going to punt to the

>> moving forward, finding solutions. this is abc7news. dan: from one form of support to another with $15 million from the state. marin county planes to convert a former nursing home into permanent supportive housing for the homeless. ama: the neighbors, many are not happy about the idea. dan: but some support this idea. liz kreutz has both sides. reporter: 1251 south alicea drive looks like an unassuming building but the site is at the hunter -- the center of a heated debate. neighbors pushing back against a proposal to turn this former nursing home into permanent supportive housing for the homeless. >> i don't know how it can work. >> we need a solution that works for everyone. reporter: 2500 people have signed a petition against the project. chief among their concerns is safety for children. the facility is about a four minute walk from hell around park, a popular spot for

families. >> families enjoy this park every day and to put any of this at risk is a responsible. >> these are not people they need to be concerned about. reporter: marin county district two supervisor katie rice is packing the project which would house up to 50 men and women. 15 units would be reserved for people living with severe mental illness. rice says the county can deny people with history of violence in the past three years. >> we are looking for people who we know will be able to be successful in a residential setting they are sharing with other people. and also not be a threat to the community. reporter: chuck finney supports the project. he was out this morning with a sign reading yes on project hunky, no on nimby hysteria. >> i would not be scared of folks living at the facility. they are not going to be a danger to kids. reporter: but david and mary say this is not nimby-ism.

they want housing for the homeless but believe this proposal is not the solution. and that it is only going to disrupt the safety of their neighborhood. >> if they have friends and i'm sure they do, in sausalito or san francisco, why would they not want to come to marin and hang out? i mean, i would. reporter: liz kreutz, abc7news. ama: negotiations are set to begin this week on a new memorandum of understanding between the san francisco police department and the da office. the talks come two weeks after the police department -- police chief terminated the deal that made the da the lead investigator on all police use of force including shootings. a joint statement was released in support of the effort to reach a new deal. it reads in part, we are all working together to support the parties to swiftly and collaboratively reach an

agreement on the terms of an amended mou to address compliance, accountability, and mutual expectations. dan: local businesses are teaming up with police to solve a real problem. how to keep your cars catalytic converter out of the hands of thieves. zach quintus explains the new free service. reporter: catalytic converter thefts have been a disturbing trend seen throughout the bay area. in at least one case a south bay catalytic converter thefts turned tragic. >> last march we had a homicide here in san jose were a resident went to confront some burglars that were in the process of stealing the catalytic converter. these suspects actually shot mr. nguywn and killed him. reporter: now program has been established to honor his life. the police department has provided equipment to the san jose auto repair shops.

people can go to any one of them i get there catalytic converters edged for free while getting maintenance. >> it is a way to identify it with the license plate number from your vehicle, your driver's license number. reporter: converters can be sold to businesses who melt them down. >> they are precious metals worth more than gold ounce for ounce. it is very tempting for criminals to do this. reporter: the cost to replace them can be over $1000. in december san jose police arrested 15 people suspected of catalytic converter theft. 12 suspects were considered middlemen and thieves. the other suspects worked at recycle businesses who police say knowingly purchased stolen converters to sell. one suspect was suspected of possessing nearly $3 million worth of stolen converters. moving forward san jose pd says they hope the etching program makes a difference and they hope to recruit more businesses to participate. >> if you become a victim, there

dan: most of california including the bay area is in a severe drought. according to the u.s. drought monitor, but we might be worse off than we think. ucla study finds we are in a mega drought. rob mcmillan from our sister station in los angeles explains what that means. reporter: we have seen images like these for years now with southwest north america in the midst of another extreme drought. and now a new study led by researchers at ucla suggests it is fairly safe to call this one a mega drought. >> the big finding is the last 22 year period from 2000 to 2021

was likely the driest 20 year period in the last 1200 years. reporter: dr. benjamin cook at the nasa goddard institute was one of the authors of this study. how can they tell how dry it was that long ago? very simple. trees. >> we can look at the width of tree rings, patterns of growth over long time periods and turn that into indexes of soil moisture or precipitation. reporter: cook says climate change is making matters worse. he says temperatures have risen 1.6 degrees fahrenheit over the past several decades. it may not sound like much, but he says it does make a difference. >> the warmer it is, the more moisture the atmosphere can hold and the higher the evaporation, the more water is going to suck out of the surface. reporter: and less snow falls on the surface. >> we get rain rather than snow, we get earlier snowmelt, smaller snowpack. reporter: so what will it take
