>> from abc 7, breaking news. >> it is election night in san francisco. city hall lit up in red, white, and blue. voters recalled three san francisco unified school board members. >> it comes after a debate on covid policies and district management. the recall was the big issue on the ballot tonight along with an assembly primary race and a vote for assessor. thank you for joining us. i am dan ashley. ama: and i am ama daetz. dan: let's take a look at the numbers. it was not even close. 79% of the voters have said yes to the recall of alison collins. not much better for gabriela lopez, the school board president. 75% voted in favor of recalling her. she was the youngest woman ever elected to public office in san

francisco. the current vice president is also going to be recalled. 72% of voters have said yes. he was the first pacific islander elected to public office in san francisco. let's go to j.r. stone. ama: he was in san francisco tonight as reporters gathered to watch the results come in. >> you can see those who are here are fired up, happy with the election numbers so far and they won all three of these board members gone. >> i saw a lot of kids struggling, doing school from home. i saw the school board prioritize renaming schools over getting kids back into school. >> they should have been focused on reopening schools like most districts were thinking about and doing. >> the kids had six weeks of in class instruction last year. before summer break. this is a huge loss when it comes to kids who are coming

from difficult socioeconomic situations. >> we know allison collins and the board president have been recalled. supporters of this recall believe it took too long for their kids to go back to in person learning, saying many kids here struggled and fell behind because of it. they also argued that this board was more focused on social issues like renaming schools instead of working to make them safer and get them open. some people wanted the whole school board recalled but that cannot happen. once elected, members must serve at least one year after being elected. we talked with lopez, who defended their actions during the pandemic. >> i think it has been misconstrued and sometimes people believe we cannot do one thing while focusing on another. we were simultaneously working on enhancing the safety within our schools and regarding the renaming, that work started in 2017 with former board members

who are no longer on the board. >> some say the recall is false. >> in san abc7news. dan: mayor london breed issued a statement saying the voters of the city had delivered a clear message to the school board to focus on the essentials of delivering a well-run school system above all else. she added that the school district has a lot of work to do and the city is ready to offer support as we all move forward. the remaining challenges the district faces include a budget deficit, replacing the retiring superintendent and the ongoing pandemic of course. once tonight's election results are certified, the mayor will then appoint three new school board members. ama: there are a couple other races on the ballot. the seat is open because david chiu became the san francisco city attorney. matt haney has -- if no candidate gets over 50% of the

-- the top two will head to a runoff in april. the assessor recorder race is decided. walking torres will get every vote that has been counted so far. he was only opposed by a write in candidate. dan: san francisco voters could be asked to change the cities recall rules. the chronicle reports a proposal passed by the board of supervisors would narrow the window. the proposal applies to several positions including the school board and the district attorney. recall petitions can occur occur six months after they have taken office. this would push that to 12 months for the full year. also a petition could not be submitted within a year of a regularly scheduled election. ama: we sent this push alert on our mobile app tonight when the school board recalled results were called. if you would like updates on this, you can get the app on the app store. dan: a fire at a high-rise

west oakland. some were taken to the hospital along with three firefighters. abc7news reporter luz pena was on the scene and has more. : an agonizing rescue agonizing rescue was the difference between life and death. jeff and his girlfriend noticed smoke bursting into their apartment unit. when they tried exiting through the main door, they were hit by a cloud of smoke. >> it was in the hallway. the whole hallway is pitch black. once i felt the heat coming closer, -- >> the only option was the balcony. >> it was either jumping or we were going to be cooked up. luz: they jumped to the fifth floor where a firefighter helps them down the ladder. >> three minutes away from getting burnt. it was that close. it was coming closer and closer. luz: 60 firefighters responding

to the oakland high-rise blaze with multiple residents screaming for help. >> we had residents on the balconies. at the same time, we had other rescues we had to make with civilians who were trapped inside the smoke-filled building. it was nothing but the dedication and hard work of these personnel. >> the flames were coming from inside a unit between the fifth and the seventh floor. >> the fire at this point is still under investigation but we know the bulk of the fire was contained to a single unit within the building. residents and three tfi>>refighters were transporto local hospitals for smoke inhalation treatment. tonight, 15 residents are displaced. class looking at the building behind us, what goes through your mind? >> i am happy everybody made it out. luz: in oakland, luz pena, abc7news. ama: turning now to the pandemic and a health. in less than an hour, all bay

area counties except santa clara will allow fully vaccinated people to take off masks in indoor public spaces. masking rules had tightened up in the last few months because of the omicron surge. with coronavirus activity in a steep decline here, the state says it is time to relax the rules. tonight, abc7news reporter manny delicacy leo visited -- amanda del castillo visited the county line. >> we may have a bonfire and burned them all. >> antonee talking about masks. beginning wednesday, his county is one of many across the bay area, lifting indoor mask mandates and aligning with the state. places will allow fully vaccinated customers to go mask free. take a short trip into boarding santa clara county and masks must go back on indoors. >> that may be a little bit annoying. you might be over here but then do some shopping by stanford. put my mask on.

supervisors where the county is failing to meet the measure is in case rates. >> just like the state, we are assessing and trying to protect the large volume of unvaccinated kids. immune deficiencies. amanda: i'm amanda del castillo, abc7news. dan: los angeles county will lift its mass mandate tomorrow but only outdoors. it covers large events including the rams super bowl victory parade, by the way. the pace of people getting booster shots in the u.s. has dropped to its lowest rate ever. 50% of eligible people have not gotten them. getting vaccinated against covid during pregnancy could offer some protection for newborns. a cdc study shows babies born to mothers who had had two shots had about a 60% reduced risk for being hospitalized with covid in the first six months of life.

ama: developing news. san francisco police chief phil scott wants to completely change the deal of the police department currently has that makes the district attorney's office to lead investigator for incidents. prosecutors are not sharing information with police and are violating the memorandum of understanding. he could turn to another agency for investigations. a spokesperson for the district attorney's office says he plans to stay in charge. it expires next wednesday and is supposed to be taken up when the police commission meets tomorrow. dan: in the meantime, the da's

office is accusing the police department of storing the dna of rape victims and using it to solve unrelated crimes. he says that is illegal. the department is looking into it and says if it is true, that practice will end. it is not clear if that is illegal and the sheriffs's office is investigating. a woman was investigated based on dna collected in a 2016 rape kit. the da did dismiss the charges. ama: developing news in a missing girl case out of new york. his six-year-old was found living in a hidden room under the stairs in a home belonging to her parents. in 2019, they lost custody for an unknown reason. the parents abducted the child and stashed her at their house in upstate new york. investigators received a tip the girl moved in. the mother and the grandfather

have been arrested. dan: the family of a cinematographer who was shot and killed on the side of the movie rest has filed a wrongful death lawsuit after alec baldwin was among several defendant names. he was practicing a scene when the popgun he was holding went off, killing hutchins. the lawsuit claims baldwin and other producers failed to provide safety checks and follow basic gun safety rules. ama: a woman was cured of hiv after a stem cell transplant. doctors used a new transplant method involving umbilical cord blood on a mixed race woman. she also had leukemia and received stem cells to treat her cancer. the result opens up the possibility of curing more people including those of diverse racial background. >> what this case tells us is if you can make cells resistant hiv, you can stop the virus coming back but we would be doing this using different ways than transplantation which is

not an intervention that could be implemented at scale. ama: the patient is the third person ever to be cured of hiv. both men received bone marrow transplants from those who carried a resistant mutation. dan: an alarming new production about rising sea levels. the study is the work of multiple agencies including the nasa jet propulsion laboratory and the national oceanic oceanic and atmospheric administration. the team confirmed strong evidence that sea levels could rise by as much as a foot over the next 30 years. clocks some of the areas -- >> some of the areas where we are not seeing flooding now, you will start to see that flooding occurring. and then other big events on the west coast, like el niño, that has coastal impacts. even a foot of foundation on top of -- even an additional foot,

that is going to dramatically increase the impacts we see. >> the threat of melting glaciers in after -- in antarctica breaking news could accelerate the effects predicted in this report. ama: here is a rare sight. that is hail in pasadena. after a week of roasting under summerlike temperatures, southern california experienced dramatic cooling tonight. the national weather service says the changing conditions were due to a cold from a low-pressure system that flew in from northern california. winter weather advisory was in effect until 10:00 p.m. for most mountains. the same area is expecting a warming trend later this week. dan: look at that. ama: the weather is insane right now. it really is. dan: no dull days for you in the weather department. sandhya: really crazy stuff down south. it should be snowing and raining in the bay area and in california. southern california, that is

what we are seeing on live doppler 7, some snow showers and rain showers although the hail is gone, this is the cold low, the same low-pressure system that brought us the sprinkles last night. there were 25 reports of storm related issues down south from hail in pasadena. the video you just saw to thunder and lightning and in the us -- in the sierra, two inches to four inches of snow felt over the sierra nevada resorts. this is the view from earlier tonight. just a beautiful view. the snowpack is at 72% of average. unfortunately, it is shrinking. as you look at live doppler 7, no rain on our radar here. i want to tell you about our winter dry stretch. san jose is now 48 days without measurable rain and it is the record that is driest so far. san francisco, 39 days without measurable rain. fourth driest are so far so we have another couple of weeks to go but hopefully, we will break that streak early next week.

temperatures in the 40's and the 50's and you can feel the chill behind that quote system that moved into southern california. the winds are gusting over the hills. mount diablo, 40. as you look at the hour-by-hour forecast, the winds will remain on the gusty side for the higher the lower elevation, breezy around fairfield. to 20 miles per hour. untiluntiluntiluntiluntil risk of rip currents and sneaker waves with the nice weather we have had. you have to remember not to turn your back on the waves. clear skies, dusty in the hills overnight and chilly in the morning. warmer weather tomorrow afternoon and we are looking at a possible pattern change early next week so full moon for tomorrow. temperatures in the 30's to 40's for most of you although san francisco starts out at 52

degrees. afternoon highs will look like this. low 60's to low 70's. with more of a northeast wind, we will bump temperatures out. it will be noticeable. today was a little bit milder but tomorrow even more so. that computer model is hinting at the potential for some change. this is the european model and now, it is starting to go dry but look at the gfs model. it is bringing in the possibility of showers in the bay area and some sierra snow so in terms of sierra snow between sunday night and tuesday, some of the resorts will be picking up. the models are going to populate this. picking up several inches of snow. the accuweather 7 day forecast, mild weather continuing to end the work week but cooling as we head towards saturday, sunday, slight chance of a few showers monday into tuesday. since the computer models are not in agreement, just slight chance. confidence is not 100% yet. >> those
